The Executive Committee of Otto Hoff, Richard M Vickery, and Jim Hanger met on
Thursday, September 17, 1998, at the Kneehill County office in Three Hills commencing at
8 35 A.M Also present were Mr John Jeffery Lonnie McCook Alex Cunningham and
Terry Nash recording secretary The following items were reviewed
1_ Radio System
Alex Cunningham reported that the radio system upgrade is not complete Interconnect
needs to be reprogrammed The rest of the equipment is in Calgary ready to be installed
Kneehill Ambulance experienced communication failure with 911 dispatch yesterday due
to interference on the radios by Linden public works Kneehill Ambulance shares their
frequency with Acme and Linden Public Works, and Acme, Carbon, and Linden Fire
Departments Kneehill Ambulance Board passed a motion to order the Acme and Linden
public works off the Ambulance frequency immediately
Alex Cunningham will go directly to make changes necessary to remove Acme and Linden of
Public Works from the Kneehill Ambulance frequency, and explain the problem to
Administrators Joanne Weller, and Tammy Dyck.
Alex Cunningham left the meeting at 9 00 a.m
Is it feasible to expect a retired employee to be available 24 hours a day to keep the radio
system operational? Perhaps a maintenance contract on the system and radios would
provide better protection

2. Drumheller Regional Chamber of Development & Tourism Badlands Race
Correspondence was received thanking the County for cooperation with their last minute
request The Drumheller Badlands Race was held August 29 and 30" on SH #575 to
Hwy #21 and back into the Town of Drumheller Signage was put up along route and a
commissar and repair vehicle led the race to warn oncoming traffic

3. Request to Join Kneehill Regional Water Commission Art Heinrich
Request received from Mr Art Heinrich on behalf of Hesketh area residents wanting to
loin Kneehill Regional Water Commission

4. Parkland Savings Golf Tournament
Golf Tournament scheduled for September 18, 1998 at 130 p.m Copies of teams to be
circulated to all councillors

5. Keiver's Lake Attendant Report
Report detailed repairs and suggestions for improvements to the campgrounds and
requests that they be considered for the Park Attendant position in 1999
Executive Committee recommends a letter be written to Alan and Shirley Mills advisingr
that they will have the Park Attendant position for the 1999 season

6 Alberta Power Request to remove trees 215 Railway Avenue Torrington
Alberta Power is requesting permission to remove the trees below a 3 phase power line in
Torrington Mrs Vetter has approached the adjacent residents to get their opinion on the

tree removal Joe Rosenborough wants the trees left alone, and Mr Brisson wants them
cut
Executive Committee recommends in the interest of puhlic safety Alberta Power be given
permission to remove the trees Mrs Vetter will convey this decision to the residents
7. Infrastructure Deadline October 31, 1998
Kneehill County has no projects outstanding and Torrington has an incomplete Street
Improvement $6,800 project

8. Kneehill County Surfaced Local Road Inventory
The Committee reviewed the presentation prepared by Lonnie McCook and Torchinsky
Engineering, and made recommendations for proposed structures This Inventory will be
used by Kneehill County in the surfacing analysis for a pavement structural design on
selected local surfaced roads in our jurisdiction
Executive Committee recommends the surfaced local roads inventory he presented to
Council for approval

9. Ag Fieldman
Mr Jeffery received an anonymous phone call reporting the spray truck at the side of
Bruce Sommerville's field unattended Mr Jeffery tried to contact Mr Sommerville by
phone and radio but there was no response Mr Sommerville later explained that he had
been in the field with Russ Horvey and Reduced Tilling representative He had donated
his land to see if rainfall simulation would work for future demo at Mert McGhee s
All Councillors were advised
10. Alberta Transportation & Utilities Highway Business Signs
Received a discussion paper and survey from Alberta Transportation requesting feedback
Business signs distract the attention of drivers Several accidents have occurred at the
intersection of #21 and SR575 where the drivers ignored warning signs
Recommend the survey be returned with the comment there are too many commercial
signs now, and additional signs should not he allowed for any reason
11, Pine Lake Water Quality Prgiect Central Alberta Life August 17 1998
Pine Lake Restoration Society, County of Red Deer and Alberta Environmental
Protection have undertaken a project to build a system to remove phosphates from Pine
Lake and pipe it into `Three Hills Creek" (Ghostpme9) Mr Jeffery spoke with Alberta
Environment and requested letter advising that this will not have adverse environmental
impact on the creek

12, Town of Trochu Trochu Fire Hall
Received letter advising the project details have been referred to the Fire Hall Committee
• and will be dealt with after elections Mr Jeffery reported that there may be an
opportunity to put the fire hall on school division land This lot is already fenced on three
sides

13. Alberta Transportation Bridge Guidelines
Mr Jeffery wrote to Stu Becker requesting a copy of traffic volume criteria or guidelines
associated with the age and condition of the bridge
Executive Committee recommends to accept and file
14. Alberta Municipal Affairs Gaetz Cemetery SW 12 33 27 W4
Received notification that final certificate of approval has never been issued for the Gaetz
Cemetery Section 2 of the Establishment and Operation of Cemeteries and Mausolea,
Alberta Regulation 240/90 states `no person shall bury a dead human body in any place
other than a cemetery in respect of which a final certificate of approval has been issued
by the Director

Executive Committee recommends that May City and Torrington Lutheran Churches and f-AV'AW4 —C407
adjacent property owners Weimer, Herron, and Ablett be advised that this site cannot be
used for any future burials Cemetery records will need to be flagged
15. Doug Price Feedlot
Mr Hoff suggested that Council tour Doug Price's Feedlot so they have visual image of
the operation
Time will not permit as a council agenda item, but Mr McCook will schedule a tour at a
later date for those that have not been to the feedlot
16. Agriculture. Food and Rural Development Harvest Gala 1998 October 16 1998
Invitation to attend reception and dinner at the Roundup Centre in Calgary Tickets $60
per person $100 per couple or $420 per table of 8 Proceeds will be directed to bursaries
and scholarships

17. AAMD &C Salary Survey
Original given to Mr Hoff, and Mr Vickery requested a copy
18. Bob Penner Feed Lot NE 3129 24 W4
Mr Hoff advised Mr Penner would like to relocate his approach
Mr McCook will check with Development Officer regarding the details of the permit.
Mr Hanger entered the meeting at 11 10 He was delayed due to a meeting with a ratepayer
19. Robert Garrett Request for Gravel
Mr McCook advised that the gravel crew are aware of his request and will add gravel to
the hill by the house next time they are working in that area
Mr McCook left the meeting at 1130
20 Alberta Municipal Affairs Municipal 2000 Sponsorship Program
Mr Hoff presented correspondence received from Iris Evans regarding the Municipal
Sponsorship Program Mr Jeffery believed this grant has been applied for and received

26. Meyers Norris Penney, Chartered Accountants Request Opportunity to Tender
Audit
Kneehill County has always used a local chartered accountant whose price has remained
competitive The committee did not see a need to retender the audit at this time
