As directed from the last meeting, an addendum has been prepared to address those
retiring employees opting to receive their early retirement incentive over a three year

2 Letter to three Hills re. Landfill Agreement
The letter prepared to the town of Three Hills advisin` of the Oct 26/99 County
motion that the four sites of Ridgeview Drumheller Linden (until full) and Schinautz
are capable of handling rubble disposal for the County s residents and not to renew the
Landfill Sharing Agreement with Three Hills upon expiry effective December 31�
1999 was presented to the .Executive Committee

The village has advised its 1999/2000 representative(s) on the Regional Disaster

4 AB Environment News Release re. Fire Bans & County Fire Notice Policy S 2
The province has advised, due to the recent snow in central Alberta, it has lifted its
fire bans in this portion of the province It was further noted the County s policy 8 2 T-b rnewo
does not address the removal of a fire notice — it only provides for the placement of
such a notice
Executive Coinnuttee recommends an addition to Policy 8 2 to enipower the CAO
to remove a County fire notice subject to a recommendation from the regional fire
chief or, until this appointment, upon receivinb a reconiniendation from the
majority of local fire chiefs Further the current fire notice he lifted, effective

5 Meeting with 'Town of Three Hills representatives (9 00 A M 10.05 A M )
Three Hills representatives Mayor Myrna Bauman, Councilors Len Schaffer and John
Boxma and town manager Jack Ramsden met with the Executive Committee Mrs
Bauman discussed a recent incident where a town employee had requested a part from
the County shop and was told by the County employee that the County was not to do
business with the town The town was again advised of the County's motion to placed
transportation Joint services on hold until other outstanding Joint service issues were
addressed A discussion followed with the County reiterating its position and advising
it is in the process of setting out its joint services position and would be advising all
municipalities within the County of this position when ratified by Kneehill Council

Mr Harold Johnsrude CAO Mountain View County, has advised an independent
consultant had been hired by their County to do a wage and salary review As a result
of this review the salary of Mr John Rusling the Joint planner, will be increasing from
$51,640 00 to $54,367 00 per annum effective November 1/99 Kneehill's share of
1p, this increase for 1999 will be $227 50

AB Infrastructure has been to the County office to reconcile the above ledger At of
now, the ledger balance indicates the province owes the County $319 713 00 It was ?
noted this amount will change as not all the costing for the SH 587 and SH 575 road
,AW projects are recorded It was agreed to wait until April 2000 and see the province s
direction and keep the status quo until this time

18 Policv re Fencing of Road Allowances
Further to an incidence regarding the closure of a road allowance and complaints from
ratepayers regarding same, the Executive Committee discussed a policy to address this

Executive Committee recommends a policy be adopted whereby no party will be
pernutted to closelobstruct in any manner a public road allowance. Should any
road allowance be closed and the County receive a complaint from a ratepayer
about this closure, the complaint ivill be referred to the Public Works

The Minister has responded to the County's letter on the above noted mattes- and
advises the result of the Task Force reflect the recommendations of the Ai -1MD &C to
have the province assume 100% responsibility for secondary highways The province
is working with the AAN1D &C to resolve issues during the transition stage

Starland s request for consideration for truck climbing lanes on SFl 58> on both sides
of the Tolman Bridge has been addressed The province advises the traffic volumes i
would have to increase from 400 to 1,000 vehicles per day before climbing lanes are
warranted Should future traffic volumes increase to this level the matter will be re
addressed

Mr Morgan has written to Marj Vetter expressing concerns about the above noted
crossing and requesting it become a controlled crossing Mr Morgan feels the TD f Y1c-mo
crossing is unsafe for the amount offarm traffic that will be using* it in the future and ,o R L
the angle of the tracks make visibility difficult

Canada for a response.

This organization is concerned about the clay taken from the clay pit on the west hill
of the three hills north of Three Hills and request support in having the these three hills
declared a historical site The Executive Committee noted this is private land, the
matter may fall under the soil conservation legislation any area excavated in excess of
5 acres is subject to the Land Use Bylaw and reclamation process
Executive Committee recommends this inatter be referred back to the Kneehill
Historical Society. for a legal land locution and then the mutter be referred to the
land owner for comments

cheaper- not in favour of water meters can get water meters for $75 00 and $126 00
installed Mr Cox is objecting to the cost and need for water meters noting most of
the residents are not in favour of these Also, Mr Cox has requested water reports on
the water quality of Torrington water before and after it is treated Also has
complimented the County on fixing the chlorine problem

26 Lettcr frond Mrs. Dube re Wimborne Cemetery
Mrs Dube has sent a letter regarding clarification on plots in this cemetery and
commenting on the inappropriate behaviour of two employees when she was at this
site with Mr Wiens Mr McCook reported this situation has been investigated and
addressed Mr Wiens has contacted Mrs Dube and clarified the plot and location
issue in addition to explaining the above situation

AB Environment has advised the Torrington Lagoon discharge flows across NE 27
32 -26 W4 and there are no exceptions for crown water bodies on this title The
County must have the land owners permission betore allowing the lagoon discharge to
flow across this land A discharge of treated waste onto private land without
permission of the landowner could be a contravention of the AB Fnvironmental and
Water Act If the landowner s permission cannot be obtained the wastewater must bL
piped around his property to a watercourse owned by the Crown or to land where the
landowners will allow the discharge to flow across their land to the Crown drainage
The Executive Committee noted in the past the former village of Torrington had
drained the lagoon across this land, why didn t Environment address the situation
when Torrington was doing this?
Executive Commuttee recommends this matter be discussed with thL Hon Gary
Mar, Minister of the Environment at the AA!11DS, C full Convention.

Due to another engagement Mr Hanger was unable to remain for the balance of the
meeting and requested the Executive Committee continue in his absence

When Mr Brown paid his 1999 taxes he was advised the taxes for the above noted
parcel was paid by the co owner of the land This was not accurate information and
resulted in Mr Brown changing his cheque to a reduced amount As a result, the
portion of taxes for this roll number owing by Mr Brown were levied a penalty in the
amount of $9 73
Executive Committee reconiniends the penalty, in the amount of $9 73, be refunded
to Mr Brown.

31 Kneehill Ambulance. Report
Mr Onos reported as follows
A $4,500 00 grant was received from the Linden Ag Society to be used in Linden for a=
vital signs monitor Linden already had a vital signs monitor that had been paid for by
the Three Hills Ag Society, this monitor was brought to the Three Hills hall with the
new one staying in Linden

Eighteen (1 S) people attended the last training course f he letter sent out regarding
this matter was well received and the turn put for the training very impressive
AB Labour Standards phoned re concerns about the transfer of oxy`,-n bottles This Fi ktb
was a follow up from an October call As of now, all this equipment has been

removed and the ambulance is now purchasing cylinders from Red Deer at a cost of
$6 /cylinder
Unit #1 is parked at Linden the engine is just about out The new ambulance will be
arriving in mid December Confirmed the diesel ambulance will be disposed of when
the new ambulance arrives New ambulance will shipped trom Hutchinson Kansas
Call volume to November 4/99 542 calls year to date
Mr Onos working on a daily routine schedule for the ambulance hall

Jonathan Dick is trying to raise money for his cost to get to Australia for the qualifying
rounds (in sailing) leading to the possible berth on the Canadian Olympic Team Mrs
Vetter notes Mr Dick had been appointed to the County s Subdivision and
Development Appeal Board (although no hearings were required during his term of
office) and requests Council s consideration to donate money (at least $100 00) to Mr
Dick's cause It was noted the County's policy is to recognize achievements (with a
plaque presentation) when achieved
