HomeMy WebLinkAbout1997-03-19 Council MinutesEXECUTIVE COMMITTEE REPORT - March 19th 1997 The Executive Committee of Otto Hoff and Glen Wagstaff met on Thursday March 11 `h, 1997 at the M.D of Kneehill office to Three Hills, commencing at 9.20 A.M Mr Lonnie McCook, Public Works Superintendent and Mr John Jeffery, Administrator were present Mrs Jennifer Deak, Assistant Administrator, was also present and recorded the minutes The following items were reviewed 1. Letter from town of Three Hills re Sharin Public Works Staff and Equipment Mr Jack Ramsden, town of Three Hills, has invited Mr Jeffery and Mr McCook to a meeting to discuss possible sharing of public works services including renting equipment (both with and without operators), having the M.D shop contract town vehicle maintenance and repair point purchasing of certain supplies such as crack filler and salt, and snow removal Mr Jeffery requested direction regarding the M.D s current policy regarding equipment rental to towns and villages Concerns were raised regarding non M.D employees operating M.D equipment and scheduling for equipment use especially snow removal, where both the M.D and the town may require these services at the same time Executive Coninuttee recommends Mr Jeffery and Mr McCook meet with Three Hills to discuss and obtainanre information regarding this matter 2. Letter ftom town of Three Hills re 1996 Property Taxes on Weich Shop The town has requested the M.D reconsider full payment of the 1996 taxes on the Weich Shop The M.D billed the renter $749 61 for 1996 taxes (Jan Mar), based on an estimate received from the town The town notes the M.D did not inform them it was leasing the building for Nov and Dec /96 and feels it is unfair t penalize the town because the M.D did not invoice the renter for the taxes The town did not invoice the M.D for the 1996 taxes and feels they are payable for that portion of the year the shop was leased The town requests the M.D to pay the balance for the 1996 taxes in the amount of $631 08 (total taxes for the rental period in 1996 totalled $1 398 84) Tin t d 6zC'a 1 of /YI„umcs m,. m -,-. Adams Trucking, for this amount 3 Dedul Request for Sand Bags for residence Pt NW 24 29 24 -W4 Mr McCook reported he had received a call requesting the M.D provide sand bags for the Steve and Joanne Dedul residence at the above noted location The house is built in the 1 100 year flood plain and the owners were required to acknowledge as a condition of the development permit the potential of flooding and that any development is at the applicant's own risk and the municipality is absolved of future responsibility It was noted the M.D does not have sand bags, the city of Drumheller may have sand bags and that AB Disaster Services should be contacted for information Mr Wagstaff expressed concerns about the possibility of flooding in the hamlet of Huxley Mr McCook noted the public works crew had done some ditch work in Huxley to address this concern Executive Committee recommends the MD. find out where sand bags can be obtainedP and advise Mrs Dedul of same, the M D contact AB Disaster Services to see if the Z" <Wtr Z municipality can acquire sand bags, the M D respond to Mrs Dedul, in writing, including in this letter a notation of the acknowledgement to the potential for flooding as indicated on the development permit, this matter be referred to Council for further discussion C: /MD /Minute /EC.doc Page 1 3 EXECUTIVE COMMITTEE REPORT - March 19t" 1997 4. AB Agriculture letter re. New Hog Processing Facility Site Search Mr Lou Normand Acting Director, Processing Industry Division Agriculture, Food and Rural Development, has advised a U S engineering/consulting, group on retainer with Maple Leaf Meats, has requested his department coordinate, in their behalf, the distribution and collection of proposals for a new hog processing centre in western Canada Maple Leaf Meats is proposing a facility for a hog processing operation involving slaughtering cutting packaging and distribution of pork products, production is anticipated at 50 000 hogs per week 1 500 full time jobs Mr Normand is soliciting proposals from communities within Alberta that meet the requirements for labour, transportation water supply, etc The deadline for proposals is March 26/97 A list of criteria has been provided The Committee discussed possible partnering arrangements with adjacent municipalities to prepare a proposal Mr Jeffery placed calls to Drumheller and Three Hills to discuss this potential economic development opportunity Executive Conunittee reconiniends a letter be sent to AB Agriculture advising the M s'gwF• /`z °f D of Kneehill may be interested in looking into a partnership to submit a proposal but, m "J� --5 because of the time lines, ivill be unable to prepare a proposal before the deadline. The Committee further reconintended this item be placed on the Council agenda for further discussion 5 AAMD &C Spring Convention Mr Jeffery reported he had spoken to Mr Larry Goodhope about the sessions offered at this convention and has changed his session choice to the forestry session Also, the AAMD &C had cancelled Mr Marz s room reservation but Mr Jeffery, after consultation with Mrs Marz, had reinstated Mr Marz s room reservation Executive Comnuttee recommends approval to reinstate the MD. 's room reservation, for the AAMD& C Spring Convention, for Mr Mari. 6 Dec 31/96 Water Summary Mr Jeffery reviewed the water and sewer financial accounting for the year including the water rate recommendation, resulting from this financial accounting. It was noted the town of Three Hills has been requested to provide a complete costing for the Equity water system for the 1995 and 1996 years Executive Committee reconunends the following water rates, effective Jan 1/97 H_ uxley - water rate charge be changed front $4.25 per 1, 000 gallons to $3 25 per 1, 000 gallons plus $3 50 per month meter charge, payable over sixty months (commencing Jan 1/97) Iiniborne - ivater rate charges to remain at $6.00 per 1, 000 gallons Swahvell - water rate charges to be changed front $3 13 per 1, 000 gallons to $3 25 per 1, 000 gallons. Equity - water rates remain at $4.00 per 1, 000 gallons to he reviewed upon receipt of system costing from the town of Three Hills 7 Tax Cancellation Request - John Neufeld NE 10 31 25 W4 7� Ac✓i�p Mr Neufeld has advised the mobile home on his property was removed during the summer of 1996 and has requested the assessment and taxes for this mobile home be removed for the 1997 tax year Mr Dunay the assessor, has recommended the 1997 taxes be cancelled noting this notification was received too late to change the 1997 assessment roll The taxes for 1996 were $249 00 Ink ae m Awna F� Executive Committee recommends this request be dealt with by the Court of Revision. Zk ,e 7X 4wa.. -044 C: /MD /Minute /EC.doc Page 2 0 0 �k EXECUTIVE COMMITTEE REPORT - March 191h 1997 8 Kevin Haller S.T.A R.S Golf Tournament The committee for the Kevin Haller STARS golf tournament has inquired whether the M.D would be sponsoring a golf hole again this year (cost $300 00) and also have requested the M.D purchase the golf cart for the STARS Committee and invoice the Committee for same Mrs Deak explained by having the M.D purchase this golf cart, a GST rebate could be claimed and the net cost would be the actual cost plus 3 %, with 3% representing the net GST cost to the M.D Executive Committee recommends the MD. sponsor a golf hole for this golf T tournament and further the M D purchase the golf cart for the STARS Committee and invoice this Committee for the net cost of same 9 TrailNet Alberta The Alberta TrailNet Society is a charitable organization dedicated to the development of a network of linked recreational corridors and greenways for walking, hiking, skiing cycling etc throughout Alberta with a focus on coordinating the development of the Trans Canada Trail in Alberta The organization has requested a map or description of any publicly accessible, marked and maintained trails in the area to help complete the provincial inventory Executive Committee recommends a map highlighting any trails be forwarded to this organization 10 Richard Marz Resignation Reeve Richard Marz has forwarded a letter to Deputy Reeve Ho6f and CAO John Jeffery advising, as the result of the recent provincial election in which he became the new MLA, he is tendering his resignation as Reeve of the M D of Kneehill effective immediately Mr Marz states it has been an honour for him to have served the community in the capacity as Councillor and Reeve for the past 16 '/z years and he looks forward to working with us in a different capacity in the future and wishes all the best in keeping the M D of Kneehill in a leadership role in the province of Alberta Mr Jeffery noted Mr Marz is the longest serving Division 4 Councillor with a total of 16 '/Z years service of which 8 years was as Reeve Policy 3 10 Councillor Retirement Gift, provides for a gift equivalent to the sum of $300 00 per year of service on Council to each retiring Councillor Mr Marz entitlement as per policy, would be $4 950 00 �"o.,Z OF Executive Committee recommends a $5, 000 00 gift entitlement for Mr Marz, as per Mwo>ss policy, and place Employee Policy 7 -11 on the Council agenda for reweiv 642p, s of In i mj cK /6WED 11. AAMD &C Survey Results re Computer Software & Operating Systems F� The AAMD &C has forwarded the survey results on municipal computer software vendors and operating systems Many municipalities use Bellamy and comments regarding customer satisfaction vary from satisfied to expensive Executive Committee recommends to accept and file. /C' ; 12 M D Proposed Recreation Policy The village of Carbon has responded to the M.D 's proposed recreation policy and state they have no problem with the method of calculation for distribution of recreational funds at this time but are not interested and will not participate in the concept of a regional recreation board A 1996 revenue and expense statement for the Carbon swimming pool has also been received The other responses received form the towns and villages were reviewed Acme has agreed in principle with the M.D 's proposal and has provided their financial statement for the Acme swimming pool C: /MD /Minute /EC.doc Page 3 0 EXECUTIVE COMMITTEE REPORT - March 191h 1997 Three Hills has agreed and is requesting a three year agreement, reflecting this position, be prepared as soon as possible Linden is basically in agreement and suggests the minimum recreation policy be dropped from $2 50 per capita based on urban population to $2 00 per capita based on both urban and rural population The Executive Committee noted the M.D s position is towards one region not several recreational areas Trochu has accept the proposal providing the words "whichever is the lessor amount" be deleted from the proposed policy and providing the calculation does not include the Trochu swimming pool which is under a separate agreement Torrington has not commented on this proposal but has sent a letter listing all the non monetary support the villages gives to the Torrington arena (copy of this letter was given to each Councillor last meeting) Executive Committee recoi n lends "whichever is the lessor" not be deleted form the M D. 's proposed policy, as requested by the town of Trochu, letters requesting the 1996 financial information for the arena and pool facilities be sent to those towns and villages that have not provided this information, the recreation grant be calculated, subject to current principles, and this calculation be presented to Council for review 13 E911 Services The following responses to the M.D s March 5/97 letter regarding this service has been received Linden agree the decision of the majority ofjurisdictions should prevail and have accepted the Red Deer E911 proposal Torrington have agreed to Red Deer E911 basic call forward service Carbon have agreed to Red Deer E911 call answer service Executive Committee recommends to table this mater until the first meeting in April Sp.2 unless all responses are received prior to this date. 14. M.D of Clearwater letter to AAMD &C re Assessment Regulation Review Committee The M.D of Clearwater has written to the AAMD &C suggesting their Executive review with the Association membership at the Spring Convention, the matter of disclosure, regarding the AAMD &C's position on the Assessment Regulation Review Committee Executive Committee recommends to accept and file. Letter from AAMD &C re. 1997/98 Proposed AAMD &C Membership Fee Formula The AAMD &C has proposed the 1997/98 fee membership schedule remain the same as the previous year that being a flat fee of $2 000 00 plus a variable fee of $5 20 per million of Equalized Assessment below $2 billion and $1 20 per million of Equalized Assessment above $2 billion The M.D s 1996 membership fees, based on $552 523 80100 of equalized assessment was $4 873 12 Executive Committee recommends to accept and file. Letter from Hesketh Community Hall re: M.D. Recreation Grant The Hesketh Community Hall Association has requested the M.D reconsider giving the community hall a yearly grant to help defray operating costs Executive Committee recommends a letter be sent to the Hesketh Community Hall 4V 7, Association explaining the M.D recreational grants and advising which community associations currently receive these grants CIMD /Minute /EC.doc Page 4 0 0 EXECUTIVE COMMITTEE REPORT - March 19th 1997 17. Letter from AB Municipal Affairs re 1997 Population Affidavit AB Municipal Affairs advises an official census must be undertaken between April 1 - June 30 1997 The 1996 federal census data will be available late May and will be used if a municipality does not conduct a census The population affidavit must be submitted to AB Municipal Affairs before Sept 1/97 Executive Committee recommends the M D. use the 1996 federal consensus data to complete the 199 7 population affidavit for AB Municipal Affairs. 18 Letter from town of Three Hills re Three HMIs Airport The town of Three Hills has advised it will assume the treasurer position for the airport, is unable to handle the airport manager position and will no longer provide secretarial support Mr Wagstaff advised he attended the Airport Commission meeting Mar 18/97 and the Commission has established a committee comprising of Ken Dawomk, Jim Hanger and Arlin Koch, to decide on a manager Ken Baker and Keith Smith had both indicated a willingness to assume this position It is expected the manager will act as secretary at the Airport commission meetings and record the meeting minutes Executive Committee recommends the M D approve the town assunung the treasurer position for the Three Hills Airport and all treasury documentation for the airport be delivered to the town and further, the M D continue to inake the operational decisions for the airport until such time the manager position is filled 19 Letter from County of Mountain View re Pork Incentive Growth Strategy P.I.G.S The County of Mountain View has forwarded the concerns expressed by a group of area residents regarding a recent application for a 4,200 sow farrow to wean operation Mayor concerns include water usage, contamination of ground water, air contamination and quality of life Mr Dunay the M.D 's assessor has made the following comments to this documentation 1 Set backs for small operations should not be the same as for large operations 2 Break off point could be around 1,000 sow farrows 3 Small operations do not use the roads anymore than a large grain farmer 4 Are we worried about feedlot operations turkey chicken, etc ? 5 Are these scrutinized as much as the hog operations? They all use water, roads and all need holding tanks 6 All these operations are assessed the same way (i e. residence only) 7 The municipality could put a minimum tax on intensified operations say so many dollars per 1,000 head operation and have a progressing scale It was noted Olds College is hosting a one day swine manure management seminar on April 1/97 It was further noted the AAMD &C Spring Convention is from Mar 31 April 2/97 W1 r,� v,'�-,, lk� >A /5 0 - At- C'.4,J A& Co.'&A-Aw Executive Committee recommends to accept and file and further all non councillor members of the M D 's Municipal Planning Conunission and Subdivision and /^�ro Developnient Appeal Board be provided ivith the information regarding the April 1197 swine manure management senunar being hosted by Olds College. 20.
