EXECUTIVE COMMITTEE REPORT - NOVEMBER 30th, 1995
The Executive Committee of Richard A Marz and Otto Hoff met on
Thursday, November 30th, 1995 at the M D of Kneehill office in
Three Hills, commencing at 9.00 A M Also present were John C
Jeffery, Administrator and Lonnie McCook, Public Works
Superintendent Lisa Paget, recorded the minutes
The following items were reviewed.
1 S H 57502, S H 575.04 & Acme Access
The expenditure reports have been received from Torchinsky
Engineering on the above project There were 2 contracts with
South Rock, one for S H 575 02 from Acme to Highway 21, S H
575.04 from the junction of Highway 21 to the Carbon Corner and
the Acme Access The second contract was for S 11 575 04 from
the Carbon Corner to Hesketh Corner The total contract is
over - budget by $2076 16
Executive Committee recommend the M D pay our share of 25% of
the overage and we bill Alberta Transportation for their share
of 75% of the overage c�flme.+a,J

2 S H 575 04 Guardrail Installation
South Rock Ltd hired a subcontractor to remove and reinstall
the guardrail along S H 575 from Highway 21 to the Hesketh
Corner They were instructed to only remove a couple of
sections of guardrail at any one time and reinstall it before
removing any other sections The subcontractor has removed all
of the guardrail and created a potentially dangerous situation
Torchinsky Engineering has advised South Rock that should a
problem occur, South Rock will be held liable
Executive Committee recommend to accept and file as information. FG&
3 Supply of aggregate from A & A Paving for S fi 575 04
Torchinsky Engineering has advised A & A Paving were not able to
supply the total amount of aggregate for S H 575:04 from Carbon
Corner to Hesketh Corner A & A were to supply 31,300 tonnes
but actually only supplied 28,360 tonnes for a total difference
of $12,789 00 The blend sand for this project was supplied by
South Rock at a total cost of $16,581 60 The M D could deduct
the total amount for the price of blend sand of $16,581.60 from
A & A Paving or the M D could deduct $12,789 00 from A & A and
not incur additional legal fees, this option would cost the M D
and additional $3792 00
Executive Committee recommend the M D take the $12,789 00 and
advise Bob Eden to deduct this amount from the amount in trust

4 Brambo Blading
Dennis Bramley of Brambo Blading sent letter thanking Council
for supporting him in his first year of contract grading He
advised he had no major problems this year and has recently
purchased a 751 Bobcat loader which he will also have for hire

_5 Petroleum Products Buying Group
A.A M D & C have advised the Petroleum Products Buying Group
will not be in place by January, 1996 They are aiming for
either the beginning of February or the end of February, 1996 to
be up an running
Mr Jeffery advised the M D will have to extend our current
fuel contract of Federated Co -op until February 28, 1996
Executive Committee recommend the M D extend the current fuel
contract with Federated Co -op until February 28, 1996 &OUT

6 Alberta Transportation & Utilities - Bridge Maintenance
Municipalities are responsible for bridge maintenance on
secondary highways and local roads Alberta Transportation
would like to update their information concerning the M.D 's
programs for maintenance of the bridges and highways They have
sent a survey to be filled out and sent back to them
Mr McCook has reviewed the survey and advised that it is
important that we don t give the impression that we will and can
be responsible for everything and then have Alberta
Transportation walk away from their commitments
Executive Committee recommend Mr McCook fill out the survey as m &lo7'*'

7 A.A.M D & C Passed Resolutions
The A A M D & C have sent a copy of the resolutions which were
passed at the fall convention.
Executive Committee recommend to accept and file.
8 Alberta Sports Hall of Fame & Museum
The Alberta Sports hall of Fame are seeking nominations for the
above.

9 Proposal to Change Location of Torrington Transfer Site
Letter from Health Authority #5 outlining important sections of
the Public Health Act Waste Management Regulation regarding
changing the location of the Torrington transfer site One of
the conditions is that a professional engineer must prepare any
maps, plans, design data and any other pertinent information
regarding the transfer site

do any necessary engineering work

10 Central Alberta Business Information Proiect

Gail Surkan, Mayor, City of Red Deer, is heading a project to
explore the potential of an economic development tool to be used
by communities and agencies in central Alberta A data base
would be developed of central Alberta companies providing detail
on the current products, services and production capabilities of
each There will be an information meeting at Olds College on
December 13, 1995.

11 Kidney Foundation of Canada - March is Kidney Month
The Kidney Foundation of Canada will be canvassing in March 1996
and are requesting permission to conduct a door -to- -door campaign
within the M D
Executive Committee recommend permission be given to the Kidney
Foundation to campaign and to file
12 Governor General Award
Canada's 25th Governor General, Romeo LeBlanc, is establishing
an award to recognize Canadians who contribute their talents,
time and energy quietly caring for others. He is requesting
assistance in naming the new award as well as developing a
symbol for it and inviting nominations for the award

13. 1995/1996 Safety Committee
The Safety Committee for the 1995/1996 year was recorded as
being Rick Vickery, Marylea Lowen and 7 employees appointed by
the employees The Safety Committee should actually be Rick
Vickery, Marylea Lowen, Doug Knapp, Lonnie McCook and Paul
Ehmann.
Executive Committee recommend to change the Safety Committee to
Rick Vickery, Marylea Lowen, Doug Knapp, Lonnie McCook and Paul
Ehmann.
14 Linden Rubble Pit expansion
The Village of Linden has advised their representatives on the
committee for the expansion of the Linden Rubble Pit are
Councillors Darwyn Moon and Elvin Blosser and the alternate is
Mayor Joyce McDonald.
Executive Committee recommend a meeting be set up in January to 2eep.zop

Mr Jeffery advised that donations were given to the Salvation
Army for $2000 00 and to STARS for $1000 00 in 1995 and that if
the M D plans on donating for 1996 a bylaw will have to be

Salvation Army and $1000 00 to STARS
15 Donation to decorifte Communitv Centre
Mrs Mae Davidson was in wondering if the M D would donate
$50 00 toward the Community Centre decorations again this year

17 Letter Acme & District Golf Club
Letter from Acme & District Golf Club thanking for the M D 's
assistance in hauling sand to build the new greens

18. 9 -1 -1 - AGT system
Information has been sent from AGT regarding implementing an
enhanced 9 -1 -1 service for rural Alberta The municipality
would be assessed an additional charge on their telephone bill
on a monthly basis of $0 44 per month, with $0 37 of it being
remitted to the municipality and $0 07 being ACT's charge for
providing the billing and collection service The municipality
has to set up the emergency response centre

Regional Health Authority #5 has forwarded their 1995 annual
Report.

The possibility of a joint Bylaw Enforcement Officer with the
County of Mountain View was discussed The proposal is for the
M.1) to have the services of the Officer 4 days per month on a 1
year trial basis

cost of $3000 00 and advise Mr Bigelow that the property is
zoned commercial and would have to be rezoned to residential
before he could build a house

The minutes from the November 21, 1995 council meeting were
reviewed and edited for publication in the newspaper.
Executive Committee recommend the edited version of the minutes
