HomeMy WebLinkAbout1996-01-05 Council MinutesC 0 i EXECUTIVE COMMITTEE REPORT - JANUARY 5TH, 1996 The Executive Committee of Richard A Friday, January 5th, 1996 at the M Three Hills, commencing at 9-00 A M Jeffery, Administrator and Lonni( Superintendent Jennifer Deak, recorded the minutes The following items were reviewed• Marz and Otto Hoff met on D of Kneehill office in Also present were John C McCook, Public Works Assistant Administrator, 1 Letter from Darr Wensel Nesbitt Reeson re.SH 575 Subcontract A letter has been received from the above noted legal firm who are the solicitors for Blake Cowan, operating as N & B Construction Services They were the subcontractors for South Rock Pavjtg Ltd A claim is being made under the Public Works Act for the guard rail work on SH 575 in the amount of $11,663 UU Mr Jeffery has contacted Mr Glen Scott, Brownlee Fryett, and has been advised to write to this legal firm acknowledging receipt of their letter, advising that the M D is not an agency of the crown in respect to this contract; stating the M D. does not believe this is a proper claim under the Public Works Act; suggest this correspondence be directed to South Rock Ltd; forward a copy of this letter to South Rock Executive Committee recommend a letter be written to Barr Wensel LE'yS�ri Nesbitt Reeson, with a copy to South Rock Paving Ltd , stating e�s�"n,,r the above points, as advised by Mr Glen Scott. 2 Rowe Property - Swalwell Mr. Glen Scott has advised the M D elect the second option, application for supplemental order, regarding the Court Order on the Rowe property in Swalwell This option will allow the M D to apply to the court for a further order seeking directions regarding insurance and potential liability Executive Committee recommend a letter be sent to Mr Scott accepting his legal advice and instructing him to make an application for a supplemental order as outlined in option two of the Dec 19/95 letter from Brownlee Fryett rr 3 Letter re- Joint Fire Service Meeting The Dec 21/95 letter from the M.D. to all the towns and villages regarding joint fire service meetings was reviewed. Mr Jeffery noted this letter had been faxed to councillors requesting approval of the letter Messrs Boake, Hoff and Marz have all approved this letter Executive Committee recommend this letter be mailed to all towns and villages. 4 SH 806 Acme - Beiseker Concerns Donna from Carol Haley's office has called to advise Mr. George Elder has expressed concerns about the lack of road maintenance on SH 806 between Acme and Beiseker Mr Elder rolled his truck on this road (Rocky View's portion) and wants reimbursement Executive Committee recommend to accept and file as information 1 I� II • EXECUTIVE COMMITTEE REPORT - JANUARY 5TH, 1996 5 Letter from town of Trochu re- Purchase of fire truck The town of Trochu has requested a meeting with the M D fire committee representatives to discuss the purchase of a new fire truck for the Trochu department Executive Committee recommend a letter be sent to Trochu advising the M.D. fire committee has already met with the fire department to discuss this purchase and have reported to ��� 6a T council; the fire agreement is to share costs 50/50; council has already approved the M D budget $85,000.00 for its share of the cost in the 1996 capital budget. 6 Advertisement re- private driveway snow removal An advertisement has been placed in the M D news section of the Three Hills Capital regarding snow plowing priorities, procedures for flagging private driveways and charges for this service This advertisement will be published in the next four issues of the newspaper 6�0 Executive Committee recommend to accept and file 7 Employee Day Speaker At the last council meeting, a request was made for Mr Art Thomas to obtain information regarding the ASB Conference speaker who gave a presentation on positive thinking. This speaker, Mr Gary Gregor, from Moose Jaw, Sask , charges $2,500 00 for his three hour presentation plus G S T plus travel and expenses Mr McCook noted he will be checking with employees for further suggestions Executive Committee recommend to accept and file cpb 8. Letter from Torchinsky Engineering re SH 806 .realignment Torchinsky Engineering Ltd has forwarded a letter to Mr Mike Znak, AB Transportation & Utilities, requesting an 11 0 metre finish top for the SH 806 road project and bridge installation south of Linden. Executive Committee recommend to accept and file as information and a copy of this letter be given to Mr McCook F� 9 Thank you card from St Hilda's Church Mrs. Betty Vickery, Secretary Treasurer of St Hilda's Church (Arthurvale), on behalf of Rev Catherine Holland and members of the congregation, has sent a card expressing special thanks to the M D for tending to the grass cutting and snow removal at the church Executive Committee recommend to accept and file 10. Salt and Sand Agreement AB Transportation & Utilities, Drumheller and Trochu offices, has prepared an agreement with the M.D. for the purchase of salt OA 0 • . EXECUTIVE COMMITTEE REPORT - JANUARY 5TH, 1996 and sand from their stockpiles at Drumheller and Trochu/ Prices at Drumheller are $18 58 /cu.m for sand and $52 73 /cu.m for salt; prices at Trochu are $18 66/ cu m for sand and $54 46 /cu m for salt. This agreement would require employees undertake training Executive Committee recommend Mr McCook review this contract and, if agreeable with the terms, the M D enter into this agreement with AB Transportation for purchase of salt and sand at the Drumheller and Trochu depots. Mr. McCook left the meeting - time 9.40 A M 11 Mountain View /Kneehill Joint Planning A joint administrator's meeting with Kneehill, Mountain View, Wheatland, Stettler, Red Deer and Big Horn has been scheduled for to -day in Stettler to discuss and review future planning administrative issues Mountain View /Kneehill has prepared a proposal for the County of Red Deer for a Crossroads Area Plan Mountain View has hired an additional planner in anticipation of forging ahead with the planning department. c?� LouJi4i :�eG� l 9G1 KE.fbr Executive Committee recommend to accept and file ioFm,,�E 12 Letter from Glen Brown re AB Municipal Safety Codes Comm Mr. Glen Brown has written a letter to the M D expressing his gratitude and appreciation for the service he received from the office of the Safety Codes Commission in Fort Saskatchewan when he went there to obtain permits He arrived at closing time but the staff remained to process his application. Executive Committee recommend a copy of this letter be sent to the AB Municipal Safety Codes Commission and a copy be given to Mr Bob Boake, the M.D. representative on this board and also a letter be sent to Mr Brown advising him he can come into the M D office to obtain his application forms and the office can fax the completed forms to the commission and /or supply the toll 6,g,6 '4C free telephone and fax numbers of the commission 13 Dec 7/95 and Dec 21/95 Budget Comparison Reports The December 7/95 and Dec 21/95 budget comparison reports were reviewed Executive Committee recommend copies of these reports be given to each councillor for review LGAK 14 Joint Planning Service notice to AAMD &C newsletter Mr Herman Epp has prepared an information notice regarding the success of the Mountain View /Kneehill joint service planning department venture for publication in the AAMD &C's newsletter Executive Committee recommend to accept and a copy of this information be given to each councillor de, A,-caxv444ves r44. 15 1996 Divisional Meetings 3 I Ca :a N EXECUTIVE COMMITTEE REPORT - JANUARY 5TH, 1996 Executive Committee recommend 1996 divisional meetings be held Feb 5, 12 and 13/96, Div 6 & 7 hold a joint meeting in Trochu; Div 4 & 5 hold a joint meeting on Feb 5/96 in Three Hills and Div 1, 2 & 3 hold a joint meeting in Carbon The Executive Committee further recommends in 1997 divisional meetings be held as follows- Div 6, 4 & 3 jointly in Torrington or Sunnyslope; Div 7 & 5 jointly, and Div 1 & 2 jointly in Carbon This would provide for a different area residents to gather together Topics for divisional meetings; joint services, bylaw enforcement and 9 -1 -1 system. See - /a, z 7a.- m'dLW -Ks 16 Letter from AB Trans re Community operated airports AB Transportation & Utilities has sent the town of Three Hills a letter notifying them that by March 31/96 AB Transportation will no longer own, operate or maintain navigation aids or airfield lighting controllers on community operated airports Executive Committee recommend- to refer this letter to the Airport Commission lirlo*j Mr Jeffery left the meeting - time 10.00 A M 17 1996 Tipping Fees - Drumheller Regional Landfill A new increased fee schedule for tipping at the Drumheller Sanitary Landfill has been received There is still no charge for household garbage Executive Committee recommend to accept and file 18 County of Red Deer letter re fines distribution In response to the M D 's inquiry regarding R C M P fines distribution, the County of Red Deer's bylaw enforcement officer has responded with a letter and his comments on this issue The letter questions the argument that suggests urban centres subsidize rural policing Executive Committee recommend to accept and file and that each councillor be provided with a copy of this letter. c�A� 19 AAMD &C Survey re- Human Resources FAX Line The AAMD &C is looking into establishing a line for use by its members This line access to expert advice on such human employment standards, human rights, labo AAMD &C is asking members if it should Resources FAX line. Human Resources FAX would provide quick resource issues as ur relations The institute a Human Executive Committee recommend to respond negatively to the survey qVestion .S -3W-0 20 Industrial Assessments on Oil Well Sites 4 ri] L� EXECUTIVE COM11ITTEE REPORT - JANUARY 5TH, 1996 Mr. Ed Dunay has prepared a report regarding the valuation process on assessments of lease sites The land owner, where the lease is located, will be assessed for the added value of the lease This would be approximately $65 00 per annum increase, based on 1995 mill rates There are further meetings scheduled prior to Jan 19/96 Executive Committee recommend to accept and file 21 Memo from Marg Vetter re* D A B meetings Mrs Marg Vetter, Development Appeal Board member at large, has advised she will be away Jan 3 - Feb 10/96. Executive Committee recommend to accept and file de�-_P Zv- r'I „rv�s 22 Tire Recycling Management Board Report The Tire Recycling Management Board has forwarded some updated information on their operations -Over 2 million tires have been processed to date, four companies process tire material for reuse; three companies manufacture crumb products; twenty small companies fabricate cut tire products and thirty companies pre registered for funding from the Tire Recycling Management Board Executive Committee recommend to accept and file and a copy of this report be given to Mr Bob Boake '4&'4d AMA46 23 Development Permit 1'epo.r_t In 1995 a total of 124 development permits, totalling $4,954,000 00, were is:,ued by the M D This compares to Drumheller - 98 permits issued totalling $5,185,000 00, Badlands - 36 permits totallinj $1,256,000 00, Starland 26 permits totalling $5,360,000 00 Other comparative years are also indicated on this report Executive Committee recoitunend to accept and file and a copy of this report be given to each councillor 24 FCM - Request.. for Resolutions The Federation of Canadian Municipalities (FCM) is requesting members to submits resolutions for consideration at the FCM's 1996 Conference and Director's Meeting FCM will only take a stand on issues which are clearly of a national municipal interest and which fall into the jurisdiction of the federal government. M.D. Computer SysteFo Mr Martens discussed Uie space problems on the M D computer se�P.z,a system Currently 501 of the space is taken up with the o <M „��yES operating system The remaining space is utilized by programs (Accounts Receivable, Payroll, Tax Program, Accounts Payable, 5 N C. EXECUTIVE COMMITTEE REPORT - JANUARY 5TH 1996 Cash Receipting, Word Processing) and M D. data There is seven years of detailed tax information stored in this system The costing and gravel programs are not being used by the M D at this time Word processing, including program and data files take up approximately 5% of total space Bellamy, our software supplier, serves 58% of Alberta jurisdictions, IBM supplies the hardware and operating system. By upgrading the system the speed and space would increase four fold This space increase should serve the M D. for the next five years, as per Bellamy and IBM recommendations If Word Processing and two years of tax information was dumped off this system onto hard copy, possibly there would be enough space to run 1996 taxes. The Committee reviewed total computer costs to date Mr Marz noted it has cost approximately $400,000 00, if this $70,000 00 system upgrade is purchased.
