HomeMy WebLinkAbout1997-11-05 Council MinutesIM H E EXECUTIVE COMMITTEE REPORT - November _5, 1997 The Executive Committee of Otto Hoff and Richard M Vickery met on Wednesday November 5 1997 at the M.D of Kneehill office in Three Hills commencing at 8 25 A.M Mr John Jeffery, Administrator, and Mr Lonnie McCook, Public Works Superintendent, were present Mrs Jennifer Deak Assistant Administrator, was also present and recorded the minutes The following items were reviewed 1 Provincial Highway sign Downloading Further to the reporting at the last council meeting, of the province's downloading of all signs along provincial highways to local municipalities, Mr McCook reports the current cost of the signs and posts on the provincial highways in the M.D (Highways 9, 21, 27 East and 27 West) total $6 014 80 (labour not included) Executive Committee recommends to accept and file. 2. Meeting with Drumheller, Wheatland, Starland and Special Areas re Road services Mr Jeffery and Mr McCook met with their counterparts from the above jurisdictions, in Drumheller, to discuss partnering opportunities /service agreements for road maintenance on boundary roads It was agreed the M.D would contract, during the winter months the following roads SI -I 837 to hill top, SH 575 to hill top, all of SH 841 The M.D will do routine services on the Monarch Hill and the Penitentiary Road During the summer the M.D will do its own secondary highways Copies of the M.D s Save Harmless Agreements were also faxed to Drumheller and Special Areas Executive Committee recommends to accept and file. 3 Oct 29/97 Letter from Tire Recycling Management Association of Alberta (TRMA) The TRMA has advised there may be temporary disruptions in the collection of scrap tires as several recycling tire companies are experiencing disruptions in their processing operations Landfills are requested to continue to accept scrap tires TRMA is trying to develop standardized procedures to deal with these fluctuations Executive Committee recommends to accept and file. 4 Oct 4/97 Letter from Saskatchewan Wheat Pool re Trochu Customer Service Facility The Saskatchewan Wheat Pool (AgPro) has requested hook up onto the Equity water system for their facility at Trochu The are three needs for water at this site during construction a demand of 200,000 gallons over a six day period, with a demand of 23 gallons per minute, for the operation of the facility with ten employees, 1 2,000 gallons daily required for fire protection, on site storage of at least 720 gallons per minute Mr Alex Cunningham entered the meeting time 9 50 AN Mr Cunningham advised the Committee the Equity water line had a six inch water line north of the facility that supplied water to the Meehan residence Mr Cunningham indicated the water requirements of the Saskatchewan Wheat Pool could be met by the Equity water system Mr Jeffery then telephoned the town of Tree Hills and spoke to Judy Parry about this water requirement Executive Committee recommends, subject to approval from the town of Three Hills, the Saskatchewan Wlieat Pool be given permission to tie into the Equity water line for their water requirements with the understanding the Saskatchewan Wheat Pool undertake the construction of the required water line to their facility, at their cost, and under the supervision of the MD of Kneehill, and with the understanding this water lute will be the M D of Kneehill property C: /MD /Minutc /LC 1997.doc Page 1 Fz-.- 4,9�» cz err 70 7e" A4,a G 6,Ls. P6- a 3 11 CJ EXECUTIVE COMMITTEE REPORT - November _5 1997 Mr Cunningham left the meeting time 9 55 A.M 5 Oct 29/97 letter from Golden Hills Regional Division No 15 The school division has requested permission to park a bus outside the Acme grader shed and plug Into power, during the winter months (Nov May) The school division will pay the M D $200 00 to cover the costs of power Executive Committee recommends this request be approved 6 Oct 29/97 letter from Torchinskv Engmeering re SH 836 from Carbon to SH 575 The final acceptance meeting for the above road project was held on October 21/97 At the time of Inspection no deficiencies were noted The project will be Inspected again prior to the expiration of the one year maintenance period Torchmsky is recommending, subject to M.D approval the acceptance of this project and notification of this acceptance be given to Alberta Transportation and Utilities and the contractor, South Rock Ltd Upon this approval Torchmsky will finalize the remaining contract details and process the final progress certificate Executive Committee recommends approval of flits project and notification of same be 75ov >.+ provided to all Involved parties k'a 7 Oct 29/97 letter from Torchmsky Engineerme re SH 583 from Highwav 21 to SH 836 North The final acceptance meeting for the above road project was held on October 21/97 At the time of Inspection no deficiencies were noted The project will be Inspected again prior to the expiration of the one year maintenance period Torchmsky is recommending subject to M.D approval, the acceptance of this project and notification of this acceptance be given to Alberta Transportation and Utilities and the contractor South Rock Ltd Upon this approval Torchisky will finalize the remaining contract details and process the final progress certificate Executive Committee recommends approval of this project and notification of same be i $lo provided to all Involved parties 8. Oct 27/97 AB Municipal Affairs - Financial indicators Based on the M.D s 1996 financial Information return, AB Municipal Affairs has prepared several Indicators of the M.D s financial results and position as compared with other municipalities with equalized assessments of more than $500 million Results from these Indicators show the M.D s net property taxes for general municipal purposes as tax rates on equalized assessment, are 2 5 mills higher than the average, the M.D Is slightly below average on tax collection rate slightly below average on net property taxes as a percentage of total revenue, slightly below the median of $6 6 million for municipal reserves 81 66% of average for long term liquidity, slightly above the minimum of $160,344 for equalized assessment per kilometre of road (maximum Is $994,739, median Is $361 783 and M.D is just under $200,000) Executive Committee recommends to accept and films 9. Purchase of Gravel from Bauer Brothers At the last Council meeting, Mr McCook discussed his negotiations with Bauer Brothers to purchase 25 000 yards of 3/4" gravel for the M.D to stockpile for future use Mr McCook reported the negotiated price for this gravel is $5 25 per yard for a total purchase price of $131,250 00 plus GST It was noted this Is 3/4' gravel that meets required specifications It was further noted the gravel at the Torrington Pit could be kept for use at a later date /� C/- 7 fete zs PY Executive Committee recommends Mr McCook be authorized to purchase 25,000 (�� ��,�� AA-If ,pef) yards of 3/ "gravel from Bauer Brothers at a price of $S 2S per yard plus GST Mr McCook advised Bauer Brothers needed to know Immediately about this offer Councillors Hoff and Vickery agreed to this purchase and Mr Jeffery telephoned C: /MD /Minute /LC I997.doc A Page 2 1 1 3 i C� • n lJ n EXECUTIVE COMMITTEE REPORT - November 5, 1997 Councillors Vetter and Lowen who also agreed to this purchase Mr McCook left the meeting time 10 15 A.M 10. Oct 14/97 Minutes of the Golden Hills Re Tonal Division No 15 The above minutes have been received Of note is a Notice of Motion for approval to be requested from the Minister of Education for the closure of the Viscount Torrington School at the end of the 1997 -98 school year and a motion approving the Golden Hills Regional Division provide administration services for the Kneehill Community Resource Board effective January 1/98 Executive Committee recommends to accept and file. 11. Special Places 2000 Meeting Mr Jeffery advised the Special Places 2000 meeting had been confirmed for November 14/97 at 1 00 P M at the M.D of Starland Reeve Hoff and Mr Jeffery are to attend this meeting Executive Committee recommends to accept and file. 12. Oct 31/97 Letter from AB Environment Protection re. Ministerial/Prairie Environmental Resource Committee (ERC) information Session Last fall two meetings - one at Rosebud and one at Lethbridge were held involving municipalities, the Minister of Environmental Protection and the Prairie ERC to introduce the department's new `Community Level Service' model A follow up session has been scheduled for Thursday January 22/98 at the Heritage Inn, Brooks from 9 30 A.M 3 30 P M Both the Minister of Environmental Protection Ty Lund and the Munster of Agriculture Food and Rural Development, Ed Stelmach, will be attending this session and invite each jurisdiction to send two representatives to this meeting The general structure of the meeting will include a summary of agency activities an overview of key projects that prairie ERC has been involved with and a question and answer session with both Ministers Executive Committee recommends the M.D. sends two representatives to this meeting 13. Letter to Canada Post The M.D has prepared a letter to Canada Post's customer service requesting an explanation as to why a piece of maul was not delivered The mail, from the M.D and addressed to the County of Wheatland, Strathmore was returned The last three digits of the postal code were incorrect but common sense should have prevailed and the letter should have been delivered Executive Committee recommends this letter be sent to the post office with copies to .Tack Ramsay, MP and Richard Man, MLA 14 Oct 15/97 Letter from Quebec Committee for Canada The above organization has requested municipalities support federalist municipalities in Quebec by adopting a unity resolution Executive Committee recommends to accept and file 15 Oct 24/97 AAMD &C Corresnondence re. Policy Changes for Alberta's Parks and Recreation Areas The AAMD &C has forwarded a news release and background information from AB Environmental Protection regarding policy changes that affect Alberta's recreation and protection areas Highlights of the policy changes include allowing the private sector contractors delivering services in campgrounds to implement market based pricing for services within a range determined by the provincial department, the collection of a new reinvestment levy from campground users ($2 00 $5 00) to be dedicated to the replacement of infrastructure in the parks and recreation areas, creation of a buffer zone to control random camping on Crown land within 1 '/2 kilometres of any recreation or CIMD /Minute /K 1997.doc Page 3 �P 1 op /y1 „�dfXs �J E • EXECI l FIVE COMMITTEE REPORT - November 5, 1997 protected area in an effort to further reduce fire hazards in remote areas Executive Commttee recommends to accept and file 16. Notice of Open Houses and Public Meetings re Management of Public Land in the Settled (White) Area of the Province On Oct 29/97 the M D received notice the five member MLA Agricultural Lease Review Coni nitte(, chaired by Toni Thurber, MLA, will be conducting meetings and consulting with Albertans across the province on the above issue Meetings have been scheduled for Drumheller and Red Deer, both on November 3/97 The Committee noted the short notice provided of these meetings (four days) made it difficult to make arrangements to attend same Executive Committee recommends to accept and file. 17. Airport Assessment At the last Council meeting an inquiry was made regarding the assessment of the buildings at the airport Mr Dunay the assessor has provided a listing of current assessments, including the PBI hangar and estimated taxes from same. Executive Committee recommends a copy of this information be provided to each Councillor 18 Agriculture Statistics Factsheet 1995 Ms Dawn Fortin, Agricultural Fieldman has provided the above factsheet on provincial agricultural statistics A copy has been placed in each Councillor's basket Executive Committee recommends Ms Fortin be requested to provide as much statistical information on agriculture in the MD as possible without expending a great amount of time on this protect 19. Red Deer River Corridor integrated Management Plan An October 1997 information update on the above has been received The planning project is still in progress and two components of the Instream Needs recreation and riparian vegetation have been complete The other two components water quality and fish habitat is still being completed As soon as the draft plan is completed and approved for public review, there will be a series of open houses to give stakeholders and the public an opportunity to comment and provide feedback It is expected this public process will take place in the spring of 1998 The former planner and project manager Kim Brenneis has left his position and it has been filled by Terry Krause. Mr Jeffery reported he had spoken with Mr Krause and requested the information and work from this management plan be tied in with Special Places 2000 Executive Committee recommends to accept and file until further information is received 20. Farm Property Assessment Steering Committee Report The AAMD &C has forwarded the above documentation, originally prepared in September 1996, and which was available, from Richard Marz, MLA, at the CAAMD &C Zone Meeting, in Acadia Valley A MLA Committee, chaired by MLA Marz, has since been established by the Minister of Municipal Affairs, Iris Evans to further review this document and make recommendations to the Minister Mr Marz has advised this MLA Committee report is near completion and will be forwarded to the Minister and then to the Standing Policy Committee Mr Jeffery further reported Mr Dunay, the assessor, has reviewed this document and will be discussing same with MLA Marz Executive Committee recommends to accept and files 21. AR Municipal Affairs News Release re. New Deputy Mmistei A13 Municipal Affairs Minister, Iris Evans, has announced Mr Bob Holmes will loin AB Municipal Affairs as Deputy Minister on November 3/97 Mr Holmes is currently the Commissioner of Planning, Transportation and Community Services for the city of Calgary and has been appointed to the position under the Alberta Interchange Program Executive Committee recommends to accept and file. 23 Kneehill Community Resource Board (KCRB) Minutes Sept 18/97 & Oct 16/97 The above minutes have been received and copies of same placed in each Councillor's basket Executive Committee recommends to accept and file. 24 Oct 29/97 AB Health News Release re. MLA Committee on the Review of Health Region Boundaries The recommendations from the above Committee have been provided to the Health Minister Halvar Johnston The recommendation regarding RHA #5 is for no boundary change and for RHA #6 (David Thompson) is for the addition of towns and cities east of SH 771, in County #10 to be moved into RHA 96 Executive Committee recommends to accept and file. 25 Oct 30/97 Letter from AAMD &C re. Alberta Department of Agriculture Livestock Expansion and Development Team The Minister of Agriculture and Rural Development, Hon Ed Stelmach, has outlined a departmental initiative to form an intensive livestock resource team within the Department of Agriculture The mandate of the team is to encourage responsible expansion and development of the livestock industry in Alberta by offering research and support to municipalities, developers and the public The development team lead by Dr Terry Church includes Brian West David Helmer, Darcy Fitzgerald, Louise Starling, Murray Davidson and Darlene Albrecht The development team is currently working on research to address odour control, seepage from earthen manure storage lagoons manure treatment, environmental impacts on watersheds and updating the Code of Practice Executive Comnuttee recommends copies of this information be provided to the M.D.'s planning and development department staff and the Agricultural Fieldman. 26. Oct 27/97 Letter from AB Community Development re. Managing Diversity. Building the Business Case Symposium AB Community Development has forwarded information about the above symposium to be held in Calgary Nov 27/97 Managing cultural diversity, customer service, employee relations management commitment and improving the bottom line are all topics that will be addressed at this symposium Executive Committee recommends to accept and file. 27 Oct 30/97 Letter from the Town of Olds re Gatherinz of Elected Municipal Officials The town of Olds has advised that due to an apparent lack of interest, they are no longer pursuing the proposed gathering of elected municipal officials with the Minister of Municipal Affairs and MLA Marz Executive Committee recommends to accept and f le. AAMD &C Fall Convention Meeting with AB Municipal Affairs The Hon Iris Evans, Minister of Municipal Affairs has advised she will be available to meet with municipalities, during the Fall AAMD &C Convention, being held Nov 17 20/97 and has requested her office be contacted to arrange appointments F� Executhe Committee recommends to accept raid file. 29. Oct 29/97 Letter from A13 Snorts Recreation Parks & Wildlife Foundation The province has provided a grant for the 1997 operating and maintenance of Keiver s Lake Municipal Recreation/Tourism Area in the amount of $8 000 00 A financial statement of the receipts and expenditures of the park is to be submitted to AB Recreation within the next twelve months Executiie Committee recommends to accept and file.
