HomeMy WebLinkAbout1995-11-01 Council Minutes• 2 EXECUTIVE COMMITTEE REPORT - NOVEMBER 1st 1995 The Executive Committee of Richard A Wednesday, November 1st, 1995 at the Three Hills, commencing at 9:05 A M Jeffery, Administrator and Lonnie Superintendent Jennifer Deak, recorded the minutes The following items were reviewed- Three Hills Transfer Boxes Marz and Otto Hoff met on M D of Kneehill office in Also present were John C McCook, Public Works Assistant Administrator, The old transfer boxes have been tabled on the council agenda since early this year Executive Committee recommend these boxes be taken to Teske Auction and sold 2 Pusher Rental Price Mr McCook has calculated an hourly rental of $72.90 for the pusher machine This price is based on a three year life expectancy and does not include costs for labour, trucking or the hoe Mr. McCook noted three men would be required to accompany this machine, truck and hoe Executive Committee recommend an all inclusive rental rate for the pusher, truck, hoe and manpower be set at $125 00 per hour Aao�o 7 Mr. Jeffery noted two ratepayers have requested to rent this PL,GYK pusher _ /, i- 3 - 1k,q(5) Executive Committee recommend the Public Works Superintendent be authorized to schedule the rental of this piece of equipment providing there is manpower available to operate it 3. Of note is that 62% of municipal administrators expressed concern with the powers given to RHA's, over 2/3 of municipal administrators supported, in principle, the idea of a province wide 9 -1 -1- system and expressed satisfaction with their ambulance service; and 52% said that provincial downloading had a negative impact on their municipality. 10 AB Transportation 1996/97 Construction Program AB Transportation's proposed 1996/97 construction program for the M D of Kneehill has been received The program includes SH 583 paving, SH 806 bridge south of Linden and SH 837 paving from SH 838 to Highway 27 FAI-- Executive Committee recommend a letter be sent to Minister Steve !' West thanking him for placing these projects on the 1996/97 construction program for the municipality Executive Committee noted a letter should also be sent to Steve West, upon finalization of the A &A Paving matter, noting that pursuant to the meeting with the M D of Foothills, Kneehill and him at last year's convention, regarding the legal problems � associated with accepting the low tender from A &A Paving, and K L' EXECUTIVE COMMITTEE REPORT - NOVEMBER 1st, 1995 the AB Transportation tender process policy, the M D is respectively submitting an invoice for the total legal fees involved in this matter and requesting the province reimburse 75% of these costs 11 1995 AAMD &C Fall Convention Reservations The AAMD &C have confirmed hotel reservations for the Nov 13 -16/95 fall convention as follows- Coast Terrace Inn - one executive suite for R. Marz Convention Inn - eight rooms for rest of council, J Jeffery and L McCook Executive Committee recommend to accept and file r-...,g 12. Donna Cook - Request to pay water bill at bank Donna Cook, a resident of Huxley, has requested the M D make arrangements to have the Treasury Branch accept payment of water bills. Ms Cook does not have a chequing account and does not like spending money on a stamp when paying with a money order Hamlet water accounts are billed four times a year. Executive Committee recommend a letter be sent to Ms Cook L- "% advising her this request does not meet the criteria of the M D s�� mission statement 13 M G A. Tax Recovery Clarification An interest has been received in purchasing lots 1 &2, block 2, 5050AK, Swalwell (Gary and Linda Peterson) These lots were not sold at the 1994 public tax sale and as of Oct 25/95 council could acquire this property under tax forfeiture. There may be underground fuel tanks at this location, possibly on M D land adjacent to these lots AB Municipal Affairs has advised a municipality may take title to property not sold at tax sale The property remains in the name of the previous owner if title is not taken and taxes can continue to be levied against the property and the municipality cannot dispose of this property (through sale, lease or rental) It the municipality takes title to the property, taxes cannot be levied and the municipality can sell, lease or rent the property Executive Committee recommend the M D not property and further that a letter be sen requesting assistance and advice regarding underground tanks at this location Mrs. Deak left the meeting - time 10:35 A.M. take title to this SacP,G t to AB Environment o�r�.uv'ES the possibility of c�Z e 10 P,,A �',W Fo4 /a�� 5Ee fiaC 14. Committee member /alternate attending meetings Executive Committee recommend it is a committee member's duty to call an alternate committee member to attend a meeting if the committee member cannot attend; otherwise the alternate will not AeeP.10 attend the meeting.
