HomeMy WebLinkAbout1997-04-18 Council Minutes0 0 0 ROAD COMMITTEE FRIDAY, APRIL 18TH, 19 The Road Committee of the M.D of Kneehill met on Friday at855a.m The following were present Rick Vickery Councillor Division #6 James M Hanger Councillor Division 95 Lonnie McCook Public Works Superintendent Lisa Paget Recorded the Minutes The following roads /requests were inspected 1 CANADIAN COMETRA 4 -26 -29 21 -4 Canadian Cometra Inc has developed a road on M.D road al gate at the same location without the M.D s permission A lE previously advising in order to install a texas gate they would M.D Permission has not yet been granted to the company Road Committee recommend a letter be sent to Canadian Cometra Inc advising /-�-"°e 4w'" 97" them they cannot install a texas gate without the permission of the M.D and once ,eye S.��c• jAw..,w-i the letter is sent this matter be filed 2. GORDON BROWN CAMPGROUND - Pt. N.E. 23 -29 21 4 A request has been received to install an approach at the above noted location to provide access to a proposed campground The MPC has recommended as a condition of the approval of the development permit application the developer install turn out lanes for traffic travelling from the east and traffic travelling from the west The existing approach is very low and the sight distance is poor The approach would have to be built up in order to provide proper sight distance A turnout lane could be built to the west of the approach but there isn't enough room to construct a turnout lane to the east due to the bridge There is the possibility of building a service road Road Committee recommend Mr Brown be contacted and find out exactly where S' ,,P .3 °' his property line is and a letter explaining what his intentions are and also arrange z_,»� &!oT to meet with Mr Brown at the site ko. 3. SOD BUST - SOUTH OF 36 -28 -21 4 Road Committee inspected the above location which had been sod busted This is along forced road allowance Road allowance then follows the fencehne to the south at the end of the forced road allowance going west This does not provide quite enough access There is a small draw which needs to be looked at Road Committee recommend the Public Works Superintendent look into what can in�,vos be done to provide access across the small draw and check to see if the M.D owns the small section of land prior to the north /south road allowance Road Committee also recommend okay to write off the sod bust w 1 L� 0 4 RENAISSANCE - 16 -5 -29 20 4 Renaissance Energy is requesting permission to use municipal road allowance at the above location A portion of the access is on private land and the rest is on M.D road allowance The site was inspected and it was noted we could run into problems if someone else purchased the property and not allowing the oil company to utilize the access or not letting owners of the land gain access on the road Road Committee recommend council draft a bylaw to deal with access on private land and allowing access and then possibly send letters to all companies who would be affected 5 RENAISSANCE ENERGY - N.W. 4 28 20 -4 Road Committee inspected the site which Renaissance Energy had requested to construct an approach The approach has not been built to date. Road Committee recommend to file 6 PAN CANADIAN - WSW 7 28 -20 -4 WNW 6 28 -21 -4 S.E. 12- 28 -21 -4 A letter had been sent to Pan Canadian requesting drainage be improved for the area east of the road allowance and fencing and signing on the road allowance be moved back from the road to the property line Upon inspection of the site it was noted that nothing can be done about the drainage problem The fencing has been moved back as well as the signs Road Committee recommend to file 7. PAN CANADIAN N.E. 3 28 21 -4 A request has been received from Pan Canadian Petroleum to construct a road on undeveloped road allowance z� Ta ZY Road Committee recommend the approach to access 2- 2- 28 -21 -4 be built on the knoll to provide for proper sight distance Access to 10- 28 -21 -4 and 3 -28 -21 going �a. north be granted subject to the road being built to M.D standards Alex or Paul too F�- follow up on the construction of the approaches 8 PAN CANADIAN 4 23 -28 -23 4 Request from Pan Canadian Petroleum to construct a road approach off of S.H. #836 to access their well at 4 -23 28 23 4 Road Committee inspected this site the well has not been drilled to date. Road Committee recommend a letter be sent to Pan Canadian Petroleum asking them to stake out the location of the proposed approach and the Public Works Superintendent to inspect the site and report back to the Road Committee. 9 CONNIE MOLDRUP - N.W. 31 -28 23 -4 A request has been received from Connie Moldrup to widen the approach at the above location There are two approaches here Road Committee recommend a letter be sent to Mrs. Moldrup asking what her intention is and whether the approach in question is the east approach or the west approach 2 flaar�e t�»EZ �> Cc4�,,w F.E Sea P 3 0< ✓1'), ��Es LE »erk 4o t7 FEE 0 10. ENCAL ENERGY - 8 -2 and 16 2 -29 -24 4 A request has been received from Encal Energy to encroach on undeveloped M.D road allowance They will be accessing the site from the north Road Committee recommend consent be provided to Encal Energy for them to encroach on M.D road allowance for now and if the well is a producer, the road be brought up to M.D. standards The Road Committee recessed for lunch in Linden from 12.30 to 1 00 p.m 11. KEET DRAINAGE PROBLEM - S.E. 8 30 -26 -4 A culvert has been installed dust south of the south driveway at the above location to keep the water from backing up into his driveway and yard Road Committee inspected this site and noted the problem has been taken care of Road Committee recommend okay to write off 12. VILLAGE OF ACME REFLECTOR POST The Village of Acme has requested reflector posts be installed at the south access into Acme on #806 Road Committee recommend okay for the Public Works Superintendent to install reflector posts 13. TARRAGON OIL & GAS - S.E. 33 -30 24 -4 A letter had been sent to Tarragon asking them to put gravel on the approach at this location which provides access to their well site Gravel has since been put on the approach Road Committee recommend okay to write off 14 ALBERTA WHEAT POOL - SECTION 18 -32 23 4 Alberta Wheat Pool has applied for a subdivision at the above noted location. A condition Ilk of the approval of the subdivision was Alberta Wheat Pool entering into a development agreement with the M.D of Kneelull covering access considerations, traffic impact studies and an intersectional design study Alberta Transportation requires turnoff lanes on highway 921 onto Twp Rd 32 2 and Rng Rd 23 5 The site was inspected by the Road Committee !? AAA F.« -;r POL Road Committee recommend the entire 1 mile of gravel road be built to a 10 metre top and purchase 1 rod on the north side of the road and 1 rod on the south side of the road if possible to facilitate the grain facility if it is a go and if the facility is not a go the road be built to an 8.6 metre top Mr Jeffery is to contact the facility developers and see if confirmation can be obtained on them developing the facility s�P•3 =m „�„�5 for sure The developers are responsible for the cost of constructing turnoff lanes from the north and the south on highway #21 and they are also responsible for providing permanent dust control in the form of SB 90 or a similar product (not water) to Pt N E 12- 32 -24 -4 and Pt S W 18 32 -23 -4 15. KEN CUNNINGHAM WEST OF 2 & 11 -33 -24 4 A request has been received from Ken Cunningham for gravel on this portion of road south of lus residence Road Committee recommend a letter be sent to Mr Cunningham advising 3/4” /z '-�""e &art gravel will not be put on the road but screenings will 'z""W F.e W C� Ea 0 16 JOE ROWBOTTOM S.W. 18- 29 -21 -4 A request has been received from Mr Rowbottom to construct a road to this location to access a possible new residence Mr McCook noted the construction of a residence has been put on hold Road Committee recommend to file 17 ELVIN IIALLER S.E 13- 33 -23 -4 There was a request to review an approach after 12 months at the above location Road Committee recommend all is okay 18. ELVIN HALLER N.E. 12- 33 -23 -4 A letter had been sent to Mr Haller expressing concern with the potential hazard of trees in his driveway Road Committee recommend to file 19 SHELBY REICHEL A request had been received from Shelby Reichel for a blade grade behind his residence to provide access to a proposed cabin Construction of the cabin has not begun to date Road Committee recommend to file. 20. TORRINGTON HUTTERITE COLONY A complaint has been received regarding the Torrington Huttentes dumping debris and waste into the water turnaround by the bridge Road Committee recommend a letter be sent to the Torrington Hutterite Colony advising the dumping of debris and waste into the water turnaround is not allowed and for them to clean it up immediately and if it is not cleaned up the M.D will go in and clean it up and charge the cost of the clean up to them 21 DALE CAMERON - N W 19 -34 -24 4 The Road Committee met with Sue Cameron to discuss the problem of her driveway flooding There is an approach and culvert as well as a ditch block to the west of his residence The water gets past the ditch block because of the large amount of water flowing. Mrs Cameron want a culvert installed going across the east /west road There was a culvert at this location previous to road construction Road Committee recommend a culvert be installed in the east /west road and a water stop be put in the ditch to stop the water from flowing past the culvert 22. PETROLAND SERVICES S.W. 2 35 -25 4 The approach at the above location was inspected It was noted there is a well head there but no equipment The truck turning signs are gone Road Committee recommend okay to write off. / 0.0 L� »� Sari �aC, moo I-Ple A" ,L,o F4.e Ob n 23 ULSTER PETROLEUM - 10 -2 34 -26 -4 A request has been received from Ulster Petroleum to construct an approach at the above location The well has not been drilled to date The stakes are there Road Committee recommend permission be granted to Ulster Petroleum to construct the road approach to M.D standards. 24 UGG ELEVATOR WIMBORNE A letter had been sent to UGG requesting them to clean up the site in Wimborne where they had demolished their elevator UGG has cleaned up the site but now Alberta Wheat Pool has pushed some of their debris from the demolition of their elevator onto the UGG site Road Committee recommend to file the clean up for UGG as it has been done and ensure Alberta Wheat Pool cleans up the site once they're finished demolishing 25 ROAD BANS The road ban situation was discussed Road Committee recommend the Public Works Superintendent raise the road ban on heavy coat surfaced roads to 90% 26 CULVERT NORTH OF TORRINGTON PIT The culvert at this location is in very poor shape and needs to be replaced The culvert is higher on the east side of the road and should be lowered Road Committee recommend the culvert at this location be replaced and when it is replaced it be put in level 27 ANDREW FRERE - CUL -DE -SAC Diagrams of cul de sac plans were reviewed It was agreed that the cul de sac be able to handle all types of traffic It is Mr Frere's responsibility to construct the cul de sac to M.D standards Once the cul de sac is built to M.D standards, it then becomes the responsibility of the M.D Road Committee recommend the into the cul -de -sac be a 8.6 metres wide and the minimum radius of the cul de -sac be 15 metres.
