HomeMy WebLinkAbout1996-03-19 Council Minutes�4J ra 11 ROAD COMMITTEE - TUESDAY, MARCH 19, 1996 The Road Committee of the M.D of Kneehill met on Tuesday March 19, 1996 commencing at 11 00 a.m The following were present Rick Vickery Councillor Division #6 Bob Boake Councillor Division 93 Lome McCook Public Works Superintendent Lisa Paget Recorded the Minutes The following roads /requests were inspected 1. RENAISSANCE ENERGY NE/NW 5 29 20 4 A request has been received from Renaissance Energy for approval to develop access within an undeveloped road allowance between NE and NW 5 29 20 4 to access their well at 1 8 29 20 4 Road Committee recommend permission be granted to Renaissance Energy for them to develop an access road on road allowance to access their well and the road be built to M.D standards and a copy of the M.D road standards be sent to the company Marylea Lowen then joined the Road Committee for lunch in Drumheller Time 1205 1 00 p.m 2. LOWEN ACCESS TO N W 14 29 21 4 Mr Bill Budenski has advised he is willing to provide access to this parcel of land through his land Possible access was looked at at S.E 15 29 21 4 It was agreed it would be impossible to put a blade here due to the hills Once you started cutting the hills they could all come down Another possible access was looked at on Mr Budenski s land where there is a grass draw going to the top of the hills It was agreed that putting a blade through here would also be very difficult Mr Vickery suggested that possibly Mr Jeffery could check with Barry Sjolie, M.D lawyer, to see if it is legal to keep someone from accessing their property Also maybe the M.D should not get involved in this dispute and let the two people fight it out amongst themselves Mr McCook suggested that there is a water run at the top and possibly access could be gained along that. Mr McCook will check into who owns the land on either side of the water run, whether it be Crown Land or the actual land owner owns it The road committee then travelled through the well access road by Otto Braaz's and then to an access road at 4 26 29 21 4 to see if access could be gained from these existing roads See. P 3 of Il') „u�YfFi Road Committee recommend this issue be discussed at Council Mrs Lowen then left the Road Committee at 1 50 p.m 3. PAN CANADIAN - North of 12- 28 -20 -4 A request has been received from Pioneer Land Services for permission for their client Pan Canadian Petroleum to use a portion of the M.D undeveloped road allowance to gain access to their well site at 3 12 28 20 4 Road Committee recommend permission be granted to Pan Canadian Petroleum to use this portion of undeveloped road allowance and the company put up signs for sight distance and a culvert be installed A request has been received from Pioneer Land Services for permission for their client Pan Canadian Petroleum to use a portion of the M.D undeveloped road allowance and also to use the existing approach to access their proposed well site The sight distance is good Road Committee recommend permission be granted to Pan Canadian Petroleum to�� use this portion of undeveloped road allowance and to use the existing approach Road Committee also recommend the approach be widened to M.D. road approach standards and let the M.D know what their plans are 1729 24 complaint has been received from Mr Allan Becker regarding rocks being left and ried at the road crew campsite on his property while constructing the road on the uchka project The campsite at S.E 17 29 24 4 was inspected and no rocks were and Another campsite was also inspected on Richard Metzger s land and no rocks ;re found I 6� P 3o <m „DES Road Committee recommend after viewing the complaint site there were no rocks found therefore nothing can be done F/F 6 KEET - S.E. 8 30 26 4 DRAINAGE PROBLEM 7 fir So rr T °�F .re�C request has been received from Mr Mike Keet to install a culvert at his approach at the bove location The water has backed up in the ditch and part of his yard Road Committee recommend to wait until spring once the snow is gone and then look at putting a culvert in 7 RICHARD CSAKANY S.W. 5 -31 25 4 subdivision has been approved at this location. Mr Csakany is requesting permission to nstall an approach His proposed location for the approach has poor sight distance to the outh There was discussion about taking the curve out of the road and then what kind of fight distance there would be As the road is now no matter where he put the approach it ould still be on a curve There was discussion about installing the approach along the ndeveloped road allowance. There would be better sight distance here Mr McCook hdvised it is the developers responsibility to install the approach Road Committee recommend Mr Csakany install the approach along the East/West road allowance 8 BALDERSON WATER PROBLEM - Pt. N.E. 9 31 26 4 A complaint has been received regarding water running down from an M.D dirt road into the owners yard The owner advised the water runs off the farmers field across the road and into their yard She is requesting a ditch be dug on the east side of the road so the �water will run down to the highway and then through the culvert Road Committee recommend ditch work be done on road maintenance on the east side of the road to correct the problem 9.
