HomeMy WebLinkAbout1995-10-05 Council MinutesEXECUTIVE COMMITTEE REPORT OCTOBER 5th 1995 The Executive Committee of Richard Marz and Otto Hoff met on Thursday, October 5th, 1995 at the M D of Kneehill office in Three Hills, commencing at 8.45 A M Also present were John C Jeffery, Administrator and Lisa Paget, who recorded the minutes 10 II The following items were reviewed. 0 1 Association of Rural Water Co -oD's The Association of Rural Water Co -op s have asked if the M D of Kneehill wish to join their association The group is involved in group insurance, group buying and sharing of information There is a $100 00 membership fee to belong Executive Committee recommend to accept and file as information 2. Bale processor, _Cultivator and brillion qrass seeder The bale processor and cultivator have both been sold Guards Implements has an offer of $2500 00 including GST for the 8 foot brillion grass seeder Executive Committee recommend the M.D. sell the brillion grass "l -orEs seeder for $2102 80 plus GST 3 Article - Tax cut would stimulate investment Mr. Jeffery has given a copy of an article out of the Calgary Herald to each councillor regarding the M & E assessment The M & E assessment for education is gone. Executive Committee recommend to accept and file as information 4. Kneehill Ambulance minutes September 20, 1995 The minutes of the September 20th, 1995 meeting of the Kneehill Ambulance Board were reviewed Executive Committee recommend to accept and file 5 Allan Becker request for future culvert and approach Mr. Allan Becker is requesting a letter from the M D. agreeing to supply an approach and a culvert at S E 17- 29 -24 -4 in the future in lieu of supplying one now as part of the road agreement. The culvert and approach are not required at this time. Executive Committee recommend a letter be sent to Mr. Becker advising the M D. will do the work when it is required. 6 Letter Village of Carbon re. Regional Management Body The Village of Carbon has sent a letter to Hon Tom Thurber with a copy to the M.D. regarding the Ministerial Order to establish 1 D �i 0 EXECUTIVE COMMITTEE REPORT OCTOBER 5th, 1995 a regional management body The Village disagree's with this concept Executive Committee recommend accept and file 7. Canada - Alberta Infrastructure Works Program Mr Steve West has sent a letter advising there is funding now available for new infrastructure projects for municipalities who have not used up their infrastructure allocation It was noted the M D has used up its allocation Executive Committee recommend accept and file 8 Nova Gas Transmission - Tax Recovery Notifications When property is sold under tax recovery at public auction, the purchaser obtains free title of the property except for a number of statutory exemptions Nova Gas Transmission is requesting that when tax recovery property is sold, the sale be subject to all Nova encumbrances such as easements, URW or grant of right -of way remaining on the title This would involve the M D employee who is doing the tax recovery sale to notify land titles that these encumbrances remain on the title. Executive Committee recommend the M D impose the condition that /-E�� any encumbrances such as easements /right -of -ways held by oil SST companies on a title of land offered for sale under tax recovery remain on the title once it has been sold �e oc iM�a 9. KCRB minutes September 21st, 1995 The Kneehill Community Resource Board (KCRB) minutes were reviewed The 1996 budget was reviewed at their meeting and remains unchanged from 1995 The budget for 1996 is $109,000 00 Executive Committee recommend to accept the 1996 budget for the KCRB. 10 A A M D & C - Task force on Ambulance Services The A A M D & C has reviewed the discussion paper from the task force and has developed a brief response to it Executive Committee recommend accept and file 11 11 Councillor pictures The office has asked if Council wishes to have a picture taken for 1995 Executive Committee recommend no councillor pictures be taken for 1995. 12 A A M D & C 1995 Fall Convention 2 U �J • EXECUTIVE COMMITTEE REPORT OCTOBER 5th, 1995 The package sent by the A A M D & C for the fall convention was discussed The convention is being held at the Terrace Inn Executive Committee recommend all councillors be registered at v'aeP'.213 the Terrace Inn for the 1995 Fall Convention and Mr Jeffery be zqw-6 authorized to send in the credential list Oro 42UeiA -Xo 13 Century 21 /Keith Jaffray N W 20- 28 -21 -4 Century 21 Page Realty in Drumheller are inquiring as to what and where the access road allowance is to the above property Legal access to the property is gained via the 66 foot road allowance along the north and west sides of the parcel There doesn't appear to be any physical access. Executive Committee recommend Century 21 Page Realty be advised of the legal access along the 66 foot road allowance along the north and west sides of the parcel and that the M D is unaware of any physical access to the parcel 14 Town of Three Hills - Creation of Regional Management Body - Kneehill Housing Corporation The Town of Three Hills has sent a copy of their letter to the Minister to the M D regarding their stance on the Ministerial Order regarding the regional management body It appears the town is reasonably satisfied with the contents of the order Executive Committee recommend accept and file 15 Village of Torrington - Creation of Regional Management Body - Kneehill Housing Corporation The Village of Torrington has sent a copy of their letter to the Minister to the M D regarding their stance on the Ministerial Order regarding the regional management body The Village is asking the Minister to further consider the draft format Executive Committee recommend accept and file. 16 Villaqe of Linden - Joint Services L-17-1-1we lewil ),�Z ��, The Village of Linden has sent a letter in response to the M D 's letter of September 14, 1995, expressing their dismay and dissatisfaction with the latest proposal regarding joint services The Village wishes the agreement between the Village and the M.D. for fire protection remain at 75/25 The M D advised the Village in a letter of September 14, 1995 that the M.D was willing to contribute on an equal 50/50 basis for fire protection Recreation - the Village no longer receives funding for recreation from the M D therefore see no merit in being involved in an agreement Funding for recreation for Torrington, Linden, Acme and Carbon is no longer available from the M D Golden Hills Lodge /Management Body - feel equalized assessment be used as the tool to affect the funding formula Their stance of one rep one vote has not changed Ambulance - are prepared to continue providing the ambulances' existing level of service 3 1 S�P3 i U 0 r� EXECUTIVE COMMITTEE REPORT OCTOBER 5th, 199 Executive Committee recommend a letter be sent to the Village of Linden reitterating the M.D.'s stance on providing fire services on a 50/50 cost sharing basis as per our September 14, 1995 letter and another letter be sent to the Village of Linden advising the M.D 's principles remain affirmed on recreations Golden Hills Lodge and ambulance funding and Mr Jeffery bring an analysis of the fire agreements between Carbon, Acme, Linden and Torrington to the next meeting of Council 17 Village of Linden - Transportation Funding for Seniors The Village of Linden have advised they do not wish to participate in funding for this venture but would consider funding DATS as they have in the past Executive Committee recommend to accept and file lrl 18 Village of Linden - Linden Rubble Pit expansion The Village of Linden feel the expansion of the Linden rubble pit is not viable at this time and are waiting to reply to the M D until the M D and Mr Harper have reached a decision on this matter Executive Committee recommend accept and file '("g 19 Maintenance Contracting News Executive Committee recommend accept and file. 20 W C B Revised Rates As reported in the September 20, 1995 Executive Committee report, W C B had credited the M D 's account $12,252 03 W.C.B. has further credited the M D 's account $8898 20 for a total credit of $21,150 23. Executive Committee recommend accept and file 21 Village of Acme - Recreation Funding The Village of Acme has responded to the M D.'s letter regarding discontinuing funding for recreation in the Village They are discouraged that the M D would discontinue the funding Executive Committee recommend accept and file. F« 22 Infrastructure Monies Mr Boake made a council regarding SH 575 project on excess funds Executive Committc motion at the September 26, 1995 meeting of using any excess Infrastructure funds from the the Linden West bridge project There are no �e recommend accept and file F`£ �, zt a 23 Norman Klassen - Swalwell elevator demolition 4 �o 5 a �1 v C7 Ea EXECUTIVE COMMITTEE REPORT OCTOBER 5th. 1995 Mr Norman Klassen will be demolishing and burning the Swalwell grain elevator He wishes to burn the elevator at its present location this winter Executive Committee recommend Mr. Klassen be advised any burning must be done in a hole during the winter when there is snow on ,�E77� the ground and the local fire department must be notified when he plans to do the burning 24 PIC - Fresh water dugout Sec 18- 29 -26 -4 PIC has a 7,000,000 - 10,000,000 gallon dugout with fresh water in it They offering this water to the Linden and Acme fire departments if they require it The road to the dugout does require some grader work and possibly some gravel Executive Committee recommend the M D do the grader work and seGP'z supply any gravel to the road to the dugout and 25% of the costs incurred be billed to the Linden fire department mom io 25 Future Outlook of M D Mr. Jeffery reviewed 1995 - 1998 revenues and expenditures and the outlook looks good at this point looking through the window of opportunity now Executive Committee recommend accept and file. It is getting too late in the year to be opening up more road projects. 2. Kurt Bauer phoned me and was wondering if the M D was interested in contracting out two divisions for gravelling He mentioned something about the local trucks starving to death. 3. Vickery - NW 9- 34 -25 -W4 Mr Vickery has requested that something be done about the drainage problem at this location ::re --r /»&r+o 100)5 Roa Committee recommend that a ditch be made along road allowance to �ivert the runoff into the slough across the road 11 Mobil Oil Canada - NW 35- 33 -26 -W4 Mobil Oil has requested access to NW 35 off of approach at NE 35- 33 -26 -W4 Road Committee noted that Mobil has built an access road from well on 'NW 35 to well on NE 35 It does not look like they need an approach now Mr McCook will check this out with Mobil 12 Hoppins Farms - W1 /2 11 and NW 2- 34 -25 -W4 Hop ins Farms would like to take out the existing fence, have the �e M D. backslope the road into the field - 1 -1/2 miles to S R 587 Road Committee recommend road be backsloped after the existing fence has been taken out 13 Lawrence Leishner - W 17- 33 -26 -W4 Lawrence Leischner would like water runoff to be diverted to road allownace so it will not flood his field Road Committee recommend to blade grade one mile of this road in order to keep the runoff out of field. 14 Linden Nursing Home Road P3 s Road Committee recommend Linden Nursing Home Road be swept off and then project is okay to write off 15 Rlassen Project - E 18- 30 -24 -W4 - one mile Road Committee recommend okay to write this project off 16. PanCanadian Petroleum Limited - 9- 34- 28 -23 -W4 PanCanadian has requested to locate a well centre within in 100 meters from S.R. 836 and to use existing road approach at the location Road Committee recommend that PanCanadian's request be approved with the condition that no machinery or equipment be stored on the �row 2 Jd /xdGQMM 1� 0 ROAD COMMITTEE — OCTOBER 5, 1995 roaO allowance and that they accept total responsibility for mai tenance and repairs of the service road and approach. 17. PanCanadian Petroleum Limited - 9- 23- 28 -20 -W4 PanCanadian has requested approach at above location Site distance is not the full 1000 feet Road Committee recommend approval of temporary approach to oil lease be given and that Alex Cunningham be responsible for putting up "Danger Ahead" and "30 km per hour" signs The Committee fur ,ther recommends that if this becomes a producing well that the sit6 vision be addressed.
