MAY 23rd, 1996
The Executive Committee of Richard A Marz and Otto Hoff met on Thursday May 23rd,
1996 at the M.D of Kneehill office in Three Hills, Alberta commencing at 9 05 AM Also
present were John C Jeffery, Administrator Lonnie McCook, Public Works Superintendent
and Jennifer Deak, Assistant Administrator who recorded the minutes
The following items were reviewed
1. AAMD &C Survey Re. Security Deposits for Sand and Gravel Leases on Public
Lands
The AAMD &C has taken the position rural municipalities should be exempted from any
requirement to provide security deposits for sand and gravel leases on private property AB
Environmental Protection have forwarded a draft agreement on this issue to the AAMD &C
This agreement provides that, in return for the exemption from security deposits,
municipalities agree to accept responsibility for reclamation, agree not to compete with private
industry with respect to gravel sales from the sources being exempted from security
requirements The AAMD &C is requesting input from its members regarding this draft
agreement
Executive Committee recommends to respond to this survey by indicating support to the 4� 4ex
proposed agreement. KII
2 Berreth Stock Pile - SE 4 30 -23 -W4
In previous years Mr Virgil Rempfer has been allowed to hay the Berreth Stock Pile site
Last year Mr Rempfer paid the M.D $40 00 to hay this area and has requested this same
arrangement for 1996
Executive Committee recommends Mr Virgil Rempfer be given permission to hay the L"5:'7�jr-'`ldaw`E

3. Enforcement of Road Bans
In response to last Council meeting s request to inquire about R.C.M.P and provincial bylaw
enforcement on M.D roads, the Three Hills R.C.M.P detachment have advised this type of
enforcement is not provided for in the provincial contract, is not conducive to effective and
efficient police services and there is no vehicles, equipment nor manpower for this type of
enforcement AB Transportation Enforcement in both Red Deer and Edmonton have advised
their department's primary mandate is the provincial highway system, local gravel road
enforcement is not in their mandate no funding vehicles, staff nor time available local
jurisdictions are encouraged to be responsible for enforcement on their own local roads._. 4M P IOr

4. Town of Three Hills request to AB Transportation re SH 583 c3f/ct4 i+ -'Gard
A copy of the letter the town of Three Hills sent AB Transportation requesting the
department's consideration to the town's request to complete the overlay of SH 583, through
the town of Three Hills to Highway #21 has been received for information purposes only

5. Letter from Mr. Randy McGhee re SH 837
Mr Randy McGhee has written a letter expressing his concerns over the poor road condition
of SH 837 east of the Lion s Campground Mr McGhee notes there are pot holes and soft

shoulders on this portion of road, it is very rough to travel on and something should be done
before a serious accident occurs
Mr McCook noted this road was in poor shape and recommended speed limits be placed on
the particular road section referred to in Mr McGhee's letter It was also noted the costs to
re pave this road were estimated at $1 5 million because of the terrain and lack of base the
road requires continuous patching
Executive Committee recommends 60 kilometre per hour advisory signs be placed on this
section of SH 837
6 Seed Growers Compensation Policy
The following responses to the M.D 's inquiries to other jurisdictions regarding compensation
to seed growers has been received
County of Stettler have not encountered this type of situation and do not have any
policy addressing this issue
M.D of Badlands no provision for additional compensation for crop or land damages
to certified seed growers
County of Wheatland do not provide any additional compensation to seed growers
It was noted this issue was dealt with at the last Council meeting
Executive Committee recommends to accept and file
Mr McCook left the meeting time 9 35 A.M.
7. Letter from Tom Thurber re. Mt. Vernon Water Co -on and Secondary Highway
Funding
Ms Carol Haley, MLA, has requested the Hon Tom Thurber, Minister of Municipal Affairs
respond to the M.D 's letter to her outlining the meeting with him and AB Transportation at
the Spring Convention Mr Thurber is suggesting the M.D obtain legal opinion on the Mt
Vernon Water Co op and the issue of secondary highway funding be discussed with AB
Transportation
Executive Committee recommends to accept and file.
8. Office Noon Closure
The administration department is proposing to close the office between noon and 1 00 P M
A record has been kept of telephone calls and customers coming into the office between noon
and 1 00 P M during April and May More people telephone and come into the office during
the period 1 00 P M to 2 00 P M than during the noon hour Staff is at a minimum during
the period 1 00 P M to 2 00 P M and the absence of one staff member due to holidays
assessing or attending other meetings puts a strain on services It is recognized the office will
remain open during noon during the last days before the tax penalty and if specifically
requested by customers
Executive Committee recommends the office close between noon and 1.00 P M., on a trial
basis, commencing July 1196, with the exception of remaining open during tax time and
further, a notice of this change in business hours be advertised in the local newspaper
9 Lori Wildeman request to work part time
Mrs Lori Wildeman has requested to work part time, that being from 8 00 A.M to noon and
1 00 P M to 3 00 P M daily This constitutes 80% of full time hours
A discussion followed on group health benefits for non full time employees Currently the
M.D pays 100% of extended health, dental and short term disability with employees paying

100% of life insurance long term disability and Alberta Health Care It was noted Mr Allen
Siemens is the only non full time employee covered on the M.D 's group health plan
Executive Committee recommends Mrs. WiIdeman's request for part time employment be
approved effective September 1196, the Working Conditions for Full time Hourly and
Salary Employees include a clause to reflect any non full time employees on group health
benefits pay a proportionate share of the employers portion of these benefits, and Mr
Allen Siemens receive a ivage increase equivalent to his proportionate share of the

employer's portion of these group health benefits, as outlined under this neiv clause. IV°A )9�,,
10 Letter from Golden Hills Regional Div. Re Library Services
Mr Garry McKinnon, Superintendent of Schools, Golden Hills Regional Div #15, has
advised the M.D 's letter regarding possible amalgamation of library services in urban centres
will be referred to the Golden Hills Administrators' Association and the school system library
personnel association for further consideration
Executive Committee recommends to accept and file.
11. Acme Golf Course - reauest for letter of support
The Acme Golf Course is applying for a grant from the Alberta Sport Recreation Parks and
Wildlife Foundation for assistance to purchase irrigation equipment and a storage building
The club has requested the M.D provide a letter of support for this project
Executive Committee recommends a letter of support be provided to the Acme Golf Club.
12. FCM Municipal Expo' Trade Show
The Federation of Canadian Municipalities (FCM) has provided guest passes to their
Municipal Expo Trade Show May 31 and June 1/96, to be held at the Calgary Convention
Centre during their Annual Conference This is Canada's largest municipal trade show with
exhibitors from Canada USA and South Africa Mr Marz and Mr Vickery will be attending
this convention
Executive Committee recommends Mr Jeffery and Mr McCook attend this trade show.

13. Letter from Ms Carol Haley, MLA
Ms Carol Haley MLA, has responded to our letter of April 16/96, updating her on the Mt
Vernon Water Project and the secondary highway funding proposal Ms Haley notes AB
Transportation and Utilities acknowledges the M.D has been a valued partner and contributed
its share to the Secondary Highway Partnership The M.D is currently eligible for 75%
contribution from AB Transportation for secondary highway improvements This cost sharing
is exclusive of widening and reconstruction as this is normally the responsibility of the
municipality with AB Transportation contributing the full width overlay Ms Haley is still
looking into the Mt Vernon Water Co op project and will respond more fully on this issue at
a later date

14 1996 Linden & District Fire & Rescue Bud et
The 1996 Linden fire department budget has been received Total budget is $30,150 00 which
includes rescue and fire equipment Currently, the M.D share of these costs is 75% which
calculates to $22 612.50

Executive Committee recommends the 1996 Linden and District Fire and Rescue Budget,
in the total amount of $30,150.00, be approved
15 AAMD &C Internal Trade A reement
The AAMD &C has advised the province will be sponsoring information seminars to discuss
the above noted agreement These seminars have been scheduled for May 22/96 in Calgary
and May 24/96 in Red Deer The AAMD &C recognizes the short notice given for these
meetings and will be circulating a summary of the key points of this agreement to its members
in the near future
Executive Committee recommends to accept and file.
17. Canadian Heritage River Systems Executive Summary
AB Environmental Protection has provided a copy of the Canadian Heritage River Systems
Study of Rivers in Alberta The Red Deer River has received a AX rating, which means it is
high in the mayor heritage values It is up to the local authorities along a river to submit a
request to AB Environment to initiate a Background Study of a river that has been identified
as a potential heritage river This study will include management issues recreational values
and natural heritage This study is made by a "stakeholder" group of interest sectors along
the river This is the beginning of a process which, if approved will include a management
plan approved by the Minister
Executive Committee recommends the MD not initiate a Background Study for the Red
Deer river and react to this issue at such time a Background Study is initiated by another
municipality.
18 May 14/96 Council Meeting Minutes
The minutes from the May 14/96 council meeting were reviewed and edited for publication in
the newspaper It was requested the motion regarding the Kevin Haller Golf Tournament be
elaborated to indicate the net proceeds are in support of S T A.R. S and the Three Hills
Emergency Services
Executive Committee recommends the edited version of the minutes be submitted to the
newspaper for publication.
The Executive Committee then adjourned time 11 15 P M.
