The Executive Committee of Otto Hoff and Rick Vickery met on Thursday, April 4 ", 1997
the M.D of Knechill office in Three Hills commencing at 9 10 A.M Mr Lonnie McCook,
Public Works Superintendent was present Mrs Jennifer Deak, Assistant Administrator, was
also present and recorded the minutes
The following items were reviewed
1 Lettei from Fv mers' Advocate to Mr Darcy Smith re D ini-iy�e to tractor tires
Mr Paul Vasseur, Assistant to the Farmers Advocate of Alberta has forwarded Mr
Vickery a copy of his letter to Mr Darcy Smith regarding damage to Mr Smith's tractor
tires It was noted Oct 22/96 Mr Vickery reported Mr Russell Smith was requesting
some compensation for two tractor tires that had been damaged when his tractor was
travelling over a field and hit a stale The M.D did have a road project in 1991 in the
area and also a borrow pit in the general vicinity However the stake found in the field
could have been from a variety of sources other than the M.D AGT, Crossroads Gas Co
op At the time of this report to council a motion was approved that, due to the legislated
requirements establishing the time period for any grievances or claims to be submitted
regarding road projects and this time period having expired several years ago Mr Smith's
request be denied Mr Vasseur has requested Mr Smith advise him of a suitable date
sometime in the spring to meet on site, with himself and Mr Vickery, the local
councillor to discuss this matter
Executive Committee recommends Mr Vickery and Mr McCook tneet with Messrs
Vasseur and Smith to review this matter and report back to Council
2 Letter from Alberta Tr insportation and Utilities re Process for Bride
Construction
Alberta Transportation and Utilities has forwarded a proposed process for bridges on
secondary highways and local roads where the municipality engages an engineering
consultant The proposed process identifies the phase, action required and department
involvement Mr McCook noted this will be the process the M.D now follows for
bridges
Executive Committee recotnmetuls to accept and file.
3. Bleriot Ferry Operation Specifications
In response to the M.D s request Alberta Transportation and Utilities has forwarded a
copy of the specifications related to the operation of the Bleriot Ferry which form part of
the Primary Highway Maintenance Contract with Ledcor Industries

4 Letters re. SH 806 from north of Linden to SH 583
On March 13/97 the M.D forwarded a letter to Alberta Transportation and Utilities with
the minutes prepared by Mr Colin Stroeder, Torchinsky Engineering Ltd., of the March
6/97 meeting between the M.D , Alberta Transportation and Utilities and Torchinsky
Engineering Ltd to discuss the SH 806 project The M.D also requested to be present
when Alberta Transportation and Utilities re inspect of this road
Under date of March 24/97, Alberta Transportation and Utilities has forwarded both the
M.D and Torchinsky the lasted FWD testing information and advise they will inform the
M.D when anoint inspection could take place
Mr Hoff reported this road project had been reviewed with the new Minister of
Transportation, Mr Walter Paszkowski, and the new MLA, Mr Richard Marz at the
AAMD &C Spring Convention
The Executive Committee discussed the possibility of having the local ratepayers send a
letter to their MLA, supporting the M.D s position for a 10 metre road width for SH 806

Hills /Trochu area would impact the traffic volumes on this road

5 Andy Nakaska re. Triple Ch,irgei Offer
Mr Nakaska had met with Council Feb 25/97 at which time he had offered to install at no
charge, on a trial basis, a triple charger device, on a M.D gravel truck and requested fuel
consumption results be compared with another gravel truck using the same haul routes It
was noted a specialized oil charger was required to be used with the triple charger

Mr Al Campbell Dar's gift store, Three Hills, has offered to purchase the old M.D cash
register, which is at the Weich shop for $25 00

S. Request froill 1 111den Soccel Club
Mr Dean Wolf of the Linden Soccer Club has advised this club wants to develop a new
soccer field south east of the Linden school This soccer field would be partly on school
land with the village of Linden donating the balance of the land The soccer club has
requested the M.D donate the equipment to assist with the development of this soccer
field

9 AB Municipal Affairs Overview of Proposed 1997 Spring Sitting Legislation
Iris Evens, Minister of Municipal Affairs, has forwarded a list of the proposed
amendments to the Local Authorities Election Act, Municipal Affairs Statutes Act and the
Registries Statutes Amendment Act The Executive Committee reviewed the proposed
technical changes to the Local Authorities Election Act and the other proposed
amendments

10 Municipal Safety Codes Inspection Agency (MSCIA) Correspondence
The MSCIA has forwarded an update on the safety codes fire discipline and the audit
report improvements to the system New application forms have also been received and
copies of this documentation has been provided to Mr Bob Boake and Mr Alex
Cunningham

At the last Council meeting it was reported an invitation had been extended from
Strathcona County to all Alberta Mayors and Reeves to attend the Mayors Luncheon on
May 29/97 in celebration of Strathcona s 35°i anniversary Mr Hoff had indicated he was
unable to attend

12 Stan Schumichei Retirement
At the last Council meeting Mr Hoff reported he had received an invitation to the
retirement party of Stan Schumacher former MLA (Drumheller) Mr Hoff advised he
would bring the invitation to the next meting

14 Three Hills Business Resource Centre
Jackie Anderson, Business Development Specialist, AB Agriculture, has advised another
meeting has been scheduled to discuss some type of Business Resource Centre for Three
Hills This meeting is set for Wednesday April 16/97 at 12 noon in the conference room
of the Three Hills provincial building Attendees are requested to bring a bag lunch
coffee will be provided

15 RejZional FCSS Board
The March 26/97 minutes of the regional FCSS board were reviewed Mr Mic Farrell,
FCSS Director Edmonton Ms Diane Miller, Drumheller FCSS and Mr Ron Lumb AB
Social Services have been invited to meet with this board on May 5/97 to further discuss
all aspects of a regional board Budget information has also been requested for the
various programs that may be eligible for FCSS funding

16. County orMounLlin View A�, Weel( Questionnaire
The County of Mountain View has requested all sponsors of their Agriculture Week
Supper complete a short three question survey, regarding sponsorslup, possible changes
and comments The Executive Committee noted the M.D would be willing to sponsor a
similar event again the program and food were excellent but the public address system
was poor

17. RCMP Business Plan - Letter of Expectation, Three Hills Detachment
Sgt Gene Kowalczyk Three Hills RCMP Detachment Commander has sent a follow up
letter to his Feb 27/97 visit to the M.D office at which time he provided a copy of the
detachments three year business plan The detachment exercises community based

policing services This is the sharing of the delivery of police services with elected
officials and the communities involved to help resolve problems
The Executive Committee discussed the possibility of being requested to contribute to the
policing costs of the area along with the need to get support for road ban enforcement
Executive Committee recommends to accept and file.
18 Kneehill Women's Conference Thank You Card
Mrs Joan Metzger, Chairlady Kneehill Women's Conference, has sent a thank you card
for the use of the M.D s council chambers and the M.D 's sponsorship of the hall rental
for this event

19 Mt. Vernon Watei Co op Request
Mrs Deak briefly left the meeting and returned to advise Mr Paul Van Doren, Mt
Vernon Water Cc op was in the office requesting copies of the M.D 's backsloping and
crop damage agreement and utility right of way agreement be downloaded onto a
computer disk to be used by the Cc op for their water project
Executive Committee reconimencls this request be taken to the next Council meeting
Mrs Deak then left the meeting briefly and returned to advise Mr Van Doren, when
informed of the Executive's recommendation, indicated he did not want this matter
referred to Council and had cancelled this request
20. Newspaper article re NI D 's of Rocky View and Foothills Compete for Hog

An article in Calgary Herald reports the M.D 's of Rocky View and Foothills were both
planning on malting proposals for the Maple Leaf Meats hog processing plant to locate in
their municipality
Executive Committee reconiniends to accept and file anal further a copy of this article
be available to any Councillor requesting same.

21 Council Minutes
The March 25"', 1997 minutes were edited for publication in the newspaper
