Planning issues discussed included
Focus of County — to maintain and further agriculture and to make the decision
making process as simple and consistent as possible
Subdivisions first parcel out is not an automatic at the provincial level, it is at the
local government s discretion Suggested we move away from the automatic first
subdivision out of the quarter with it being kept as small as possible preferably 3
acres or less It was felt if the County s focus is to maintain agriculture and to
simplify the decision process as much as possible, perhaps subdivisions under a
quarter section in size should not be allowed County should keep away from
estate planning issues
The meeting recessed from 10 05 A M to 10 23 A.M
Land Use Bylaw needs revamping as it is 15 years old and is outdated Need to
take a comprehensive look one section at a time
Follow up — need to be consistent and have a policy in place Need to be seen as
3 fair and reasonable in resolving situations
Inspections — policy needed must be consistent At this time the Planning
The regular meeting of Council recessed from November 23 1999 reconvened at 8 30
A.M on November 24 1999 and the following were present

John Jeffery Municipal Administrator Jennifer Deak, Assistant Municipal
Administrator and Lonnie McCook Public Works Superintendent were present along
with Barbara Long who recorded the minutes
Discussion of the Joint Services Position Paper and the letter advising the urban centers
continued and further changes were made
The following amendment was to be added to the motion regarding Kneehill County s
position on point services with Kneehill Ambulance

Clause #4, in its entirety, he removed from the agreement between the Kneehill

Ambulance Society and Kneehill County, with the halance of the terms to stay in

The areas of Assessment. Planning and Transportation were to be noted as the areas of
point services the County is not interested in discussing with the towns and villages at
this time

Mr Rusling presented an overview of the planning process He advised the provincial
role in planning is provided by the minimal regulations as set out in the MGA The
PLANNING
municipality established a Municipal Development Plan (MDP) in 1996 (modeled after

Mountain View s plan) The Land Use Bylaw (LUB) addresses the details of the
Municipal Development Plan and gives the MPC discretion to waive restrictions The
local Municipal Planning Commission works with the above rules at Council's
direction as they are the policy makers
Mrs Long returned to the meeting at 9 50 A.M
Mr Wagstaff left the meeting at 9 55 A.M and returned at 10 00 A.M

department inspects all subdivisions and some development permits (selective
pick and choose) prior to presenting to MPC All approaches get inspected by H
Wiens, after it is presented to MPC (common sense applies if land use hasp t
changed) Anything going to Development Appeal Board presently inspected
Penalty fees felt a policy needed on amounts and collection procedures and a
decision needs to be made on how strong Council wants to be regarding
enforcement
Process — felt the planning process needs to be refined and streamlined
It was decided all Councillors need to be present for the decision making on these
issues Meetings were set for every second Wednesday of the month beginning on
January 12 1999 from S 30 A.M until 12 00 noon and continuing for six months
Mr Rusling and Ms Reimer will supply Council with a six month draft agenda and
will provide documentation prior to each meeting regarding the issues to be discussed
and any recommendations from the Planning department
Mr Wagstaff left the meeting at 11 16 A.M and returned at 11 19 A.M
Mr Wagstaff moved Council meetings in January be changed to January e and
January 18` ; 2000

The amended paper on point services was presented by Mrs Deak to Council for their
approval before being sent to the towns and villages within the municipality
Mr Hanger moved ratification of Kneehill County s revised Joint Service Position
as follows and further that this position be sent to the towns and villages within the
municipality.
1 FIRE —Position is to contin tie to fight fires within the County s jurisdiction
by employing a Regional Fire Coordinator Continue using the five fire
areas of Acme, Linden, Carbon, Torrington and Trochu as well as the
contracted fire fighting services of Three Hills and Drumheller The present
fire agreements to remain in place as long as there is mutual consent.
Currently looking towards partnering with Wheatland. (See also Disaster
Services)
2 DISASTER SERVICES — Currently looking into sharing with other
municipalities, as well as the towns and villages within Kneehill County's
jurisdiction Kneehill County's direction is towards combining the position of
Regional Fire Coordinator and Director of Disaster Services into one
position that of Regional Fire and Disaster Coordinator Currently looking
towards partnering with Wheatland
3 E911 — Kneehill County to implement E911 full dispatch at the County's
expense subject to approval of the annual contract with City of Red Deer
4. KNEEHILL REGIONAL WATER COMMITTEE — Position is regional in
focus, working with the involved urban centers Serve people first then
livestock, with 100% County involvement and funding on a per capita basis
with per capita being the users of the water system The Town of Three Hills,
on November 1, 1999 provided a written recommendation that the current
negotiating process be terminated Kneehill County has accepted this
termination and will no longer be negotiating with the Town of Three Hills
5 GARBAGE — Kneehill County s position is to handle rubble requirements for
its ratepayers at the rubble pits at Ridgeview, Drumheller_, Linden (until full)

and Schmautz. The Schmautz pit to be solely County involvement (open in
Spring of 2000) Transfer sites to remain with no changes The waste service
agreement with the Town of Three Hills for sharing rubble services to expire
on December 31, 1999.
40 6 FCSS —Position is regional in focus, with the current level of service being
maintained Funding to be 80% provincial government with the 209
remaining being shared by the participating members on a per capita basis
7 RECREATION — Kneehill County to maintain current level of service by
continuing funding of $100, 000 00 per annum (until 2002), to the towns and
villages having an arena or pool, with the disbursement being decided upon
by the grant recipients and further to continue with the $2,000.00 per annum
community hall grant
8 KNEEHILL HOUSING CORPORATION— To continue to maintain current
level of service, as it is working well and is serving the county ratepayers
9 THREE HILLS MUNICIPAL AIRPORT — To continue to maintain current
level of service as it is working well and is serving the county ratepayers
• 10. AMBULANCE —A motion approved Kneehill County oun ty ma rage and oversee
the entire operations of the Kneehill Ambulance subject to the following
conditions
Kneehill County will oversee the Kneehill Ambulance operations for
all the residents, both urban and rural, within the boundaries of
Kneehill County.
Clause #4, in its entirety, be removed from the agreement between
the Kneehill Ambulance Society and Kneehill County, with the
balance of the terms to remain in place
Kneehill County will provide this service to the region on a "no
requisition" basis to the urbanjunsdictions of Three Hills, Trochu,
Acme, Carbon and Linden
Should the above conditions not be acceptable to the urban
jurisdictions of Three Hills, Trochu, Acme, Carbon and Linden,
Kneehill Ambulance Society can assume the management of the
entire Kneehill Ambulance operations, with requisitions based on a
, r = per capita basis

3 TRANSPORTATION —At the July 6, 1999 Council meeting a unanimous
motion advising the sharing of pubhc works services be placed on hold
