HomeMy WebLinkAbout1997-10-31 Council MinutesE C EJ E ROAD COMMITTEE FRIDAY, OCTOBER 31 1997 The Road Committee of the M.D of Kneehill met on Friday October 31 1997 commencing at 8.30 a.m The following were present Bob Boake Councilor Division #3 Mad Vetter Councilor Division #4 Glen Wagstaff Councilor Division #7 Lonnie McCook Public Works Superintendent Terry Nash Recorded the Minutes The following roads/requests were inspected. 1 Maverick and Consultants CDN88 Energy Twmmg 2 12 -32 -24 W4 A request has been received to utilize an existing approach to gain access to the above noted location within 1 kin of Town. This road has a 75% ban on it at all times. Road Committee recommends that Maverick and Consultants be given two options a. Grant temporary access as proposed requiring a 5'100,000.00 bond Maverick would have to reapply if the well produces �tdn-f –re-,r b The plans be redrawn to provide access front the gravel road to the 11,est of the site approaching it front the North 2. Basil Evans Ditch Cleaning Backsloping NE 28 32 24 W4 Road Committee inspected the above noted location and recommends that 300 meters be written off IFII� 3. Trentham Project Backsloping Borrow Pit SW 18 32 23 W4 Road Committee inspected the above noted location and recommends that 16 kilometers be written off 4. Ron Frere Ditch Cleamng Backsloying SW 9 33 24 W4 Road Committee inspected the above noted location and recommends that 400 meters be written off 5. Marshall Williams Ditch Cleaning Backslotiing E NE 10 33 25 W4 Road Committee inspected the above noted location and reconmtends that % mile be written off 6. Netook Construction Stockpile on Right of Way SE 2133 26 W4 Netook Construction has been asked by Westcan Rail to bid on removing three fills on the Wimborne CPR Line They are asking permission to stockpile waste material on the abandoned road that runs parallel to the CPR right of way Roads in tlus area are not in need of work. Construction plans have not been 66�P,SeF submitted m 4v7L-s Road Committee recommends that the request to stockpile waste materials on the AID. road allowance be denied. This matter may be reconsidered if detailed plans are submitted. 7. Neil Cameron Ditch Cleaning NE 36 34 25 W4 Road Committee inspected the above noted location and recommends that 400 meters be written off 8. Neil Silver Ditch Cleaning Backsloping E SE 17 34 24 W4 Road Committee inspected the above noted location and recommends that 700 meters be written off 9 Wimborne Project Backsloping Borrow Pit S of 26 33 24 W4, S of 25 33 25 W4, & S of 30 33 24 W4 Road Conmuttee inspected the above noted location and recommends that the south 2 miles and 1 north Hole (Cunningham) be written off 10. E. E. Fraser Ditch Cleaning Backslopmg E SE 12 34 24 W4 Road Committee inspected the above noted location and recommends that 700 meters be written off F-1 F ri 1 L` 11. Elnora School Bus Driver Visibility Blocked by Trees NE 33 34 23 W4 A request was received from an Elnora area school bus driver to remove trees at the above noted location. This intersection is where buses from the 2 divisions meet to transfer students Inspection of the site revealed that there is an island of trees in the muddle of the intersection A row of trees along the southwest curve of the road blocks the vision of vehicles approaching from both the cast and west. Road Conunittee recommends that the trees be removed froin the island within the intersection and a roil, of trees be removed along the fenceline 12. Arlin Stroschien Culvert A request has been received for payment of approximately $400 for 3 -4 yards of concrete The concrete was poured over a culvert at Arlin Stroschien s request without M.D authorization. Mr Stroscluen took this action as lie was worried that the swirling water was creating a hole that his animals could fall into. The M.D requires that all requests must be subiiutted prior to any work being commenced. This situation could possibly have been remedied with rocks at a far less cost Glen Wagstaff is to meet with Mr Stroschien to review the matter and will report to the next meeting of the committee. 13. Elvin Haller Ditch Cleaning Backsloping NE 12 33 23 W4 Road Committee inspected the above noted location and recommends that 800 meters be written off 14. Bill Jones Ditch Cleaning Backsloping N NE 36 3123 W4 Road Committee inspected the above noted location and reconunends that 100 meters be tivritten off 15. Mount Vernon Water Line Drive & Inspect The Road Coininittee drove along the Mount Vernon Water Line and noted the following Water lying in ditch by Ken Leaf's residence First manhole looked much better dirt has been smoothed over Second culvert north of Merle Arvidson s too much dirt. Lonnie to contact Mount Vernon regarding the culvert ditch and manhole north ofAferle Arvidson s 16. Tom Ferguson Ditch Cleaning Backsloping E SE 36 30 23 W4 & W NW 30 30 22 Road Committee inspected the above noted location and recommends that 100 meters be written off 17. Gulf Requests for Road Improvements W 7 30 22 W4 The Road Committee inspected the above location and noted that the oiily traffic on this road are Gulf and farm equipment. The Committee felt that the amount of traffic on tlus road did not warrant improvements. Road Committee recomtnends that the road improvements be allowed if Gulf is willing to construct the road to M.D. of Kneehill standards at their expense 18 S.E. Mackenzie Ditch Cleaning Backsloping E SE 35 29 23 W4 E SE 26 29 23 W4 & E NE 26 29 23 W4 Road Committee inspected the above noted location and reconunends that I % mules be written off 19 Guard Rail Request SW 26 29 21 W4 The Road Committee inspected the location at the bottom of the Drumheller lull It was noted that this is not a high speed traffic corner and that the necessary signage is in place. If a guardrail were placed here it would cause drifts of snow to accumulate in the winter Road Committee reconunends that a guardrail not be placed at the corner at the bottom of the Drumheller hill 20. Pan Canadian UDurade Road Allowance N NW 32 28 21 W4, NE 3128 21 W4 A request has been received to upgrade the road allowance at the above noted location. The committee inspected the site and felt that if allowed, the road must be built to M.D standard in order to provide for future development. Road Committee recommends that the road improvements be allowed if Pan Canadian is willing to construct the road to Af D. of kneehill road standards at their expense (Copies of the standards are to be enclosed with the Committee s response) 22. George Bertram Ditch Cleaning Backslouing E' /Z 29 28 22 W4 Road Committee inspected the above noted location and recommends that 50 meters be written off 23 Joanne Hempel Signage Request Bircham Joanne Hempel submitted a request for children at play /speed zone Signage in Bircham. The committee inspected the location and noted that there is no through traffic I Road Committee recommends that the request for signage be denied 24. Bob Boake Signage Request 1 Mile West & 1 Mile North of Acme Cemetery The Road Committee inspected the above noted location and noted that there was a "keep right' sign on the south side of the lull but it appeared that the sign on the north side had been removed Road Conumitlee recommends that a `keep right " sign be placed on the north side of the hill 1 mile crest and 1 mule north of the Acme Cemetery. i 25. Terrence Toews Ditch Cleaning Backslouing S NW 14 30 25 W4 Lonnie advised that the project was not yet complete. No write off at this time 26. Eric Janzen Road Approach Request NE 20 30 25 W4 A request for a road approach has been received for the above noted location. The access is for a new house built within Linden but on the boundary liimts. The hill to the south of the property prohibits the required site distance The Village of Linden should have future plans for roads providing access to these lots Road Committee recommends that the application for road approach to NE 20 30 25 W4 be denied. 27 John Hanses Request to Remove Signage Church of God In Christ Linden G.�7iEL � �►T r"If zrG awle 7��? 1<1. F� 3 vF 171' -w>cs t-���c Seri Request has been received to review the 50 kin speed limit on the Linden access road in front of the Church of God In Christ. It was understood that the reason for the 50 km speed limit was for added protection during nudweek funerals. Hobv Smaltz Water Accumulation in Yard Water accumulation has been a recurring problem for the past 15 years due to the house and corral being built in a low spot. Lonnie has blocked the culvert so that the water will run down the ditch on the opposite side of the road.
