HomeMy WebLinkAbout1998-09-02 Council Minutes• EXECUTIVE COMMITTEE R The Executive Committee of Richard M Vickery Marylea Lowen and Marjorie Vetter met on Wednesday, September 2, 1998, at the Kneehill County office in Three Hills, commencing at 8 30 A.M Also present were Mr John Jeffery and Terry Nash, recording secretary The following items were reviewed 1. AgPro Grain Management Services Inc. Intersection Highways 21 & 27 Saskatchewan Wheat Pool is requesting that the County include the necessary intersection treatment in tender package for road construction this fall The Development Agreement states that the County road will be cost shared with AgPro, on a 50/50 basis with AgPro responsible for 100% of the cost for the railway crossing and the primary highway (Highway 21) intersection treatment Executive Committee recommends that we hire Torchinsky Engineering to contract the project subject tojoint approval of Kneehill County and AgPro Grain Mr Rinus Onos, Kneehill Ambulance Operations Director, entered the meeting Time 8.45 A.M 2. Kneehill Ambulance Service Advertisement for Volunteers Mr Onos reported that he has received applications from 4 Linden area residents 911 Update The Capital has published an article on the front page promoting 911 service The first call will be placed by Rick Vickery from the Kneehill County office today, at 10 45 a.m Standby pay for Volunteers Mr Onos stated that he was having difficulty filling daytime and weekend shifts and felt this problem would be resolved if volunteers were compensated based on the number of hours scheduled Currently they receive $1 000 /year each It would cost the County and additional $8,000 to pay volunteers to change to a system that would pay 'C the volunteers $1 50/hr of standby time Executive Committee recommends that the volunteers be paid $1501hr standby. Alberta Health Training Mr Onos reported that he has obtained a $23 500 grant from Alberta Health for training This is in addition to the $8 000 that has been previously approved by the Ag Society Funds will be used to pay for Driver Training, EMR, EMT, and ALS training Jackets New jackets will be done this week Equipment Linden has received a new vital signs monitor at a cost of $4,000 Mr Onos left the meeting Time 9 05 A.M Rinus Onos Annual Review Rinus has requested the purchase of a laptop computer at a cost of $2,000 d Executive Committee recommends that the salary for Rinus Onos be increased $1,200 to $42,400 effective September 1, 1998, and that a laptop computer be purchased at a cost of $2, 000 C:/MD/Minute/EC 1998.doc Page 1 J I EXECUTIVE COMMITTEE REPORT September 2. 1998 3. Transportation FCA Garbage AV The Torrington landfill was unable to accept the volume of garbage created during the Old Time Jamboree at Torrington FCA picked up hamlet garbage, but had to return the following day to do the arena, after Drumheller Solid Waste had emptied the transfer bin Executive Committee recommends that FCA be authorized to make extra trips during special community events, and told to bill the County for the extra pickup. 4. Doris & Bill Irving Carbon Cemetery Mr & Mrs Irving came to the County Office to complain about the condition of the Carbon cemetery As this cemetery is not the responsibility of the County, the complaint was referred to the Village of Carbon It is their intent to contract the maintenance of the cemetery out next year 5. Wastewater Treatment for Agricultural Processing Province issued news release regarding $35 million pilot infrastructure program to assist with the treatment of wastewater for agricultural processing Projects must exceed $2 000 000 capital cost and rural municipalities will be funded as follows 33 3% population under 30,000 15 0% population over 30 000 Executive Committee recommends to accept and file this information 6. Horseshoe Canyon Dust Control Correspondence received from Leila Nodwell regarding an "oily substance" poured onto the County road immediately west of the two access roads into the Provincial Government parking lot at Horseshoe Canyon A private individual had contacted the County and asked for permission to dispose of extra dust control material The viewpoint area was suggested as it was felt this would enhance the tourist attraction His pump had failed and did not spread the product evenly Mr Jeffery responded with an apology letter Executive Committee recommends to accept and file this correspondence. 7. Joan Tullikopf Letter to the Editor A thankyou to the municipality and caretakers of Keiver s Lake stating that the grounds are meticulous, washrooms inviting and the playground great Executive Committee recommends to accept and file this information 8. Reimer, Margaret & Clara Request for Tax Cancellation Account #2287000 NE 34 30 25 W4 Under the provisions of the Municipal Government Act, section 305(1) Mr Dunay the V\Vssessor recommends that assessment of 19,000 for the 3 acre site be removed from this parcel for a approximate tax reduction of $283 59 Executive Committee recommends that the assessment on #2287000 NE 34 -30 25 W4 be reduced by 19 000, and a tax reduction of $283.59 be granted C: /MD/Mmute/EC 1998.doc Page 2 EXECUTIVE COMMITTEE REPORT September 2, 1998 9. Alberta Transportation Increase in Transportation Funding Province issued news release announcing a $150 million increase in transportation funding over the next three years This will give the County $262,451 to be paid in 2 installments Sept 30/98 and March 31, 1999 T &U Minister Walter Paszkowski will begin discussions this fall on disentangling roles This could lead to the province taking over key secondary highways in rural areas and key primary highways through cities Such moves would address municipal concerns about the financial burdens imposed by the highways Grant programs will also be streamlined r. Mr Jeffery suspects that this may mean dedesignation of Kneehill County's secondary roads, making them the responsibility of the county Recommend to accept and file 10. Alberta Municipal Government Board Alberta Power Appeal Alberta Power has requested a delay in hearings until a decision has been made on the transmission line appeals lodge by TransAlta Utilities It is the Board s understanding that the appeals are identical If comments are not received prior to September 15 1998 the Board will assume that there is no objection to an indefinite delay for the hearings Recommend to accept andfile 11. Stars Foundation Request for Funding Executive Committee recommends that the request be tabled until the County allocates their budget for donations 12. Re Development of Phase II Three Hills Centennial Arena Official Re Opening September 12, 1998. Program insert will read !� Kneehill County salutes all the organizations and volunteers who contributed to the re development of Phase II of the Three Hills Centennial Arena IXKneehill County is proud to be a partner in this project Rick Vickery is to attend to bring greetings on behalf of Kneehill County. 13. Mountain View and Kneehill Counties Water Quality Monitoring Program This information is used to identify problems and help implement strategies to improve water quality In Kneehill County 7 testing sites are identified Executive Committee recommends that the County proceed with testing at a cost of approximately $47 000 plus Agriculture Service Board time 14. Alberta Municipal Affairs 1999 Requested Amendments to the Municipal Government Act Red Book Comments must be provided by September 10 1998 Proposed amendments that are supported by the Minister will be released in November 1998 The Green Book released in February 1999 will contain a plain language description of proposed amendments that have been approved by Legislative Review Mr Jeffery has reviewed the red book and identified sections that he feels are of concern #52 Delete taxpayer s name from tax notice #102 Reduce or eliminate population threshold for Municipal Development Plans #103 Expand mandatory Provisions of Municipal Development Plans #116 Hear Subdivision Appeals at Local Level Only C: /MD /Minute/EC I998.doc Page 3 EXECUTIVE COMMITTEE REPORT September 2, 1998 Copies have been circulated to Jennifer Deak, John Rusting, Ed Dunay, and Lisa Schnuelle 15. Socio Economic Impact of Hog Operations in Alberta Prepared for Alberta Pork Producers Development Corporation & Alberta Agriculture, Food and Rural Development `Summary of Key Findings states Neighbors of existing hog operations studied found that the operations did not have adverse effects on their lifestyle and quality of life " Mr Jeffery found the report to be biased The candidates selected for the study were still in the developmental stage or incomplete Executive Committee recommends that the report be referred to the Municipal Planning Commission and Agriculture Service Board for comment 16. AAMD &C Recreation Areas Bylaw Copy of bylaw requested that would grant the authority to evict persons from a park Executive Committee recommends that the bylaw be referred to the Park Committee 17 Watson Industries International Inc Banners commemorating 125`h Anniversary of RCMP Executive Committee recommends that the information be accepted and filed. 18. Taxes Receivable August 31, 1997 $572,086.89 August 31, 1998 $731,936.32 Taxes receivable are $160 000 more than they were last year There will be further payments that were mailed and postmarked by the 31" 19. Dudak Intenberg Tax Services Inc Goods & Services Tax Review Dudak Intenberg has submitted a proposal to conduct a GST Review Executive Committee recommends the proposal be filed 20. Senior Games Committee Financial Report After everything is finalized the Senior Games will have a legacy of $70,000 to distribute to community organizations They have decided to donate $2.50 /capita to urban municipalities who provided volunteer support Mr Jeffery will provide the committee with population numbers for Swalwell and Huxley, and summarize the financial report for Council's review. 21. Budget Comparison Report August 26, 1998 Executive Committee recommends that the Budget Comparison Report be accepted and circulated to all members of Council 22. Council Minutes The Executive Committee edited the August 25, 1998, council minutes for publication in the newspaper Executive Committee recommends these minutes, as edited, be published in the newspaper The Executive Committee meeting then adjourned time 10 35 AM Page 4
