EXECUTIVE COMMITTEE REPORT - December-17,1998
The Executive Committee of Richard M Vickery Marjorie D Vetter and James M Hanger
met on Thursday December 17 1998, at the Kneehill County office in Three Hills,
commencing at 8 30 A M Also present was John C Jeffery, Administrator
Jennifer Deak, Assistant Administrator and recording secretary entered the meeting at 9 10
AM
The following items were reviewed
1 December 11/98 Bud _Zet Summary
This budget summary prepared by Mr Jeffery, lists secondary highways separately from
the revenues and expenditures Net actual revenue in excess of expenditures is $1 5
million without the secondary highways, and including the secondary highways is $1 5
million deficit

2. Kneehill Ambulance Service Report
The summary ambulance reports to December 14/98 were reviewed Total responses to
date is 555
The supper for the staff and society board members has been scheduled for January 15/98
at the Country Cousins Restaurant in Linden commencing at 5 30 P M
A letter has been received from a legal firm requesting the PCR's for an accident attended
by the ambulance The legal firm has remitted $75 00 for this information Mr Onos has
responded to this requested with a letter and copies of these reports An inquiry has been
made as to the ambulance s policy for the $75 00 charge
The town of Three Hills has forwarded a copy of their letter to Richard Marz, MLA,
inquiring about a response or follow up action on the Position Paper for Solutions With
Respect to Ground Ambulance Rates The town is requesting the establishment of a fair
and equitable set of ambulance rates

Maxine Piepke signed and returned the above agreement prepared by the County This
agreement is for the joint use with Mr Brost of the above noted parcel owned by the
County

4. Bill 50 Tr -iffic Safetv Act
This Bill combines the governing of licensing and traffic safety issues and replaces the
Highway Traffic Act the Motor Vehicle Administration Act the Motor Transport Act and
the Off Highway Vehicle Act The Bill received first reading at the fall sitting of the
Legislature Alberta Transportation and Utilities has requested comments on this Bill
Mr McCook has reviewed this Bill and advises it looks good

5. Pontmam Parent Council Playground Committee
This Committee has requested a letter of support for their playground equipment project
for the Pontmam school and the new kindergarten at the old school division office in
Trochu The letter of support is to accompany their request for provincial funding for the
project through the Alberta Sport Recreation Parks and Wildlife Foundation and possibly
the Community Facilities Enhancement Program (CFEP) grant

8 Three Hills & District Recycling Society Thank You
The Three Hills & District Recycling Society has sent the County a thank you card in
acknowledgement of the $2,871 30 recycling grant

9 Business Attraction Information System (BATS)
Alberta First Com Ltd. currently operates BATS which is a community profile database to
promote economic growth A copy of the County s information on this database has been
provided with a request to update same

10 Letter from AB Environmental Protection re Bow Region Environmental Resource
Committee
An invitation has been received to attend the next Environmental Resource Committee
(ERC) meeting for the Bow River Environmental Resource Committee It was noted the
County is not located within this area

11 AAMD &C Response to Discussion Paper on Farm Assessment
The AAMD &C's final response to the above discussion paper has been received Only a
few changes have been made from the draft to the final response and include the
following the document no longer calls for annual updates of productive values but
instead calls for "regular" updates specific mention is made for the need to consult with
stakeholders in the development of updated productive values and new regulated rates for
intensive livestock operations and a recommendation that a clear definition of" intensive
livestock operation" be developed It was noted this discussion paper had previously been
reviewed

12 Norm Thurn Reguest
Mr Norm Thurn has requested the County to ask the Hon Ed Stelmach and Art Hanger,
MP, to support the return of five year averaging on farm income It was noted this issue is
a federal government issue, not a local government issue

13. AAMD &C Passed Resolutions 1998 Fall Convention
The above resolution package has been received from the AAMD &C, including a
summary document that identifies the outcome of each resolution debated at the
Convention

14 Stettlei & District Chamber of Commerce Policy Resolution Submission to the
Alberta Chamber of Commerce
The AAMD &C has forwarded a copy of the above noted submission which recommends
the provincial government recognize large distances and sparse populations competitively
disadvantage rural Alberta communities and therefore equitably fund rural communities so
they may offer comparable services and opportunities to their citizens by implementing
such measures as decentralizing related government services to rural communities and
equitably funding rural schools and hospitals

15. Minutes of Reeves' Meeting, 1998 Fall Convention
The above noted minutes have been received Discussions at this meeting included
secondary road funding, resource road program (restrictive criteria) primary highway de
designation intensive livestock regulations, AAMD &C s response to the Discussion Paper
on Farmland Assessment, education tax issue market value assessment and education
taxes, seniors' lodge requisitions and several other issues

16 Olds Rural Crime Watch
The Olds Rural Crime Watch Association is upgrading their fan out system and requesting
funding for this project which is estimated to cost between $8 9,000 00 Mrs Vetter
noted the Olds Crime Watch area includes Ranges 26 & 27 that lie within the Olds RCMP
area

providing any funding to this organization and of so, holy much
17 Letter to Bob Boake
Mr Vickery has prepared a letter to Mr Boake thanking him for his past services
participation and input as a Councillor and extending best wishes for his future
endeavours
