EXECUTIVE COMMITTEE REPORT SEPTEMBER 7th, 1995
The Executive Committee of Richard A Marz and Richard M
Vickery met on Thursday, September 7th, 1995 at the M.D. of
Kneehill office in Three Hills, commencing at 8 50 A.M. Also
present were Lonnie McCook, Public Works Superintendent, John C
Jeffery, Administrator and Jennifer Deak, Assistant
Administrator, who recorded the minutes
The following items were reviewed
1 Torchinsky Engineering Report
Mr Jeffery reported on Sept 6/95, Colin and Steve from
Torchinsky Engineering Ltd met with Lonnie McCook and himself
Colin reported A &A Paving did not supply the blend sand for the
SH 575 project As per release agreement, A &A should have
supplied 2,940 tonnes @ $4 35 /tonne for a total of $12,789 00
Mr. Jeffery advised Mr Bob Eden of this situation on Sept 7/95
at 8.30 A M and instructed Mr. Eden not to release any trust
funds until further notice.
South Rock has now supplied the blend sand Their initial price
for this was $7.02 /tonne Colin negotiated the price with South
Rock and it was revised to $6 96 /tonne and finally settled at
$5 64 /tonne for a total price of $16,581 60 This is a
difference of $3,792 60 from A &A's price
Maynard also shorted approximately 3,700 tonnes of aggregate and
is crushing this now Colin will advise when hauled out
Possible sources of funds for shortfall is either from the trust
funds; or AB Transportation & Utilities contingency project fund
account; or from the Minister of Transportation
Will be requesting Rob Penny to tender the paving on SH 583 as
soon as eight of the nine miles of base work are completed.
Will require a motion of council to allocate authority to accept
low tender for SH 583 as there will be no time, if everything
works out, to wait for council to meet
Executive Committee recommend an Executive Committee, of any two
councillors, be authorized to approve the low tender for the
paving of SH 583
2 Joint Use Agreement - Trochu Maintenance Shop
The Golden Hills Regional Division #15 has signed the agreement
with the M D for the grader storage space at the school
division shop in Trochu
Executive Committee recommend approval of this agreement
3. Development Permit Application - Leonard Baerg
Mr. Leonard Baerg has made an application for a development
permit for a second residence on the N E 19- 30- 25 -W4. This
land abuts SH 806 at Linden, where the bridge alignment is
currently being negotiated Mr Vickery reported the Municipal
Planning Commission had tabled this application until Mr Bob
Boake, the divisional councillor and MPC member, can discuss
this matter with Mr Baerg
Executive Committee recommend the Municipal Planning Commission
leave this application on hold, pending the realignment of SH
806 at Linden

4 Town of Three Hills request for double chip seal
At their June 26/95 meeting, the town of Three Hills passed a
motion authorizing their public works superintendent, Mr Rinus
Onus, to coordinate a double chip seal project on some of their
industrial park roads to a maximum of $11,000 00 The town
would like the M D to undertake this work
Executive Committee recommend the M D workforce undertake this
work, as time permits, and do as a joint service at a rate, as P`�S
per. policy.
5 AAMD &C Petroleum Products Buying Group
The AAMD &C have not yet received sufficient commitments from
municipalities to go for a proposal to the Petroleum Products
Buying Group. The M D 's fuel tender with Linden Co -op expired
on August 31/95 and a further 30 day extension was agreed upon
with Mr. Ed Heck to continue using Linden Co -op. The School
Division has also advised they will be committing to the
Petroleum Products Buying Group The AAMD &C is recommending
municipalities extend their current contracts to December 31/95,
if possible, and hopefully by this time, the Petroleum Products
Buying Group will be established
Executive Committee recommend the M D negotiate an extension of
the fuel tender with Linden Co -op until December 31/95
6 Muchka Project
Mr. McCook discussed the Muchka project and the land owned by
Mr Allan Becker and agreement conditions requested by Mr
Becker regarding the fencing Mr McCook is recommending the
M D purchase the 1 05 +/- acres required for this project from
Mr Becker. If the land is purchased the M D equipment will
not have to enter onto Mr Becker's property and will not have
to negotiate the fencing with Mr Becker Mr Becker seems .'-'-P•i pi/n,ao>�s
receptive to selling the land. Cost, as per policy, would be
approximately $643 71 per acre for this land
Executive Committee recommend the M D proceed to purchase, from
Mr Becker, the required land for the Muchka project, at policy
price
Mr McCook left the meeting - time 9:20 A M
7. Joint Services
Mr Jeffery reviewed the joint services scenarios and the Sept
1/95 letter from the town of Three Hills to the Hon. Tom
Thurber The town is requesting the new regional management
board consist of nine members, two M.D. and two town of Three
Hills members and one each from Trochu, Linden, Acme, Torrington
and Carbon
Executive Committee recommend a letter be sent to the Hon Tom Z-_-7Y.&Ukr
Thurber expressing support to the town of Three Hills request
for the regional management board make up with a copy of the
letter to Carol Haley, MLA and all the towns and villages within
the municipality

Executive Committee recommend a letter be sent to the village of
Linden advising them, after a review of the joint services fire
agreement and other joint services, the M D feels that the fire
protection only benefits the area within a five mile radius of
the fire station, and is only willing to share and fund the
joint fire services on a 50/50 basis with the village and
effective one year from date of letter will be reducing their
share of costs to 50% and requests the village to set its budget
accordingly
Executive Committee recommend letters be sent to the villages of
Acme, Carbon and Torrington advising that no recreation
funds /grants will be forthcoming from the M D of Kneehill
Executive Committee recommend a letter be written to the village
of Torrington stating the M D is only willing to share fire
costs with the village on a 50/50 basis and this is the same
cost sharing arrangements as the rest of the towns and villages
within the municipality.
Executive Committee recommend a letter be sent to the towns of
Three Hills and Trochu advising them the M D council will be
reviewing and discussing these joint services scenarios,
prepared by Mr. Jeffery, at their September 12/95 council
meeting and inviting their joint services committees to meet
with the M D joint services committee, after September 12/95,
to further discuss these issues
A short recess was held from 10:15 A M - 10 30 A.M.
8. Alois Stern Tax Cancellation Request
Mr Ed Dunay, assessor, has requested a tax cancellation, in the
amount of $143 06 for Mr. Stern Mr Stern's farm unit #173,
S E 21- 29- 23 -W4, did not reflect the correct exemption Mr
Stern has already paid his 1995 taxes in full
Executive Committee recommend a tax refund, in the amount of
$143 06, be issued to Mr Stern
9 Electoral Boundaries Commission 1995/96
The provincial electoral boundaries commission will be holding
public hearings throughout the province Notices will be issued
in local newspapers of meeting dates Written submissions can
also be forwarded to the commission

10. AAMD &C Provincial Truck Route Task Force
Over 35 municipalities submitted nominations to the AAMD &C
Provincial Route Task Force The AAMD &C selected a four members
to the task force

11 Mt Vernon Water Project - Braconnier Park

The Mt Vernon water committee is requesting $150 00 from
interested parties to go towards the engineering report The
park currently has no potable water and is requesting a waiver,
from the regional health authority, based on this possible water
project
Executive Committee recommend Braconnier Park commit to the
proposed Mt. Vernon water project and pay the $150 00 towards

12. AB Health - Survey Request
AB Health has sent a letter extending the Sept 1/95 deadline,
for the survey on principles regarding requisitioning powers
Regional Health Authorities Act, to Sept 8/95 It was noted
this survey has already been completed and returned

13 Fire Chiefs Meeting Report
Concerns discussed at the August 17/95 fire chiefs meeting, held
In Linden, included joint purchasing of equipment, scene /command
protocol, reserve pumper truck and looking at rental units when
a fire truck is down due to repairs The next fire general
meeting is scheduled for Nov 29/95 at 7.00 P M in Linden and
the next fire chiefs meeting for Nov 16/95 at 7.00 P M. in
Torrington

14 AB Municipal Government Board - Equalized Assessment Appeal
The AB Municipal Government Board has circulated a listing of
all the municipalities appealing their 1995 equalized
assessment Three Hills and Acme are included in this listing.

15 AAMD &C Convention - RCMP meeting
The RCMP have requested if the M D is interested in meeting
with them at the fall AAMD &C convention to discuss policing
concerns
Executive Committee recommend the M.D. is not interested in
meeting with the RCMP at the fall convention
Executive Committee recommend a review of a possible joint bylaw
enforcement officer with the County of Mountain View be tabled c,B
for discussion until after the October 1995 organizational
meeting
16 AB Municipal Safety Codes Service Commission
A letter of update on the progress of operations has been
received from the Safety Codes Commission Over 800 permit
applications have been received and over 2,000 telephone
inquiries. The most common concerns noted were permit costs and
lack of notice to implement this system Information will be

following on handling payments, processing permits, confirmation
Of permit issuance and communication methods between the
commission and its members.

17 1995 Funding for the Valley Bus Society
The city of Drumheller has requested the M.D continue to
support the Valley Bus Society in providing transportation to
seniors and disabled persons throughout the Drumheller valley
In previous year's the M.D has committed $1,500 00 to this
society

Executive Committee recommend the M D no longer commit grants
or funds to the Drumheller Valley Bus Society but rather fund,
up to a maximum of annum, to DATS on condition.�e_;�._ ?oF
the towns of Three Hills and Trochu and village of Linden, which
utilize this service, participate, equitably, on a per capita

18 Minimum Property Tax ,g
Under section 357, Municipal Government Act, a municipality may
impose a minimum property tax The M D of Foothills charges a
minimum of $20 00 per parcel The M D of Kneehill has 381
parcels paying less than $20.00 property taxes Total 1995
taxes levied on these 381 parcels generated $2,697 57 in tax
revenue. If a $20 00 minimum tax was imposed, total taxes
generated from these 381 parcels would be $7,620 00, an increase
of $4,922 43 over the 1995 taxes

19 Request from Three Hills & District Adult Learninq Council
Mrs Ruth Weisenburger, Chairperson, Three Hills and District
Adult Learning Council, has requested the M D. consider allowing
them to occupy, rent -free, two of the vacant offices in the
basement of the M D office There are two educational
organizations. Kneehill Adult Learning Society (formerly the
Three Hills & District Adult Learning Council) and Kneehill Read
Adult Learning Project Both organizations provide adult
learning programs within the boundaries of the M D , serving all
the communities therein This organization was previously
operating out of the school division offices in Trochu but, with
the school board regionalization, has been asked to move
Executive Committee recommend the two educational organizations,
namely the Kneehill Adult Learning Society and the Kneehill Read
Adult Learning Project be given permission to use, rent free,
two offices in the basement of the M D building, on the
understanding should the M D require this office space it will
give these organizations thirty days notice to vacate or combine
their operations into one office

Mr Grant Mitchell, AB Liberal leader, has forwarded a letter
expressing concerns over the impact of gambling on Albertans and
enclosing a transcript of the CBC Provincial Affairs broadcast
on video slot machines, delivered by AB Liberal Municipal
Affairs critic, Len Bracko

Revenue Canada is requesting GST registrants to consider direct
depositing of their GST return refunds

22 Biq Country Tourist Association Affiliation Fee
Big Country Tourist Association has forwarded an invoice to the
M.D for 1996 affiliation (grant) request in the amount of
$942 60 (4,713 x $0 20). The benefits of belonging to this
association were discussed.

23 AAMD &C re Access to Information
The AAMD &C has forwarded a copy of the guidelines regarding
access to information, as compiled by the ad hoc committee It
was noted this guideline was distributed at the recent CAAMD &C
district meeting in Lacombe

has released their Water Management Policy and Legislation

27 City of Airdrie Customer Service Seminar

The city of Airdrie, in cooperation with the
hosting a one day seminar, on September 19/95,
Satisfaction Seminar fee is $79.00 plus GST

thanking them for the invitation to participate in this seminar
but advising the timing is not convenient and expressing
interest to be included in any future seminars, preferably
scheduled during the winter months.
28 AB Environmental Protection re* transfer sites
Recent legislation will transfer, effective Mar 31/96, the
regulations regarding landfills and other waste management
facilities from the Public Health Act to the Environmental
Protection and Enhancement Act This transfer is designed to
streamline and simplify the regulatory process To assist with
the transfer, a transition committee, comprising of
representatives from AUMA, AAMD &C AB Health and Environmental
Protection is being developed Comments, suggestions and input
are requested to be forwarded to AB Environment

Non. Walter Paszkowski, Minister of Agriculture, has forwarded a
letter to Mr Iris Evens, Reeve, County of Strathcona, with
copies to all ASB Chairpersons, regarding the ASB funding
formula, advising the Funding Review Committee has forwarded a
letter, to all municipalities, reporting on the province wide
P011 of ASB's

30 Western Grain Transition Payment Program
Mr Art Thomas, Ag Fieldman, has reviewed and completed the
Western Grain Payment application for all M D lands There are
no M.D properties eligible for payment compensation
