HomeMy WebLinkAbout1998-02-06 Council Minutesa s i E M D OF KNEEHILL No 48 SPECIAL COUNCIL MEETING MINUTES February 6, 1998 A special meeting of council was held in the M.D of Kneehill office, 232 Main Street, Three Hills, Alberta, on Friday, February 6 1998 commencing at 9.00 A.M The following were present for the meeting Reeve Otto Hoff Councillors Marylea Lowen Robert E Boake Marjorie Vetter James M Hanger Richard M Vickery M Glen Wagstaff Division Two Division One Division Three Division Four PRESENT Division Five Division Six Division Seven Jennifer Deak Assistant Administrator was also present and recorded the minutes CALL TO ORDER Reeve Otto Hoff called the meeting to order at 9 00 A.M. noting this special council meeting had been called at 1 00 P M on Thursday, February 5/98 and proper notice had been given pursuant to section 194(4) of the Municipal Government Act which states a REQUIREMENTS special council meeting may be held with less than twenty four hours notice to all FOR SPECIAL councillors and without notice to the public if at least 2/3 of the whole council agrees to this COUNCIL in writing before the beginning of the meeting All Councillors then indicated the proper MEETING procedures for calling the special meeting had been undertaken Mr Hoff noted the special meeting had been called to address the matter of Internet abuse and it was the opinion of fellow Councillors that this issue should be addressed prior to the Divisional Meetings which will commence on Monday February 9/98 Mrs Deak's report on the Internet abuse along with back up documentation was reviewed INTERNET ABUSE by all present A discussion followed REPORT Mr Vickery addressed council noting in his opinion, Council needed to stand behind the report and recommendation Council was responsible and accountable to the taxpayers of the municipality, Council needed to demonstrate to the employees of the municipality that when there is a problem or something is wrong, Council addresses the situation Mr Vickery moved Council adopt the recommendations of the Internet abuse report and TERMINATION OF immediately terminate the probationary employment period of the Agricultural AG FIELDMAN Fieldman, Ms Dawn Fortin. CARRIED UNANIMOUSLY Mr Hanger recommended the future hiring of an Agricultural Fieldman be the total responsibility of Council, who are the elected officials responsible and accountable to the ratepayers It was unanimously agreed to destroy all but one copy of the Internet abuse documentation and this copy be sealed and retained in Ms Fortin's file It was further agreed Mr Hoff Mr Vickery and Mrs Deak meet immediately with Ms Fortin and advise her of this decision 49 II The meeting then adjourned time 9 35 A.M ADJOURNMENT Reeve MMIN Mum a m' i rat
