HomeMy WebLinkAbout2000-02-03 Council Minutes0 • El KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 The Executive Committee of Otto Hoff, Richard M. Vickery and M. Glen Wagstaff met on Thursday, February 3, 2000, at the Kneehill County office, commencing at 8 30 A.M Lonnie D McCook Public Works Superintendent and Jennifer Deak, Administrator, were also present along with Mr Rmus Onos Kneehill Ambulance Operations Director The following items were discussed Kneehill Ambulance Service (KAS) a. Call Volumes Call volumes for the current year to February 2/2000 total 8- calls of which Linden station responded to 22 and Three Hills Station 58 with 31 of these 58 being from the Three Hills Health Care Centre Of these 80 calls 14 were ALS responses and 64 BLS responses with the other two responses being an EMR response and an alternative transport response Executive Committee recommends to accept and file as information. b ALS Call Requests/Mutual Aid Requests A discussion followed on the dispatch, doctor and mutual aid requests for ALS services from KAS While it was recognized by the Executive Committee the primary focus is the patient it was also recognized the KAS cannot provide ALS service on demand A recent mutual aid request was discussed along with other ALS service requests Executive Committee recommends the ALS service call requests be monitored over the next three months and reviewed after this time frame and further, this matter be discussed with the KAS at their next board meeting c Letter to Towns and Villages re. County's Position on Ambulance Joint Services On February 1/2000, Kneehill faxed a letter to all the towns and villages in the County along with a copy of the letter distributed to the KAS board members at the November 24/99 board meeting advising to date, only one jurisdiction has responded in regard to the County's position on ambulance point services and requesting the other jurisdictions to review and respond to this issue as soon as possible The County also notes it considers time to be of the essence as the KAS next meeting is scheduled for February 16/2000 and the agreement between the KAS and the County for the operation of the ambulance expires April 14/2000 Executive Committee recommends to defer this matter until all responses are received d Ambulance Operations Director Mr Onos reported he would be away from Feb 17 — Mar 2/2000 in Guatemala, assisting in providing medical assistance to residents of isolated communities Dr Webb will also be part of this medical team The KAS will operate, as usual with the balance of staff during this period Executive Committee recommends to accept and file. Mr Onos left the meeting — time 9.05 A.M 2 Alberta Infrastructure re: Secondary Highway Partnership Program Rob Penny, Regional Director Alberta Infrastructure, has advised the total cost of $180 829 77 net of the GST, will be credited towards Kneehill County's portion of the partnership program, as per Kneehill County's request AB Infrastructure has also scheduled a meeting for Feb 3/2000 in Hanna at 2 15 P M to further discuss the secondary highway transition NuNtTrE/ECZOOO, • is • • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 Executive Committee recommends Mrs. Deak, Mr McCook, Mr Hoff and Mr Vickery attend this meeting and further, the County request a transition date, for the secondary highways, of April 1, 2000 3 Three Hills Fire Department Report The Three Hills Fire Department has submitted their fire report for the month of December 1999 Highlights include 9 fire calls of winch 4 were false alarms, and 2 were motor vehicle accidents Executive Committee recommends to accept and file 4 Acme Fire Department Ouarterly Report The Acme Fire Department has submitted their fire report for the months of p P r; � ;, � � October November and December 1999, showing a total of 9 fire and rescue calls, and 11 practices and meetings Executive Committee recommends to accept and file. 5 Trochu Fire Department Report The Trochu Fire Department has submitted their fire report for December 2, 1999 4 to January 14 2000 inclusive showing a total of 2 practices and 3 fire and rescue calls Executive Committee recommends to accept and file. 6 Linden Fire Department Report The Linden Fire Department has submitted their fire report for the months of October, November and December 1999, showing a total of 6 meetings and practices 5 rescue calls and 6 fire calls Executive Committee recommends to accept and file. 7 Multi -Media Projector Quotes As per Council s request, quotes from six audio visual companies were obtained with prices ranging from $5,200 00 to $9,999 00 depending on the model of projector The most informative quote was received from APEX, who would be willing to demonstrate the SVGA model (which seems to meet our needs), and would also be willing to look for a used model, winch could be slightly cheaper Model SVGA has the following features robust for use in lots of venues, good brightness (800 X 600 resolution) 900 1200 antmlumen, a 2000 hour metal halomd lamp square clear adjustable image, good leveling legs, zoom feature laser pointer and lots of presentation tools Executive Committee recommends a demonstration be arranged for this equipment. (Note no rush for this) 8 Jan 13/00 Letter from Phyllis Wilson, Torrington re. Frozen Water Line and Meter A request has been received from Phyllis Wilson for the County to reimburse her $169 77 for expenses incurred to repair a frozen water line and meter, due to the negligence of the water meter installer (contracted by Kneehill County) in not plugging in the heat tape nor closing the under slartmng of her mobile home Mr McCook reported the contractor had been contacted and this matter had been taken care of 'j, N f • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 Executive Committee recommends to accept and file. 9 Jan 10 /00 Tax Penalty Cancellation Request A request to waive the tax penalties for Roll # s 1097000 1097500, 1101000, 1102000 1125000, 1128000, and 1142000 in the amount of $464.36, has been received from Gail Healey, POA for Charles Ward due to the June 7, 1999 tax` °L, notice not being redirected to his new address This June 7 1999 tax notice wasD��' not returned to the County office until January 10, 2000, at which time the landowner was contacted Executive Committee recommends this request be denied — the County cannot be responsible for Canada Post, it is the ratepayers responsibility to notify the office of any change in ownership or address 10 Dec 13/99 Alberta Environment Letter re Exploration Regulation Discussion Document Review �Ee Gw�P A copy of the Exploration Regulation Discussion Document has been received for review and comments Comments are to be returned prior to May 1 2000 mo' Executive Committee recommends this document be referred to Mr McCook CS and Mrs Deak for review and comments and then brought back to the Executive Committee 11 Dec.30 /99 Thank You Letter from STARS A letter has been received from D Gregory Powell, Chief Executive Officer of STARS thanking Kneehill County for the $1000 00 donation and enclosing a receipt for tax purposes Executive Committee recommends to accept and file. 12 Olds & District Rural Crime Watch Letter A letter has been received from Pat Braun, Sec/Treasurer of the Olds Rural Crone Watch Association, thanking Kneehill County for the donation Executive Committee recommends to accept and file. 13 SH 806 Between Acme and Linden Letters Copies of letters from Janice Dyck, Monique Ruchkall and Wanda Gorr to the Premier, listing concerns with this portion of SH 806 requesting it be rebuilt to 10 meters wide and the curves straightened in the year 2000 have been received The Executive Committee had received other copies of letters on this issue and noted the County had previously responded and further noted the province would be taking over the construction and maintenance of the secondary highways effective Apnl 1, 2000 Executive committee recommends to concur with the previous Executive Committee recommendation pertaining to this matter, and further, to accept and file. 14 Jan 14/00 Agreement between Hearthstone Child and Family Services & Kneehill County Four copies of the funding agreement between Hearthstone Child and Family Services and Kneehill County, for the provision of the Kneehill Community Resource Program (KCRP) services have been received for signatures MINUTE E,C2000, fps s is 0 • KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 r cc v- Executive Committee recommends this agreement be duly signed 15 Red Deer River Corridor Integrated Management Plan A copy of a letter sent to Terry Kraus from Bill Postill, Chairman of the Tolman Badlands Ranchers Association, has been received The letter addresses the concerns of this organization pertaining to the Red Deer River Integrated Management Plan. Walter Paszkowski Minister of Alberta Municipal Affairs, acknowledging Kneehill County's choice to not continue to remain as an accredited municipality and further advising that the AMA staff in the Red Deer Office will be contacting John Rusling or Barb Reimer to achieve an orderly transition to using the services of Municipal Affairs for the delivery of permit and inspection services Executive Committee recommends to accept and file. 19 Jan 17/00 Letter re. Grant Initiative - _Municipal 2000 Sponsorship Program The Hon. Walter Paszkowski, has provided an update on the Municipal 2000 Sponsorship Program, noting additional funding has been provided as a special initiative for fire and disaster services training Included are application forms for funding for fire protection master planning training and for disaster services training courses as well as a copy of the program guidelines for this initiative As the deadline for applications is March 8 2000 the training must be completed by March 31, 2001 Jan.21 /00 AB Municipal Affairs Letter re. New Grant Initiative under the Municipal 2000 Sponsorship Program Ron Wolsey, Director of Disaster Services advised his department is extremely pleased with the new grant initiative approved for the delivery of disaster services training He reported this would allow for a significant increase in the number of courses offered as well as other program refinement Executive Committee recommends due to the application deadline, this funding MINUMEC2000, i 4 )& i� v5�- o a � Mo i�� • • r1 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 be applied for as soon as possible and further this matter be referred to the Regional Fire/Disaster Coordinator when this position is hired 20 News Release —Jan 27,2000 Relocation of an additional $2 million in conditional grant money from Municipal Affairs, as a special initiative under the Municipal 2000 Sponsorship Program, for rural municipalities with populations of 20,000 or less, to have an inventory of local roads, traffic flows and major development plans, conducted by a professional engineer This grant is available for municipalities that did not have rural road studies done previously through Infrastructure and the deadline for applications is March 8,2000 with the project to be completed by March 31, 2001 Noted Kneehill is not eligible as it has already participated in a road study Executive Committee recommends to accept and file. 21 E911 Full Dispatch A copy of the Jan 18/00 letter to Jack Ramsden, Manager Town of Three Hills from Keith Martin, Three Hill Fire Chief reporting on a meeting with Jeff Lunder, Red Deer Regional Dispatch Leader, has been received Mr Martin reported there should be no problems or anticipated changes with the Three Hills Fire department going into full dispatch Mr Martin further noted he is waiting for Kneehill County to call a meeting with all the Fire Chiefs to advise of the radio frequency to be used Mr McCook reported he had advised Mr Lunder any communications from the fire departments in the County must come through the County office Executive Committee recommends to accept and file. M� 22 AB Agriculture Letter re Finding Agreement on Difficult Issues Workshop Bernie Yakimyshyn, AB Agriculture is requesting the Agricultural Fieldmen promote the workshops being held in February and March, 2000, on Finding i Agreement on Difficult Issues Brochures and registration forms are available Executive Committee recommends to accept and file. 23 Dec.20 /99 Letter from Alberta Trail Net to Coswav Adiacent Landowners Association (CALA) Scott Richardson, President of Alberta Trail Net, responded to a letter from Faye Engler Secretary of CALA, providing background information on various issues and offering reassurance that Alberta Trail Net is interested in working out solutions with all the adjacent land owners in order to jointly develop a trail system Included in this background information are the Sept.9 /99 Press Release whereby Alberta Trail Net requested the government to provide effective legislation to hnut the liability of land owners from third parties, a copy of the rules defining standards of behavior when using the trails a copy of the Dec.20 /99 letter to Allan Becker from Scott Richardson advising a transfer of ownership to the Cosway Association would only be done if the group was interested in developing and maintaining the abandoned lines as sections of the Trans Canada Trail Executive Committee recommends to accept and file. 24 Jan.19 /00 Letter from Tom Thurber, MLA to Alberta Trail Net In response to a note from Scott Richardson, President of Alberta Trail Net, Tom Thurber, MLA Drayton Valley - Calmar, advised the only possible way of appeasing the rural Albertans would be to sell the line to the adjacent landowners and use the funds to develop the trail in locations that are appropriate and welcome MINUTE/ECZOOO, E KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT February 3, 2000 Executive Committee recommends to accept and file. 25 Jan. 16/00 News Article re: Megacity study The Calgary Herald reported Alberta Municipal Affairs is willing to provide funding for municipalities to explore the possibilities of working together Megacity proponents say with just one municipal government police and fire protection service and admimstrative costs would be reduced and services streamlined with political duplication eliminated Jack Hayden, President of AAMD &C called for wide public consultation on this issue as urban priorities differ from those in unfamiliar with the local issues ` rural � and one might end up with elected representatives � � unfamiliar Executive Committee recommends to accept and file. 26 Subdivision and Development Appeal Board (SDAB) Members at Large • The application deadline for SDAB members at large was January 21,2000 and to date no applications have been received The advertisement was placed to develop����� a roster of members at large Executive Committee recommends to accept and file. 27 Seminar re. In 1999 the County approved grants of $50 00each to Travis Robertson and Alana Ireland to attend this forum Executive Committee recommends a grant of $50 00 each be provided to these students to attend this forum. 45 Carbon & District Recreation Board Thank You A thank you has been received from the Carbon & District Recreation Board for the new Kneehill County flag which was presented by Marylea Lowen r `' Executive Committee recommends to accept and file. 46 Health Authority 5 Roadmap to Health Care Services Along with the December and January Board Minutes, a `Roadmap ", providing r� the services available and the towns counties, and special areas that are within the Health Authority 5 boundaries, was received Executive Committee recommends to accept and file. 47 AB Municipal Government Board Procedure Guide A copy of the January 2000 Procedure Guide has been received Its purpose is to inform parties of the appeal process, to ensure a fair and open process, to increase efficiency and timeliness of appeal proceedings, to enable the Board to fulfill its r duties and to explain the steps in the appeal process ( ► LE- Executive Committee recommends to accept and file and, upon request, provide a copy of this document. 48 Alberta Economic Development Authority (AEDA) Letter re. AB Human Resources Letter re Summer Temporary Employment Program STEP The STEP will be available to Kneehill County again this year with the time frame being April 25 to September 1, 2000 with an application deadline of February 29, 2000 A funding allocation of $6,400 00 (32 weeks) is available to the County for - CV v ,+ 4 ')Ii�,a the creation of temporary summer employment (based on population and brochures were included for further reference Executive Committee recommends the County proceed to apply for this grant. 53 Jan.26 /00 Letter from Village of Acme re. Cancellation of Elected Official Meeting In response to the County's inquiry, a letter was received from Catherine Jackson, Mayor of Acme, advising the Joint Elected Officials meeting was cancelled as the mayors of the urban centers agreed no outstanding issues needed to be addressed at this time if the County was not willing to participate, and the urban centers were already aware of the County s position on point services Executive Committee recommends to accept and file.
