HomeMy WebLinkAbout1999-08-05 Council MinutesKNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT AUGUST 5, 1999 The Executive Committee of Otto Hoff, Richard M Vickery and James M Hanger met on Thursday August 5 1999 at the Kneehill County office commencing at 8 45 A.M Also present were Lonnie D McCook, Public Works Superintendent, and Jennifer Deak Assistant Administrator who recorded the minutes The following items were discussed AAMD &C Survey Results - Communication Tools The responses to the above referenced survey has been received and the following results noted - 46 municipalities regularly communicate with ratepayers 27 respondents make use of the local newspaper for communication 24 municipalities produce municipal newsletters 3 municipalities sponsor regular "town hall' or annual meetings 27 respondents use electronic media to communicate with ratepayers 37 respondents utilize a mail Executive Committee recommends to accept and file. 2 July 20/99 Letter from TrailNet Alberta 'r' Bob Johnstone, Central Region of TrailNet Alberta advises CPR has gifted their property in Kneehill County, including the station grounds in Torrington and Wimborne, to the Trans Canada Trail Foundation with this corridor being part of the proposed Trans Canada Trail route The Alberta TrailNet Society represents the TransCanada Trail Foundation in Alberta and is looking for organizations to develop trails in this corridor In the mean time the TrailNet has made arrangements starting July 14 for cadets from Penhold to do volunteer cleanup and other appropriate activities on the right of way This can include removal of railway snow fences if the landowner so wishes The cadets will also sign the right of way to restrict unauthorized access until such time as it is registered as Trans Canada Trail Mr Bill Wiesner has been contracted by the TrailNet to speak with all adjacent landowners this summer and fall to answer questions about future plans Mr Johnstone closes his letter by expressing appreciation for the County to mention this opportunity (trail " development) to any local recreation groups 457-- A-so P• z o,- Executive Committee recommends to accept and file. 40 3 July 13/99 Copy of Letter from Village of Acme to CPR A copy of Acme's letter to the Canadian Pacific Railway requesting a reclamation certificate for the CPR land that runs through the village of Acme has been received f, ► �> " R Executive Committee recommends to accept and file. 4 July 19/99 AB Infrastructure Letter re. Bleriot Ferry Mr Ed Kowal Regional Bridge Maintenance Technologist has sent the County a copy of his letter to Empire Iron Works Ltd., in Edmonton, advises a warranty and annual inspection of the Bleriot Ferry was performed on July 13/99 The inspection identifies some deficiencies (de bonding of traffic deck coating brake controls on �r- rescue boat winches malfunctioning, hand winch deficiencies) All identified � deficiencies are contract warranty obligations and the letter requests Empire Iron Works to accommodate these repairs followed by a Joint inspection of same 4bExecutive Committee recommends to accept and file. 5 July 27/99 Public Notice from Canadian Pacific Railway CPR has published a public notice to explain how and why they are operating longer trains and what, if any, impact this will have on the community CPR notes longer P� trains give greater efficiency about 50% of trains on any given day will be slightly JD /MINUTE/EC990805 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT AUGUST 5, 1999 longer- CP freight does include dangerous commodities and CPR is committed to the highest standards in the handling of dangerous goods, longer trains should reduce the number of overall trains rules at level crossings remain the same (i e no part of a train is allowed to stand for longer than 5 minutes across a public crossing when vehicular or pedestrian traffic requires passage) Executive Committee recommends to accept and file. 6 July 27/99 Central AB Economic Partnership (CAEP) Letter re. Smart Communities Initiative Industry Canada will be awarding one Smart Communities project in each province and territory with $5 million in matched funding available for each project Unanimous support was received from the 45 participants for Central Alberta to proceed with a regional proposal by completing Letter of Intent, as required for Stage Grva One of the program Reeve Milton Elliot Smart Communities Steering Committee Member, has requested the support of Kneehill County in writing by a senior elected official in order to proceed with Stage One of the Central Alberta Regional Submissions to Industry Canada Submissions must be received by August 1/99 as submission deadline to Industry Canada is August 3/99, a date that cannot be revised Executive Committee recommends to accept and file. 7 July 22/99 AB Environmental Protection Re Red Deer River Integrated Management Plan - Updated Draft Terry Krause has provided an updated version of the above draft which reflects the changes made as a result of the last meeting held in Drumheller and feedback collected by Ian Harvie Feedback to this draft is requested by August 18/99 Also a� iil� Drat questionnaire regarding preferences for the Open House dates and locations has been enclosed with responses requested prior to August 18/99 The Executive Committee QcIES��o.w,e t, proceeded to complete the Open House questionnaires Executive Committee recommends the draft document be referred to Mrs. Vetter for comments and the Open House questionnaire be returned, as completed 8 Golden Hills Lodge New Addition and Renovation Grand Opening tic - Coo An invitation has been received to attend the official celebration of the new addition CC- 9' ""We" and renovation of the Golden Hills Lodge on September 17, 1999, at the Lodge, ° AuG • commencing at 2 00 P M This ceremony will be followed by a tour of the residence and refreshments Executive Committee recommends the County present a plaque to the Lodge to recognition of the official celebration of the new addition and renovation and further all Councillors, if possible, attend this function. 9 Tax Cancellation Roll #3864000 NE 20 32 25 W4 Mr Ed Dunay the County s assessor has requested a tax adjustment for the above parcel as the landowner was entitled to the improvement exemption but it was not �P calculated on the 1999 tax notice To rectify this, a tax cancellation in the amount of ct $402 41 ($27,330 assessment x 014724) is required on the 1999 taxes Executive Committee recommends to concur with the assessor's recommendations and approve a 1999 tax cancellation of $402 41 Oft 10 July 22/99 AB Municipal Affairs Information re: Intermunicipal Dispute Resolution Initiative AB Municipal Affairs has developed the above noted program to facilitate the settlement of disputes between municipalities and other agencies and boards and has provided copies of the program description and information on mediation It was noted copies of the brochures Solving Intermunicipal Disputes - Is Mediation Right for JD /MINUFE/EC990805 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT AUGUST 5, 1999 You and Working Through the Mediation Process have been provided to all �ti7 Councillors Fb r,u Executive Committee recommends to accept and file. 11 July 28/99 AAMD &C Information_ re. Restructuring of Alberta's Electric Industry The AAMD &C has provided Information brochures produced by Alberta Resource Development which outlines the changes in the way in which Alberta power consumers Interact with the electric industry The brochure outlines these changes from the perspective of residential and farm consumers It was noted a copy of the �l�` brochure had been provided to each Councillor In addition AB Resource Y Development has provided copies of this brochure along with one copy of Power of Competition a guide to Alberta s new competitive electric Industry structure Executive Committee recommends to accept and file. 12 Fire Service Risk Management Seminar Jubilee Insurance Agencies Ltd in conjunction with the AB Fire Chief s Association will be hosting a Fire Service Risk Management Seminar on September 2/99 in Calgary Topics to be discussed will include environmental scan, emerging issues (volunteer fire fighters as municipal employees), planning and structuring the fire service to minimize risk (fire bylaws, regional coordination) mutual aid agreements, and communication issues Seminar cost is $25 00 and it is recommended fire chiefs CAD's and risk manager designates attend this seminar Executive Committee recommends Mrs. Deak and the Torrington, Trochu, Acme, Linden and Carbon Fire Chiefs' attend this seminar with the County paying the e"`-W-11 146&"-W0 seminar costs for same. 13 July 28/99 AB Agriculture re Golder Report An Assessment of Potential Environmental Effects of Livestock Expansion in Alberta A copy of the Executive Summary of the above referenced report has been received This report was designed to assess potential environmental effects on expanding beef and pork production in Alberta The study was done to identify environmental issues i that need to be addressed in supporting the expansion of the livestock industry in Alberta The study is regional in scale so cannot deal with specific sites and situations The smallest unit of analysis is the census division which typically includes three to five municipalities The study is not an environmental impact assessment Five growth scenarios were examined in the study The study does suggest there can be expansion �ti17� of the livestock sector in most areas of the province without affecting the environment , if good management practices are used by the operators However the study does suggest that water quality may be impacted in the Banff Jasper, Rocky Mountain House, Edson Red ����'� Deer and Lethbridge census divisions which may limit Qt development �0`� t) P�Qc, in those areas Executive Committee recommends this report be referred to both the Municipal Planning Commission and the Agricultural Service Board for comments and further, copies of the report be provided to all Councillors. 14 Aug 3/99 Tainsh Howard Letter re. Save Harmless Agreement (Road Maintenance) Tainsh Howard has responded to the County's letter to draft a save harmless agreement to accommodate the County's policy that permits large farm operations (e.g feedlots and intensive livestock) to supply the manpower and equipment to grade municipal roads used by these operations subject to the farm operation signing a save harmless agreement with the municipality and having sufficient liability insurance coverage by requesting further information as they feel they may be in a conflict of interest position having acted for a dozen or so Intensive Livestock Operators JD /MINITrE/EC990805 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT AUGUST 5, 1999 concerning Development Permits with one of the contentious concerns being road maintenance Executive Committee recommends, due to the time restraints, Brownlee Fryett be T,w'*1, �-P Z requested to draft this agreement as soon as possible. c�rl,s 15 AAMD &C Petroleum Products Buying Group re Results of the Request for Proposals (RFP) The results of the RFP indicate Imperial Oil continues to be the most competitive supplier of bulk petroleum products with United Farmers of Alberta offering the best C �� terms for Card Lock products and a new contract will be made for these suppliers Executive Committee recommends to accept and file. 16 August 2/99 Letter from Town of Three Hills re. Fire Protection Agreement The town of Three Hills has requested in a letter a meeting be scheduled with Kneehill Council, Mayor Bauman and a town councillor to discuss the fire agreement Mayor Bauman telephoned the office to advise the letter is incorrect in that the town wants to meet with the Fire Committee not Kneehill Council When a copy of the draft agreement was requested, Mayor Bauman noted there were only two changes to the agreement cost and mutual aid The Mayor would prefer an evening meeting date and notes the second and fourth Monday evenings are their council meetings Executive Committee recommends the Fire Committee meet with Three Hills to discuss this fire protection agreement. 17 Aug 3/99 Letter from Acme Fire Department Fire Chief Bert Jackson has responded to the County s letter regarding Acme's "other" fire vehicle by acknowledging the County's July 16/99 letter and advising the village of Acme has been requested to contact the County regarding the insurance, maintenance and ownership of their vehicle Executive Committee recommends the County not endorse an "other "fire vehicle and only support all fire departments having two fire vehicles plus one water truck with one rescue vehicle, located in Three Hills, to serve the northern portion of the municipality and one rescue vehicle in Linden to serve the southern portion of the municipality and further, no "other" vehicles be accepted into afire department because of the ownership, insurance, liability and maintenance issues and should an "other" vehicle be donated to afire department this vehicle be sold with the proceeds of the sale to be used to purchase equipment and supplies for the fire department 18 Aug 4/99 AB Environmental Protection Letter re Bow Region Environmental Resource Committee (ERC) The next meeting of the Bow Region Environmental Resource Committee has been scheduled for September 2/99 in Calgary and an invitation has been extended to attend this meeting if the County has any issues to discuss with the ERC regarding management of natural resources as it impacts the County The ERC is an interdepartmental forum for the management and administration of the Bow Region's environmental and natural resources, promoting ecosystem sustamability and for enhancing client satisfaction through community level service Executive Committee recommends to accept and file. 19 Hesketh Garbage Container A concern has been received from a resident of Hesketh regarding the garbage container (size, shape and age) in this hamlet and possible use of same by area farmers The current garbage arrangements provide for the hamlet residents to use one large garbage container for their household garbage with this container being emptied by the JD /MINUTE/EC990805 4 P -'- EA s.p,Io� .xYss �A=sop J�- P,oZof JYI „vv >Er �\om jQ KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT AUGUST 5, 1999 County's garbage contractor every 2 3 weeks Executive Committee recommends a letter be sent to this resident advising the Sa County will not be making any changes at this time to the current garbage arrangements in the hamlet of Hesketh but will monitor the situation and address again should the need arise. 20 Permit to Conduct Geophysical Operations SW 20 32 26 -W4 Harbinger Exploration Inc c/o Persona Land is requesting permission enter the above land to conduct seismic testing This land, owned by Kneehill County is currently rented to Randy Reimer It was noted the land is pasture land and used for cattle grazing Executive Committee recommends the County sign this permit, notify the renter of this permit to conduct geophysical operations, advise Harbinger Exploration to ensure all gates are kept closed at all times on this property, the County receive all compensation monies associated with this permit. IrZ�o T/lx 21 County Denim /Golf Shirts Mr Vickery discussed the possibility and advantages to keeping a small supply of golf and denim shirts on hand for sale to the public or for promotions (prizes at various municipal sponsored events) � Executive Committee recommends a dozen golf and/or denim shirts, in various sizes and colours, be kept on hand for sale and further availability of these items for sale only be advertised through the Council minutes 22 Torrington Fire Truck Purchase The fax, received from Mrs Vetter reporting on the comments received from the Ce Deputy Fire Chief of Vermillion, regarding the service on the Fort Garry and Superior fire vehicles was reviewed Executive Committee recommends to purchase the Superior fire truck for the Torrington fire department. Mrs Vetter entered the meeting time 11 15 A.
