HomeMy WebLinkAbout1996-04-17 Council MinutesEXECUTIVE COMMITTEE REPORT - April 17th, 1996 The Executive Committee of Richard A Marz and Robert E Boake met on Wednesday, April 17th, 1996 at the M D of Kneehill office in Three Hills, commencing at 9 10 A M Also present were John C Jeffery, Administrator and Jennifer Deak, Assistant Administrator, who recorded the minutes The following items were reviewed 1 SH 837 Paving Tender The SH 837 paving tender from the junction of SH 838 to Highway #27 has been awarded to Lahrmann Engineering Ltd , the low ;bidder, in the amount of $1,062,920 00 Torchinsky Engineering ;has forwarded Rob Penny, AB Transportation, the revised !construction costs for this project The original cost estimate Was in the total amount of $1,309,932 63 and the revised total ;construction cost is $1,247,716 00 The M D sent Mr Penny a !letter requesting his department's approval to award this tender to the low bidder and Mr Penny has approved this tender award Executive Committee recommends to accept and file 2 FCM letter re. proposed legislation Copyright Act The Federation of Canadian Municipalities (FCM) has advised they have become aware of proposed legislation to amend the Copyright Act proposing payments to artists and recording companies for I ublic performance of their music The broadcasting industry has a large stake in this issue and if this legislation is passed will be seeking support for exempting broadcasters from these fees This proposed legislation would also effect music played at public events such as arenas, conferences, hockey games, etc The FCM will be monitoring this matter and requests municipalities to raise this issue with their federal Member of Parliament Executive Committee recommends to accept and file 3 AAMD &C Petroleum Products Buying Group • The AAMD &C has advised the Request for Proposals has been sent out to all suppliers and this program is expected to be implemented by May 15/96 Executive Committee recommends to accept and file 4 Road Complaint - Brett Erikson Mr Lonnie McCook, Public Works Superintendent, received a call April 8/96 from Mr Brett Erikson Mr. Erikson's vehicle hit a rut when he was driving W 27- 29 -26 -W4 He called Mr McCook to ,complain of the road conditions The rut was flagged and Mr 'McCook explained the road situation, noting the crews and graders were working on these problems Mr Erikson admitted he had called to vent his frustrations Mr McCook thanked him for the call Executive Committee recommends to accept and file ��Id 1 CJ EXECUTIVE COMMITTEE REPORT - April 17th, 1996 5 Water Meter Exceptions Mr Jeffery reported letters had been sent to all hamlet residents regarding the installation of their water meters, as previously discussed in council Mr Albert Aris and Mrs Annie ' Gelinas, Huxley will be billed a flat rate for water Mr Aris' !home is vacant and without heat, he uses the property 'seasonally Mrs Gelinas has no home on her property and occasionally parks her mobile home there, obtaining water from a nearby fire hydrant Both parties currently are billed for water and pay their accounts Wimborne Alliance Church and .manse will be hooked onto one water meter Terry Halverson, Swalwell was living in Mr Gerald Shanley's trailer in !Swalwell This trailer has been vacant for months, without heat, and this property is currently on tax notification No meter will be installed until a new occupant is in place Executive Committee recommends to leave this file in the council basket 6 Letter to Three Hills re. 1996 Recreation Grant Mr Jeffery reported a letter had been prepared to the town of Three Hills, as per April 9/96 council motion (page 6), regarding payment of this grant The motion did not indicate whether the town s recreation grant formula would be based on dollars or the formula of facility losses The intent of council seemed to be that this grant be based on facility losses This letter indicates this intent and advises the grant will be payable Sept 1 /96ep.�oFrrt.. =, Executive Committee recommends this letter be sent to the town LE7 72jz �7 Fl.r- 7 GST Audit - Luckett Wenman & Associates The GST consultant firm of Luckett Wenman & Associates have proposed to do a GST review of the M D in June, in conjunction with the town of Three Hills GST review Their fee is based on contingency In checking out this firm's references, Mr John Rop, Director of Finance at the M.D of Rocky View and formerly of Ft Saskatchewan, has highly recommended this firm and advised their contingency is 50% Executive Committee recommends the M D undertake this GST audit. c/b 8 Local Authorities Pension Presentation Mr Jim Gilberts, AB Pension Administration, has offered to come to the M D to do a pension presentation on May 3/96 at 2 00 P M The presentation is approximately 2 1/2 hours and covers retirement options, pension calculations, termination benefits and other pension information It is geared towards employees 3 -5 years away from retirement Currently, there are 4 employees over 55 years, 6 employees 50 -54 years, 2 employees 45 - 49 years; 6 employees 40 -44 years; 7 employees 35 -39 years and 2 employees under 35 years on staff A minimum attendance of fifteen people is required for the presentation Loe � Executive Committee recommends this presentation be approved and an invitation be extended to the towns and villages to attend 4ao-s-s- e,-. 14 2 �J • • EXECUTIVE COMMITTEE REPORT - April 17th, 1996 9 Mar 21/96 Kneehill Community Resource Board Minutes Mr Jeffery reviewed the highlights from these minutes a motion was approved unanimously to increase the resource workers salaries $2,500 00 per annum, for each worker, retroactive to Jan 1/96, motion approved that Mrs Vok.ins receive full pay in lieu of turning any monies received for fury duty to the M D and that a policy be adopted to reflect that any worker called ,for jury duty is to receive full pay in lieu of turning jury ,duty monies over to the M D Executive Committee recommends to accept and file. F� X10 Prosperity South invitation An invitation has been received to attend a performance by the !city of Calgary's sister city, Naucalpan, Mexico This performance, Anjou, a modern pop opera, will be held in Calgary on April 26 - 27/96 Executive Committee recommends to accept and file F,.�� 11 Letter from County of Forty Mile re MAG Grant The County of Forty Mile has sent a letter regarding Resolution No 4 - Spring Convention, Unconditional Municipal Assistance Grant The County notes there is a direct comparison between funding transfers and the Federal /Provincial transfer arrangements Concern is that municipalities have only one avenue to pass on these reductions - directly to the taxpayers of the municipality The province has publicly assured Albertans they will resolve to balance the budget and eliminate the accumulated debt with "no new taxes" By eliminating grant transfers to municipalities, there is a direct tax increase to the ratepayer The County urges municipalities to write to the Minister of Municipal Affairs and the local MLA expressing these concerns Executive Committee recommends a letter, supporting the County of Forty Mile's position, be sent to the Hon Tom Thurber, Minister of Finance, with a copy to Ms Carol Haley, MLA ae— ew"lA�y 12 April 9th, 1996 Council Meeting Minutes The minutes from the April 9/96 council meeting were reviewed and edited for publication in the newspaper Executive Committee recommend the edited version of the minutes be submitted to the newspaper for publication The Executive meeting then adjourned - time 10.00 A M IG-4 Jenn'ife Deak, Assistant Administrator 3 Z O z c LU Q L U L 5_.
