EXECUTIVE COMMITTEE REPORT
OCTOBER 7, 1999
The Executive Committee of Otto Hoff James M Hanger and Marjorie Vetter met on
Thursday October 7 1999 at the Kneehill County office, commencing at 8 30 A.M
Lonnie D McCook Public Works Superintendent, was also present along with Jennifer
Deak, Assistant Administrator who recorded the minutes
Mr Rmus Onos Kneehill Ambulance Operations Director, entered the meeting
The following items were discussed
1 Kneehill Ambulance
Ambulance Report Personnel Totals Mr Onos reviewed the call volume for the
year to date noting there was a total of 30 calls in September and twelve to date for
October The attendance at the in service training sessions was also reviewed It was �,N�
noted the ambulance society had accessed funding from AB Health to provide in � %,
service training for the ambulance personnel in order to keep their skills current An 1/0 P
instructor had been contracted to come to teach this in service training with the course rt(\
running from June /99 until May /2000 Concerns were expressed about the attendance 5. 's
at these training sessions It was noted letters had been sent to all ambulance ►Gf'�`at
personnel advising them of this training It was also noted Policy #EMS A 05 Active X00
Status outlines the training and calls required to maintain an active status with the
ambulance society

Executive Committee recommends a letter be sent to all ambulance personnel
informing them of this policy and encouraging them to attend the training sessions
provided for then: and funded by AB Health and further this matter be reviewed
after the training course is completed in May 2000.

E911 Full Dispatch Mr Onos reported a meeting had been scheduled for Oct 8/99,.
with Red Deer to further discuss this matter Mrs Deak will also be attending this V�� V
meeting with Mr Onos Mr Dan Osbourne and Mr Gord Stewart to obtain �/10 � Q
clarification regarding the status of the full dispatch �- Cr
Executive Committee recommends this matter be further discussed after the Oct
9199 meeting

2 Sept 23/99 RHA 5 Letter re Sale of Health Unit
Mr Jim Ramsbottom CEO RHA 5 has responded to the County s letter regarding
the sale of the health unit building in Three Hills and advises any funds received as a
result of the sale of this building is committed to the capital project recently completed fi `
on the north side of the hospital in Three Hills. The letter concludes by noting this a� 4
should address Council s concerns

3 Sept 21/99 RHA 5 Letter re Distribution of RHA 5 Board Minutes
In an effort to enhance communication the RHA will be sending copies of the Board's
approved minutes directly to the County office

4 Sept 27/99 Letter from AB Government Services re Land Titles Changes
Land Titles plans to move to a fully digital registration process for plans of survey As
• of June 1/99 all surveyors have been submitting the traditional hard copy plan as well
as a digital plan This dual submission will continue until December 1/99 with digital
submission only after this date Spatial Data Warehouse is the agency responsible for
maintaining and updating the provincial cadastral map system As of Sept 17/99 the
Survey Plan Index System (SPIN) an internet based application that provides the 1W
facility to search for view and order copies of plans of survey in a variety of digital V'`"

forms or in hard copy will be available to the public There will also be changes in the
way subdivision approving endorsements are completed As of December 1/99
endorsements will be made on paper affidavits that will accompany digital plan
submission The current timeline for transition to digital submission is as follows
June 1/99 Dec 1/99 submission of hard copy plan with signature on hard copy
submission of CAD files
Dec 1/99 submission of digital plan with CAD and plot files compiled to digital
specifications, signatures submitted on attached affidavits as per legislative amendment
to the Land Titles Act elimination of hard copy submissions
Registries will have a booth at the AAMD &C convention to provide further
information on digital submissions and SPIN

information to he provided to the planning department.
Sept 24/99 Letter from RHA 5 re. Three Hills Facility Official Opening
RHA 5 has extended invitations to Reeve Hoff and Mr Jeffery to attend the official
opening of the newly expanded area in their facility at Three Hills District Health
Services This new wing accommodates the population health staff who formerly Y� ~�
occupied the Health Unit building in Three Hills The date for this official opening is�`�
Friday, October 15/99 commencing with lunch at the Three Hills Inn banquet room
(12 00 P M ) followed by a ribbon cutting ceremony at 1 30 P M, a tour of the facility
and coffee and cake
Executive Committee recommends Mr McCook attend this official opening on
behalf of the County
6 Sept 27/99 Letter from AB Children's Services re Alberta Children's Week
Oct 3 9/99 will be proclaimed Alberta Children s Week and will be highlighted with
the AB Children s Forum Oct 5 6/99 in Edmonton The Hon Iris Evans, Minister of
Children's Services has invited municipalities to join in recognizing this proclamation
and participating and supporting this event to ensure it becomes an important annual
reminder of the value of our children

7 Oct 1/99 News Release re FOIP
As of Oct 1/99 local public bodies including municipalities, public housing bodies,
police services will come under the Freedom of Information and Protection of Privacy
(FOIP) Act FOIP aims to strike a balance between the publics right to know and the
individual's right to privacy, as those rights relate to information held by public bodies
in Alberta FOIP provides Albertans with the right to request access to information
held by municipalities it provides for the protection of the privacy of personal G�
information, and it allows individuals the right to request correction of personal I '
information Mrs Deak reported she had discussed FOIP with the office staff and
would be sending a letter to all employees regarding this matter

8 Sept 23/99 Letter from AB Environment re Status Update Red Deer River
Corridor integrated Management Plan (iMP)
The open house sc,hcdulc for the draft iMP has been compiled pending approval for io
public release Open houses are from 5 00 P M 9 00 P M and have been scheduled
for Drumheller on Oct 28' Red Deer Nov 2 n " and Sundre Nov 4t1i Newspaper ads 4�1
will run for two weeks prior to the open houses The draft IMP has been submitted to ���
the department s communications division and will hopefully receive approval for 0-
release by Oct 1/99 The proposal is for the public to have until Jan 14/2000 to submit

. 9 Sept 29/99 AAMD &C Letter re Casual Legal Advice
Under an informal agreement with the AAMD &C, Brownlee Fryett solicitors will
provide `casual legal advice to AAMD &C members at no direct charge `Casual
legal advise" is defined as advice that can be provided in a relatively informal manner
with no detailed legal research required and no formal letter or opinion flowing from
the discussion Issues under this category can usually be addressed in a 5 15 minute ; `� a
telephone conversation and do not require review of written documentation The P
AAMD &C urges members to take advantage of this service whenever appropriate Q

10 Sept 29/99 Letter from AAMD &C re End-of Century Time Capsule
In order to commemorate the last AAMD &C convention of the century and the
importance of rural municipal governments now and in the future the AATVM &C
invites all member councils to contribute to an "End of Century' Time Capsule at the I VVr ' qq
upcoming fall convention As part of the opening ceremonies the time capsule will be
` opened and each member invited to contribute one (1) item to the time capsule during
the course of the convention an item which member councils feel vest commemorates
the past century or best expresses their hopes for the future Some ideas for
consideration proposed by the AAMD &C include letter /message from Council e
pictures pins copies of minutes or other significant municipal documents newspaper
articles etc This time capsule will be sealed during the closing ceremonies of the
convention, marked "do not open until 2025" and placed in the Association s vault for
safe keeping
Executive Committee recommends an old MD. flag and a new County pin be
placed in this time capsule.
Sept 29/99 Letter from AAMD &C re AGRA Report Principle for Sustainable
Infrastructure
Based on the work of the AAMD &C's Environmental Advisory Committee and the
AGRA Report on environmental requirements relating to municipal road projects, the
province and the AAMD &C have been working together and have developed the
*kw following draft principle
`The environment should be protected and road planning and management should be
done by the `best situated" jurisdiction the road authority This means that
a The road authority will balance the needs of the public for an effective and
economic road system while protecting the environment
b Road authorities and government agencies at municipal, provincial and national
levels will coordinate planning and delivery of the road system across boundaries in
support of an effective road system
c Actions in response to an emergency situation that threatens public safety will be
considered separately from the usual road planning and regulatory processes "
The AAMD &C has advised AB Infrastructure of its support to this draft principle and
will be encouraging the federal government to adopt this principle in all of its dealings
with issues relating to the road network

the Dwisional Meetings.

November 1999 will mark the 13`h Family Violence Prevention Month in Alberta
Municipalities are encouraged to proclaim November as Family Violence Prevention
Month

13 Gaetz Cemetery Plag ue I�
Sept 9/99 Executive Committee #9 reported Rachel Temple had requested two names D %a�
be added to the plaque at the front of the Gaetz Cemetery Emily Maetche and David �� /A
Maetche In 1975 the County placed a plaque at the entrance of this cemetery listing
all the names of the interred David and Emily Maetche were buried after this date I'D rnEm
The cemetery is now closed and upon investigation Mr Henry Wiens from the
County reports these are the only names not recorded on the plaque (Emily Banick s'
Maetche July 24 1898 Nov 27 1987 and David William Maetche May 29, 1929
Dec 17 1998)
Executive Committee recommends the County give permission to Rachel Temple,
at her own cost, to place these names on this plaque.
14 Acme Fire Agreement
A A motion was approved at the Aug 24/99 council meeting not to sign this agreement
until a legal opinion was received regarding the liability issues and concerns of Acme s `moo
other' fire vehicle This legal opinion has now been received and notes there is no
risk to the County as Acme would be solely liable for this vehicle c�P
Executive Committee recommends, given the difficulties in negotiations, the
County s other concerns with this "other vehicle" and the proximity of the Linden Y�~ ���( ab
fire station, Acme he notified that, effective January 1, 2000, the County will no Y$�i'
longer participate in cost sharing the Acme fire department and further, the rural
residents of this area he served by the Linden fire department on a 75125 cost
sharing basis
15 Sept 30, 1999 Wild Rose Economic Development Corporation ( WREDC) Special
Meeting of Shareholders for the Election of Directors JoRt'",-
The above special meeting has been scheduled for October 28, 1999 at 7 00 P M in
the WREDC offices for the election of nine Directors for the year Nov /99 Oct /2000
This special meeting will be followed by a regular board meeting WREDC has
AW requested each shareholder member submit the name of their voting representative J ion
accompanied by a brief Board Member Resume (using WREDC format enclosed with Sic G
letter) This information is to be returned to WREDC by October 22 1999 COP

16 Torrington infrastructure `;\ -
Further to the Sept 14/99 council minutes and request to look into the infrastructure
grants for Torrington, Mrs Terry Nash accountant has advised the infrastructure
funds had to be used by Mar 31/99 These funds were allocated to SH 575 asphalt
concrete overlay with an adjustment for this amount credited to the Torrington balance
sheet The grant approved for the Street Improvement program was $97 700 00 of
which $73 000 00 was received Dec 1/98 with funds to be expended by Mar 31 2002 r�4

. 18 Sept 20/99 Letter from Redwater Provincial Progressive Conservative
Association (RPPCA)
This association is requesting support for Its resolution for the province to appoint a
commission to travel throughout the province to study and gather information on
infrastructures in Balancing Alberta s Growth" and to report its findings to
government within one year

19 Oct 4/99 Letter from Starland County re. SH585
Starland County has sent a letter to AB Infrastructure regarding the construction of
passing lanes on the hills on SH 585 and requesting consideration for this when this
project is done in 2000 (from highway 56 to Tolman bridge) Starland has requested
Kneehill send a letter of support to AB Infrastructure for this passing lane request J �`C�
Executive Committee recommends a letter be sent to Starland stating the County is °`
in agreement inith the need for passing lanes on both sides of this bridge but on a
redesign, not an overlay, road project.
20 Sept 28/99 Letter from RCMP re AAMD &C Convention
The RCMP is requesting the County advise if they require a meeting with the
Commanding Officer during the AAMD &C convention

22 Cosway Adiacent Landowners Association Information
Two faxes have been received from this group One dated Oct 1/99 advises MP John
Williams has sent a letter of concern to Justice Minister Ann McClelland requesting
the federal government look into the lax attitude Trans Canada Trail (TCT) has dealt
with Access' for utility companies land owners and all others involved by the change
of ownership from CPR to TCT This issue has also been discussed at the provincial
level Carol L Abbee Beiseker, submitted a resolution at the AUMA conference on
the TCT The Cosway group will be making a presentation to the Canadian Cattle
Commission Oct 13/99 The second fax dated Oct 4/99 notes TCT has not contacted
nor provided information regarding the "Access" concern A concern noted is that
TCT a non profit charitable organization may hold the utility companies ransom with
regard to the right of way as a means to obtain funds

A proposal to conduct the elections in the same manner as the seed plant was
discussed This is done by secret ballot, the ballot would include the names of all
Councillors, each Councillor would vote for each position, the name on the ballot

receiving the majority of the total votes (► e 4 votes) would be declared as the
successful nomination in the event the majority vote is a tie vote another ballot would
be taken with the Councillors voting only for those candidates that received the tie
number of votes, this procedure would repeat itself until there was a clear winner
