Marz and James Hanger met on Tuesday, June 18th 1996 at the M.D of Kneehill office in Three Hills Alberta commencing at 1 05 P M Also present were John C Jeffery Administrator and Jennifer Deak, Assistant Administrator who recorded the minutes The following items were reviewed 1 M.D of Kneehill - Sustainable Water Well Initiative PFRA has provided an information sheet outlining the CAESA water project being piloted in the M.D the well survey, water sampling and future diagnostic testing A copy of this information sheet has been given to each councillor Executive Committee recommends to accept and file. 2. Letter from Torchinsky Engineering re: Appointment of Mr John O'Brien Torchinsky Engineering has announced the appointment of Mr John O'Brien as Manager of their Bridge Engineering Group, effective July 1/96 For the past nineteen years Mr O Brien was employed by AB Transportation and Utilities Executive Committee recommends to accept and file. 3 Road Ban Enforcement on Local Municipal Roads The Three Hills RCMP detachment has acknowledged receipt of to the M.D 's May 31/96 letter requesting assistance to enforce road bans on local roads, and advises this letter has been forwarded to their headquarters in Edmonton for a response Executive Committee recommends to accept and file. 4 AB Wheat Pool Meeting Mr Ron Simmons and Mr Andy Desjomreau from AB Wheat Pool met with Mr Jeffery June 17/96 to further discuss the Wheat Pool relocation The Wheat Pool requires a 10 0 metre width road for access to its elevators The road where the proposed relocation of the grain elevators are to be is a 8 6 metre road width Mr Colin Stroeder Torchinsky and Mr Lonnie McCook advise the cost to increase the road width is approximately $5 000 00 +/ and also that the M.D could build on a 66 ft road allowance but the fences would be in the bottom of the ditch The approach from Highway 21 will be negotiated between the Wheat Pool and AB Transportation The Wheat Pool has not yet purchased property but did take out subdivision application forms The possibility of purchasing land on the south side of the Penner road project was discussed It was noted there are no fences on this side of the road and no power lines Executive Committee recommends, upon proof of property purchase at this location, by AB Wheat Pool for the relocation of its grain elevators, the M.D build, at their cost, a 10.0 metre road width surface from the railway tracks east and then continue with a 8 6 metre road width surface, this will accommodate large trucks and further recommends land be purchased on the south side of this protect to accommodate this road widening 5. City of Red Deer E9 -1 1 Service The city of Red Deer has sent a follow up letter to their meeting with the M.D , towns and villages to discuss their emergency service Executive Committee recommends to accept and file. Request from Three Hills Rodeo Committee Ms Tracy Christie Secretary to the Three Hills Rodeo Committee has requested corporate sponsorship for their upcoming rodeo, scheduled for July 13 and 14/96 Executive Committee recommends to accept and file. 7. Retirement Seminar Information has been received regarding retirement preparation assessment seminars for employees Executive Committee recommends information on costs and locations for this seminar be obtainer 8 County of Lacombe Operational and Capital Recreational Policies The County of Lacombe has forwarded copies of their capital and operational support of approved recreation/cultural facilities policies Executive Committee recommends copies of these policies be provided to each councillor for review and comments 9 Tax Cancellation Request Mr. Alan Megh Mr Alan Megli has requested a waiver of minimum tax on his one acre parcel of land NE 6 31 -25 W4 This acre allows access to another quarter Previously, the taxes on this parcel was $0 98 and Mr Megli feels this minimum tax levy of $25 00 per parcel is too high Mr Megli has indicated he will be negotiating the consolidation of this parcel with the balance of the quarter owned by Mr Murray Toews, and requests this cancellation for this year only Executive Committee recommends no tax cancellation be granted for this parcel. 10. Letter from town of Trochu re arena users The town of Trochu has sent a letter advising Mr Ken King had provided minor hockey users information only for the Trochu arena and did not provide information on other users The town has advised the corrected numbers are 77 minor hockey users and total users of 468 The town has requested this information be forwarded to Mr Marz Executive Committee recommends to accept and file and a copy of this letter be given to Mr Mari. 11 Three Hills Airport Manager Application A copy of the application, from Mr Ken Baker, for the position of Three Hills Airport Manager, has been received from the town of Three Hills Executive Committee recommends to accept and file. 12 Letter from Three Hills Flying Club re Airport Commission A copy of the letter from the Three Hills Flying Club to the town of Three Hills has been received The Flying Club is making application for the vacant voting seat on the Commission and notes all members of the Users Group are currently members of the Three Hills Flying Club with the exception of Mr Ery Abbott The letter also notes the Flying Club is registered under the Societies Act and could most suitably represent the fliers of the Three Hills Airport JD /EXCOMM 2 6,0"ffs G, 'Wi A7 CoaJeic /!1 >� CoayG�7� r F1 C H �J M D OF KNEEHILL No 48 EXECUTIVE COMMITTEE JUNE 18th, 1996 Executive Committee agrees with the Flying Club's position and recommends to accept and file. /n,av�Es 13. Mt Vernon Water Co -op legal bill Tainsh Howard The Mt Vernon Water Co op is requesting the M.D pay from the monies collected for the water project, the $698 71 legal bill from Tamsh Howard As at May 27/96 the net proceeds after deducting this legal bill is $191 54 Further legal bills are coming from Brownlee Fryett Executive Committee recommends this bill be paid and a full financial accounting of the sa�P, 2 of Mt Vernon Water Co -op monies be sent to Messrs Paul Van Doren and Vern Crawford, Executives of the Water Co -op m'^' 4, 14 Letters from villages of Carbon and Acme re Proposed Regional Agri Plex V�+�� P✓ The village of Carbon has advised it is not in favour of the proposed Agri Plex The village views this as an economically poor time to be proposing new facilities and feels the location and nature of the facility will be of no benefit to its community would be detrimental to already established events such as their annual rodeo The village of Acme believes present recreational facilities are already in a precarious position and further capital expenditures in this area are not warranted The village also recommends historical records should be looked into as they understand, in the past, others have attempted to start a facility of this nature on a smaller scale The village further states being located on the southern boundary of the M.D it does not foresee any economic benefits from the development of this structure and is not prepared to support it Executive Committee recommends Reeve Man draft replies, on behalf of the M.D., to both Scamp. 3 o <R?�Nv�Es Carbon and Acme, addressing their concerns to this proposed facihty in terms of the M D. 's philosophies, and present these draft letters at the next Council meeting Mr Vickery entered the meeting and Mrs Deak left the meeting time 2 00 P M 15 June 11/96 Council Meeting Minutes The minutes from the June 11/96 council meeting were reviewed and edited for publication in the newspaper Executive Committee recommends the edited version of the minutes be submitted to the newspaper for publication. weather permits We are running around the whole M.D doing the worst roads in every division After the weather straightens out we can get back into some sort of organized rotation 2 Graders are working 11 12 hrs /day when possible but again, you cannot do everyone's road the same day The contractor on the Buffalo Jump Road is having the same bad luck as we are with the weather They get some things done and it rains then they end up lifting what they have done and re doing it 4 Bridge crew has the decking off the SH 587 bridge and are finishing up their work Henry spoke to them on Monday June 24/96 and they said it would be completed Wednesday Had a meeting with South Rock and they won t be moving to another job other than here They said they would be here after the long week end to do repairs on SH 575 and start paving SH 583 6 I've been holding off on organizing the dust control program until the roads straighten up It s a waste of money to put it down on soft roads 7 The road crew moved into the George Penner project and working at the dump in Three Hills digging a new cell while the weather was wet last week While at the dump, a buggy slid on a slope and flopped on its side There was no visible damage of any sort to the machine or operator It was pulled back up, the oil changed and put back to work After an incident report and a look at the situation with Randy there was nothing that was found to be at fault other than some wet conditions on the slope and a bad reaction on the operator's part The operator was spoken to about conditions and dangers that occur like this, and if there is any other situation that arises that are even questionable, he will be let go 8 We are planning to do a first pass grass cut along the shoulders of our paved roads here in the first week of July 9 We need to set a date for road committee this week 10 Just a reminder that the phones have been, and will be, ringing off the wall with all the wet weather, about roads and gravel We're doing our best with what we have, longer hours are being worked and again, all we need is sun and common sense Someone is going to be first and someone is going to be last 11 Bob Boake Kneelull Steve Varga Gordon Snell land owners /renters Kent Berg, AB Environment Mr Snell expressed his concerns about water from Mr Varga s land running through the culvert on SH 836 onto his land and flooding 20 30 acres Mr Vickery stated that without the road, there would be the same land flooded as Is now, on both sides of the road The culvert was put in as a natural path for the water to find Its own mark Mr Snell agreed there was a slough there, but feels that with the pipe being put in all the water from the west, on Mr Varga's land causes his land to flood He feels that if the culvert were blocked and there was no water coming from the west he wouldn't have water problems with his farming techniques Mr Varga expressed he would not be in favour of blocking this culvert and feels there would still be water on the east side anyway He feels there would be no way that water would be allowed to be trenched across Guynn's land He is very happy the way the pipe is now Mr Berg feels that the water drains to the east and that Mr Snell's only course of action is to go into the appeal route of the M.G A and let the courts decide All parties agreed to disagree and nothing would
