The Executive Committee of Richard M Vickery and Robert E Boake met on Monday,
November 24, 1997 at the M.D of Kneehill office in Three Hills commencing at 10 35 A.M
Mr John Jeffery, Administrator, was also present
The following items were reviewed

An October 1997 information update on the above has been received The planning
project is still in progress and two components of the Instreain Needs recreation and
riparian vegetation, have been completed The other two components water quality and
fish habitat are still in progress As soon as the draft plan is completed and approved for
public review, there will be a series of open houses to give stakeholders and the public an
opportunity to comment and provide feedback It is expected this public process will take
place in the spring of 1998 The former planner and project manager, Kim Brenneis has
left his position and it has been filled by Terry Krause

2 Nov 3/97 Letter from Linden minor Soccer Association
Sandy Courtney Treasurer, Linden Minor Soccer Association, has written a letter on
behalf of the soccer association thanking the M.D for their $1 000 00 grant towards
improving the existing soccer fields and building new fields in Linden

3. Nov 6/97 Letter from Village of Carbon re SH 836 Within the Village Boundaries
Responding to the M.D 's Oct 29/97 letter regarding the above, the village advises the
Streets and Sidewalks Committee of the village inspects all roads within their boundaries
annually and make repairs on a priority basis

4 Nov 6/97 Letter from Village of Carbon re Recreation Grants 1997
The village of Carbon has inquired about the Advisory Board for the recreation grants
Specifically, Board make up mandate and developing a simple formula for grant
disbursement are items for discussion
Executive Committee recommends this matter be referred to the agenda for the Elected
Officials .Ioint Meeting, scheduled for Jan 12198
5 Nov 4/97 AB Municipal Affairs Municipal Viability Handbooks - 1996 Viability
Data
AB Municipal Affairs has forwarded the M.D s 1996 viability data, including municipal
viability issues, business planning and restructuring
Executive Committee recommends a copy of this information be provided to each
councillor
6. Nov 6/97 Letter from AB Senior Games 1998
An invitation has been received for Reeve Hoff to attend the opening and closing
ceremonies of the 1998 10'h Alberta Seniors Games The opening ceremonies are to be
held on Tuesday, July 21/98 at 7 00 P M in the Prairie Bible College Tabernacle and the
closing ceremonies are to be held on Friday, July 24/98 at 1 00 P M also at the
Tabernacle
Executive Committee recommends Reeve Hoff or Deputy Reeve Vickery attend these
ceremonies

10 Nov /97 Consultation Paper re. Draft Recommendations of the Non Profit Tax
Exemption Review Committee
The above draft paper has been provided along with a questionnaire regarding the
Committee s recommendations Mr Dunay has provided his comments and input to this
questionnaire which has been reviewed and expanded upon by the Executive Committee

11 Region 6 Steering Committee re. Services for Children and Families
Gail Surkan, Mayor of Red Deer, has extended an invitation to meet with Mr John
Lackey, Commissioner of Services for Children and Families and other members of
Region 6 Steering Committee on Nov 26/97, at the Red Deer Lodge, from 1 00 P M until
4 00 P M to review and discuss the region's service plan for the delivery of this service

13. Nov 3/97 Letter from Bearspaw Petroleum re. Suspended Well Onerations
Bearspaw Petroleum has a surface lease with the M.D for its well located on M.D land
(04 03 30 21 W4) In view of the reduced operations of this well Bearspaw has
proposed a reduction in the current annual compensation for the surface lease of 50% with
the understanding should the well be brought back into production the annual
compensation will immediately be restored to its present amount
Executive Committee recommends a letter be sent to Bearspawv Petroleum Ltd,
inquiring whether resident farmers, owning land where there are low producing wells,
are also being requested to consider this proposed reduction of 50% of the surface
lease raid, if these parties are also signing for this reduction, the M D will do like3visa
14. Nov 6/97 Letter from AB Environmental Protection re ERC Information Session
AB Environment has provided further information regarding the NhnisteriaL/Pra.ine
Environmental Resource Committee (ERC) information session scheduled for Thursday,
January 22/98 at the Heritage Inn Brooks, AB, from 9 30 A.M 3 30 P M Any agenda
items are to be faxed to the Lethbridge office of AB Environment
Executive Committee recommends copies of this information be provided to
Councillors Vickery and Hanger, who will be attending this meeting on behalf of the
MD.

15. Nov 3/97 Letter from .Iano Metal Products Inc. re Defective Water Meters
A response has been received to the M.D s Oct 27/97 letter to Jano Metal Products
regarding replacement of the hamlet water meters The letter advises the problem with the
water meters lie with a small brass coupling which attaches the meter to the supply pipe
The letter further states the incidence failure is in the 5 8% range and it is very likely the
M D shall not experience further problems with these meters. The company will supply
new fittuls,s -it no cost but will not undertake to replace same The company is of the
position it will not fix what isn t broken and rcqu"ts any further inquiries be directed to

16 Mt Vernon Water Coop Association Ltd Notice to Members Regarding Water
Connection
The Mt Vernon Water Association Ltd has advised, as of Nov 3/97, members are
permitted to connect to the Cc op water line The town of Three Hills will be issuing the
water bills and receiving payment for this water service

18. Sept 23/97 Edited Minutes re. Mr Murray Woods
Mr Murray Woods has telephoned the M.D regarding the above edited minutes,
published in the Nov 12/97 Capital newspaper The minutes report " Agenda item 28
The M.D received a letter from Murray Woods complaining about the condition of two
roads " Mr Woods is offended at the use of the word complaining' stating his letter was
a request for a road name, not a complaint

19 Nov 21/97 Letter from City of Drumheller re Policing Needs
A Steering Committee for the RCMP Service Plan has been formed with its purpose to
identify policing needs for the newly amalgamated valley for the next five years As issues
are integrated and could affect neighbouring municipalities an invitation has been extended
to attend a meeting of the Steering Committee for the RCMP Service Plan on December 9
or 16/97

20 Nov 20/97 Letter from City of Edmonton re. Four Year Terms for Local Elected
Officials
The city of Edmonton has passed a motion supporting four year terms for local elected
officials (municipal councils and school boards) and requests all municipalities support this

The Kidney Foundation will be conducting a residential campaign in the Huxley area in

24. AAMD &C Results of Survey on Grader Usage
The AAMD &C has provided the results of their recent grader survey Of note is the
average number of miles in grader maintenance territory 126 miles average total miles of
secondary roads (gravel) 65 6 miles, average total of local gravel roads 1,189

25 AAMD &C Results of Dust Control Survey
The AAMD &C has provided the results of their recent dust control survey Of note, 33
of the 54 respondents provide dust control upon ratepayers requests and cost share this
service

26. M.D. of Rocky View's 1998 Business Plan
The M.D of Rocky View has provided a copy of their 1998 Business Plan This plan lists
the municipality's strategies and objectives in the administration, transportation and
planning and development departments as well as key issues considered by Council and
assumptions integrated into the plan
