HomeMy WebLinkAbout1999-07-22 Council MinutesKNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT JULY 22, 1999 The Executive Committee of Otto Hoff, Richard M Vickery and James M Hanger met on Thursday, July 22 1999 at the Kneehill County office, commencing at 8 30 A.M Also presentwefe Jennifer Deak Assistant Administrator Lonnie D McCook Public Works Superintendent, and John C Jeffery, Administrator, who recorded the minutes The following items were discussed 1 EAC Valuations (Western) Inc Reguest re Assessment Appeal Mr Ed Dunay Assessor, entered the meeting at 8 30 A.M to discuss the request by se0T AEC to refund the assessment appeals of 425 00 for Gulf Canada Resources It was agreed that due to the circumstances no refund should be forthcoming Mr Dunay left mErno the meeting �- fi Executive Committee recommends to concur with the assessor s recommendation that no refund should be forthcoming Mr Doug Hazelton entered the meeting time 8.36 A.M 2 Gravel Lease Agreement Pt SE 16 32 26 W4 (20.0 acres +/ ) AKA fk7 The County s counter offer for the purchase of the above referenced Iand, that being 1j,raR � tiny &4- • $225,000 00 plus applicable GST, was discussed with Mr Hazelton Mr Hazelton Ft's n advised he would accept Council's offer, providing the County takes care of the �J-D rnkmo transfer fees 7-o j Executive Committee recommends to purchase this property as per offer and a deposit of 522,500.00 plus GST, representing 10% of total purchase price be paid to Mr Hazelton as soon as possible with the balance due upon transfer of property Further, this transfer be handled by Tainsh Howard q. 0 3 Kneehill Ambulance Mr Rinus Onos Operations Director Kneehill Ambulance, entered the meeting at 8 47A.M to discuss Policy EMS R 10 Response /Clear Times This is the seven minute response time for ambulance volunteer employees He reported an employee lives in Acme and he cannot see how she could possibly be a first responder Perhaps she could be used as a second responder It was noted the response times were incorrectly reported on the Patient Care Report (PCP) It was agreed Mr Onos solve the problem in the correct manner with full backing from the Executive Committee and make the Chairperson of the Kneehill Ambulance Society aware of this problem It was agreed the crew could purchase a treadmill for the Three Hills hall from the donation monies Executive Committee recommends Mr Onos solve the problem with the ResponselClear Time Policy and the ambulance volunteer employee and further, approval be given for the purchase of a treadmill for the Three Hills ambulance hall. Mr Onos left the meeting time 9 01 A.M 4_. July 9/99 Letter from Town of Trochu re Trochu Fire Hall Timeline The town of Trochu has approved a motion for the following timeline regarding the construction of the Trochu fire hall 1 Transfer of title from Golden Hills Regional Div (in process) 2 Structural and architectural drawings including prelirmnary engineering cost estimates etc Final review of cost estimates and how this will be funded Contributions by town and County $240,000 00 Additional contributions addressed as required 4 Draft borrowing bylaw submitted to Brownlee Fryett for approval (note County's draft bylaw already prepared by Brownlee Fryett) JD /MINUTE /EC990722 J D rnkn,o 7-0 91riv-S I ��ED � 1 , LnyL •�L- �1)l�i KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT JULY 22, 1999 5 Council meeting to give first reading to bylaw (Trochu and Kneehill) Two weeks of advertising of bylaws Mechanical and electrical engineering and drawings Tendering process ® Proceed with work depending upon availability of contractors Trochu suggests should this process drag into October the project be delayed until spring Trochu notes each municipality has motions in place authorizing the preliminary drawings Trochu advises it may be contacting the County to arrange a meeting to discuss more details 1— L73 Executive Committee recommends to accept and file. July 12/99 Drumheller & District Solid Waste Manaiement Association Report A site assessment report for the various transfer sites has been prepared including the recommended action The recommended action for the sites in Kneehill are as follows Acme Acme to ensure positive drainage and extend the ditch with costs for same to be applied to their share of the capital project Carbon concrete pad not installed, engineer to be consulted re lowering elevation to address drainage and road grade, expanding site from one container to two and possibly redirecting road Issues to be reviewed with Carbon prior to implementing any changes Linden County to be requested to complete necessary grading to drain water away from concrete pad Linden to repair leaking cylinder and have container steam cleaned Three Hills Kneehill to be requested to supply pit run at end of ramp (rutting is occurring) and complete grading with costs for same to be applied to their share of the capital project Torrington Large piles of rubble need to be collected and disposed of Trochu Association will supply loader, gravel and topsoil to finish the site Trochu to supply labour to seed grass and complete litter and rubble clean up with costs for same to be applied to their share of the capital project Tire recyclers to be notified to pick up tires Executive Committee recommends the above be carried out by Mr McCook as he deems necessary and with the understanding we are responsible for the Linden site mEmD 6 Final Engineering Report SH 842 02, 836 02, 582.04 Torchinsky Engineering has provided the final engineering reports for the above referenced road projects Final construction costs for these projects were SH841 02 (from 99 to boundary) $896 408 63 SH836 02 (from Carbon south 1 8 km) FRfl+uT bi��5 $188 486 13, SH582 04 (from #21 to rural school) $318,293 23 Executive Committee recommends to accept and file. 7 Municipal 2000 Sponsorship Program AB Municipal Affairs has advised the County's application for this grant in the amount of $12 660 00, for GIS Implementation Phase II has been approved Executive Committee recommends to accept and file. 8 1999 Christmas Closure Administration is recommending the office be closed December 24 1999 and reopen - rn EAho �$E^'( L L") Monday, January 3 2000 with public works crews `on call" as required jauc. 3 TD mEmo Executive Committee recommends to accept and file. L • 10 Three Hills Flower Pots A member of Council has inquired where the County's sponsored flower pot display is located in Three Hills The flowerpot naming the County as a sponsor is located F• ��" oY outside the AB Treasury Branch on Main Street Executive Committee recommends to accept and file. 11 1999 AAMD &C Spring Resolutions Government Response The AAMD &C has provided a copy of the official government response to the yn cma , resolutions passed at the 1999 Spring Convention T o g - c 0P) GI 1� Executive Committee recommends to accept and file and, upon request from a Councillor, provide copies of this documentation. 12 July 7/99 AAMD &C Letter re Meeting with Prime Minister's Task Force on the Four Western Provinces In June, AAMD &C President, Jack Hayden Vice President Bart Guyon and Executive Director, Larry Goodhope, met with members of the above referenced task a force At this meeting the AA D &C urged the government to implement a fair and tin Pfl m equitable long term National Highway Program in partnership with provincial and territorial governments, take immediate steps to address the inequity in current federal transportation funding priorities consider options for reducing or eliminating GST on municipally tendered construction projects accept the recommendations contained in the AGRA Report as a means to streamline the environmental approval process, redraft the Endangered Species legislation and address the need to compensate landowners based on a clear view of property rights recognize the inherent inequity in Revenue Canada's audits targeting the Municipal Officers Expense Allowance and suspend audit activity until clear and consistent guidelines have been developed Executive Committee recommends to accept and file as information 13 AAMD &C 1999 /2000 Membership Fees The AAMD &C has invoiced the County for its 1999/2000 membership fee in the amount of $6 644 58, which reflects the new fee schedule approved at the 1999 Spring Convention This new fee schedule will generate an additional $85,000 00 this year to undertake new initiatives such as expanding the use of member advisory committees, additional Board representations to individual Ministers, and increased use of legal expertise on specific issues Executive Committee recommends to accept and file as information fI-En 14 July 7/99 Merno from M D of Rockv View Peter Kivisto, Municipal Manager of Rocky View, has advised at the July 6/99 Rocky View council meeting a non confidence motion was carried out by secret ballot and 511_F- n resulted in the election of Allan Hall as Reeve and John Richter as Deputy Reeve RcKi`"k Former Reeve Bob Cameron served as Reeve for the past five years Executive Committee recommends to accept and file 15 1999 Annual Heartland Heritage Days FCA Rodeo August 20 22/99 The County of Stettler has extended an invitation to Reeve Hoff to participate in the parade for the Annual Heartland Heritage Days on Friday August 20/99 The parade will begin with a social hour and light lunch at 5 00 P M nt the Panic —4 T % L Services Centre. village of Vilna re Support for Rural Canada • The village of Vilna is requesting support in their fight to reverse the impending closure of their health centre which cares for nine long term seniors The village want: to bring attention to the unique health care concerns facing rural Canadians Executive Committee recommends to accept and file L-73 17 AB Disaster Services Disaster Services, in conjunction with AB Municipal Affairs and the Canadian Red Cross have developed a pamphlet for Albertans called "How to prepare your family and home for any emergency " The pamphlets outlines how to prepare for the kinds of emergencies that can occur n Alberta such as floods tornadoes or winter storms Information has also been provided on a computer diskette Executive Committee recommends accept & file 18 Price Family /Sunterra Farms Farm Family Award The Price family is one of the fifteen farm families recognized and honoured at the 1999 Calgary Exhibition and Stampede Farm Family Award Council had previously agreed to present the Price family with a plaque in recognition of their achievements with this presentation to be made after the Calgary Stampede presentation A date for this presentation needs to be scheduled Executive Committee recommends a date for this presentation be discussed at the next council meeting 19 Travel Alberta 2000 The province has announced a new strategic tourism marketing plan to boost tourism and benefit the economy The program is designed to promote tourism in Alberta and will initially focus on consumers in the larger urban centres and encourage them to visit tourist attractions in the smaller centres of Alberta Increased tourism marketing is also planned for the USA and overseas markets Executive Committee recommends Accept & file 20 ALARIE Financial Statements The Alberta Local Authorities Reciprocal Insurance Exchange ( ALARIE) and the ALARIE Attorney in Fact Ltd financial statements for the year ending December 31 1998 have been received ALARIE was established in October 1990 for the purpose of permitting subscribers, of which Kneehill is one, to exchange a reciprocal contract of indemnity or inter insurance Executive Committee recommends accept & file as information 21 July 12/99 Letter from village of Linden re Linden Garbage Site The village of Linden has requested their concerns regarding the expansion of the Linden landfill site, approval of proposed agreement with Mr Harper regarding Linden site expansion and acknowledgement of receipt of the AB Environment letter recommending Kneehill undertake this expansion, be addressed in a written response It was noted the County had hand delivered and mailed letters to Acme and Linden regarding the future of the Linden rubble expansion and the Schmautz Pit Executive Director of the AB TrailNet requesting his cooperation to control nuisance and noxious weeds along the �t1 abandoned rail line through the village of Carbon The letter notes the County had issued a Weed notice to CP Rail last November and requests, as TrailNet is now the occupant, they cooperate in resolving this problem The village also notes it is willing to make arrangements to have these weeds addressed and controlled at TrailNet s expense Executive Committee recommends to accept and file as information. 23 Beacon Millennium Canada Beacon Millennium Canada invites all mayors, clerks and members of the Year 2000 Committees to loin with other municipalities across the country in linking Year 2000 celebrations as a symbol of hope renewal and community commitment and offers the , y T) opportunity to put local efforts on the national map as a chain of bonfires lasers, fireworks and public celebrations around the globe time zone by time zone as midnight strikes on New Year s Eve Executive Committee recommends to accept and file. 24 Letter from Wilma Mosher re Horseshoe Canyon Tours Mrs Mosher has sent a letter advising she and her husband recently had the opportunity to stop at the Horseshoe Canyon Tours and Interpretive Centre The ,off Moshers were most impressed by the effort made to preserve the canyon and to grow F "q and maintain plants native to the area and appreciate the tribute paid by the Horseshoe Canyon Interpretive Centre to the ecological base and close their letter with `May the inherent diversity of the canyon be preserved ' Executive Committee Mayor of Beiseker, has forwarded copies of his letter to CP requesting a reclamation certificate for the portion of CP land /abandoned rail line that runs through Beiseker and also a copy of his letter to Richard Marz, MLA, requesting concerns re TailNet use, long term plans, adjacent landowner concerns etc be addressed Executive Committee recommends to accept and file as information 27 Letter from RHA #5 re. Manure spread on field NW 10 30 24 W4 In response to Mr Jeffery s request, RHA #5 inspected the above location on June 18/99 The complainant who resides NE 10 30 24 W4 alleges that on at least two occasions Jim or Brian Berg have sprayed liquid manure onto part of the NW 10 without incorporating it into the soil and that the odour from the spray operation was unbearable After inspecting the incorporating it into the soil RHA #5 has referred the complainant's concerns to AB Agriculture to determine if this manure spreading is in compliance with good agricultural practices Executive Committee recommends the Development Officer investigate this matter to determine if the above condition is applicable to the development permit and to follow through with a letter if necessary and further to accept and file. 28 AB Dairy Council Plastic Milk Jug Recycling Program In June 1999 the AB Dairy Council, in cooperation with AB Environmental Protection announced a Memorandum of Understanding to establish Alberta's first province wide recycling program for High Density Polyethylene (HDPE) plastic milk dugs The program will provide financial assistance and market stability for collectors and recyclers of HDPE plastic milk containers and build on existing collection infrastructures Municipalities will have two seats on the program s Steering Committee Under the program the recycling authorities (i e municipality or its A� designate) are eligible for payments to help offset the costs of transporting material to recycling markets Participation in the program is voluntary and funding and registration forms have been enclosed in the information package Executive Committee recommends to accept and file as information 29 July 8/99 Letter from Jack Ramsay, MP Mr Ramsay is requesting support, in the form of a petition, for the Reform Party s national tax relief campaign which calls on Parliament to deliver a 25% decrease in federal taxes over the next three years Mr 30 Sixth Annual Physician Recruitment Fair The above fair sponsored by the AB Rural Physician Action Plan will be held in Edmonton on Oct 19/99 and in Calgary on Oct 21/99 Letters have been sent to local RHA s advising them of these dates Interested municipalities and RHAs are encouraged to participate in the fair and book booths for their recruitment purposes Executive Committee recommends to accept and file as information 1 i 31 July 14/99 AAMD &C Canada /Alberta Agreement on Environmental Assessment Cooperation The recent June 30/99 federal /provincial announcement outlines provisions of a new bilateral agreement designed to improve collaboration on environmental assessment processes on projects that require an environmental review under both federal and provincial legislation This follows some of the recommendations contained in the AGRA report that was endorsed by AAMD &C members at the 1998 Fall Convention Although the June 30/99 announcement does not address all recommendations, the AAMD &C considers this an important first step in achieving greater efficiency and C clarity in the environmental assessment process � c N M� J Executive Committee recommends to recommends to accept and file 34 July 9/99 letter from town of Trochu re Health Disciplines Act The town of Trochu has forwarded a copy of the town of Vauxhall's Health Discipline Act Resolution to the Kneehill Ambulance Board for comment and suggestions The resolution resolves that the AUMA request the Minister of Health to amend the Health �D r`nE"o Disciplines Act so that a majority of a Discipline Committee sitting under this Act would be either full time paid professionals if the defendant was a paid full time ci,� quG professional or part time volunteer professionals if the defendant was apart time It volunteer professional After reviewing this resolution, both Mr Jeffery and Mr Onos 14 recommend that there be only one standard Executive Committee recommends to respond to this inquiry by advising, in their opinion, there should be only one standard on this Discipline Committee. 35 July 12/99 Letter from AB Community Development re 2002 Alberta Summer Games The Hon has been enclosed with this invitation Executive Committee recommends to accept and file. 36 June 25/99 Kneehill Regional FCSS Letter to KCRB The Kneehill Regional FCSS has sent a letter to Mr Dan Ireland with copies to all Kneehill Community Resource Board (KCRB) members, thanking them for their commitment and dedication to the KCRB program over the past years and , encouraging these members to participate on the Zone Committees as the redesign of r �/If(- the program has replaced the KRCB with a management team Executive Committee recommends to accept and file as information 37 July 9/99 Kneehill Regional FCSS 1999 Interim Budget/Invoice The Kneehill Regional FCSS has invoiced all the participating municipalities for their per capita share of the 1999 approved budget to date Of the total $231 192.50 T D m r--Mo budget $47,123 00 has been approved for administration and $164 971 76 in grants to FCSS funded projects for a total approved budget to date of $212,094 76 The County's share of this approved budget is $19 478 78 Executive Committee recommends the County pay their share of this program cost, as invoiced 38 Keivers Lake Public Telephone Telus has contacted the municipality to discuss the viability of having the public ; , R FAX telephone at Keivers Lake This telephone generated $44 92 in revenues last year r o p, 7-0 % 1 The County paid a total of $577 44 in rent for this telephone Telus questions the cost effectiveness of the telephone and advises future changes will include rent increases. � o Given the wide use of cellular phones and the fact the park attendant has a telephone on site, can this public telephone be disconnected? Grain Bins An unsigned letter (postmarked Olds) has been received commenting on the County's lack of action with regard to bins located along the sides of roads The letter notes the County regularly publishes a notice regarding this Issue but does not act upon same The letter notes on RR 27 1 two miles south of Highway 27, there are nine bins within one mile, rocks are in the ditch and the County should notify these farmers of the danger if you go in the ditch the bins are now empty and should be moved there is a law and it should be enforced Executive Committee recommends to accept and file 40 Three Hills Motor Products Ninth Annual Golf Tournament An invitation has been received to participate in a fun day of golf texas scramble style at the Three Hills Golf Course on Wednesday August 4/99 Registration will take i� I place at 8 30 A.M Registration fee is $40 00 and will cover 18 holes of golf, lunch t supper and prizes Executive Committee recommends to accept and file. 41 Kneehill Ambulance Roof Contract The tender for the Kneehill Ambulance roof contract was advertised in the June 30, July 7 & 14/99 issues of the Three Hills Capital newspaper with tender closing being 4 30 P M. on Monday July 19/99 No tenders have been received for this contract I v PAS What are Council's wishes? Executive Committee recommends Mr McCook obtain at least two invitational quotes for this work and report back on same 42 Torrington Old Tvme Music Society Jamboree The Jamboree is scheduled for August 20 22/99 Mrs Vetter advises we should arrange for extra garbage pick up as last year this event attracted 2 000 people The J�J' b mom° County paid for the extra garbage pick ups last year Does Council wish to do so this ,� ° gR sew Aur, qj?? year or have the Society arrange and pay for these pick ups?
