KNEEHILL COUNTY COUNCIL MINUTES November 23, 1999 A regular meeting of Council was held in the Kneehill County office 232 Main Street, Three Hills, Alberta, on November 23 1999 commencing at 8 30 A.M The following were present at the meeting Reeve a Otto Hoff Division Two Councillors Marylea Lowen Division One M Jane Allan Division Three Marjorie D Vetter Division Four ,James M Hanger Division Five Richard M Vickery Division Six M Glen Wagstaff Division Seven John Jeffery, Municipal Administrator Jennifer Deak, Assistant Municipal Administrator and Lonnie McCook, Public Works Superintendent were present along with Barbara Long who recorded the minutes Reeve Otto Hoff called the meeting to order at 8 30 A.M Requests were made to add the following to the agenda Under agenda item 29 add Hanniford Issue Under agenda item 30 add Remembrance Day Wreaths Under agenda item 31 add Torrington Action Committee Mr Wagstaff moved approval of the agenda, with the above noted additions CARRIED Mr Hanger moved approval of the October 25, 1999 Organizational Meeting minutes and the minutes of the November 9, 1999 Council Meeting The Administrator's report was presented Mrs Vetter moved approval of the Administrator s report, as presented CARRIED CARRIED Mrs Deak presented the Correspondence Report in lieu of an Executive Committee report Mrs Allan moved approval of the Correspondence report, as presented CARRIED The October 31 1999 bank and net cash comparison reports were reviewed Mr Vickery moved approval of the Financial reports, as presented Mrs Lowen moved approval of the accounts presented for payment today subject to review by the Finance Committee of Councillors Vetter Vicken; Lowen and Hoff CARRIED Kneehill County s Joint Services Position paper was reviewed and all the areas revisited and clarified Mrs Deak will check into expiry dates of current fire agreements to bring back to Council Transportation was left on hold until Alberta JD /MIN PRESENT AGENDA ADDITIONS AGENDA APPROVAL APPRnVAT nT: MINUTES APPROVAL OF ADM REPORT APPROVAL OF CORRESPONDEN CE REPORT APPROVAL OF FINANCIAL REPORTS APPROVAL OF ACCTSPAYABLE JOINT SERVICES REGIONAL KNEEHILL COUNTY COUNCIL MINUTES November 23, 1999 Infrastructure advises of the County s role in the secondary highway system and the requirements of the County ratepayers have been met The direction to be taken towards Disaster Services was discussed in length and it was felt a Regional Emergency Service, with a combined position of Regional Fire Coordinator and Director of Disaster Services, would be the most efficient and economical method Mr Hanger moved that Kneehill County's direction be towards a Regional Emergency Service by combining the position of Regional Fire Coordinator and Director of Disaster Services into one position, that of Regional Fire and Disaster Coordinator CARRIED The Kneehill Ambulance Society and its contract with Kneehill County to handle the daily operations of the ambulance service were discussed in length Mr Vickery advised Kneehill Ambulance had received sixteen applications, for the emergency medical technician advertisement and the Interviewing Committee comprised of Dr Webb Rinus Onos and himself would be conducting interviews and selecting two candidates on Wednesday December 1 1999 r�� . Mr Hanger moved Kneehill County manage and oversee the entire operations of Kneehill Ambulance subject to the following conditions 1 Kneehill County will oversee the Kneehill Ambulance operations for all the residents, both urban and rural, within the boundaries of Kneehill County 2 Kneehill County will provide this service to the region on a no requisition basis to the urbanjunsdictions of Three Hills, Trochu, Acme, Carbon and Linden 3. Should the above conditions not be acceptable to the urban junsdictions of Three Hills, Trochu, Acme, Carbon and Linden, Kneehill Ambulance Society can assume the management of the entire Kneehill Ambulance operations, with requisitions based on a per capita basis CARRIED The meeting recessed from 10 05 A M until 10 18 A.M Mr Vickery moved approval of Kneehill County's position onjoint services, as Am presented CARRIED Mrs Vetter moved letters be sent to all the towns and villages, within Kneehill County'sjunsdiction, advising of Kneehill County's position on joint services and further this letter be approved at the 1Vovember 24 1999 Council meeting on Planning issues, prior to being mailed EMERGENCY SERVICE KNEEHILL AMB JOINT SERVICE POSITION APPROVAL OF JOINT SERVICES CARRIED Mrs Deak advised Council the Joint Service Position paper would be amended to POSITION PAPER reflect the changes and would also be presented for final approval at the November 24 1999 meeting LETTER OF Mrs Allan requested a letter of support from the County be sent to Jody Osmond of the SUPPORT Acme School for the paving of the Acme Outdoor Arena under the Millennium out MILL YOUTH Recreation Project This would provide three new activities for the summer months PROJECT and in doing so provide alternate activities and a healthy lifestyle for the youth of Acme ✓D/11IN n KNEEHILL COUNTY COUNCIL MINUTES November 23, 1999 Mr Wagstaff moved a letter of support be sent to Jody Osmond in reference to the Millennium Youth Recreation Project. CARRIED Council discussed the sessions and presentations at the AAMD &C Fall Convention' AMD &C FALL and Mrs Deak reported on the meetings held with Ed Stelmach, to address the issue of CONVENTION control of the Secondary Highways and Gary Mar, regarding the drainage of there Torrington Lagoon Mr Wagstaff suggested the County look towards developing its -'Dft own home page on the Internet system, to be able to provide information to our ratepayers Mr Vickery was requested to provide the Capital Committee with information and prices on the purchase of a video desk top projector for use by the County Mr Vickery moved a letter be sent, along with a copy of the resolution, to Ed Stelmach, Minister of Alberta Infrastructure, reconfirming Kneehill County's position to maintain the secondary highways located within the municipality and further that copies be sent to Richard Marz, MLA and the AAMD &C CARRIED Mrs Allan moved a letter be sent to Mr Frank Lotz ofAIberia Environment Bow Valley Approvals, advising Kneehill County is awaiting a response from Gary Mar Minister of the Environment, regarding the Torrington wastewater lagoon drainage CARRIED The following invitations were received and attendees selected 1 Parkland Savings & Credit Union Client Appreciation Night December 1/99 5 00 P M to 9 00 P M to be attended by Mr Vickery and Mr Hoff 2 Senior s Outreach Volunteer Luncheon December 2/99, 11 30 A.M to be attended by Mrs Vetter 3 WREDC Christmas Dinner December 2/99 no one is able to attend MF.F.TINrZ Fll STELMACH SECONDARIES ot< � 4,--rrq St ^--7 MEETING G MAR TORRLAGOON TTDRAINAGE iNVITATIONC The Transportation and Utility report was presented T & U REPORT Mr McCook advised Council the water line into the Torrington Mobile Home Park needs to be changed to a six inch line in order to be able to provide enough water for fire trucks He reported it would be expensive but he will bring exact figures back to Council Council s direction was to go ahead with installing the line regardless of price UNDERGROUND Costs were provided for Council on underground wiring and a chain lake fence WIRING surrounding the Schmautz Pit Council decided to discuss plans for a grand opening of SCHMAUTZ PIT this facility at a later date A decision regarding the elimination of the Linden local ambulance phone number in �-M order to provide Full 911 dispatch, was tabled until after the Kneehill Ambulance ,(, Society meeting on November 24 1999 UNDERGROUND A request for a pipeline crossing from Key West Energy Corporation, under an PIPELINE undeveloped road allowance at S E 15 29 -24 W4 was approved but it was requested a CROSSING letter be sent advising the oil company they would be responsible for any costs should this road be developed at a future date APPROVAL OF T &U REPORT Mr Wagstaff moved approval of the Transportation and Utility report and further j� mEM� SGE�v moved approval for the installation of underground wiring at the Schmautz Pit CARRIED The Annual Road Tour was reviewed and changes made Mr McCook will go over and assign dates as well as meet with Mrs Lowen to allocate a project for Division ANNUAL ROAD JDIMIN 3 I �c KNEEHILL COUNTY COUNCIL MINUTES November 23, 1999 One that would serve the largest population TOUR Mrs Allan moved approval of the 2000,2001 and 2002 road projects as follows, with /V 4tk\3" the understanding that the Division I road project will be determined at a later date 9IS is in consultation with Mr Mc Cook and Mrs Lowen t� I Bob Penner Approximately 5 miles c� V- `�r,,COy S of 1,2,3,45,& 6 30 24 W4 Q� Rebuild and re gravel L 2 Davis Project W of 16 & 21 -29 -26 W4 Rebuild and re gravel 3. miles Approximately 5 25 miles Approximately 6 miles CARRIED The Municipal Planning Commission member at large Mr Raymond Ratzlaff, will be relocating into the Town of Three Hills this summer The Municipal Planning Commission has recommended he keep his position until June 2000 Upon direction from Council Mr Hanger approached Robert Boake who is interested in this position MPC MEMBER AT LARGE LARGE Mr Vickery moved Mr Raymond Ratzlaff remain as member at large, on the Municipal Planning Commission, until Apri130, 2000 and that Mr Robert Boake be ucu 24 rl"L' 5r-tu�r appointed as member at large to that committee as of May 1 2000 CARRIED Mrs Deak requested a blanket approval to all the Public Hearing Minutes since last approved by Council In future the Public Hearing minutes will be presented to Council for approval after each hearing is completed Mr hanger moved blanket approval be given to the Public Hearing Minutes since the last Council approval CARRIED The meeting recessed for lunch from 11 45 P M until 1 17 P M Mr Sommerville the Agricultural Fieldman was present when the meeting reconvened Mr Sommerville informed Council the total cost, shared with Mountain View for the 1999 Water Quality Testing project was $38 920 00 His estimate for 2000 is $29 030 00 of which Kneehill County s share will be approximately $18 000 00 This amount will allow for a mid summer test as well as a pesticide test Mr Sommerville advised another year of testing will provide more historical data At the December 10 1999 ASB meeting all the costing will be done as well as a plan for JDIMI.N PUBLIC HEARING MINUTES APPROVAL ASB H2O UALITY 4 KNEEHILL COUNTY COUNCIL MINUTES November 23, 1999 the year 2000 A request for a point ASB meeting with Council on December 21 1999 was discussed Mr Sommerville also presented a summary prepared by Madawaska Consulting on the 1999 water testing In February 2000 Patsy Cross of Madawaska Consulting will be present at a County Producer meeting to explain all the water testing ® results Mr Sommerville explained Riparian management groups are the end product of this project Nlrs Vetter moved Kneeh ill County contrihute a maxim tun of $18,000 00 for the continuance of the Water Quality Testing project for the year 2000 CARRIED A point meeting for the ASB and Council was set for December 21 1999 at 10 00 A.M Mr Sommerville left the meeting at 1 32 P M Mr McCook reported, Irene Wilson representing the Torrington Tourism Action Society called to ask the County to fix the furnace in the old village of Torrington office, as the library area had no heat The lease stipulates the Torrington Tourism Action Society is to maintain and repair the premises 1V1r Vickery moved Kneehill County fix the furnace at the County's expense and if the Torrington Tourism Action Society is unahle to comply with the terms of the lease agreement their it not he renewed CARRIED UNANIMOUSLY The following committee reports were presented FCSS — minutes of the October 20/99 Regional FCSS Board WREDC — minutes of the Special Shareholders Meeting Oct.28/99 Mrs Vetter was elected as a new director Regional Disaster Services — minutes of the Oct 14/99 meeting It was agreed to investigate the possibility of accessing the Municipal 2000 Grant to help with costs of establishing a Regional Disaster Service Mr Paul Riopel, the regional DDS consultant and Wheatland, to meet with the committee on Nov 26/99 Golden Hills Lodge — minutes of the Oct.27/99 meeting Mrs Vetter advised the �.. ramps are being fixed at no cost by the contractor Red Deer River IMP —copy of the October 1999 draft MSCIA — minutes of the October 15/99 meeting CCAMD &C Fall Zone Meeting — minutes from the Oct 15/99 meeting Drumheller & District Solid Waste — minutes of the Oct.21/99 meeting Beiseker will be getting an oil filter recycling plant in the next year and a new container will be installed at Acme as soon as possible Three Hills & District Seed MINUTES November 23, 1999 A complaint has been received from Mr Haniford that the snow piled behind the arena Wu Io 'mom (from the Zamboni scraping the ice) melts and drains onto his land causing damage to his trees yet i �R br 1 � Mrs Vetter moved Mr Jeffery advise Mr Haniford his concerns should he directed to the Agricultural Society as they own the land and the arena Mrs Allan requested that more wreaths be purchased to enable each Councillor to B HANNIFORD present them on behalf of the County at the November 11`h Remembrance Day Services COMPLAINT throughout the County Council decided only one wreath, to be circulated among the services was adequate and that Mrs Allan would have it for presentation on November 11, 2000 MEMBRANCE Mr Hanger moved the meeting recess until 8 30 fire in P 06 last week Something let loose in the battery box or a wire wore through when it was outside of the shop getting ready for snow equipment 2 I have told our plow trucks to lift up the blades through towns until further notice with point services 3 The water meters are going into Torrington as we speak There has been a few p complaints and bitches but for the most part not too bad I have been telling mo everyone that the meters etc will be charged to the system with the actual meter m� M being charged out monthly We will have to figure out a price for the system after 16 all is said and done and hire someone to read the meters in all the hamlets 4 We have a couple machines working at Schmautz pit for about one week, then we will see how the weather is holding out and if anything more can be done 5 I have the cost to run power into the pit Overhead is $28,248.00, underground is $34,347 00 GST included We have some rough costs on the chain link fence that BEM I will get confirmed for Council 6 The one year contract for dispatch looks all right The link between Wimborne and Linden will go ahead for the ambulance soon The next problem to solve is to eliminate the phone number in the Linden area so 911 can dispatch 7 We will be having contractors working on three more bridges shortly BF 7373 (Snell) BF1276 (Maruzs) and BF 7363 (Lemay) 0 8 The two big trucks are over at k Teck in Calgary getting wet kits put on 9 We are working on the safety audit for this year, and hope to have it done by the end of the month 10 Renaissance wants to run under a road
