HomeMy WebLinkAbout1999-05-20 Council Minutes1. 0 A KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT MAY 20, 1999 The Executive Committee of Otto Hoff Richard M Vickery and Marylea Lowen met on Thursday May 5 1999, at the Kneehill County office commencing at 8 30 A.M Also present were John C Jeffery Administrator and Jennifer Deak, Assistant Administrator, who recorded the minutes Mr McCook Public Works Superintendent, was also present The following items were discussed Apr 21/99 Elected Officials Meeting Minutes The above noted minutes have been received Under the issue of garbage, it was noted Three Hills had terminated its agreement with the County regarding the Three Hills garbage site Mr Jeffery reported he had spoken with Mr Jack Ramsden Three Hills, yesterday about the town s advertisement re dumping charges effective June 1/99 Mr Ramsden has advised he will be taking this matter to his Council meeting next Monday evening and advising on same EYecutive Committee recommends to accept and file the April 21199 Elected ee, Official's meeting minutes and address the Three Hills garbage agreement when further information is received from the town of Three Hills 2 May 11/99 Letter from Alberta Transportation ind Utilities re Kneehill Regional Water Committee Mr Brian Reid, AB Transportation has responded to the County s letter regarding Kneehill Regional Water Committee concerns and ownership issues of the water plant The letter notes AB Transportation has no preference as to whether the town or the commission own the water plant, their main concern is the cost effective use of provincial funds The province's position regarding previous funding grants is that the municipality owns the facility regardless of the past grants the province does not retain any title or financial interest The letter concludes by noting water rates are subject to examination by the AB Energy and Utilities Board (EUB) to ensure rates are not levied that are not justified by actual costs se Executive Committee recommends copies of this letter he provided to all members of the Kneehill Regional Water Coninuttee. Cosway Adjacent Landowners Association Meeting The above group has extended an invitation to attend an informal information evening on Monday, June 21/99 at the Three Hills Community Hall commencing at 7 30 P M Invitations have been extended to MP's MLA s and special guests Executive Coninuttee reconunends, schedules permitting, all Councillors attend tlus meeting Copy of MLA Tom Thurber's letter to Scott Richardson, President, AB TrailNet Faye Engler Secretary, Cosway Adjacent Landowners Association, has forwarded a copy of the above letter Mr Thurber notes he has not received a letter or call from any of his constituents supporting the TrailNet but has received, not only from constituents but from other Albertans letters and calls expressing concerns with the TailNet activities Mr Thurber goes on to note rural residents do not see the economic benefits of these trails, the proposed TrailNet s "Code of Conduct' is not enforceable Executive Coninuttee recommends to accept and file and provide copies of this docunientation to all Councillors. Road Closure Request Mr Drew Keiver has requested the road to the old Camp Keivers site (RR26 -0, TR 31 4) be closed off or a gate placed across the road as he has been having a lot of trouble with trespassers. Three Hills Cubs On Wednesday, May 5/99 the above noted cub group held a clean up at Braconnler Park The County has sent the church a thank you letter along with 13 M.D of Kneehlll Volunteer hats for members of this clean up crew Executive Comnuttee recommends accept ant! file. 10 May 3/99 Letter from Village of Acme re Request to Prohibit Use of Engine Retarder Brakes Signs Cathie Jackson, Mayor of Acme, has again requested the County reconsider its decision not to place the above noted signs along the secondary highway adjacent to the village Executive Committee recommends a letter he sent to Mayor Jackson, from ReeveT� Hoff, ath�usung NO, the County will not reconsider this matter 1 l Transfer Station Tours Drumheller & District Solid Waste Management Association has arranged tours of the transfer sites for May 14/99 Mr McCook noted these tours had been completed for the Trochu, Torrington Three Hills, Linden and Acme sites Erecutive Comnuttee reconunuentls to accept and file 12 Aurora Mobile Phone Service Telus has advised the Aurora mobile phones will be obsolete by Nov 1/99 The County has two of these phones, currently being used by the public works department Executive Committee reconunuentls the tivo neiv cellular telephones he purchased to replace these Aurora cell phones. 13 Alberta Transportation and Utilities' 1999 - 2002 Business Plan The above business plan has been received focusing on the goals and strategies of this department over the next three years D /MINUTE /1:X990520 C 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT MAY 20, 1999 Executive Conunittee recommends to accept and file 14 April 7/99 AAMD &C Letter re Provincial Responses to Agra Report The provincial governments response to the sixteen recommendations in the Agra Report has been received Executive Coinfnittee recommends to accept and file and, upon request from a councillor, provide copies of this documentation. 15 Public Works Superintendent Report Richard Clark Road Slide Mr McCook reported the road at this slide area has been barricaded until the weather is dry enough to address this road slope slide Mr McCook left the meeting time 9 45 A.M 16 ASB Grant The province has confirmed the County s ASB grant will be $74 415 00 an increase from last year due to the recent infection of $700 000 00 into the provincial ASB budget The province has also set aside $50 000 00 as a pilot project for weed control in urban centres with applications routed through the municipality Executive Conunittee reconiniends to accept and file. 17 Stampede Family Farm Award The County s nomination of the Price family, Sunterra Farms, for the Calgary Exhibition and Stampede Farm Family Award has been successful The Stampede Board will provide a picture and a press release to the local newspaper following the awards ceremony at the Stampede Executive Comnuttee recommends Council present the Price family with a plaque in recognition of this achievement 18 May 11/99 Letter from Marigold Library re Membership A letter inviting the County to become a member of this library and listing the benefits of participation in the Marigold Library system has been received E.Yecutive Conumttee recommends a copy of the County's Mar /99 letter to Marigold advising of the survey results and Council's decision not to address this matter for at least three years he re sent to Marigold 19 Red Deer River Corridor Integrated Management Plan (IMP In response to Mountain View's request, a meeting of the IMP and the respective local municipalities has been scheduled for Friday, June] 8/99 at the Drumheller Civic Centre from 9 30 A.M until 12 00 noon The meeting is to address the concerns raised by the municipalities involved in this project F-recutive Committee recommends Councillor Glen Wagstaff attend this meeting 20 Municipal 2000 Sponsorship Grant AB Municipal Affairs has approved the County s grant application in the amount of $12 660 00 to continue Phase II of the GIS system F-recutive Committee recommends this grant agreement be duly signed 1999 Camrose Big Valley Jamboree Parade An invitation has been received to participate in the above parade to be held July 29/99 at 11 00 A.M F� Fes, o, SiN� moo io GiJ �i • 0 KNEEHILL COUNTY EXECUTIVE COMMITTEE REPORT MAY 20, 1999 Executive Committee recommends to accept and file. 22 Teaching About Local Government in Alberta AB Municipal Affairs has forwarded resource package for teaching students about the operations of local government Mr Jeffery highlighted some of this information noting in the future, Councillors may be required to go into the schools to discuss their roles and responsibilities Executive Comnuttee recommends the following excerpts from this resource material he provided to each Councillor - A Guide for Municipal Officials - complete brochure - pages 60 -64, 80 -86, 98 -99 from the Resource Book 23 Trochu Fire Hall At the May 12/99 meeting, this Committee agreed to hire Mike Richards as the engineer subject to successful advertising re loan and borrowing money and approval from the Minister of Education re lot The Committee is confident their recommendation for a 50x100 building can be accomplished for a turnkey cost of $268,440 00 of with Trochu and Kneehill each contributing $120 000 00 The County needs to draft a bylaw (MGA 265) for its loan to Trochu Currently there are no such examples of this kind of bylaw in the province Executive Comnuttee recommends approval to proceed with this facthty, as recommended by the Committee and suhject to the above conditions.
