CAPITAL COMMITTEE REPORT
February 2, 1998
The Capital Committee of Glen Wagstaff Rick Vickery Jim Hanger and Lonnie McCook met on
Monday February 2nd, 1998, at the M.D of Kncelull offices, commencing at 8:30 A.M Mr
McCook recorded the minutes of the meeting
1998 CAPITAL LIST
1 Gravel box tarps
2 Frost Bucket
3 Tool shack
4 Parachute and Herman Nelson
5 Graders
6 Two gravel trucks
7 Two end dump trailers
8 Grass machines
9 '/2 ton used extended cab
10 One ton truck M T32 to road crew and sell T 15
11 Cell phones
12 Laser printer and bubble jet printer
13 Three computers
14 Machine Building
The Capital Committee reviewed the capital list and made the recommendations as follows
1 Gravel box tarps to get prices and bring back to the CommitteeP"Z °F
2 Frost bucket to bring price to Council
3 Tool shack to hold off for now until later date
4 Parachutes and Hennan Nelson to hold off for now until Jim gets more information
5 To bring forth the purchase of a Cat 160H grader for Division 46 and drop down the
Champion to the sod buster grader and sell old P 01 89 Also recommended Mr McCook get Ia
a hold of Wajax to see what kind of deal he can work with them on flipping P 02 ��m "'�'�`
6 Mr McCook to compare specs on the Kenworth and Western Star trucks and have a look at
same with the Capital Committee
7 when down in Calgary looking at trucks, the Capital Committee will look at the two end dump
tri axle trailers
8 Mr McCook will look into the grass cutting machines
9 & 10 Mr McCook will get prices on a good used extended cab 4x4 %z ton truck and one new 1
ton truck
11 Capital Committee recommends Mr McCook talk with Jennifer Deak and have her get three
cell phones
12 & 13 The computer and printer prices are to be brought to Council
14 The Capital committee recommended Mr McCook get prices for fixing up the old grader shed
so it will retain heat and bring these prices back to the Committee
15 Capital Committee recommends Mr McCook talk with other Councillors to get a majority on
the buy back of the gravel truck and fix as soon as possible
The Capital Committee meeting adjourned at 12.05 P M

SAFETY MEETING MINUTES
MONDAY, FEBRUARY 2, 1998
A meeting of the M.D of Kneehill Safety Committee was held on Monday February 2 1998
commencing at 1 15 p.m The following were present

Mr McCook reviewed the minutes from the November 13 1997 meeting
The Safety Audit was then reviewed Mr McCook noted the M.D s health and safety manual
scored well as well as policies being in place Safe Work practices also scored well Some areas
of the fob procedures weren't identified and wasn t quite up to par Personal protective equipment
was also an area of concern. It was felt signs stating `hard hat area' as well as "safety glasses
area" should be posted It was also noted the staff needs more training in accident reporting and
needs to work on a plan for fire drills for both the shop and the office
Mr McCook advised fob procedures and emergency plans are currently being worked on. The fire
extinguishers have been checked as well Mr McCook noted we need to come up with plans to
evacuate a disaster site and buildings
There was chscussion regarding a "safe zone area" in the shop Mr Knapp advised he had
discussed painting Imes in the shop to designate a safe zone with the shop workers and they feel
there is not enough room in the shop for an area like this It was noted that at least if you have a
safe zone area designated it shows you are trying It was agreed that the safe zone line painting
needs to be discussed at the shops next tool box meeting
Mr McCook noted the cleanliness of the shop has been mentioned to the shop foreman
Mr Knapp advised he would like to see a sign posted at the shop stating "enter at your own risk'
or speed limit signs posted at the shop gate He noted that with salesmen frequently entering the
area it might be a good idea due to the large equipment moving around the shop yard It was
agreed Mr Knapp discuss this idea at the next tool box meeting
Mr. Boake move to accept the Safety Evaluation

Mr Knapp moved to erect speed limit signs at the shop gates.

It was noting the only crew presently running is the gravel crew

Mr Maerz advised the grader operators are concerned with who is in charge of their safety books
Mr McCook advised each grader operator has his own book Any safety concerns are to be
addressed to Mr Maerz Mr Maerz is to check with Mr Haskell to ensure each grader operator
has a safety book
It was noted that once a year all fire extinguishers need to be certified and once a month they need
to be inspected
Mr Wagstaff moved the meeting adjourn Time 155 p.m.
