HomeMy WebLinkAbout1999-04-08 Council MinutesTo a EXECUTIVE COMMITTEE REPORT April 8 1999 The Executive Committee of Otto Hoff, Richard M Vickery and Jane Allan met on Thursday, April 8 1999 at the Kneehill County office in Three Hills commencing at 8 40 A.M Also present were John C Jeffery Administrator Rinus Onos Kneehill Ambulance Operations Director, Lonnie D McCook Public Works Superintendent and Barbara Long Recording Secretary Kneehill Ambulance Mr Onos reported the purchase of a Transport I V Pump from a donation made by the Allingham Community Association and Ladies Club, as well as some ear thermometers He also mentioned the possibility of purchasing a fetal heart monitor as KAS has had need of one recently The total number of calls for March was 68 with the revenue of $31,500 00 Mr Onos also reported that KAS had received the remaining $22 000 00 grant from Alberta Health for last years training The ambulance building is being renovated as a Prairie High student s building project for which $6 000 00 was budgeted by Kneehill Ambulance for materials Mr McCook reported that he will be tendering for roof repairs for the Linden Ambulance building Mr Onos will be forwarding letters from the County and Dr Webb to Alberta Health so that licensing can be obtained to provide part time ALS He will also prepare an advertisement for the Three Hills Capital providing information on the current ambulance rates Mr Onos advised that there has been a 3% increase from Blue Cross for ambulance rates Executive Committee recommends that Kneehill Ambulance increase their hasic rates to $115 00 for EMR, $142 00 for BLS, and $185 00 for ALS plus $2.20 per kilometer to take into account the increase from Blue Cross Mr Onos left the meeting at 9 07 A.M 2.- Tender for SH 587.04 The tender for SH 587 04 closed on March 25, 1999 at 11 00 AN and was awarded to the low bidder Border Paving Ltd for the tendered amount of $1 320 23 00 with the estimated cost of construction being $1528 241 50 Executive Committee recommends to accept and file 3 March 23.1999 Letter from Village of Acme and Wendell Hannah re Retarder Brakes Prohibited Signs and Rumble Strips Wendell Hannah and the Village of Acme have requested that the County place signs prohibiting the use of Retarder Brakes on SH 575 and SH 806 surrounding the village boundaries The Village of Acme also inquired about the placing of rumble strips at this intersection Executive Committee recommends the above letters he referred to Road Committee 4= March 22.1999 Letter from Village of Acme re Acme Shop The Village of Acme has advised they were not interested in purchasing the County Shop located in Acme for the asking price of $160 000 Executive Committee recommends to accept and file ;Y-C'71 memo io R) Am r4-9 5. March 29.1999 Letter from Three Hills Amateur Radio Club re Grant AoR t �1fER ��uT Application to Red Deer & District Community Foundation The Three Hills Amateur Radio Club who use the antenna and radio equipment at Wimborne tower have requested a letter of continued support from the County in order to apply for funding from the above Foundation Execco=1999. doe li EXECUTIVE COMMITTEE REPORT April 8 1999 Executive Committee recommends that a letter be sent giving Kneehill County's endorsement to the Three Hills Amateur Radio Club Request from AT &U for Secondary Highway Priority List for 2000 &2001 _rCx m Fmb I'D OWS Executive Committee recommends that J C Jeffery and Lonnie D McCook compile this information and report back to Alberta Transportation and Utilities March 31.1999 Ledcor Industries Estimate of repairs for Bleriot Ferry An estimate of $6900 00 above the contract maintenance agreement was received S5 � ME" ft> AvS from Ledcor Industries to repair the cable at Bleriot Ferry Executive Committee recommends Ledcor proceed with the necessary repairs and that a copy of the estimate be forwarded to Torn Mammon at Alberta Transportation and Utilities 8_ Three Hills /Ghost Pine 4 H Clubs Request to Manage Oil Filter Collection at Three Hills Transfer Site m* IL_ kEi-*e 5Eti? A request was received from Gary Weigum on behalf of the above clubs to place a barrel at the Three Hills Transfer Site for the collection of used oil filters which they will recycle Executive Committee recommends permission be given for the 4H clubs to collect used oil filters in a barrel at the Three Hills Transfer Site for the purpose of recycling subject to no problems arising 9_ March 22.1999 Letter from WCB re Day of Mourning A letter has been received from WCB requesting that the County proclaim April 28 1999 as a Day of Mourning in remembrance of those killed or injured in work related accidents and to raise awareness of the personal costs Executive Committee recommends to accept and file as it is not Kneehill County s practice to issue proclamations 10. March 24,1999 Letter from Town of Three Hills re Fred Penner Request for Water Account Adjustment The Town of Three Hills advised the request from the County for an adjustment on RPkd� �Et' ;tom T Fred Penner s water account be denied as it is not their policy to refund for any water break that occurs on the owners side of the water meter Executive Committee recommends that a letter be sent to Mr Fred Penner advising that no adjustment will be made to his water account March 31, 1999 Torchinsky Engineering Estimate of Lonepine Bridge Replacement SSW 27 30 26 W4 File # 6588 An estimate of $394,000 was received from Torchinsky Engineering for the replacement of the Lonepine Bridge However, this would also entail one mile of road construction on either side of the bridge The total cost of this project would be absorbed solely by the County as Alberta Transportation & Utilities will not contribute any funds as there is still 15 years of life left in this bridge Executive Committee recommends that Lonnie McCook obtain estimates on the complete cost of construction and report back to Council as soon as possible 12. Kneehill Regional Water Committee A letter was received from the Town of Three Hills advising that the Three Hills Water Treatment Plant is not for sale and that they are willing to supply water to this Execcomm1999.doc j�s ✓hemoToPwS 0 OPh 14 EXECUTIVE COMMITTEE REPORT April 8 1999 proposed water system but does not wish to participate in the construction of the system A letter was received from the Village of Carbon advising that if joint ownership of the water plant by participating communities in the Kneehill Regional Water Committee is not possible then they do not wish to pursue this any further The letter received from the Town of Trochu advised that they are conducting their own water study as requested by Alberta Environment to be submitted by June 30 1999 They will contribute $1 00 per capita to the Commission but will not loin until their own study has been completed Executive Committee recommends the letters be given to Kneehill Regional Water Committee and that they report back to Council after their April 8,1999 meeting 13. Fire Notice Request from Tony Regehr A phone call was received from Linden Fire Chief Tony Regehr requesting that a county wide fire notice be issued ppRg 4E�Ps!°�i. Executive Committee recommends Mr J Jeffery verbally contact all the Fire Chiefs for their input and to place this on the Agenda for the April 13,1999 Council Meeting 114. IAO Fire Department Review A letter was received from the Town of Three Hills and the Village of Carbon expressing their support of the review as long as all costs are paid by Kneehill County Executive Committee recommends to accept and file 15. Fire Loss Report for Jan. 1/97 to Dec.31 /98 Statistics for Kneehill County show the total number of fires as 79 with losses totalling $1,327 46100 Executive Committee recommends to accept and file Mr Lonnie McCook left the meeting at 10 38 A M 16 AMD &C Spring Evaluation Questionnaire The evaluation was partially completed by those present Executive Committee recommends that the remaining questions be completed by those who attended the specific sessions and returned to AAMD &C prior to May I5, 1999 f?PRiio— MA1i,rr D BACK 17. Iris Evans Reply to the Speech from the Throne A copy of Iris Evan's reply to the Speech from the Throne has been received Executive Committee recommends to accept and file 640 19. Lottery Board Administration Charges Tammy Dick administrator, village of Linden advised that there are administration funds left over from the Lottery Board which could be split equally between the Town of Three Hills and Kneehill County An invoice dated March 31 1999 or prior was requested and she recommended we charge $840 00 for administration and mileage Kneehill County previously claimed and has been reimbursed for the actual advertising costs in the amount of $1014.39 Executive Committee recommends a letter be sent declining the funds and stating it was Kneehill County s understanding that there was no administration reimbursement as each municipality would take a turn at administering the Lottery Board. _March 16.1999 AAMD &C Letter re. Outdated Logo s for County Plaques The office advised that there are 18 M D of Kneehill logos left and asked if they should be used or new ones ordered Executive Committee recommends to retire the old logo used on plaques and order more with the new logo 24. April 7. 1999 Letter re. Bow Region Environmental Resource Committee A letter was received inviting representatives to attend the May 6 1999 meeting if there are any issues that need to be discussed with the ERC Executive Committee recommends that no one need attend the meeting as there are no concerns at this time 25.
