Vickery, Councilor Division #6 James M Hanger Councilor Division #5 Lonnie McCook, Public Works Superintendent Herman Martens Recorded the Minutes The following roads were inspected and recommendations made This project started one year ago and we have two users (Van Cauenberg and A Lu left to hook to the system Road Committee recommends we will carry on with the remaining hook -ups a] then do the cleanup required 2. Mr. Haller SE 13 33 23 W4 The oil company is requesting permission to continue using the existing approach on the north side of #585 to gain access to their well Road Committee recommends that permission be granted to use existing approach because of low traffic volume required at this well and Mr Haller has agreed to let the oil company us his approach ,.3. Jim Cunningham NE.23 33 24 W4 Ditch Cleaning has been completed Road Committee recommends that this 13 km ditch cleaning project be written off 4. Allen Cun in ngham SW 16 33 24 W4 Mr Cunningham has requested us to widen the approach to his yard See P.'1 of Road Committee recommends that an extension be added to the east end of the T�1/707 culvert when a section of the same sized culvert can be found and then the approach be widened X41 • 1 Mr Frere would like us to improve the unsafe dirt road Road Committee recommends that this road be left alone until development Seep iov happens along the road it is properly signed and meets our current dirt road in„Jo�es standards Le-nlaz'� 6. Bales at Braconnier Corte Straw bales have been set along the west side of Highway #21 and will cause a snow problem latter on in the year if they are not moved Road Committee recommended that a letter be sent to Alberta Transportation 7� advising them of the potential snow drifting problem Road Committee October 26, 1995 Page 1 a i C•. Road Committee met with Mr Tom Ferguson and Myron Hawryliw from P F R.A. in regard to Mr Fergusons flowing well water problem Mr Fergusons possible solution to this problem was the digging of a dug out north and west of the farm site This dugout along with an appropriate approach and access could be used as emergency water for fire fighting or as a commercial source of salable oil field water P F R.A. would get involved and could possibly provide some funding but wanted to get more information about the water such as (1) Rate of Flow (2) Quality of Water and (3) Type of Soil and Ground Conditions at the proposed dugout site Road Committee recommends Mr Ferguson and P.F R.A work out a solution between themselves and the M.D not be involved Access to the dug -out would 4ri probably have to be through Mr Fergusons yard as site distance is not available for another approach further north Road Committee recommends we write off this stock pile site as it has been reclaimed. NEW =1 Road Committee met with Myron Hawryliw from P F R.A. at this site and looked at the situation Water appeared to be coming from springs along the south banks of the coulee in the NW 14 -28 22 W4 then flowing to the road and through the culvert The water flows into a low marshy area in the NE 15 28 22 W4 Road Committee could see no way of improving the situation at this location except P),*10 possibly steaming the culvert more often as the need arises. 10. Dennis Berdahl S 1 /2 11 29 -22 W4 The ditch cleaning has been completed at this location Road Committee recommends writing off 3/4 mile 11. Gulf Resources SE 30 29 ?1 W4 The approach off SH #575 has been paved by us and we will bill them for it Road Committee recommends we write it off. 12. Rowbottom Approach NE 19 29 22 W4 The approach off SH #575 has been paved by us and we will bill them for it Road Committee recommends we write it off 13 Back Road To Dunphy SE 27 29-21 W4 The Gobi Oil Company has installed and developed a road on our road allowance that is not to our standard Road Committee recommends we send the Gobi Oil Company a letter of reprimand stating that permission has to be obtained before Texas gates are installed on road allowances and that all roads built on road allowances have to meet our standards of construction �•��� Road Committee October 26 1995 Page 2 C H 0 14 . Gerry LeonhardL_.NW 33 27 20 W4 The MD has moved the dirt pile from the hill to a low area for Mr Leonhardt Road Committee recommends writing off the project 15, Mrs M Biggs Be_ynon Walking Bridge The Road Committee looked at the bridge and the bridge appears to be on private property Road Committee recommends a letter be sent to Alberta Transportation notifying them that we do not wish to invest funds in the bridge because of possible increased liability to us • N • The fill over the culvert in this coulee has washed out and created a dangerous condition on the road surface A great deal of fill, time and machinery would be required the repair this location. There is little through traffic on this stretch of road it is used mainly for farm field access Alternate access could be supplied by the dirt road along the west and south sides of section thirty six Road Committee recommends that we close the road through the coulee and blade Saep 7 °f grade the alternate route along the south and west side of section thirty six M,,3 s 17. Gulf Oil SW 18 30 22 W4 Gulf Oil has built 650 meters of road on our road allowance the get to their lease road in the SW 18 30 22 W4 Road Committee recommends we send Gulf Oil a letter requesting that they get permission from us before making upgrades to our undeveloped road allowances, also that all roads upgraded most be built to meet our standards of construction. UV • RVATZI Road Committee met with Henry Wiens at the intersection of R.RD 24 4 and TP RD 29 2 Mr Wiens suggested the Yield Signs should possibly be changed to face the north and south roads because of visibility and safety factors Road Committee recommends the yield signs be changed to make the north and south traffic yield to the east and west traffic 19. Acme Cemetery Corner Jct. SH #806 & SH #575 S 25-29-26 W4 Lonnie had widened the intersection and redesigned the pavement markings to make turn lanes safer and more logical Road Committee recommends this project is complete and be written off 20 Tim Bates R RD 27 0 from SH #575 North 2 Mile-, Lonnie will sod bust the rough portions of this dirt road as required when time permits Mr Price has installed an approach that was not approved, does not meet site distance requirements, and does not have an adequate culvert G- 'eeP•7o< See p 70< /17,JJ1ES TC 1 irksHO � �GJS Swp 7oF IUHJIU /YIi Ju >Eb Road Committee recommends a letter be sent to Mr Doug Price notifying him to remove the unauthorized approach that has been installed leading to his barns. Road Committee October 26, 1995 Page 3 0 C E =o,,w t�:Vgs G94 22, White Land Farming - SE 22 -31 26 W4 The Municipal District have been requested to brush the perimeter of this quarter section of land Road Committee recommends that White Land Farming be advised to get a private G�T7ezS�-r contractor to brush their private land as only a small amount of brush is on our road allowance 23. Sewer Dump Station Wimborne Gravel had been spread on the site and the project is complete Road Committee recommends that this project be written off 24. Wimborne Plant Road SE 2 34 26 W4 The Mobil Oil Company has asked for permission to construct a north approach in the SE 2 34 26 W4 directly opposite the existing approach going south into the NE 35 -33 26- W4 This would give them ban free access to the lease road running parallel to the Wimborne Plant Road and exiting out onto the gravel road R.RD 26 1 Road Committee recommends a letter be sent to Mobil Oil Company giving them permission to construct a north approach in the SE 2- 34 -26 -W4 directly opposite 4-17 the existing approach going south into the NE 35- 33 -26 -W4 The letter should include a copy of our conditions required for approaches off Paved Roads Gravel has been removed up to the level of the base Lonnie will check into ownership of this stock pile site Road Committee recommends that the base be windrowed up and hauled out. Suers The M.D has received a request to gravel the dirt road west of 18 & 19 34 -25 -W4 -7;, Inc- XeDeA Road Committee recommends this dirt road not be graveled at this time.
