EXECUTIVE COMMITTEE REPORT - October 17th 1996
e Executive Committee of Otto Hoff and Robert Boake met on Thursday, October 17th,
96 at the M.D of Kneehill office in Three Hills commencing at 9 00 A.M. Mr Lonnie
;Cook, Public Works Superintendent was present and also Mrs Jennifer Deak Assistant
ministrator, who recorded the minutes
following items were reviewed
Resource Road Improvement Program - Buffalo Jump Road
AB Transportation & Utilities has advised the M.D s application for funding, under the
Resource Road Improvement Program, for the base and double chip sealing of this road
did not meet eligibility identified traffic volumes and percentage of trucks do not meet
program criteria
The Executive Committee recommends to accept and file as information and further
discuss this matter with the Minister of Transportation, in November, at the AAMD& C
convention.
Bearspaw Petroleum - Surface Lease Renewal SW 3 30-21-W4
Bearspaw Petroleum has recommended a renewal rate for this surface lease of $1800 00
per annum, with a five year renewal Previously, the M.D had recommended $2,500 00
per annum, reviewed this amount to $2,200 00 per annum upon receipt of information
from this company regarding similar lease operations in the area
The Executive Committee recommends this lease be renewed at $1,800 00 per annum,
with a five year renewal
3. Palliser Pipeline Project
The Palliser Pipeline Project is a joint development of PanCanadian Petroleum Ltd and
Westcoast Energy Inc to design, construct and operate a natural gas gathering and
transmission pipeline system in southern Alberta and southwestern Saskatchewan This
will provide competitive transportation for expanding North American natural gas
markets, in response to growth in downstream capacity (Foothills/Northern Border, Trans
Canada) Palliser anticipates submitting an application for the approval of the proposed
facilities to the National Energy Board (NEB) by mid November 1996
Mr Alex Cunningham, Development Officer attended a meeting on Oct 10/96 to review
this plan, economic impact and time line This pipeline route begins at the Sharples gas
plant travels to Redlands gas plant then east to the Saskatchewan border Palliser has
requested a letter of support for this project from the municipality
The Executive Committee recommends a letter supporting this project be sent to ���� S.�y
Palliser Pipeline Project.
4 M.D. of Starland letter re. Commercial Signage Proposal
The M.D of Starland has sent a letter to Mr Cory Campbell, Drumheller Regional
Chamber of Economic Development & Tourism, advising Starland is of the opinion this
Chamber should be the coordinating agency for the community business signs in the
Drumheller area as it has a direct connection to the local business community and as
several different municipalities are involved a common agency would allow for the
coordinated delivery of service ensuring costs and regulations are consistent

5. Magazine article re: M D of Bighorn investments
Mr Rick Vickery has forwarded an article regarding this municipality's unsecured
investments and possible councillor liability for same Mrs Deak also reported on the
article in the Red Deer County News, regarding the theft and fraud of municipal funds by
the former controller
The Executive Committee recommends copies of these articles be given to each
councillor
6. AB Municipal Affairs - Taxation of manufactured homes in mobile home narks
The Municipal Government Act now allows a municipality to give notice and pass a bylaw
making the owner of each manufactured home park liable for the property taxes on all the
homes in the park These park owners object to a municipality having this power and a
committee of stakeholders has been formed to address the option of allowing a
municipality to retain this power or no longer allowing the municipality this power A
questionnaire and comments on these two options has been requested The Executive
Committee noted this situation is not applicable to the M.D

The Executive Committee recommends this questionnaire be returned indicating there Q s*-w,44' o
are no manufacturer) home parks in the municipality
j, 7. Palliser Tradnet
Mr Darwin Durnie, city of Drumheller, has forwarded the route maps for the proposed
Carbon to Finnegan Trailnet No covering letter was received with this information
booklet
The Executive Committee recommends to accept and file as information.
8 Third Annual Physician Recruitment Fairs
AB Municipal Affairs has advised the Rural Physician Action Plan is sponsoring
Recruitment Fairs in Calgary and Edmonton on Oct 31/96 and Nov 2/96 respectively
The Executive Committee recommends to accept and file
9 Saba Energy - request for tax settlement Roll #6849600 - Pipeline
Saba Energy owes a total of $1,09105 for current and arrear taxes and penalties from
1992 to 1996, total taxes 1992 1996 = $77138 and penalties = $319 67 This company
has advised, for the last few years it has been passing through financial difficulties and
proposes to pay a settlement package of $308 55 which represents 40% of the taxes
The Executive Committee recommends this proposed settlement package be refused
and the company advised there will be no negotiation on this matter and the current
total taxes and arrears in the amount of $1,09105 are outstanding on this tax roll
10 Veterans' Week November 3 11/96
Prime Minister Jean Chretien has declared Nov 3 11196, Veterans' Week in honour of all
our veterans and peacekeepers and encourages municipalities to declare this "special
week' in their communities
The Executive Committee recommends to accept and file.

11 Request for tax penalty cancellation - Mike Stahl Roll #2105030 Plan 1/8710273
Further to the Sept 19/96 Executive Committee #10, regarding the request for penalty
cancellation in the amount of $37 53 by Mr Stahl a memo has been received from the
Linden post office advising of their mail procedure The mail received after hours on
Friday Aug 30/96 was date stamped Sept 3/96, this being the following business day This
is the normal procedure of the post office Had the post office been made aware of time
sensitive materials, it would have date stamped the envelope Aug 31/96 and Sept 3/96
The post office notes, Mr Stahl has advised his tax payment was mailed Aug 30/96 in the
outside letter drop box, however the post office cannot confirm this

12 Linden Benevolent Society - letter to AB Municipal Affairs
The Linden Benevolent Society has written to AB Municipal Affairs listing some of the
reasons why they feel it is inequitable to be taxed for education taxes on their senior home
facility in the village of Linden The society notes it does not receive any government
funding and is taxed to support the Golden Hills Lodge in Three Hills and such tax
burdens may cause undue hardships on the users of this facility, forcing them to find
government subsidized accommodations

13 911 Service Options
Responses have been received from Acme and Trochu regarding the options of providing
911 service as outlined in the M.D 's Aug 29/96 letter
Acme's option is for the system to remain as is, that being the M.D s second priority
option Trochu. has adopted, in principle the same priorities as the M.D
The Executive Committee recommends to table this matter until responses are received
from all the towns and villages in the municipality tt
14. Cash in Lieu Policy
Some responses have been received regarding the M.D 's Sept 30/96 letter requesting
information, from jurisdictions in the Golden Hills Regional Division #15, about cash in
lieu to the school authority Palliser Regional Municipal Services has responded, on behalf
of Drumheller, Trochu. Linden, Acme and Carbon and advises these jurisdictions have no
specific policies regarding cash in lieu of reserves, it is certainly not a standard practice to
request reserves or cash in lieu in all situations if the school division has a problem with
us not requesting reserves that they feel are required then they have the right of appeal
pursuant to Section 678(1) of the MGA. Palliser further recollects two subdivision
applications where Golden Hills requested cash in lieu of reserves that were not
considered necessary, and were ignored, neither decisions were appealed by the school
authority The village of Hussar advises, at this time it has no policy nor provision
regarding cash in lieu to the school authority Wheatland County advises it has not taken
any cash in lieu on any subdivisions since 1978, when the provincial government exempted
first parcel out from reserve allocation The county does anticipate adopting a formal
policy on reserves as required by the MGA, however, specifics of when this will happen
have not been developed Mrs Joyce McDonald, village of Linden, has advised the village
has no policies but would be interested in what other jurisdictions do and requested she be
provided with tlus information

The Oct 8/96 minutes were edited for publication in the newspaper
The Executive Committee recommends the minutes, as edited by the Committee, be
published in the newspaper
The Executive meeting then adjourned time 10 30 A.M
