HomeMy WebLinkAbout1997-09-19 Council Minutesu C C� • ROAD COMMITTEE FRIDAY, SEPTEMBER 19, 1997 The Road Committee of the M.D of Kneehill met on Friday, September 18°i 1997 commencing at 8.30 am The following were present Rick Vickery Councilor Division 46 Marylea Lowen Councilor Division #1 Lonnie McCook Public Works Superintendent Terry Nash Recorded the Minutes The following roads/requests were inspected 1. S.E. SIM & Associates Land Consultants Ltd. LS 13 2129 26 A request has been received to install an approach to gain access to the above noted location from S.H. 575 approximately 60 meters from the corner ►) Road Committee recommends that the request be denied, and an alternate plan be drafted to provide for d&AVkWy an access from the gravel road. 0,0S 2. Adele Neufeld NW 18 29 25 W4 A request has been received to install a second approach to gain access to the above noted location from S.H. 806 Driving into the property it became obvious that b trains would not be able to navigate turns between existing buildings. Road Committee recommends that a second approach be allowed subject to Secondary Road Specifications, with the owner to be responsible for installation and all costs incurred 3. Shirlene Brost SE 20 29 24 4 A request has been received to erect a children at play sign. The conuiuttee noted that the house was not located directly adjacent to the road. Road Committee recommends that the request be denied, and a letter be written to Airs Brost =4. Robert Charlebois NE 24 29 23 W4 Councilor Lowen will meet with Jack Barnes 5. Peter Kroe2er NE 1129 22 W4 �,d �'t coo eEiNe�y A letter was received from Mr Kroeger asking that work be done on 2 approaches one on the South and one on the West side of NE 11 29 22 W4 He also suggested that a grate be put over the culvert opening on the creek crossing The cormittee viewed the approaches and suggested that the matter could be addressed when ditch cleamng was being done The committee felt that grates would plug and cause the creek to back up or flood. �> Road Conunittee recommends no action at this time 6. First Time Gravel Pt SW 26 28 20 W4 9-4'ouw,.} Road Commuittee inspected the above location that appeared to have been graveled before Several vehicles are parked on the M.D road allowance U Road Committee recommends that the matter be referred to the gravel crew to be added to the list e',;,5 Moo V�A')5 7. Kneehill Soil Services SW 9 3125 W4 Kneclull Soil Services has requested permission to construct an approach to access their new storage site location on the north west part of the above noted location. The committee noted that the proposed access provided better site distance than the existing access. dood o Road Committee reconnnends that the access be allowed subject to AID specifications with installation AV NO �y� and all costs incurred to be the responsibility of the owner J i i C E 0 8. Earl Jeninga NW 10 3126 W4 Inspection revealed that this is the location of new house and the road needs gravel Road Committee reconunends that this site be approved for first time gravel A7m�+o 9. Darlene Sommerville NW 27 3124 W4 A letter was received from Darlene Sommerville requesting that a low level creek crossing be built in order to provide access to their cultivated land. At present there is no accessible route through the quarter 40., and they must trespass on neighbouring land in order to farm. It was noted that primary access is provided to the quarter and that it would not be the responsibility of the rate payers to provide further access to the interior of their property Lonnie McCook spoke with Bruce Sommerville and suggested alternative solutions to their problem. Road Committee reconunends that the request be denied. 10 Bob Phillips SE 9 32 24 W4 A request had been received from Bob Phillips to erect a checkerboard sign at a T intersection located �, e neat to his residence This road is used by an oil company in addition to Ins residential traffic Road Connunittee reconunends that a checkerboard sign be erected. To PA= 11. Harold Bayes 15 32 25 Harold Bayes had met with Council to request that the road be widened at the curves, or that the road be closed until the problem can be addressed. The conumttee inspected the dirt road and felt that overall it was adequate for the purposes for which it was intended. Warning signage has been erected at this site If construction work proceeds in the area perhaps better site distance could be achieved at that time by scraping the corners on the curves J- no to AkW Road committee reconunends that no action be taken at this time but that the Public ll%orks Supervisor continue to monitor the area. 12. Ulster Petroleum NE 15 34 26 W4 Ulster Petroleum has submitted a request to install 4X8 `Sulphur Trucks Entering Highway' signs 500 meters from the corner on #805 on road allowance Road Conunittee reconunends that a bylaw be drafted and submitted to Council for the erection of the ) signs. The bylaiv should contain a condition that the signs be setback as far as possible to prevent snowploughs from damaging them, and all costs should be borne by Ulster Petroleum. l Al o /< Q�3 A request was received from Ulster Petroleum for an access roadway for a wellsite located at NE ' of 14 34 28 W4 The road conmuttee inspected the site and felt that the existing access would be adequate if it P ►� were built up and widened. } g Road Comnuttee recommends that the request for an additional access roadtivay be denied. 13. Sharon Christie Autherville Road A request had been received from Sharon Christie to remove trees/install stop signs at intersection. The committee noted that the intersection had been widened and that there was full line of vision at the intersection. tole Road Conunittee reconunends that a letter be sent to Alrs. Christie advising that the Conunittee feels that yield signs are adequate for this intersection ", d 14. +pe Jackson NW 34 34 23 Inspection of the approach revealed that the angles were bad, and that the approach needed to be widened. Road Committee reconiniends that the approach be widened :Izz r P:�
