HomeMy WebLinkAbout1997-04-03 Council MinutesEXECU FIVE COMMITTEE REPORT - Am-i -1 3", 1997 The Executive Committee of Otto Hoff and Rick Vickery met on Thursday, April 4 ", 1997 the M.D of Knechill office in Three Hills commencing at 9 10 A.M Mr Lonnie McCook, Public Works Superintendent was present Mrs Jennifer Deak, Assistant Administrator, was also present and recorded the minutes The following items were reviewed 1 Lettei from Fv mers' Advocate to Mr Darcy Smith re D ini-iy�e to tractor tires Mr Paul Vasseur, Assistant to the Farmers Advocate of Alberta has forwarded Mr Vickery a copy of his letter to Mr Darcy Smith regarding damage to Mr Smith's tractor tires It was noted Oct 22/96 Mr Vickery reported Mr Russell Smith was requesting some compensation for two tractor tires that had been damaged when his tractor was travelling over a field and hit a stale The M.D did have a road project in 1991 in the area and also a borrow pit in the general vicinity However the stake found in the field could have been from a variety of sources other than the M.D AGT, Crossroads Gas Co op At the time of this report to council a motion was approved that, due to the legislated requirements establishing the time period for any grievances or claims to be submitted regarding road projects and this time period having expired several years ago Mr Smith's request be denied Mr Vasseur has requested Mr Smith advise him of a suitable date sometime in the spring to meet on site, with himself and Mr Vickery, the local councillor to discuss this matter Executive Committee recommends Mr Vickery and Mr McCook tneet with Messrs Vasseur and Smith to review this matter and report back to Council 2 Letter from Alberta Tr insportation and Utilities re Process for Bride Construction Alberta Transportation and Utilities has forwarded a proposed process for bridges on secondary highways and local roads where the municipality engages an engineering consultant The proposed process identifies the phase, action required and department involvement Mr McCook noted this will be the process the M.D now follows for bridges Executive Committee recotnmetuls to accept and file. 3. Bleriot Ferry Operation Specifications In response to the M.D s request Alberta Transportation and Utilities has forwarded a copy of the specifications related to the operation of the Bleriot Ferry which form part of the Primary Highway Maintenance Contract with Ledcor Industries Executive Connntttee recommetitls the Public Works Superintetulettt revtefv this document. 4 Letters re. SH 806 from north of Linden to SH 583 On March 13/97 the M.D forwarded a letter to Alberta Transportation and Utilities with the minutes prepared by Mr Colin Stroeder, Torchinsky Engineering Ltd., of the March 6/97 meeting between the M.D , Alberta Transportation and Utilities and Torchinsky Engineering Ltd to discuss the SH 806 project The M.D also requested to be present when Alberta Transportation and Utilities re inspect of this road Under date of March 24/97, Alberta Transportation and Utilities has forwarded both the M.D and Torchinsky the lasted FWD testing information and advise they will inform the M.D when anoint inspection could take place Mr Hoff reported this road project had been reviewed with the new Minister of Transportation, Mr Walter Paszkowski, and the new MLA, Mr Richard Marz at the AAMD &C Spring Convention The Executive Committee discussed the possibility of having the local ratepayers send a letter to their MLA, supporting the M.D s position for a 10 metre road width for SH 806 CJMD /MinutelEC.doc Page 1 J. Request froill 1 111den Soccel Club Mr Dean Wolf of the Linden Soccer Club has advised this club wants to develop a new soccer field south east of the Linden school This soccer field would be partly on school land with the village of Linden donating the balance of the land The soccer club has requested the M.D donate the equipment to assist with the development of this soccer field Executive Counnittee reco11u11e1u1s Mr McCook obtain more details about this matter Sew fiUve,')445 and bring this information back to the Executive C011111uttee meeting z "W-C 9 AB Municipal Affairs Overview of Proposed 1997 Spring Sitting Legislation Iris Evens, Minister of Municipal Affairs, has forwarded a list of the proposed amendments to the Local Authorities Election Act, Municipal Affairs Statutes Act and the Registries Statutes Amendment Act The Executive Committee reviewed the proposed technical changes to the Local Authorities Election Act and the other proposed amendments Executive Colnlnittee recommends to accept and file.
