HomeMy WebLinkAbout1997-01-23 Council Minutes016 Fl-& &F,, p. 14..2 os lnw res EXECUTIVE COMMITTEE REPORT - January 23rd' 1997 The Executive Committee of Marylea Lowen and Richard M Vickery met on Thursday January 23`d 1997 at the M.D of Kneehill office in Three Hills commencing at 9 05 A.M. Mr John C Jeffery, Administrator and Mr Lonnie McCook, Public Works Superintendent were present Mrs Jennifer Deak, Assistant Administrator was also present and recorded the minutes The following items were reviewed 1. Viability Data Mr Jeffery reviewed viability data he had prepared, comparing the revenue and expense per capita for the M.D and the towns and villages within Kneehill s boundaries The M.D 's revenue per capita is $20 63 and expenses per capita is $18 17 compared to the provincial average for municipalities, of $13 81 and $12 06 respectively The Executive Committee recommends to accept and file as information and further revieiv upon completion of the viability study. ` Mr McCook entered the meeting time 9.20 A.M 2. Waiax/Chamyion tour The Wajax/Champion facility tour agenda item was tabled at the July 23/96 council meeting pending further information The Executive Committee recommends this item be filed. 'i l 3. CP Abandoned rail bed hamlet of Hesketh N1 /2 -12 29 22 -W4 Last October the M.D requested permission from CP Rail to use the rail bed at the above location The M.D was proposing to install a culvert to provide access to some area residents CP Rail has now advised there is currently a lease on this property and notes another option would be to purchase the land However CP is not marketing this property for sale Mr McCook further elaborated on this matter, noting Mr Les Evans, • NW 7 29 21 W4, has taken out a building permit and plans to build his residence in the valley and has requested the M.D provide access Mr McCook noted the house location, on the coulee edge, makes road building difficult and even unrealistic - the terrain is a problem and would requiring engineering prior to any construction work. It was noted the M.D was not responsible to provide access, the M.D was responsible for the approach and, if a road was built on the undeveloped road allowance, the M.D would be responsible for the maintenance of the road A discussion followed on M.D policy /past decisions on similar situations exceptions to this policy and the possibility of imposing restrictions /conditions on the building permit to address these types of situations The Executive Committee recommends a policy be adopted that the M.D will pay fifty per cent of the costs, to a maximum of $15,000 00, to build a road, to M.D. standards, on undeveloped road allowance for a ratepayer and further these road construction i costs be included in the M.D. budget, the work be undertaken by a bid contractor, and further this policy be included as an addendum to the planning and development j process 4. Request for "No Parking" Sign Darren Cummins and Sharon Hargreaves have requested a "No Parking' sign be placed in the alley on the north side of the Wimborne store Some drivers accessing the store, are parking their vehicles in such a manner the alley and access to residents driveways and garages is blocked Mr Vickery advised the Wimborne store is now closed C:/MD/Minute/EC.doc Page 1 016 Fl-& &F,, p. 14..2 os lnw res EXECUTIVE COMMITTEE REPORT - January 23rd, 1997 C:/MD/Minute/EC.doc Page 2 The Executive Committee recommends a letter be sent to Mr Cummins and Ms Hargreaves inquiring whether their access problem has been alleviated now the store is • closed 5. Letter from AB Environment Protection re. Hunting Season for Moose The Wildlife Management Branch of AB Environment is considering having a hunting season for moose in wildlife management units (WMU) 210 and 158, which is partly in the M.D of Kneehill (area south of SH 587 and SH 585) because of the growing moose population concerns regarding moose damage to fences and accidents involving these animals The proposed hunt would be a limited entry draw The Wildlife Management Branch is requesting any concerns to this proposal be directed to the Fish and Wildlife office in Drumheller The Executive Committee recommends no concerns with this proposal and to accept and file. F 6 Kathy Parker - request for deer warning signs Mrs Kathy Parker has requested deer warning signs on the north side of the Clarence Brosseau residence Mrs Parker's vehicle hit a deer at this location It was noted the deer tend to travel to locations where they can feed from grain piles hay or alfalfa bales left in fields It was noted this is a prevalent widespread problem this winter due to the weather conditions and amount of snow on the ground !' The Executive Committee recommends no action be taken. 7 Rail track Maintenance i! Mr McCook reported he had received several concerns regarding the snow build up along side the rail tracks The M.D had contacted the railway company who have advised their maintenance crews will be in this area next Tuesday or Wednesday to address these A POS #� concerns The rail company does not want the M.D to undertake this maintenance Ar . Water Well Survey - Progress Report Jan 15/97 The PFRA/Kneehill water study should be completed by the end of February A portion of the north east of the M.D is unfinished The Executive Committee recommends to accept and file F� 9. Loan to Kneehill Housing Corporation Mr Barry Sjolie, Brownlee Fryett, has advised the correspondence received from Mr Brian Magee AB Municipal Affairs, confirms the Kneehill Foundation is a not for profit society under the Alberta Housing Act However, neither the incorporating documents for the Kneehill Housing Corporation nor the Alberta Housing Act talk in terms of the management body being a not for profit corporation Mr Sjolie noted he is of the opinion there is a very good argument that the Kneehill Housing Corporation is a non profit organization within the definitions contained in the Municipal Government Act, which the M.D could loan money to, under Section 264, provided all other required issues have been satisfactorily dealt with C:/MD/Minute/EC.doc Page 2 i i LI EXECUTIVE COMMITTEE REPORT - January 23rd, 1997 The Executive Comnuttee recommends the Kneehill Housing Corporation and the M.D. representative to the Kneehill Foundation he advised neither legislation that established the management body defines the management body as a not-for-profit organization but the M D feels reasonahiq confident it can loan the money to the Kneehill Housing Corporation, subject to meeting the other requirements (advertising, etc ) contained to the Municipal Government Act 10. Alberta Economic Development Authority - Economic Strategy, Building on the Alberta Advantage A copy of the above noted document has been received The document sets out directions for Albertans to capture economic opportunities and advocates building on Alberta's established strengths in such areas as energy forestry, agriculture and tourism The Executive Committee recommends to accept and file. Mr McCook reentered the meeting time 10 35 A.M 11. Three Hills Recycling Society Mr McCook reported the M.D shop had inspected the Three Hills Recycling Society s truck and advise the motor in this vehicle needs replacing and have recommended the vehicle is not worth repairing The motion regarding this matter was to have the shop look at the truck and repair same if feasible and reasonable to do so Mr McCook further noted the M.D currently has no excess road worthy vehicles to its fleet to offer the Recycling Society The Executive Committee recommends the Three Hills Recycling Society be advised the M.D shop has inspected their truck and it is not reasonable nor feasible to repair this vehicle Mr McCook left the meeting time 1045 A.M 12. AAMD &C letter re. Canada Alberta Agri Infrastructure Program (CAIP) At the Fall AAMD &C Convention a resolution to support the use of $4 milhon in CAIP funds for research and development efforts related to commercialization of agricultural products was defeated in favour of placing the highest priority on utilizing the available CAIP funds for rural road infrastructure The AAMD &C conveyed this decision to the Hon Walter Paszkowski Minister of Agriculture, Food and Rural Development Mr Paszkowski has responded, noting he respects the decision of the AAMD &C delegates is disappointed with the decision and is of the opinion we are missing an opportunity to strengthen Alberta s economy The Executive Committee recommends to accept and file. 1.3. Central Alberta Regional Economic Development Cooperative Update An update on the activities of this cooperative has been received It was noted the M.D is not a participant in this organization. The Executive Comnuttee recommends to accept and file. 14. Drink Smart Canada Campaign Paul Szabo MP Mississauga South, has requested support in principle for a national public education and awareness campaign called Drink Smart Canada to promote C:/MD/Minute/EC.doc Page 3 GE772r- 5: F� 'r+�teac N�us FI_-II Fes' N • L] L� EXECUTIVE COMMITTEE REPORT - January 23"1, 1997 responsible use of alcohol and health labels on alcohol bottles /cans Mr Szabo has forwarded a poster, list of current supporters letter of support in principle and resolution adopted by council The campaign is seeking corporate sponsorship, the campaign has already received support in principle from over 500 municipalities The Executive Conunittee recommends to accept and file. 15 E911 Update The Red Deer Advocate has reported the Red Deer E911 dispatch will be hooking up to a new 911 communications system provided by Telus, on Feb 19/97 Four additional dispatchers have been hired for the E911 dispatch service The system has a 94 5% response rate for answering calls before two telephone rings More than 40 municipalities have signed onto the Red Deer dispatch service Drumheller and Badlands are expected to hook up in March Mountain View including Olds, Sundre and Didsbury, in April, the County of Red Deer in September, the municipalities of Clearwater and Stettler, including the towns in the municipalities, are looking to joining later this year; and the County of Ponoka and town of Rimbey do not have a starting date yet Mrs Lowen noted an E911 update could be provided at the Divisional Meetings The Executive Committee recommends to accept and file and an update he provided for the Divisional Meetings 16 FCM letter re. Infrastructure Program Campaign The FCM is calling upon municipal governments across Canada to loin a national campaign to persuade federal territorial and provincial governments to renew the municipal infrastructure program and to this end has supplied templates for resolutions, letters and advertising The Executive Comnuttee recommends to accept and file 17 1997 Tax Sale A date of October 28/1997 at 1 00 P M has been recommended for the M.D 's 1997 tax sale The Executive Comnuttee recommends approval of this date for the 1997 tax sale 18. Drumheller & District Solid Waste Management Association 1997 Requisition The 1997 requisition from this organization has been set at $18 41 per capita for a M.D total requisition of $86,767 This represents a 3 78% increase from the 1996 amount of $17 74 per capita (M.D total $83,610 ) The Executive Comnuttee recommends to accept and file and this information he provided to the Budget Comnuttee. 19. Braconnier Park Mr Wayne Pedrtni AB Environment, Badlands District Office, has advised the transfer of the Braconmer Park to the M.D of Kneehill has been initiated The Executive Comnuttee recommends to accept and file. 20. Kidney Foundation March Residential Campaign The Kidney Foundation will be conducting its annual Residential Campaign in March 1997 and has requested permission to canvass the Huxley area between March 1 31/97 The Executive Committee recommends approval of this request. 22. Assessment /Assessor Survey Mr Jeffery reported he has looked at every assessment from every M.D and County in the province and can find no common denominator to fudge how many parcels, cost or whatever an assessor is capable of handling One assessor does 1 000 parcels in the M.D of Opportunity whereas another assessor handles 14,200 parcels in the M.D of Forty Mile Net cost per assessment code ranges from $2 06 to $15 27 in the province The M.D 's cost of $4 77 per assessment code is the 5`h lowest in the price in the survey of 19 municipalities Mr Jeffery advised he had forwarded the survey data to Mr Ross Rawlusyk, M.D of Starland, for his review and comments The Executive Committee recommends to table this information pending comments from Mr Rawlusyk. 23 AB Tourism Partnership 1997 Events Organizer ABIournsm Partnership will be publishing a complete Alberta events listing for 1997 has requested information regarding upcoming events The Executive Committee recommends to accept and file. 24. AAMD &C letter re. Assistance for Snowed Under Crops The AAMD &C has provided information regarding the availability of assistance to farmers with snowed under crops The Canadian Wheat Board has a special program, under its Cash Advance policy to provide interest free advances (up to $15 000 00) for snowed under crops AB Transportation & Utilities offers a Remote Heating Allowance, which will rebate up to 25% of propane costs, to a maximum of 4,000 gallons (18 185 litres) per year The Executive Committee recommends to accept and file. We're still talking and seeing what costs would be and the feasibility of this 12 The gravel trucks are down in the cold weather but the graders and plow trucks have been going so we can catch up with the drifting the wind has been causing 3 Information The town of Three Hills had a water line break on Sat and phoned us to bring down our hoe around 4 00 The temperature was -40 degrees and none of the contract hoes in the country would start or would run I had Miles start our hoe and warm it up and I called an operator in to run it It was so cold that the hydraulics wouldn t work and we had a tough time breaking the tracks I told the operator to °` In'orwx forget it that we weren't going to toast $16,000 00 worth of hydraulic pumps and take out drives on the tracks So we'll probably be in the bad books with the town once again for not doing their work I've been getting some calls about the railway crossings in the M.D and how they're built up with snow causing a hazard with vehicles The M.D has no authority or .SmP. a 4-10 of 4,,�Was. permission to clean the crossings. We've talked to the railway about this, and they are supposedly to have a machine in the area tlus week There is nothing we can do on these privately owned crossings but tell people to slow down or go around V61vt
