ROAD COMMITTEE - April 26, 1996 The road committee of the M.D of Kneehill met on Friday April 26th 1996 commencing at 8 00 A.M. The following were present Richard M Vickery, Councilor Division 96 James M Hanger Councilor Division #5 Lonnie McCook, Public Works Superintendent Herman Martens, Recorded the Minutes The following roads were inspected and recommendations made 1. Paul Frere NW 21 32 23 W4 Mr Frere was expressed concern to our graderman about sight distance at this corner and he does not like the stop sign Road Committee recommends that Mr Hanger speak to Mr Sulo Luoma and Mr Finn to have them clean up the old buildings on the north east corner of the intersection then we will look at the intersection again 2 Mr. Vern Greig_ NE 8 33 22 W4 Mr Greig requested that his approach be widened The road committee inspected the approach and it is presently about 35 wide which appears to be adequate for the time being Road Committee recommends that no change be made at this time and that the /A,—'�e 4,� approach be looked at again when the #585 is redone 3. Allied Land Services W/O 27 33 22 W4 The Oil Company has stripped back this road allowance and is hauling equipment in and out the site with a cat because of the muddy conditions Road Committee recommends that a letter be sent to Allied Land Services that says, when weather and traffic permit they must put the road back into the same shape it was If this well is a producer and requires regular traffic that the road must be built up to our Municipal Standards 4. Knievel Blade Grade S/O 26 & 27 33 23 W4 Mr Glen Wagstaff requested that this road be blade graded for Mr Knievel and Mr E Meding Seep 3or movrEb Road Committee recommends that the road not be blade graded but just touched -e Aa-r up and graded with the divisional grader F 5 Sim & Associates Land Consultants 15 22 33 23 W4 Millarville Oil & Gas Ltd has requested permission to install an approach to their well an the above legal even though they can not meet sight distance requirements Road Committee recommends that a letter be sent to Millarville Oil & Gas Ltd stating that they may install the approach and they must install "Danger ", "Curve" and "Truck Entering" signs that meet municipal standards at the prescribed distances on either side of this approach. 6. Painter Intersection NW 8 34 22 W4 We have received a requested to raise the intersection all four ways On inspection there is no suitable fill any were nearby to do this work Road Committee April 26, 1996 Pagel Road Committee recommends that the intersection not be raised Some moo 744 improvement to this intersection will be done when the Painter Road Protect is /IeLf done 7. Alan Winther Road - W/O 14 34 24 W4 We have received a requested to cut the lull so traffic can see vehicles and equipment coming out of the silage pit dust south of the top of the hill Road Committee recommends that this dangerous situation be rectified by putting .swp 3 °Fn7,a�rEs "Danger" and "Reduce Speed" signs at the top and at the bottom of the hill that has this approach ZN In N, T,e x 8 Elmer Medmg NE 23 34 24 W4 We have completed the installation of an approach at this location and wish to write off Road Committee recommends that this approach installation be written off NB Road Count at 9.35 AM on Range Road 24 -5 was 69 4a„16CZ 440 1` � 9. Dale Cameron NW 19 34 -24 -W4 We have received a report that an approach is blocking water at this location Road Committee recommends that nothing be done as water is gone and the situation did not seem to require any work or culverts 10 Don and Pat Callaghan NW 16 34 25 W4 We have received a request for an approach for a new residence to be constructed Road Committee recommends that the land owner be notified that he must install his own approach after getting the standards and approval from Alex Cunningham our development officer 11. Dale Moran SW -26 34 25 W4 We have received a request from Mr Moran for warning signs on the road over the hill south of his farm. Road Committee recommends that we install "Danger" signs on both sides of the 7AJLS hill. 12. Wimborne Elevator NW 19 34 24 W4 The road committee stopped to check out the sites of the elevator removals The site has had some landscaping done but the land is still very rough and some more clean up is required Road Committee recommends that a letter be sent to United Grain Growers advising them to complete the clean up, leveling and grassing of this area to insure public safety • 13. Dennis Melvin Kline - SW -36 -33 27 W4 Mr Kline had water back up onto his land and he requested the installation of culverts to improve drainage Road Committee recommends that Lonnie meet with Mr Kline to determine were ��7O Road Committee Apn126, 1996 Page 2 these culverts might be required or if ditching may alleviate his problem. 14. Ian Anhorn W/O 15 32 26 W4 Mr Anhorn has requested us to clean the ditch and possibly install a culvert in his approach. Road Committee recommends that the divisional grader be made available to do the ditch cleaning and that the M.D install a culvert in the approach as requested 15 Bcc�r° ~a ""� ~a� ~~ Unpermrtted Approach W/O 29 30 25 -W4 An unpermitted approach has been installed along secondary highway #806 North of Linden Road Committee recommends that a letter be sent to Bruce and Wanda Berg asking them who gave permission to install the approach and what they plan on doing at this location in the future The letter should also inform the Bergs that any approach onto secondary highways requires council approval before being installed If this approach you have installed is not approved the you are responsible for the removal of the approach and the restoration of the road allowance to its previous state (The Village of Linden has requested a copy of this letter ) 16 Dafoe Creek Crossing S/O 27 30 26 W4 We have been requested to inspect this creek crossing for flood damage and possible improvement of approaches for entry and exit Long vehicles can not negotiate the steep grade down with the sharp grade up and out of the water QCs L©6&A � it'l�ay- 2a /9la f�'I.�o��s P-5' P 3 of moo-la Z7- ms>a 7 Pis Road Committee recommends that a creek crossing according to M.D Policy be installed and that the appropriate dirt work be done to ease entry to and exit from the creek crossing The installation of the appropriate crossing would also raise the 7-C-:r crossing height and solve the severity of grade problem �;6 17. New Home Construction W/O 18 30 -mss W4 We have received a request from Mr Robert Boake for about one half mile of blade grade road improvement to our west boundary road This road will only serve this individual to improve access to his building site Road Committee recommends that we send a letter to the County of Mountain View requesting that the cost of this road improvement be shared because the landowner 46114 is building his residence in their jurisdiction 18 Grabinskv W/O 10 & 3 29 26 -W4 We have received a request from Mr Grabinsky for about one and one half miles of road improvement so he does not have to drive four miles around the sections to get to our south boundary road Scar n'1�.+a % Dias Road Committee recommends that we sod bust the one and one half miles of this dirt trail 19 David & Isabelle Price Approach NE 12 30 26 W4 Mr Price installed an approach that was not approved, does not meet site distance requirements, and does not have an adequate culvert This item was on the October Road Tour and nothing has been done Road Committee recommends another letter be sent to Mr Price notifying him that he must remove the unauthorized approach to his barns by May 30, 1996 Lie, ,P.o C'onns 20. Chauvco Resources 4 14 29 24 W4 Road Committee April 26, 1996 Page 3 The oil pumper at this location has been removed and the road has been rebuilt Road Committee recommends we send Chauvco a letter telling them the road has been constructed to our expectations but that it could stand some gravel Also request that the company remove the un installed Texas gate from the north end of our road allowance 21. Carbon South Road SC 9836 Mr Otto Hoff requested that the holes in this secondary road south of Carbon be repaired Road Committee recommends we repair the holes as soon as possible in spring 22 J Colbem NE 25 28 -23 W4 Mr Colberg was having water trouble this spring and the silt from the runoff is killing some of his trees Road Committee recommends we clean out the culvert and advise Mr. Colberg that the problem stems from silt being washed down and through the culvert because of the farming practices on private property across the road 23. Beynon Bridge SE 22 27 -21 W4 The Road Committee stopped to look at the bridge as to expected life and future use This stop was for road committee information Road Committee has no recommendation at this time, for information only 24. Re inspect Oil well sites W/O SW -7 -28 20 W4 & W/O NW 6 28 21 W4 & SE 12 28 21 W4 There has been substantial work done in this general area and lease roads connect a number of wells in this area some of these roads are built an road allowance Road Committee recommends that a letter be sent to Pan Canadian Petroleum Ltd requesting that drainage be improved for the area east of the road allowance The letter should also request that the fencing and signing on road allowance be moved back from the road to the property line The letter should also remind Pan Canadian that the installation of a texas gate on a road allowance requires permission from the Municipal District of Kneehill &-oz 25. Otto 1e IN 22 29 21 W4 The land owners in this area are having trouble with access and staying on road allowance �� Road Committee stopped at 3 15pm to talk to Mr 13xaze but did not find him home Road Committee commends that the local councilor Mrs Marylea Lowen set up a meeting with the parties involved and when they can agree on a solution that his item be brought back to the road committee for reconsideration 26. Joe Rowbottom SW 18 29 21 W4 Mr Rowbottom has asked if we would consider the construction of a road to this location for the possible placement of a resident house trailer Road Committee recommends that nothing be done until a formal request was received for this development 27. Westrex Well Site 12 34 -29 21 -W4 The M.D has received an application for an additional approach to this well site Road Committee recommends that this application be denied because of site Road committee Apnl 26, 1996 Page 4 F'-� &ioL I&I � Seep.s.&6 of /y7wi)7ES distance and because there is an existing approach farther north that can be upgraded and would be a much safer access onto Secondary highway #837 28. Elmer Currie Holes on 4837 We have received a concern from Mp Currie lit about holes in the pavement of Secondary Highway #837 There are about 800 Meters of road bed that we have trouble with and we have flagged this section of the road Road committee stopped at Mr Curries hoe at 3 45pm but no one was home Road Committee recommends that the local councilor Mr Jim Hanger contact Mr Currie and determine exactly what his concerns are and assuring him we are doing all we can to maintain this portion of road in passable condition. 29 Tom Ferguson SE 36 30 22 W4 & NE 30 30 22 W4 Road Committee met with Mr Tom Ferguson in regard to his water problems Mr Fergusons possible solution to this problem was the cleaning of the ditch along the east side of his land Road Committee recommends that the divisional grader operator clean the ditch for Mr Ferguson at Mr Fergusons expense, and that some of the dirt removed from the ditch cleaning be made available for Mr Ferguson to us as fill for his washouts The Road Committee returned to Three Hills and Adjourned it meeting Time 5 15 P M Herman P Martens Road Conunittee April 26 1996 Page 5 �R.
