HomeMy WebLinkAbout1996-09-05 Council Minutesi N Equ EXECUTIVE COMMITTEE REPORT - September 5th, 1996 The Executive Committee of Richard A Marz and James M Hanger met on Thursday, September 5 "', 1996 at the M.D of Kneelull office in Three Hills, commencing at 9 10 A.M. Mr Lonnie D McCook, Public Works Superintendent was present and Mrs Jennifer Deak, Assistant Administrator, was also present and recorded the minutes The following items were reviewed 1 Canning Stockpile SW 5 -30 22 W4 Mrs Sylvia Holsworth has written a letter advising this stockpile site was cleaned up last fall and she has not yet received the $50 00 per acre general land damages, payable upon termination of the lease The letter also noted the site was sprayed for weeds last year by the M.D but this year the Holsworths had to spray the site for Wild Oats The letter requests reimbursement for this spraying in the amount of $60 00 (3 acres @ $20 00) plus general land damages Mrs Deak reported Mr Thomas was not aware he was to spray this area in 1996 and further the area has been seeded It was also noted the Road Committee had inspected this site and received approval to write off the stockpile The Executive Committee recommends a letter be sent to Mr & Mrs Holsivorth apologizing for the oversight in not paying the $50 00 per acre general land damages and a cheque be issued for this amount, and further, an explanation be given why the area )vas not sprayed by the M D in 1996, the agreement )vas for t)vo years spraying only that beinb 1994 and 1995 and further the M D policy is not to spray on seeded lam& 2 Arthurville Protect Mrs Norma Hastie has indicated the following special terms and conditions to the backsloping borrow pit agreement for SW 6 -34 -24 W4 `Take all trees out around school acreage to owner's satisfaction and fill in slough, clean around as best as possible, their is pump hack and pump half way down on southside save ' Mr McCook noted the tree removal is not a problem as dirt from the tree removal could be used to reclaim the stockpile area. Mr Archie Walker, SE 6 34 24 W4 has refused to sign the backsloping borrow pit agreement for this project The Executive Committee recommends a letter be sent to Mr Walker advising him tills project )will be undertaken and the creiv shall stay on the road allowance alongside his property and the ditch )Pill be straight cut on this portion of the project and should, at some future date, Mr Walker require backsloping at this location, it will be at his cost. 3. Town of Trochu letter to Canadian Transportation Agency re. Andrew Frere The town of Trochu has sent a copy of their Aug 20/96 letter to the Canadian Transportation Agency advising they still have an interest in this public crossing, this is a public road and further the town is not prepared to make any improvements to the crossing or the road The Executive Committee recommends to accept and file. 4 AB Environmental Protection letter re summary of meeting with Council July 9/96 Mr Don McCabe, Conservation and Reclamation Inspector, has forwarded a summary of his discussion with council on July 9/96 This includes the changes in the role of the inspector from assessing wellsites sites to auditing companies assessment of their sites, enhanced role for Local Conservation and Reclamation Inspectors (LCRI) - monitoring C:/MD /Minutc/EC.doc Page 1 l";7/7w� -- . C04" OS Sa,s lcl� G"," 0 F Al- ' E Pax - LP.2.of /1iuJelT6S �1oL�� >ee Smarr As P,r. /'w" ? f,1.- Iq N • EXECUTIVE COMMITTEE REPORT - September 5th, 1996 projects, inspections and complaint investigations, the Land Reclamation budget cuts of approximately 30% by the end of the 1997/98 fiscal year Other discussion included reclamation certificate applications for municipal gravel pits, landowner liability for reclamation of oilfield sites operator has full liability and should unforeseen problems arise in the future either the operator or the province is liable for remedial work, amendments to the AB Environmental Protection and Enhancement Act requiring operators of sand and gravel operations in excess of 5 hectares obtain approval for the operations (previously it was 5 acres) Mr McCabe has requested a written response to the proposed changes to the role of the LCRI The Executive Committee recommends a letter be sent to Mr McCabe advising the MD has no problems with the enhanced role of the LCRI 5. Town of Trochu letter re Rural Water Co op North of Trochu The town of Trochu has advised, in certain discussions with the town of Three Hills, and preliminary discussions regarding the town of Trochu tying into Three Hills water it has been suggested the M.D council may be interested in purchasing the town of Trochu. water line from Trochu to the Trochu/Huxley water wells and plant, for a rural water co op north of Trochu The town has requested the M.D advise them whether or not a meeting should be arranged to further discuss this matter The Executive Committee reconunends a letter be sent to Trochu advising there is currently a reliable water system in place to serve the needs of the residents of Huxley, any rumours of the M D 's interest in purchasing their water line is pure speculation at this time, and further the M D has no intention of further expanding water services in this area, nor incurring further costs, until such tune the residents of Huxley require these services 6. Firewood supply options for Keivers Park At the last council meeting a motion was approved to report on options for supplying firewood at Keivers Park The park will require approximately 25 cords of wood for next year and currently only has 5 cords on hand Mr McCook discussed the costs involved for M.D personnel to supply this firewood and recommended a more cost effective source would be to buy this supply and sell firewood at the campground A'5 p, I ov /y - rrEs LC- F� Y, �E The F- vecutive Committee recommends the M.D workforce not be involved in supplying this firewod if it is not cost effective and that the most economical means of KGs map supplying this firewood be sought. Ae' 7a,As F� 7 Municipal Safety Codes Inspection Agency An amending agreement has been received from this agency which is changing its name from Alberta Municipal Safety Codes Service Comnssion to Municipal Safety Codes Inspection Commission It was noted Mr Jeffery had requested Mr Cunningham to review these documents and make a recommendation Mr Cunningham has reviewed and is recommending this amendment be signed A14 The Executive Coninuttee recommends this document be signed and duly executed 8. Prosperity South Annual Meeting in Drumheller Calgary Mayor Duerr has extended an invitation to participate in a meeting on Sept 12/96 in Drumheller to discuss commitment to Prosperity South and economic development The Executive Committee recommends to accept and file. 10. The Institute of Public Administration of Canada This organization has extended an invitation to submit a nominee for the Alberta Lieutenant- Governor's Award of Excellence in Public Administration The Executive Committee recommends to accept and file. 11. FCM letter from President Mr Byron Wilfert, President of the FCM has written a letter updating and outlining some of this organizations activities since their convention in Calgary The Executive Committee recommends to accept and file. 12 Agra Land Surveys Ltd This organization has sent a letter offering its services to municipalities regarding road cancellation procedures, legal surveys for road widening, road closures, etc The Executive Comnuttee recommends to accept and file. 13. Oath (or Pledge) of Allegiance to the Flag of Canada Ms Brenda Chamberlain, MY Guelph Wellington has sent a letter requesting consideration for a motion of support from council for the idea of An Oath (or Pledge) of Allegiance to the Flag of Canada and has requested suggestions for an Oath The Executive Comnuttee recommends to accept and file. 14 Accident Report Sept 4/96 - Allen Peterson Mr McCook reported on an accident that involved the P4 grader and a car at the Three Hills golf course intersection NW 23 31 24 W4 The grader operator was blading, proceeded to back up to feather out the intersection when a car, travelling on the wrong side of the road hooked onto the grader blade Mr McCook attended the accident scene and noted some front end damage to the car The owner of the car has no collision insurance and has advised his insurance company will not be involved in this matter The Executive Committee recoinniends to halt for further Information. 15. Highway #9 Functional Planning Study Mr McCook reported Torchinsky Engineering, Edmonton office had met with him regarding this study and have advised they will be holding public information meetings Mr McCook has advised Torchinsky to keep Mrs Lowen the local councillor, or himself informed of any developments in this matter 16. Mt. Vernon Water Co -op - Request for Rental Rates The Executive Committee recommends the M.D. equipment rental rate for any equipment rented for the Mt Vernon ivater project be set at the rate listed in the AB C: /MD /Mmutc/EC.doc Page 3 P�10iAG fib ■ i CAI E EXECUTIVE COMMITTEE REPORT - September 5th, 1996 Road Builders Heavy Construction Association 1995 Equipment Rental Rates Book less 5% - this being the same rental rates for tofvns and villages, as per MD policy 13- �P• /cF/Ylro7cs 14A 17. 1996 Fill Convention Mr McCook reported he had already completed the Public Works courses being offered at the AAMD &C Fall Convention and inquired whether Council still required him to attend this function It was agreed Mr McCook's attendance at this convention would provide opportunities for interaction with personnel in other municipalities It was also noted a lot of interest had been generated in the M.D 's paver and in the Treads and Tires magazine article on its performance The Executive Comnnttee recommends Mr McCook attend the Fall Convention, at his own discretion.
