HomeMy WebLinkAbout1997-12-18 Council MinutesE E EXECUTIVE COMMITTEE REPORT - December 18, 1997 The Executive Committee of Otto Hoff and Richard M Vickery met on Thursday, December 18, 1997, at the M.D of Kneehill office in Three Hills, commencing at 9 05 A.M. Mr John Jeffery Administrator, and Mr Lonnie McCook Public Works Superintendent, were also present along with Mrs Jennifer Deak, Assistant Administrator who recorded the minutes The following items were reviewed 1. Charlebois Road Agreement Mr Charlebois met with council last July to discuss above noted agreement between Mr Barnes and himself for access to Mr Barnes land via the NE 24 29 23 W4 Subsequent to this meeting the local councillor, Mrs Marylea Lowen, and Mr McCook have met with Mr Barnes Another option may be available for access to Mr Barnes land Executive Committee recommends to this matter be referred to the Transportation Committee. 2. Letter from Alberta Trail Net Alberta Trail Net is a charitable society which promotes the development and use of recreational trails throughout the province and hopes to link all communities with each other and with mayor recreational areas by 2005 The trail network will use the Trans Canada Trail as a framework and build additional connections to other towns Alberta Trail Net is seeking input for a Discussion Paper addressing this proposed provincial recreational trail system, to identify areas of concern from various interest groups and to identify mutually benefits to these concerns Opinions and comments on the proposed trail are requested to be submitted to this organization prior to January 15/97 Seven open houses will be held throughout the province to gather input Mr Vickery noted the Trans Canada Trail is requesting support in the amount of $36 00 per metre this equates to approximately $61,200 00 per mile - the M.D could build a substantial road for this amount Executive Committee recommends to accept and file. 3. Dec 10/97 AAMD &C Letter re. Legal Ruling Regarding Employee Termination The AAMD &C have advised of a recent Supreme Court of Canada ruling affecting the employee termination process In a recent Supreme Court ruling the court held that employers have an obligation to treat employees fairly and in good faith during the termination process This is over and above the usual requirements ofjust cause and reasonable notice The court held that where an employer treats employees in bad faith or in an unduly unfair manner, the reasonable notice assessment (i.e damages for salary in lieu of reasonable notice) will be increased The importance of fairness and good faith dealings must be extended to all employees at all levels not dust senior or statutorily created employees Executive Committee recommends to accept and file. 4. Dec 9/97 Alberta Transportation and Utilities Letter re. Farm Vehicles Three discussion papers have been provided containing information regarding farm vehicles over 24,300 kg GVW "Commercial Vehicle Inspection Regulation', "Commercial Vehicle Equipment and Safety Regulation" and "Public Vehicle Classification, Fees and Permit Regulation " The intent of the discussion papers is to address the highway safety issues surrounding heavy truck transportation Any comments to these discussion papers is requested to be submitted by February 2/98 Executive Committee recommends a copy of this documentation be provided to each I' Councillor and a copy placed in the 1998 Divisional meeting file. 5 Committee to Set Policy Guidelines for Future Water Lines At the Aug 7/97 Executive Committee, a recommendation was approved to refer the Alberta Transportation and Utilities Construction Guidelines to the above Committee C: /MD /Minute /EC 1997.doc Page I 1GJrrl�n 7 .s�p.l of �aE �GArt Cou�uoas a'D��• �t�i.Jl:rc6 EXECUTIVE COMMITTEE REPORT - December 18, 1997 (Rick Vickery Bob Boake and Jim Hanger) to set policy guidelines for future M.D water lines Executive Committee recommends the Committee members set a meeting date to I GPs °` review these guidelines 197"trEs /rl�o T !{zb Lturr� 6 Keivers Park 1997 Attendant's Report At the Sept 18/97 Executive Committee a recommendation was approved to have the Parks Committee follow up on the suggestions and recommendations contained in the park report submitted by Mr Mills Mr Vickery proposed the M.D supply the materials and request the students, in the industrial arts programs in the local schools, to make picnic tables for the municipal parks ;J a n��o Executive Committee recommends this matter be referred to Mr McCook and the l°kl)s Transportation Committee -e Fui 70 /tJs 7. Dec 2/97 letter from Torchinsky Engmeering Ltd. re. Inventory of Preliminary Engineered Protects In response to the M.D 's request Torchinsky Engineering Ltd has provided a list of preliminary engineering projects completed for the municipality There are approximately 20 km of road projects not yet constructed and some bridge files included in this listing. Executive Committee recommends to accept and file. /1:5,11-1 8 Dec 15/97 Letter from Carbon School re. New Playground Mit. Dana Graff the grade one teacher at Carbon school, has requested support towards the purchase and installation of a new playground at the Carbon school Specifically a request to donate some pea gravel and hauling of same to the playground site A CFEP grant 1s being applied for along with a commitment from the Carbon Lions' Club Mr Hoff noted he had spoken with Mir. Graff and it was his understanding the request was for gravel, not pea gravel Mr Vickery noted the only location for pea gravel was Pine Lake It was further noted the M.D school requisition is approximately $5 million per year 6,!Mp oZ 0,0 Executive Committee recommends Mr. Graff be advised the M D has no available pea gravel inventory that it can provide for this protect. i72�, G16 9. Hamlet water and Sewer System Mr McCook has recommended an OWL system for the hamlets of Wimborne and Huxley This will save travel time as the system will allow the utility system to be reset from a radio Swalwell already has this system in place The charging, to the water systems, for the travel time etc. to monitor and service these utility systems was briefly discussed It was reported the Ministerial Order has been received regarding the dissolution of Torrington It was further noted this OWL system should also be installed in Torrington Mr McCook reported the water pump is manual at Torrington and requires some work along with wiring requirements at the pump house Mr McCook further recommended the water and sewer lines be scoped, cost for this service is approximately $15 000 00 Executive Committee recommends approval to install an OWL monitoring system to r'� the hamlets and further recommends Torchinsky Engineering Ltd, or an alternate firm, be engaged, as soon as possible, to scope the water and sewer Imes in Torrington. 10. Dec /97 Village of Acme Council Newsletter Highlights from the above newsletter include the firm of Benson Industries has been retained to complete a plan for the development of residential land and highway commercial land the villages of Beiseker, Irricana and Acme have lured a Bylaw Enforcement Officer, will work four hours per week in each municipality, to enforce the animal control bylaw, nuisance bylaw, parking and snow removal provisions, Craig Smiley has been appointed the new village foreman C: /MD /Minute /EC 1997.doc Page 2 E 0 EXECUTIVE COMMITTEE REPORT - December 18, 1997 Executive Committee recommends to accept and file. 11. Public Works Tramm Courses Mr McCook recommended the following employees take the following training courses through the Alberta Municipal Health and Safety Association Hazard Assessment Control Feb 3/98, 08 30 - 12 00, Red Deer Lawrie Ross, Keith Smith and Miles Maerz (cost per person $25 00) Accident /Incident Investigation Feb 3/98, 13 00 16 30, Red Deer Lawrie Ross Keith Snuth and Miles Maerz Flagperson Train the Trainer Feb 4/98 08 30 16 30, Red Deer Bud Haskell Alan Meding, Lawrie Ross (cost per person $35 00) Executive Committee recommends the above employees be registered in these courses. Mr McCook left the meeting time 10 35 A.M 12. Nov 25/97 Golden Hills Regional Division No 15 Minutes The minutes from the above meeting have been forwarded to the M.D Executive Committee recommends to accept and file. 13 Disaster Services Manual Executive Committee recommends this item be addressed after the Jan 12198 Elected Officials meeting 14 Village of Torrington - Jan 5/98 Open House An invitation letter has been prepared to all Torrington residents inviting then to the Jan 5/98 open house from 11 00 A.M. 2 00 P M., at the village office Mrs Deak confirmed the M.D would be providing pastries and coffee It was also agreed to include a copy of the Lottery Committee advertisement for board members and the advertisement for the ward boundaries (with a notation of the new Torrington ward boundaries) with this invitation Executive Committee recommends these invitations and information letters be mailed to the Torrington residents. 15. Dec 10 /97Letter from Kneehill Adult Learning Society (KALS) Mrs Ruth Weisenburger and Mrs Helen Lemay, from KALS met with Mr Jeffery on Monday, Dec 15/97 to discuss the M.D 's concerns regarding the termination of their director Mrs Patti Dundas A letter was also presented to Mr Jeffery outlining KALS position on this matter and explaining the situation KALS apologizes for any misunderstanding thanks the M.D for their support, providing free office space and other services connected with the building and expresses their desire to continue the amicable relationship Executive Committee recommends to accept and file 16. Environmental Resource Committee (ECR) Meeting Date Change As reported at the last Council meeting the date of the ECR meeting has been rescheduled for Wednesday, January 21/98 at Callaghan's Inn Brooks from 9 30 A.M - 3 30 P M Councillor Jim Hanger and Glen Wagstaff will be attending this meeting Executive Committee recommends to accept and file. 17 Nov 27/97 Letter from Kneehill Riding Club The Kneehill Riding Club has requested to have their equipment and supplies covered under the M.D insurance policy The club along with some community centres are covered on the M.D 's liability insurance and invoiced for same C: /MD /Minute /EC 1997.doc Page 3 JC ^ /Y1�+o 0 F,1-0 c�6 ,0, -'. Feu= EXECUTIVE COMMITTEE REPORT - December 18, 1997 Executive Committee recommends office staff provide information on these additional insurance coverages and this matter be addressed upon receipt of this information. 18. Letter from Three Hills/Trochu Dance Troupe The above troupe comprising of 21 girls, were top prize winners for their song and dance performance category at the Red Deer Arts Festival competitions last year and have been asked to dance in the opening ceremonies at the Alberta Winter Games (Feb 19/98 at the Centrium in Red Deer) Costuming and props for this performance (which will be televised) will cost approximately $1,150 00 and the troupe which has always been self supporting, is requesting financial assistance towards these costs It was noted both the Linden and Three Hills soccer associations each received support/donation, from the M.D , in the amount of $1 000 00 �/�w msin�w�s s 112W 7� y,6 Executive Committee recommends a donation of $1, 000.00 be provided to this troupe and further recommends a policy be adopted whereby all future requests for See -AP supportlelonations meet the criteria of the requesting organization being regional in a -`S�oD nature and further this support/donation not exceed $1, 000.00 �'^"'� °^' A°'` AV Gc4-&rs Pqy 19 Dec 3/97 Correspondence from AAMD &C re Proposed Natural Heritage Act and Policy Framework The AAMD &C has forwarded the proposed policy framework which was submitted to the provincial government by the Special places 2000 Provincial Coordinating Committee The province has requested input from municipalities on this document �Glilaaslrcp Executive Committee recommends Mr Glen Wagstaff, the M.D. representative on the SAP „� of Special places 2000 Committee, review this documentation and provide Council with a n v37as brief summary of same. 20 AAMD &C Passed Resolutions 1997 Fall Convention The AAMD &C has forwarded copies of all resolutions presented at the 1997 Fall Convention along with a summary document identifying the outcome of each resolution Executive Committee recommends to accept and file and, upon request from a _ councillor, provide copies of this documentation 21. Oct 30/97 E911 Central Alberta User Group Meeting Minutes The above minutes have been received Executive Committee recommends Mr Gordon Stewart be contacted and an update be obtained regarding the M.D. of Kneehill's schedule for on line E911 services 22. Thank You Card Parkland County Parkland County has sent the M.D a thank you card for the commemorative plaque presented to them at their Grand Opening The Executive Committee briefly discussed the M.D sending Christmas cards noting several municipalities send out cards and greetings F� Executive Committee recommends to accept and file. 23 Christmas Card - Shelley Jackson Shelley Jackson the Kneehill Community Resource Board (KCRB) worker central zone, has sent Council a Christmas card thanking them for all the assistance provided by the M.D in administering the KCRB program and for being included in the M.D non work activities over the years Executive Committee recommends to accept and file. l� 24 Dec 10/97 AAMD &C 1997 AAMD &C Fall Convention Summary The above noted summary has been received from the AAMD &C Executive Committee recommends to accept and file and, upon request from a C: /MD /Minute /EC 1997.doc Page 4 'r. 0 EXECUTIVE COMMITTEE REPORT - December 18, 1997 councillor, provide copies of this documentation. Insurance Coverage Old Time Musk & Dance Society The above organization, covered under the village of Torrington's comprehensive general liability insurance coverage, requires approval to be covered under the M.D 's insurance policy as an additional named insured, effective January 1, 1998 Executive Committee recommends, for the present, this addition be "lade to the M.D.'s insurance and reviewed, with the other additional insured organizations, as per Executive Committee #17 r- 26. 1997 Fall Convention Evaluation The Executive Committee completed the Fall Convention evaluation for return to the AAMD &C Executive Committee recommends this evaluation be returned, as completed 27.
