Marz and Otto Hoff met on Thursday, August 17th, 1995 at the M D of Kneehill office in Three Hills, commencing at 9 45 A M. Also present were Lonnie McCook, Public Works Superintendent, and Jennifer Deak, Assistant Administrator, who recorded the minutes The following items were reviewed- 1. Town of Three Hills letter re Rodeo support The town of Three Hills has sent a letter of sincere appreciation for the M.D 's support of the July 15 -16/95 Three Hills Rodeo The event was a tremendous success with proceeds going to fund future events and community recreation Executive Committee recommend to accept and file 2 John Deere rented hoe F� Mr McCook requested some direction on future requirements for the hoe, noting if the M D undertakes more water projects, it would be necessary to upgrade the hoe and acquire the John Deere hoe, which is more productive than the Hitachi hoe for this type of work The Hitachi hoe could be traded in towards the purchase of the rented John Deere hoe Total purchase price of the hoe would be $179,000.00, less the trade in of $60,000 00, for a net price of $110,000.00 -4,�e Pr3 °< M o-6-5 +- A106 Executive Committee recommend the Hitachi hoe be traded in towards the purchase of the John Deere hoe 3 Muchka Project Mr. McCook noted the land owner for the N W 7- 29- 24 -W4, Lavern Krenzler, and the land owner of the N 1/2 9- 29- 24 -W4, 292678 Alberta Ltd , need to sign the backsloping /borrow pit agreements The renters of these quarters have already signed Mr McCook also reported, Mr and Mrs Alan Becker, owners of S E 17- 29- 24 -W4, had indicated special terms on the agreement These terms are that the fence be placed on the property line, if the snow takes out the fence, the M D is responsible to fix it, to Mr. Becker's standards, with all new material Executive Committee recommend agreements to Mr Krenzler signatures and further, the M.D agreements, and that Mr. Beck placed at the property line and it is built the the office sent project and 292678 Alberta Ltd for policy not be exceeded in these ar be advised the fence can be will be his responsibility after 4 AB Energy - Mineral Aggregate Commodity Analysis Summary AB Energy has released the results on the Alberta sand and gravel survey conducted last year Of note, the 1991 unit value of gravel at Alberta pits was $2 56 /tonne and $4 02 /tonne for crushed gravel, average haul distance was 42 km ; most municipal regions estimate they will be depleted of gravel supplies within 20 years and at least one producer will run out of gravel supplies within 10 years 1 a / ,,s -(�w-r 0'10 �AgdisE • • U • EXECUTIVE COMMITTEE REPORT AUGUST 17th. 1995 Executive Committee recommend a co CC'' �u each councillor PY of this survey be given to pa^ �w /9S 5 Gravel Agreements - request for information The M D had requested information from surrounding municipalities regarding gravel purchase policies and damage payment policies that effect gravel purchases Four of the seven surrounding municipalities responded to this request Rocky View does not compensate separately for damage payments in gravel pits and pays for gravel testing Rates were not disclosed Stettler will reclaim the gravel test area and pay crop compensation if damages occur Land compensation is calculated using the fair market value of the preceding three years with a minimum of $500 00 for acreages Crop damage is calculated using actual yields, in consultation with the land owner and a T -4 slip is issued for this amount Wheatland sent a copy of a current 20 year lease with royalties set at $0 47 /cu.yd for the first 10 years, negotiable for the last 10 years The lease has a minimum extraction guarantee of 10,000 cu yds for the first 10 years with the county responsible for reclamation They have no policy for gravel testing and advise royalty rates vary between $0 47 - $0 80 /cu yd Badlands has no policies as it tenders for gravel supplies Executive Committee recommend accept and file F9 6. Canadian 88 Energy Corp - request for road maintenance Canadian 88 Energy Corporation has requested upgrading and maintaining on Range Road 22 -5, north of Lemay's feedlot The company has two operations with compressor stations on this road, 11- 29- 32 -22 -W4 and 11- 32- 32- 22 -W4, which they maintain daily There is no gravel on this stretch of road Tarragon Oil also have wells located on this road Executive Committee recommend this matter be referred to the road committee 7. AAMD &C letter re, First Aid Regulations Recently, AB Labour set up a task force to review the AB First Aid Regulation This task force has developed a proposal to repeal the current regulation and replace it with a new Emergency Planning and Response Regulation The AAMD &C has requested comments and input on this proposal which includes hazard identification, risk assessment, emergency response plan, identification of roles and responsibilities, emergency procedures and record keeping Mr McCook noted the W C B Partners program, which the M D is part of, includes all these items Executive Committee recommend to accept and file 8 R C M P request for rumble strips at SH 582 & SH 806 Officer Jack Fenton, Three Hills R C M P , has inquired about the possibility of installing rumble strips on SH 582 at the junction of SH 806 There have been several accidents at this location SH 582 is clearly marked with 'Stop Ahead' and 'Stop' 2 • • • • EXECUTIVE COMMITTEE REPORT AUGUST 17th, 1995 signs Mr. McCook noted this is a light coat surface road and rumble strips could not be installed Executive Committee recommend to refer this matter to the road &Wp,/�woi committee m Nrrf'" �QOCa..t'�l3 7�SNIeHO � Pw5 9. AB Transportation letter to David Hervey AB Transportation had forwarded a copy of their letter of response to Mr David Hervey re. SH 575 04 project, advising him the M.D of Kneehill is administering this project Executive Committee recommend to accept and file 10 1995 Gravel Days Report The following amounts of gravel were sold during the July 18 -20/95 gravel days; 460 yards of screenings from the Megli Pit, 144 yards of screenings, 10 yards of pit run and 1,843 yards of 3/4" gravel from the Torrington Pit Total revenue was $11,344 00 Executive Committee recommend accept and file 11. Construction Alberta News - report request Construction Alberta News has invited municipalities to submit editorial comments outlining the progress made or obstacles faced during the current year's construction season Copies of these reports will be distributed to all delegates at the upcoming AAMD &C convention ,45,/A Aa q ;ar ✓,�! 7 Lo,ixu� Executive Committee recommend Mr McCook prepare an editorial -4, oe for submission to Construction Alberta News �/r",o7Pu1s 12 Transportation for Seniors and Persons with Disabilities in AB Survey AB Transportation & Utilities has produced a two volume report on transportation for seniors and disabled persons Major conclusions are: 159 organizations offer local public transport service in Alberta including 80 providing wheel chair accessible service, expenditures exceeded revenues for most organizations and most did not have an adequate vehicle replacement plan. Executive Committee recommend Mr. Marz be given a copy of this report Mr. McCook left the meeting - time 10.45 A M 13 Sick Day Pay Out - Robert Kennedy At the time of death, Mr Kennedy had a balance of $7,660.64 in sick day benefits. Under the Income Tax Act, these monies can be paid out as a death benefit in recognition of an employee's service This death benefit payment would be tax free to Mrs. Sonia Kennedy 3 I 1� n LJ • EXECUTIVE COMMITTEE REPORT AUGUST 17th. 1995 Executive Committee recommend the sick day benefit accruing to Mr. Bob Kennedy be paid out as a death benefit and also a long service award plaque, in recognition of Mr. Kennedy's service with the M D., be presented to Mrs. Sonia Kennedy 14 AAMD &C - response re. proposed subdivision regulations The AAMD &C has acknowledged the M D.'s letter, supporting the M.D of Rocky View's concerns in regard to section 11 of the proposed subdivision regulations The AAMD &C has made a written submission to AB Municipal Affairs requesting amendments in three key areas, "urban fringe' provision, definition of country Residential Use, and setbacks surrounding waste transfer sites Executive Committee recommend accept and file 15. Three Hills Municipal Airport - CFEP funding Three Hills Municipal Airport has received approval for their application for a Community Facility Enhancement Program (CFEP) grant in the amount of $61,400 00 This grant requires matching funds from the community The town of Three Hills and P B. I. have each committed $21,000.00, the M D. $8,000 00 and the airport commission a total of $11,400 00 in part labour and part cash Executive Committee recommend accept and file 16 AAMD &C - 1995 Spring Convention Passed Resolutions The AAMD &C has forwarded a copy of the official government replies to resolutions which were passed at the Spring Convention Executive Committee recommend accept and file and a copy be available to all councillors, upon request. 17 Community Animation Project (CAP) The Community Animation Project is a national initiative to support communities and increase their capacity to act on issues involving human health and the environment Health Canada and Environment Canada are partners in CAP. A grant maximum of $5,000.00 per applicant is available but applicants must be non - profit, non - government groups. Only a local board of health can issue an Order waiving a provision under the Recreation Area Regulation An application for waiver has been included with this letter Executive Committee recommend to proceed with this application t�A ✓� G'omact�� for waiver. ,,,,y,gqco 20 AAMD &C - results of Safety Codes Act survey The results of the recent AAMD &C Safety Codes Act survey sent to municipalities is as follows- 22 out of 37 respondents either oppose or strongly oppose the Safety Codes Act, the major concerns appear to be cost and frequency of inspections, downloading and increased regulation Executive Committee recommend to accept and file. 21 Ass'n of AB Co -op Seed Cleaning Plants Ltd The Grant Diversification Committee of the Association of Alberta Co -op Seed Cleaning Plants Ltd has approved the submission from the Three Hills Seed Cleaning Plant for a diversification grant Executive Committee recommend accept and file. 22 Letter from AB Municipal Affairs re Rural Physician Action Plan An invitation has been extended for communities to participate in the Sept /95 recruitment fairs in Calgary and Edmonton to promote practice opportunities for family physicians in rural communities. Letter from AB Justice re. Three Hills Court House closure Mr Brian Evans, Minister of Justice, has acknowledged the M.D.'s letter requesting consideration for the re- opening of the Three Hills court house The justice department will be reviewing all court closures after one year, expect to have an interim review completed by the end of October with a final review completed by the end of January 1996. Once these reviews are completed the department will assess its decisions further to determine if adjustments should be made Executive Committee recommend accept and file. 5 • C7 • n U EXECUTIVE COMMITTEE REPORT AUGUST 17th 1995 25 Safety Codes Council Update The Safety Codes Council has forwarded an update on the successful implementation of Alberta's new public safety system and has highlighted some aspects of the program which make it easier for municipalities, corporations and agencies to opt for active participation Executive Committee recommend accept and file 26 Letter from AB Mun Affairs re- Housing Manaqement Bod The Hon Tom Thurber, Minister of Municipal Affairs, has advised he will be signing a ministerial order at the end of August regarding the establishment of a regional management body If the jurisdictions in the area cannot reach a consensus by this time, it is the Minister's intention to name the existing members of the Kneehill Foundation board as the members of the new management body board Executive Committee recommend accept and file 27 Tax cancellation - V M Moran Farms Ltd S E. 28- 34 -25 -W4 Mr. Ed Dunay, assessor, has advised the above noted company purchased the referenced land, roll #5499000, in September 1994 from Norene Page The farmland exemption for the residence on this property was not processed properly The company was charged taxes on the improvement assessment of $11,730 which resulted in taxes of $294 85 Mr Dunay is requesting council consider cancelling the $294.85 The necessary assessment corrections have been processed for 1996 Executive Committee recommend the improvement assessment of $11,730 be exempted from this property resulting in a 1995 tax cancellation of $294 85. 28. The study shows the major economic benefactors of these operations are the urban municipalities and the provincial economy, not the rural municipalities As the industry operates and grows in the rural municipality, the tax base created will tend to locate in urban centres while the costs of maintaining the infrastructure (such as roadways) are passed onto rural municipalities. The industry believes no long term solutions will be feasible unless they are embodied in a provincial infrastructure strategy and suggest both rural municipalities and agricultural groups discuss this issue Executive Committee recommend a letter be sent to the AB Cattle Feeders' Association inviting them to contact the AAMD &C to arrange a presentation at the convention. 31 Joint Services Meeting The village of Carbon, town of Three Hills and Trochu have all confirmed their attendance at the August 22/95 joint services meeting The villages of Acme, Linden and Torrington have advised they will be unable to attend Executive Committee recommend, because of the Senior Housing issue, this meeting not be cancelled but go as scheduled and the villages of Acme, Carbon and Torrington be contacted and requested to sent a representative to participate in the meeting because of the importance of the senior housing issue 32 Town of Three Hills letter re. joint services The town of Three Hills has sent a letter recapping their position on the joint services issues Of note, for the airport, the town has the M D with 2 votes and 1/3 costs and the town with four votes and 2/3 costs It was the M D 's understanding the town was to have 3 votes The town has stated its position is contingent upon the M D 's final position on recreation The town would like to see deficits for major facilities paid on a per capita basis by all jurisdictions and suggesting an agreement between the town and M D be made with the M D 45% and the town 55% of costs Sce,p.N4 of Executive Committee recommend this letter be referred to the m,ao >Eb joint services committee�7 A, P� mawo 33 9 -1 -1 Emergency System response The village of Carbon and the town of Three Hills have responded to the M D 's request to the towns and villages for a commitment of support for the 9 -1 -1 emergency system. Carbon supports this system in principle, on the presumption every household will be responsible for costs through their telephone bill Three Hills has requested further information before making a commitment and have also indicated interest in participating on the 9 -1 -1 planning committee It was noted the village of Linden had responded in favour of this concept but had also voiced concerns about cost L� >�e SEUY Executive Committee recommend the town of Three Hills concerns 7; 9 and interest to participate on the 9 -1 -1 planning committee be 45" directed to Mr Ted Earl, chairperson of this committee. 7 U • 0 EXECUTIVE COMMITTEE REPORT AUGUST 17th, 1995 34 Councillor /Employee policy re: purchasing throuqh the M.D Responses from surrounding municipalities have been received regarding the M D. Is request for information regarding policies for councillor /employee purchases through the municipality Rocky View, Stettler, Mountain View, Starland, Wheatland and Red Deer all responded indicating, while there are no policies in place regarding this matter, it is the general intent that personal purchasing through the municipality is not done Badlands did not reply to this issue. Executive Committee recommend to accept and file and a copy of " C44c++ this survey be given to each councillor 35 Three Hills Funding of the K C R B program The town of Three Hills Community Resource Board program fully providing comparable to 1995 and of member of the Three Hills the K C R B board has sent a letter to the Kneehill indicating they will fund the 1996 their own funding levels remain 1 condition a town council appointed F C S.S board be allowed to sit on Executive Committee recommend the M D.'s position to this oezP'2 °F/�7 request be that the K.C.R B make up remain unchanged and that the Three Hills councillor representative on the K C R.B. be the same representative on the Three Hills F C S S board�"'� 36 Town of Three Hills letter re Management Body Discussions The town has sent a copy of their Aug 15/95 letter to Hon Tom Thurber responding to his letter of Aug 8/95. The town is disappointed with the Minister's decision to favour the Kneehill Foundation and hope to negotiate this matter further at the Aug 22/95 joint services meeting The town has also invited Mr Thurber to visit the housing management facilities in Three Hills and have requested a meeting with him to further discuss these issues. Executive Committee recommend accept and file �t�ss 37 Letter from City of Drumheller re Mutual Fire Agreement The city of Drumheller has advised of the termination of the fire agreement, effective Feb 16/96, with the M D. of Badlands Badlands is not prepared to pay an equal share of the cost of the new tank truck The city assures that this event does not effect the existing agreements between Starland, Kneehill and Drumheller, since satisfactory funding arrangements have been negotiated between the respective parties Executive Committee recommend accept and file.
