Tile Executive Committee of James Hanger Marylea Lowell and Marjorie Vetter met on
Thursday, March 18 1999, at the Kneehill County office commencing at 8 30 A.M Also
present were John C Jeffery Administrator and Jennifer Deak Assistant Administrator,
who recorded the minutes

The following items were discussed and recommendations made

Mr Jeffery updated Mr Becker on the TrailNet correspondence received and sent by
the County Mrs Lowell reported a Weed Notice had been issued to CP Rail by the
County's Ag Fieldman, Mr Bruce Sommerville who advises CP Rail will address the
weed problems along the abandoned rail lines this season Mr Becker presented
from the Cosway Adjacent Land Owners Association, a letter requesting the
municipalities of Rocky View and Kneehill approach their MLA's and provincial
Ministers to attempt to get the abandoned rail line land back to the adjacent
landowners or, should this attempt be unsuccessful, request legislation to replace the
Railway Act with regard to concerns of liability fencing access, policing weed
control, fire protection, waterway restrictions and littering Also noted by this group
is that there should be no taxpayer monies used for the TrailNet and further a
feasibility study should be undertaken to define the economic benefits
Mr Jeffery then presented the following correspondence
Mar 9/99 copy of letter from Carol L Abbee Deputy Mayor, village of Beiseker to
the Hon Walter Paszkowskl Minister of Transportation, outlining her concerns with
the TrailNet responsibility for the system additional funding, weed control fire
protection, clean up The letter states that, instead of developing this TrailNet, the
province should concentrate on improving the highways coming into the communities
and concludes by stating the village of Beiseker supports the adjacent landowners
organization that this land should be returned to the adjacent landowners
Mar 4/99 copy of letter from the I -loll Shirley McClellan Minister of Community
Development to Faye Engler, Secretary Cosway Adjacent Landowners Association,
acknowledging the groups concerns and stating the Alberta TrailNet does not want to
disrupt exiting farm operations or infringe on the privacy of rural landowners, CP
retains responsibility for environmental contamination along the abandoned rail line,
Alberta TrailNet is funded along with 110 other volunteer organizations as part of the
Minister's mandate and in 1998, TrailNet received $22 800 in financial assistance for
administrative purposes The letter concludes by encouraging the group to work
closely with TrailNet in negotiating solutions

Scott Richardson President Alberta TrailNet advising of the formation of this group
and its mission statement to serve as a coordinating committee for the landowners
adjacent to the abandoned CP rail line and work towards assuring the adjacent
landowners are given the first right to purchase this right of way The letter goes on
to outline the groups concerns and requests a response to same

As per MGA 305(1) Mr Dunay, the assessor, has recommended an adjustment to the
assessment on the above noted property, from $91 380 to $55 940 to allow for other
land owned by the landowner (SW 11 31 26 W4) to be calculated into the farm unit
exemption

Mr Jack Hayden, President of the AAMDRC had advised of a budiet briefing
meeting with the, MlniSlel of Municipal /hairs ind the. Minister of 1'1•1115portation
Mr Hayden notes the province remains unconvinced that iilunicipal infi-•istructure
needs are real •ind that the provincial focus remains on health and education funding
The AAMD &C will be developing strategies to -address the critical infrastructure
problems and municipalities are urged to raise these issues with their local MLA s and
with provincial officials at the upcoming Spring Convention

14 Assessment Adiustnient CP Rail
As per MGA 305(1), Mr Duilay, the assessor has recommended an adjustment to
some of the assessments to the above noted taxpayer to reflect that extra trackage has
been removed but not recorded on the assessment Reduction in assessments are as
follows Roll 1140020 $900 Roll 2256020 $1 130 Roll 3280600 $1,840, Roll
7296000 $1 760, Roll 7912400 $5,240 for a total reduction of $10,870

15 Capital Newspaper Subscription
Mr Tun Shearlaw is offering to renew the County's newspaper subscription for a
three year term (l 999 2001) with subscription rates increasing from $4 00 to $4 50
and advertising (including publication of minutes) remaining unchanged at $2,000 00
per annum There are 2006 ratepayers currently receiving the County's subscription
Mr Jeffery reviewed the increases in postage etc that have caused this subscription
rate to increase, noting total increase would be approximately $1,100 00

17 AAMD &C Proposed 1999/2000 Me►nbership Fees Formula
The AAMD &C has forwarded an updated version of the proposed fee schedule,
intended to raise. -in additional $85 000 00 to iddre.ss issues (e.lc(,toral boundaries
telecommunications access to municipal right of ways and taxation of municipal
officers) Knechill's membership fees will increase $1 070 84 to $6 209 89 Fees are
based on $2 000 plus $6 65 per million EA up to $2 billion plus $1 20 per million EA
in excess of $2 billion Mr Jeffery noted the top 34 municipalities (which includes
Kneehill) pays 70 5% with the remaining 34 municipalities paying 29 5 % of t11e
AAMD &C's total membership fees of $489,245 60 This membership fee proposal
will be put before the delegates at the Spring Convention
