SE 16 32 26 -W4, containing 20 acres more or less, from Linden Contractors Ltd, for the purchase price of $225,000.00 plus applicable GS T, with a deposit of $22,500.00 plus G.4 T, representing 10% of the total purchase price to be paid to Mr Hazelton as soon as possible with the balance due upon transfer of property. CARRIED A recess was held from 10 05 A.M until 10 18 A.M In reference to a gravel source located outside of Kneehill County Mr Jeffery GRAVEL SOURCE COUNTY reported, as requested by Council on July 6 1999 that according to the MGA a BOUNDARY municipality may acquire an interest in land or minerals outside its boundaries, upon rpw permission from that municipality or from the Minister of Municipal Affairs Mrs. Allan moved to accept and file, for information only CARRIED In preparation for the July 27, 1999 supper meeting for the Town of Three Hills and JOINT SERVICES Kneehill County elected officials Mrs Deak presented background information and a MEETING WITH current status report on point services within the County Mr Jeffery also presented a TOWN OF 3 HILLS comparative financial indicator for Alberta municipalities, giving per capita expenses for services provided by the towns and villages within Kneehill County, as well as neighboring municipal districts Discussion ensued to get a united direction or focus and it was meeting with Three Hills Vickery A documentbwas a eoared stator spokesman 1ltCountt supper fii>D �' 5RJ'3 Ht `S P p S y philosophy regarding point services, to be shared at the meeting This paper explained that Kneehill County is committed to providing the most effective and efficient services for the entire County s population both urban and rural, and this can be achieved by forming point service partnerships In summary it states that if Three Hills is not in favor of regional partnerships for mutual service delivery, Kneehill will be looking elsewhere to form partnerships that will provide the best service delivery for its residents Mr Allan Becker, Mr Halstead and Mr Jack Ramsay entered the meeting at 11 14 A.M Mr McCook left the meeting at 11 18 A.M Mr Hoff welcomed the welcomed the group and invited them to lunch with Council at the noon recess Mr McCook entered the meeting at 11 23 A.M Mr Becker gave an update on the activities of the Cosway group and the progress being made regarding Alberta Trail Net At this time they have initiated an extensive inquiry with the Canadian Transportation Agency into the details surrounding the Robson decision ( National Transportation Act C 76) requesting specific dates of abandonment and judicial rulings as well as reasons for the apparent urgent decisions 3DIMcw APPT. A BECKER/J RAMSAY COSWAY UPDATE KNEEHILL COUNTY COUNCIL MINUTES July 27, 1999 A letter has also been sent to Richard Marz MLA, voicing the concerns of the Cosway group If the Trans Canada Trail proceeds, Mr Becker requested Kneehill County • introduce legislation to address the liability issues, fireguards and a specific period of time for development as well as the repercussions if the land use bylaw was not COSWAY UPDATE followed Mr Jeffery advised the time allotment to apply for a development permit and start the actual development is one year If this regulation is not adhered to then a Stop Work Order can be issued and it would appear in Court as a constitutional issue Mr Becker also requested Kneehill County send a letter in support of Cosway to Premier Klein expressing any concerns the County may have Mr Becker advised he will - -gDC0'f supply the County with a copy of the petition from County rate payers Cosway s mission statement and a copy of the County of Stettler's bylaw dealing with the abandoned rail lines [A a C9 Mr Jack Ramsay suggested the Cosway group investigate the environmental impact lltin and health issues regarding the public use of the abandoned rail lines, where creosote' could have leeched into the rail bed H ff d e o ere to send copies of both the U S and RAMSAY Canadian studies on the health hazards of creosote to the Cosway group and will PRESENTATION personally write Environment and Health Canada a letter asking if they are prepared to Pr ," do an environmental study? �i, �� -��� Mr Ramsay informed Council on issues of importance that he believes will be on the agenda when Parliament convenes in the fall Some of these issues include, tax relief fire arms bill, Medicare Program, and the Provincial Court ruling on the possession of child pornography, LUNCH RECESS The meeting recessed for lunch from 12 10 P M until 1 10 P M CCAMD &C As Reeve Hoff had a prior commitment he did not return after the lunch recess and GOLF Deputy Reeve Rick Vickery reconvened the meeting at 1 10 P M TOURNAMENT Mrs Deak requested confirmation of those attending the CAAMD &C golf tournament I- on August 13 1999 at Rosebud Alberta D Mrs Schnuelle and Mr Rusling entered the meeting at 1 29 P M PUBLIC HEARING Mr Wagstaff moved Council recess in order to hold the public hearing scheduled J b rn E m o for 130 PM -ro 1. Se'H JUELL CARRIED Mr Hanger moved Council reconvene, the Public Hearing portion of the meeting being completer CARRIED The point use agreement of the Kneehill Ambulance /Linden Fire Hall was clarified, as requested by Council at the July 6, 1999 Council Meeting Mr Jeffery advised the Village of Linden leased land to the Kneehill Ambulance (a 99 year lease from 1976- 2075) which gave the fire department the right to store their truck for the first 5 years The building itself belongs to Kneehill Ambulance who, in return for the land lease agreed to store the Linden fire truck As the fire department uses 3/5 of the building for storage the split for expenses was to be 3/5 to 2/5 Mrs. Allan moved to accept and file, for information CARRIED Mrs Deak reported she had talked to Bill Jackson, Lacombe Fire Chief, regarding the .J MIN U" D Y1\ c rr c.) j L) t L KNEEHILL AMB /LINDEN FIRE HALL BLDG AGREEMENT s 8`aG 1i"�4���,F', L GREEN LIGHT ISSUE FOR NON EMERG VEHICLES KNEEHILL COUNTY COUNCIL MINUTES July 27, 1999 use of green lights for non emergency vehicles Lacombe has used the green lights system for 2 '/z 3 years only on trips from home to the Fire Hall, not from home to the fire scene do to safety issues Mr Jackson cautioned that all operating procedures should be in place and issues addressed before implementing He advised that stringent rules be implemented for volunteers including probationary periods and reviews for new fire volunteers Mr Hanger moved the request for the use of "green lights" on non emergency fire vehicles be refused Mrs Deak requested direction regarding the request from Council at the July 6 1999 Council meeting, for a clarification to be printed in The Capital newspaper on the Regional Emergency Services issue A time line has been prepared giving an accurate accounting of events to date in response to the June 30 1999 newspaper article t Aa(O " tie 1 -" '1,0 , 0 F REGIONAL EMERG SERVICES NEWS ARTICLE Mrs Lowen moved Kneehill County Council discuss the misrepresentation of facts c rn in the June 30, 1999 news article on Regional Emergency Services at the July 27, 1999 meeting with the Town of Three Hills elected officials rather than printing a clarification in The Capital CARRIED Mrs Deak reported on the July 8, 1999 meeting with Wheatland County Mountain View County and Kneehill County regarding the sharing ofjomt services Wheatland and Kneehill showed interested in sharing the services of Barb Reimer Mountain MEETING View s GIS person, who would be able to work part time in Planning, as well as attend WHEATLAND & school in the fall of 1999 Recommendations arising from the meeting included MOUNTAIN VIEW exploring possible point services with Mountain View and /or Wheatland, continuing the JOINT SERVICES point planning with Mountain View with the possibility of including Wheatland into this arrangement and looking into a possible partnering with Wheatland for anoint . b mEmc> disaster /fire chief Council felt a letter be sent from our Reeve to the respective hEfsER S F�uCn' i rJ councils, stating that Kneehill County Council agrees in principal to the sharing of joint services with Planning being our top priority, followed by Assessment and lastly Fire C F o and Disaster Services Mr Hanger moved that a letter be sent to Wheatland and Mountain View County Councils from Reeve, Otto Hoff, advising Kneehill County agrees in principal to the sharing of joint services and would like to further explore partnering in the areas of planning, assessment and fire and disaster services AAMD &C CARRIED WORKSHOPS FALL �[D M i=/" n The Workshop Registration form for the 1999 AAMD &C Fall Convention was CONVENTION 0 f reviewed and workshop choices were made by those who will be attending Mr Wagstaff moved to accept and file. showers The ratepayers will be getting growly and the phone calls will be coming We will be getting around in the normal rotation with the graders who are working long hours, along with the extra blades The gravel crew will be hitting the divisions in rotation and not running around for a road here and a road there unless it is an emergency There is going to be some ratepayers who don t understand why they can t get samL day service for blading and gravel but they have to understand when there is 1800 km of road to do there arL priorities which come before them 2 The crusher will be in the pit to crush stone for us sometime this week This will giyL us material up to 100,000 yds for the north and east country 3 I gave Atco permission to string a temporary pole cable on 515 west of Barnes to hold the p01L up that has washed out in the slide 4 We re over budget on the contract equipment line of the budget by around $9000 due to slides I may need to go over some more due to the fact we re having more slides and slumps 5 Council will have to take a good look at the infrastructure we have in place at the present time and make SomL dissions on what stays and what goes For example the Gibson bridge 952 the government has stated therL will memo ts be no funding for futurework of any kind There are too many bridges in the County and some will recen•L no p imore funding This means we will have to take roads out of production and look at alternate routes 6 Our man Ed McNair has increased his gravel price from $3.90 /tonne to $4.15 /tonnL on us 7 The Huxley access road will be done from the 590 contract not thL 587 contract This works w0l since thL letter from Rob states the Red Doer Countv will pay any g.s.t 8 We will be doing an inspection on the ferry cable to
