EXECUTIVE COMMITTEE REPORT
AUGUST 19, 1999
The Executive Committee of Otto Hoff Jane Allan and Marjorie Vetter met on Thursday
August 19 1999, at the Kneehill County office, commencing at 8 30 A.M Jennifer Deak
Assistant Administrator was also present and recorded the minutes
The following items were discussed
Draft Framework for W iter Management Planning
The AAMD &C has provided a summary of the above referenced document The
document sets out a proposed process for the development of water management
plans for Alberta's various watersheds and water basins, as required by the new Water
Act The draft documents sets out proposed principles and guidelines governing how
plans are to be developed and which issues and priorities are to be considered within
the process The AAMD &C is encouraging all members to review this document and
relay any comments directly to AB Environment by August 27/99 The Executive
Committee reviewed this summary, noting a workshop on the Water Act is being
offered at the Fall AAMD &C Convention
Executive Committee recommends copies of this sunzinary be provided to each
Councillor

2 First Circle Uniting for Children Alberta's First Annual Children's Forum
The Hon Iris Evans, Minister Children's Services, has extended an invitation to Reeve
Hoff to attend Alberta's first annual children's forum to be held October 5 6/99 in
Edmonton The first day of the forum will be an open assembly for all Albertans
interested in improving the lives of children The second day will comprise of 300 pre
registered delegates working in facilitated discussion groups to come up with specific
action steps and recommendations

3 Golden Hills Lodge Review
A copy of the letter from AB Municipal Affairs to Kneehill Housing Corporation
regarding the Golden Hills Lodge Review has been received The letter informs the
Golden Hills Lodge meets the Standards for the Operation of Senior Citizen Lodges
Executive Contnuttee recommends to accept and file.
4 Pride in Service Rings of Distinction
The above noted company has sent Reeve Hoff and members of Council information
regarding anew parliamentary line of rings to include all levels of government Ring F' � e�

5 Aug 9/99 Letter from Village of Carbon re E911 Full Dispatch
The village of Carbon Council has advised it is in agreement to endorse full emergency
dispatch services provided it represents no cost to the village Mrs Allan discussed
her concerns with a full dispatch emergency service, recommending an assessment
should be obtained on the performance of the current 911 dispatch system to ensure
the step to full dispatch is a good step Mrs Allan noted she felt there was a need to
have local personnel dispatch as they are more familiar with the area and noted an r
instance where the Acme fire department was dispatched to a fire close to Carstairs ( a
travelling motorist had placed the emergency call and was unsure of the location of the
fire)
Executive Committee recommends to investigate the options of obtaining an
annual audit of the County's E911 current dispatch service so that an assessment

of the service delivery can be trade to ensure the effectiveness of the next step to
full dispatch service.
6 Municipal Planning Commission (MPC) N,leehn,s
At the August 10/99 Council meeting a request was made to re assess the number of
MPC meetings and consider having one meeting per month Mrs Deak has discussed
this matter with Mr Rusling, the County s Planner who advises one meeting a month
could work with additional meetings scheduled if need arises to cover peak periods
(i.e after harvest/before winter and in the springtime before seeding) Benefits from
having one meeting per month would be the time saved in preparing for the meeting
site inspections could be arranged so that a number could be made at once thus
minimizing the Development Officer's time away from the office time could be saved
with the preparation of minutes (one meeting versus two) One caution would be that
time away from the office (vacations etc ) would have to be scheduled so that no time
could be taken off prior to a meeting Mr Jeffery has noted one meeting per month
would slow the process as it would take 40 days to decide and notes people are now
concerned with the time frame for approvals
Executive Committee recommends the County proceed to implement one
Municipal Planning meeting per month conunencing in October 1999, after the
Organizational Meeting
7 Governor General Nominations for The Order of Canada The Meritorious
Service Decorations and the Governor General's Carin Canadian Award den
Information and nomination forms have been received for the above noted honours \e�
and awards that recognize lifetime achievement exceptional deeds and activities and
selfless volunteerism

8 Aug 16/99 Letter from Ken & Karyn Healey re Horseshoe Canyon
The Heale y 's have sent a letter expressing their concerns with regard to the garbage
littering the Horseshoe Canyon and recommend a sign be placed at the beginning of
each pathway leading into the canyon tactfully suggesting each person fill a small bag i
(to be provided) with garbage The Healey s also note they were positively impressed
with Leila Nodwell and commend her for doing such a fine Job i E-b
Executive Committee reconunentls this letter be referred to Leila Nodivell, Terra
Tours with a copy to each member of the Stakeholder Committee and John and
Linda Colberg fndownersj, and further, a letter be sent to the Healey's
acknowledging their correspondence and advising on the referral recomtnendation.

9 Letter from H.A. Hengstler, Olds re Keivers Lake
A letter has been received from H. A. Hengstler (? Unable to decipher signature)
commenting on the weeds and grass at the waterfront at Keivers Lake noting the
situation does not accommodate for small children observing the campground was 11,� AA-XT
used by the 50+ age group and recommending the County clean up the beach so more
children in the area can enjoy the park Mrs Deak advised, upon receipt of this letter
(Aug 18/99) Mr McCook inspected the park and advises the beach is fine and the
grass along the beach front has been mowed as close to the water as possible
Executive Coninuttee reconitnends a letter be sent to H.A Hengstler advising the
County no longer pumps water into this lalce as it is not an effective nor viable
option, the water level at the lake is low due to lack of run off, the park is regularly
maintained and grass areas cut, the park area contains a very nice playground

The above organization has invoiced the County, in the amount of $977 40, for a 2000 I
affiliation (grant) request It was noted the County has not belonged to this
organization for a number of years

Mr Ralph Brown has provided the County with a copy of the above noted �1 '
correspondence in which environmental planning, liability and other concerns and + ``
issues regarding the abandoned rail lines are noted

12 County Policy 13 14 Rentals County Wichinery Rental
In 1996 the County approved a reduced shop rate of $25 00 per hour plus 5% for
vehicle inspections on the Kneehill Ambulance The regular shop rate is $50 00 pert
hour The work order for this inspection includes work to repair any deficiencies and 6egk1 'Dt"r
the shop has difficulty in separating the inspection time from the maintenance time on
the work orders ($25 00 vs $50 00) Since the County pays for any ambulance
requisitions and there is no actual payment but a book keeping adjustment made for
this work, the accounts receivable department has requested the shop rate be
standardized to $50 00 per hour for all service including inspections
Executive Cornnittee recommends the County policy be changed to reflect a shop
rate of $SO 00 per hour for all service work, including Kneehill Ambulance
inspections.
13 Aug 12/99 Copy of Letter from Donald Osteraard Drumheller to Town of
Drumheller re. Town's Apparent Plans to Close Some or All of the Rural Hill
Leading into the Drumheller Valley
A copy of the above letter has been received expressing concerns over the impact
closure of the Raymond Hill Roper Hill and Clark Hill will have on the rural people
that access these routes to Drumheller and noting these routes are an asset not a
liability for the town as they get people to Drumheller where they shop and use the
town as their trading centre

Aug 11/99 Letter from Village of Acme re E911 Full Dispatch
The village of Acme has advised their Council agrees in principal that a full dispatch
system will better address the needs of the users but would like further information on
how the system works and costs to the village and /or ratepayers Upon receipt
information the village will further discuss and advise of their decision regarding
participation in this service

16 Town of Three Hills Request re Three Hills Transfer Site
Mr Jack Ramsden has advised the town requires a new garbage cell at Its transfer sit
and has requested Mr McCook further discuss this matter with him Mr McCook h�
recommended due to work loads and time restraints the County opt for payiing the
agreed upon amount as per agreement rather than providing equipment and
manpower to dig a cell The current agreement states that Kneehill agrees, in return
for Three Hills allowing Kneehill's residents to dispose of refuse at the landfill site, to
dig one average landfill pit every three to four years with the understanding Kneehill
may require several months notice prior to completing this wort. In the event the
agreement is terminated prior to the digging of a pit Kneehill agrees to pay $3,000 OC
for the period June 30/96 - June 30/99 and $750 00 for the period June 30/99 to Dec
31/99

17 Aug 11/99 Letter from Village of Acme re Linden Rubble Pit
The village of Acme Council has agreed in principle with the County's
recommendation that once the Linden Rubble Pit is full, the rubble portion of the site
be closed with rubble to be directed to the Schmautz Pit and has requested further z
details on costs to Acme for the operating and maintenance of the second site
(Schmautz Pit)
Executive Committee recommends Acme be advised the operating costs for the
Schmautz Pit will not be cost shared with other local jurisdictions and further, the
County will he considering a user pay system for this site.
18 Regional Disaster/Eniergencv Services Committee
Further to the last council meeting and the request from Council to schedule a meeting
with the representatives appointed by each local Jurisdiction to sit on this committee
Mrs Deak reported the meeting date of August 26/99 at Kneehill County office
commencing at 7 00 P M is the date all parties are available to meet Mrs Deak
requested direction regarding agenda items, etc Mrs Allan, the County's
representative on this committee, noted Mr Abrey could provide the information for
the meeting It was noted the Issues to be addressed included costs to Implement a
regional disaster officer for the Kneehill region Mrs Deak was requested to contact P
Mr Abrey and ask him to bring information to this meeting to address costs steps to h�ti ��
proceed with a regional disaster service amalgamation ofemergency services, review fVW
existing regional disaster services
Executive Conunittee recommends Mrs Deak proceed to organize the agenda for
this meeting by having A,1r Abrey address the issues of costs, steps required to
proceed, amalgamation of emergency services
19 Wild Rose Economic Dgvelo meat Corporation WREDC Annual General
Meetin2(AGM)
The Annual Meeting of WREDC has been scheduled for Tuesday September 14 401'd
1999 commencing at 7 00 P M (AGM of Directors) and 7 30 P M (AGM of 3 e A)r
Shareholders) at the WREDC offices in Strathmore Each member municipality has
been requested to elect a voting representative to attend the Shareholders Meeting It 9`- o �,
was noted Mrs Vetter has been appointed as the County's representative to replace
Mrs Phyllis Wilson after the 1999 Organizational Meeting
Executive Committee recommends a letter be sent to Wild Rose Economic
Development Corporation advising Kneehill has appointed Mrs Vetter as the
County's representative at this Annual General Meeting with a copy of this letter to
be sent to NIrs Phyllis Wilson.

20 Red Deer River Integrated Management Plan (IMP) Updated Draft
Mrs Vetter reported she had completed the review of the draft of the IMP and, in g AEmo

21 Aug 17/99 Copy of Cosway Adiacent Landowners Association Letter to Director
of Cadets re CPR Abandoned Rail Lines
A copy of the above noted letter has been received This letter expresses concerns and
questions the liability handling and disposal of contaminated inaterials noxious weed er --w t&%\
removal and fence removal concerns when the Cadets cleaned the abandoned rail line
in the County

A copy of the above letter expressing concerns regarding the under staffing problems
of the Beiseker RCMP detachment, implications of same and requesting the staff6$1�1

23 SIR Svsterns News Release
SIR Systems is proposing to purchase tires from landfill sites, pay local authorities for
same and use these tires locally, via farmers to construct fences The company is
promoting these tires not be shredded or recycled but used as is for fences (doughnut
effect type fence)

24 Acme Linden Kneehill Fire Agreement
The above agreement has finally been signed by Acme and Linden Mr Jeffery has
reviewed this agreement, which is effective until January 1,2003 and has noted some
clauses that may want to be readdressed in the future The Executive Committee

Executive Cornnuttee recommends the County sign this agreement.
25 Bill 24, Traffic Safety Act
This Act received Royal Assent at the Spring 1999 Session and requires Proclamation
before coming into force AB Infrastructure will be developing a number of ��-�a� rr%
regulations to support this new Act and to this end has requested input and comments ec ' W-k
on a discussion paper that deals with Rules of the Road Comments and input on this F, o
discussion paper are requested by September 17/99 u -eEAJ
Executive Conznuttee recoznrnends Mr McCook review and comment on this
discussion paper and further discuss same prior to September 17199 with the
Executive Conznuttee.
26 Aug 17/99 Letter from Village of Linden re E911 Full Dispatch
The village of Linden has responded to the issue of full dispatch by advising although
they agree it is a good service there are many unanswered questions regarding this
change The village is proposing anoint meeting of all interested parties, including Red
Deer Emergency Service be scheduled so that the same information can be received
by all parties noting conflicting information has been received Linden also notes it is
concerned that it appears the County has made this decision without ensuring the other i
