EXECUTIVE COMMITTEE REPORT - July 15, 1998
Mr John Jeffery, Administrator and Mr Lonnie McCook Public Works Superintendent, met
on Wednesday July 15, 1998 and reviewed the following items
1. .lubilee Reciprocal Insurance Exchange Property Policy
An equity cheque in the amount of $1,108.41 has been received from Jubilee Reciprocal
Exchange This amount represents that portion of the $1 million return of equity that is
attributable the County's participation in the pool
Recommend accept and.ile.
2 Letter from Village of Acme re. Kneehill Ambulance letter
The village of Acme has advised its Council has accepted the proposed letter from the
Kneehill Ambulance Society to the volunteers explaining the increasing provincial
regulations governing the ambulance industry and stating the Boards expectations for the
volunteers to adhere to these regulations and reporting requirements
Recommend to accept and file until the responses are received from the rest of the
towns and villages in the County.
3 Village of Torrington Subdivision Agreement Lots 1 10, Block 5, Plan 7710806
Torrington
The former village of Torrington has a development agreement with H Jensen & Sons
Land Co Ltd for the above noted lots The agreement is for the developer, at his
expense, to develop a residential subdivision
Recommend to ensure the former village of Torrington has clear title to these lots and
improvements
4 Village of Torrington Lease with Agricultural Society
The former village of Torrington has a thirty year lease at $1 00 per year for the rent to
the Ag Society for the arena complex, including curling rink and public parking for same.
This agreement was signed October 3 1978 and expires in the year 2008
Recommend Kneehill County honour this agreement, amend the agreement to reflect
the agreement is behveen Kneehill County and the Ag Society, accept the terms of thie
agreement to the year 2008 with a thirty year renewal clause.
5 Village of Torrington Outdated Agreements
The following agreements have been reviewed and are outdated

Recommend keep these outdated agreements on file for a period of time and then
destroy. Need to determine how long to keep these records.
6 Utility Bills Direct Payments
The utility companies are requesting direct payment, from the County bank account, for
the utility billings
Recommend this matter be discussed with Council, including the concerns about
power line move costs being directly debited
7 County of Stettler Heartland Heritage Days
An invitation has been received for Reeve Otto Hoff to participate in the parade for the

8 Carbon Fire Agreement
Recommend this agreement be revised to reflect the village of Carbon manages the
operations of the fire department and the County pays the bills for same.
9 Letter from Telus re. Alberta's Second Area Code
Telus has advised as of January 25, 1999, the new 780 area code will be introduced to the
northern half of the province while the southern half will retain the 403 area code An
east west boundary line separating the two areas falls north of Red Deer and Stettler and
extends from one provincial border to the other
Recommend to accept and file.
10 Senior Games -Grass mowing
Mr Gordon Long has requested a heavy duty grass mower to mow the ball parks for the
Senior Games The County has advised the cost for this is $40 00 per hour
Reconunend the County donate this service in the "spirit' of the .Senior Gaines
I 1 Kneehill Ambulance Service December 31, 1997 Financial Statements
The audited financial statements for the year ending December 31/97 has been prepared by
Ablett Kolke
Recommend these statements be duly signed and distributeab
12 Kneehill Community Resource Board (KCRB)
Mr Dan Ireland has advised the KCRB at their last meeting, approved the response from
the KCRB Chairman to the letter received from Mr David Stewart regarding the KCRB
interview process A copy of this letter has been placed in the County's KCRB
representatives council baskets Mr Ireland has also advised at the July 6/98 KCRB
meeting a Hiring Committee was struck to fill the position vacated by Ms Jackson
Interviews will be held Friday, July 31/98 at the town of Three Hills office commencing at
1 00 P M The Hiring Committee will comprise of the following voting members KCRB
Chairperson Mr Len Schaffer, Mr Tom Laubman Kneehill County representative,
Golden Hills school representative Ms Cheryl Fix and the principal of the Three Hills
school (or designate)

Recommend a County representative on the KCRB participate on this hiring
committee.
13 Senior Games - Opening Ceremonies Agenda
The Senior Games Committee has forwarded a schedule of events including information
on the opening and closing ceremonies
Recommend a copy of this information be given to Mr Hoff F�

14 Tax Cancellations
Under the provisions of the Municipal Government Act, section 305(1) Mr Dunay, the
assessor, has adjusted and cancelled 1998 assessments for the following roll numbers
1998 tax cancellations are now required as follows

15 Early Retirement Incentive Program Policy

16 Trans Canada #1 West Association
The above association has forwarded a copy of Its newsletter designed to promote
campaigns and marketing along the Trans Canada highway
Recommend accept and file.
17 Highway Service Rest Area Partnership Program
A letter has been received from Alberta Transportation and Utilities advising of the above
pilot program between the province and the private sector to better service the travelling
public
Recommend to accept and file.
18 Torrington Lagoon Land
In the November 10/97 minutes of the village of Torrington, a motion was approved that
Councillor Hutton be given permission to farm the land surrounding the lagoon for the
next twenty years In reviewing the Torrington files, there does not appear to be an
agreement for this motion
Recommend the County ivrite to Mr Mack Hutton to obtain information regarding the
history behind this motion
19 Alberta Traffic Safety initiative
Alberta Transportation and Utilities have advised of the expansion of the above program
to "Alberta Walks the Talk Day" to be proclaimed during the week of September 14
18/98 The objective of the program is to encourage Alberta families to literally walk
through their children s route to school with the emphasis on traffic safety and education
Recommend to accept and file.

20 Offer to purchase the old curling rink, Wimborne
An offer has been received from Roger Flinn to purchase the old curling rink in Wimborne
(Pt SW 35 33 26 -W4 2 00 acres +/ ) for the price of $1,025 00 The property is
currently assessed at $2 800 00 Mr Dunay, the assessor advises this is low lying land S�P2 af�1,
and suggests the value on this property for 1999 will be $1,050
Recommend approval he given by council to sell this parcel providing there is no
access onto .Secondary Highway 805
