EXECUTIVE COMMITTEE REPORT
March 2, 2000
The Executive Committee of Otto Hoff, Richard M. Vickery and Jane Allan met on
Thursday, March 2, 2000, at the Kneehill County office commencing at 8 40 A.M
Lonnie D McCook, Public Works Superintendent and Jennifer Deak Administrator, were
also present
The following items were discussed
1 Recvcling Grant
A balance of $4 554 56 remains in the Recycling Grant for 1999 as only Acme
accessed the amount provided based on population, on May /99 ($509 44) Letters
have been sent to all the urban jurisdictions advising of the grant with the Town of
Three Hills being sent an additional letter on December 14/99 Council at the Jan 18/00
meeting recommended the remaining money be held until Feb 28/00 and if no further tp g>_
requests are received the balance should be distributed as per policy Policy states any 0,0y
other jurisdiction in the County, actively involved in recycling can apply for these ?00-
remaining funds and these funds will be distributed prior to the year end No letters
have been received
Executive Committee recommends to close off the 1999 recycling grant and
further, the recycling grant be offered, under the same terms and conditions for the
tear 2000 '
2 Feb.25 /00 Request from Gail Tainsh re. Midget "B" Provincial Tournament
A request has been received from Gail Tainsh, one of the organizers of the Midget
`B' Provincial Tournament being hosted by Three Hills Midgets on March 24t'', memo
25t' &26`'', 2000, for a contribution to assist with putting the provincial logo at �d g L.�
center ice The approximate cost is $300 00 and a half page thank you would be
printed in the programs
Executive Committee recommends the County donate $300 00 tmvards this
tournament.
3 Policv Needed re. Committee Appointments
At the Feb 8/00 Council meeting it was suggested that Councillors other than
those representing the local division, be appointed to committees involved in local
issues It was agreed this would provide an unbiased perspective and represent the 19
County's overall interests A policy needs to be drafted to this effect
Executive Committee recommends to address this issue as the need apses.
4 Collision Report Forms
Kneehill County no longer receives accident report forms from the RCMP due to
F O I P regulations, so locating accident scenes on the County map is not possible
Executive Committee recommends a letter be sent to the RCMP detachments i7 M fro
serving the Count' advising these accident reports are used to identify and [V g9
monitor trouble spots and requesting the RCMP contact the County to advise of iL) Ndk trouble areas in the future. Further a copy of this letter be sent to Catherine Pe

5 Alberta Conservation Connection Article re. Getting A Handle on Water
Qualitv in Kneehill Countv Creeks
The Alberta Conservation Connection has interviewed Bruce Sommerville,
Agricultural Fieldman, and produced an article on the watershed monitoring 11)
program being done in Kneehill County This article can be found in Issue 10 �1 009
Winter 1999 or on the Alberta Agriculture, Food and Rural Development web site 0

An agreement between Luckett Wenman & Associates and Kneehill County has
been received offering a GST concept that will result in additional refunds for the
municipality The agreement stipulates the details of the concept will be sent for �b
perusal after the agreement is signed and should the municipality proceed with the � fri

filing of claims related to this concept Kneehill County will pay 50% of all the
recoveries to Luckett Wenman & Associates Mo"

8 Feb.4 /00 Letter from AGRA Torchinsky Ltd re Delivery of BIM Inspection
Contract and Services
A letter has been received from John O'Brien of AGRA Torchinsky Ltd advising
they have recently purchased Assenheimer Engineering Ltd and will now be seeing �5
to the continued delivery of a number of their contracts Including the BIM!"�1�
Inspection Contract in our area The letter also provided contact names and
numbers if any assistance is required for bridge, roadway or other engineered
projects

9 Feb 1 /00 Letter re. FOIP Course
A letter has been received from the honorable Walter Paszkowski, Minister of
Municipal Affairs, advising Alberta Municipal Affairs and the University of Alberta
are developing a course to introduce the basic concepts and issues related to the
administration and application of the Freedom of Information and Protection of
Privacy Act in municipalities r�

Copies of the Municipal Gas Systems Core Market Regulation, Alberta Regulation
45/95 Determination of Population Regulation Alberta Regulation 371/94 and the
Financial Information Return Regulation, Alberta Regulation 376/94 have been
received from Alberta Municipal Affairs, Local Government Services Division for fu V
our Information and asking for Input by March 31/00 Unless significant concerns
are expressed, the department intends to simply re enact these regulations in their ��

Copies of the Ballot Box Regulation Alberta Regulation 271/91, the Forms
Regulation Alberta Regulation 272/91 and the Modified Voting Procedure p
Regulation Alberta Regulation 123/87 have been received from Alberta Municipal
Affairs, Local Government Services Division, for our Information and requesting f a pot
input by March 31/00 Unless significant concerns are expressed the department
intends to simply re -enact these regulations in their present form

A letter has been received from Gerry Gibbons, Regional Manager of Alberta
Economic Development providing Kneehill County with the December editions of
the Alberta Regional Projects Inventory and the Alberta Major Projects Inventory
containing information that it significant to local and regional economic
development

Feb 16/00 Notice from Alberta Municipal Government Board
Notice has been received that the City of Calgary and the City of Edmonton have
filed with the Municipal Government Board appeals respecting their 2000
equalized assessments and advising that any municipality wishing to intervened in
this matter must file a resolution and letter of Intent with the Board no later than �7 n

Collections Proiect
A letter has been received from Paula Shapleigh Project Coordinator, advising of
a SchoolNet Digital Collections Project entitled `WE WILL REMEMBER" The
purpose of the project is to preserve the history surrounding war monuments
across Canada in digital format A detailed Information sheet about the War t�

16 Feb.23 /00 Letter from Mt. Vernon Water Co -op re Monthly Water Billing
A letter has been received from the Mt Vernon Water Co op advising the Town
of Three Hills has been given the authority to read the Co op's meters on a 1,
monthly basis which will increase the water billing by $0 75 per month

17 Feb 16/00 AAMD &C Letter re Secondary HI hwav Partnership Program
Ledger
The AAMD &C has forwarded a letter received from Alberta Infrastructure
Minister Ed Stelmach, regarding future programming of secondary highways and
the latest information available on provincial and municipal contributions toward
secondary highway construction under the Secondary Highway Partnership
Program (the ledger)

19 Feb.13 /00_Letter from Alberta Infrastructure re Bleriot Ferry Aerial Cable
Inspection
A detailed report of the February 8 2000 inspection of the aerial anchor line cable
has been received The following results were noted the cable condition is good
a guide line traveler sheave has severe wear and requires replacement beforei
commencing operations this season, the bolster arm apron sheaves are positioned
off true and Ledcor was advised to remove the four sheaves so the condition can
be evaluated and repairs made before launching It was noted, as of May 1/2000,
the province will be responsible for this operation as it is part of the secondary
highway system

20 CCAMD &C Bonsplel — Rimbev March 3/00
A draw schedule for the CCAMD &C bonspiel to be held in Rimbey, on Friday
March 3, 2000 has been received along with a map of the town and further details
regarding the times for lunch and dinner Copies of this schedule have been
provided to all Councillors Also noted Mr Ed Dunay will be an alternate should
any Councillor be unable to attend

Upon review during her probationary period Lisa Mason was felt to have
excellent computer skills but her total skills were not compatible with the overall C
requirements for her position It was with regret her position was terminated on

22 ComDlimentary Tickets for Parkland Savings & Credit Union's 56`h Annual
Meeting and Banquet
Six complimentary tickets were received from PSCU to attend the 56`h Annual
Meeting and Banquet to be held on Saturday March 18 2000 at the Exhibition
Hall of the Capri Convention Centre The annual general meeting commences at i mP-MO
3 30 P M., reception and cocktails at 6 00 P M. and banquet at 7 00 P M

26 Request to Review Kneehill Countv Recreation Grant
Council approved the Feb 17/00 Executive Committee s recommendation that the
Recreation Grant be reviewed to extend the parameters to include cultural
activities
Executive Committee recommends this policy be revinved in 2002, when the R VC C`4
onginal policy commitment expires.
27 Feb.28 /00 Letter from Proctor Crushing re Gravel Crushing Tender
A letter has been received from Barry Proctor advising he is unable to provide a
five year price on gravel but proposing 100 000 to 200,000 cubic yards at a price
of $6 00 per yard for the year 2000 The pile can sit in the pit as long as needed as J m2
long as there is an access agreement between the County Proctor Crushing and h
the Hutterite Colony Estimated price increases for 2001 are $0 30 to $1 00 per DM -E m0
yard It was noted the County uses approximately 100,000 cubic yards of gravel
per vear
Executive Committee recommends approval for Proctor to crush, in year 2000,
200, 000 cubic yards of gravel at $6.00 per cubic yard plus GST and stockpile
this amount, under the same stockpiling agreement as used in the previous
crrishing contract
28 SH 806 Between Acme and Linden Letters
Copies of letters from Carol Pate Mark Rauwerda, and Glen Rieger to the
Premier and letters from Joanne Briggs, Doug & Peggy Bates and the Village of
Linden to Reeve Hoff listing concerns with this portion of SH 806 requesting it be
rebuilt to 10 meters wide and the curves straightened in the year 2000 have been
received Executive Committee has received other copies of letters on this issue
and noted the County had previously responded and further noted the province �, �'�� _caP

29 Canadian Rural Partnership (CRP) Pilot Proiects Initiative
Guidelines have been received explaining the objectives, application procedure and
operation of the Pilot Projects Initiative and the specific criteria that will be
employed in awarding funding under this project The CRP Pilot Projects
Initiatives will support rural Canadians as they pursue creative community -based
solutions to help improve the quality of life for Canadians living in rural and �� 1, -t-- 7
remote areas

31 Feb.24 /00 Letter from Alberta Municipal Affairs re Official Census
Alberta Municipal Affairs has advised if the County wishes to conduct an official
census it must be done from Apr 1 /00 to June 30/00 and the enclosed population a
affidavit must be completed and returned by September 1, 2000
Executive Committee recommends using the 1999 official population figures
for the year 2000
32 Information re. Media Training, Risk Communications
Information has been received via a mail on Feb 19/00, from Grahame Blundell of
Risk Communications and Services Center offering to train people how to work
with the media during an emergency f i r:

33 Feb.22 /00 Letter from Alberta Infrastructure re. Rural Transportation
Grant Funding
A letter has been received from Brian Reid of Alberta Infrastructure advising the
regular Rural Transportation Grant allocation of $374,376 00 for 2000/2001 will
be paid to Kneehill County by May of 2000 In March of 2000 the Rural
Transportation Grant intends to pay $282,408 00, the final two installments of the
3 year funding injection and requests a list of projects for the year 2000 as well as
a statement of expenditures for projects completed in 1999 be forwarded prior to
March 3 2000 It was noted Mrs Terry Nash accountant has forwarded this
information to AB Infrastructure

Mamie Green, KCRP worker from Trochu has requested a key to the Kneehill
County Office A discussion followed on the number of people having keys for the
office Mrs Deak discussed a recent incident where the office front doors were
found open when staff arrived at work m�

Feb 23/00 Letter from Villaze of Carbon re: C;
The village of Carbon has responded to the County s letter regarding the condition
and location of this transfer site building and note that while Council appreciates
the County's concerns, there is currently no room to relocate this building within
the parameters of the fenced area, this building was located at the site for the sole
use of the County's attendant, should Kneehill consider this building inadequate,
Carbon can have it removed and Kneehill can replace it at no cost to Carbon

Town of Three Hills re. Proposed Subdivision Pt

The town of Three Hills has provided information on the above noted proposed
subdivision and requested concerns and comments be sent to them by March
23/00 Mr Vickery advised the Executive Committee the Municipal Planning
Commission had addressed this matter and noted no concerns with the proposed g
development

37 The Great Millennium Wall of Canada (GMWC)
A company, based in Montreal is promoting a three year project that offers
Canadians the opportunity to express their community by painting 5'x7' "soft
mural' paintings on canvas which will be collected and then loaned out for display
across Canada
