EXECUTIVE COMMITTEE REPORT JUNE 20th, 1995
The Executive Committee of Robert E
Tuesday, June 20th, 1995 at the
Three Hills, commencing at 9 45 A.M

recorded the minutes

1 Badlands Passion Play Request for Culverts
Mr Elmer Currie, from the Drumheller Badlands Passion Play, has
requested two 24" culverts with couplers for use by the Passion
Play. Mr Jeffery reported he had contacted all councillors to
obtain approval to donate two 24" by 16' culverts to the Passion
Play All councillors, except Mr Boake who was uncertain, had
agreed to this donation.
Executive Committee recommend Mr. Currie be contacted to arrange
pick up of these donated culverts and couplers.

2 Three Hills Rodeo /Yk L'..HV4K
The Three Hills Rodeo has requested the M D. donate the gravel
fleet for one day to haul sand
Executive Committee recommend the gravel fleet schedule one day S�M�rn
to haul sand for the Three Hills Rodeo
3 Seniors Outreach bus inspection
Mr John Boxma, from the Seniors Outreach program, has requested
the M.D perform the required safety inspections on the senior's
van These inspections are required every six months. The M D
did the last inspection and billed the town of Three Hills for
half this cost, $75 00
Executive Committee recommend the M D continue to perform the» �r
vehicle inspection on the Senior's Outreach bus and bill the
town of Three Hills for one half of this cost
4 Three Hills School office - Trochu
The Golden Hills School Region is subdividing the Three Hills
School Division office building in Trochu out of a parcel of
land that also contains the Trochu shop The M D has a vested
interest in the shop and in an agreement with the Three Hills
School Division, the M D agreed to grade and snow plow the shop
and office yard area. As the office will probably be sold after
the subdivision is completed the agreement with the school
division should be amended to reflect this sale and also the
name should be changed to the Golden Hills School Division
Executive Committee recommend this agreement be changed to
reflect the change in name and to remove the clause indicating

5 Torchinsky Engineerinq - Construction Cost Breakdown

Torchinsky Engineering has forwarded a construction cost
breakdown of the Acme access and SH 575 projects; Acme access
costs - $28,570 23; SH 575.02 - $1,952,139 58: SH 575.04
$423,889 52
Executive Committee recommend to accept and file
6 L Leischner - truck damage
Mr Mike Priddle, insurance adjuster, has changes his initial
recommendation regarding this accident Upon consultation with
legal opinion, Mr Priddle has now advised that the M D has a
standard and duty of care to regularly inspect road construction
projects He has a report from a resident stating the lights
were missing the previous evening before the accident No
inspections of the road project were made on the day of the
accident He is recommending our insurance company pay for Mr
Leischner s truck damages
Executive Committee recommend a policy of duty and care be
implemented to ensure a schedule of inspections for road
construction sites and also when the construction crews are not SeGP,zoFr� „,
working, all road project be inspected on a daily basis
7 Request for Huxley cemetery sign
Mr Wally Rasmussen, Huxley, has requested the M D. place
directional signs at the entrance to the hamlet of Huxley
indicating the location of the cemetery
Executive Committee recommend no directional signs are required
B. Kneehill Soil Services - radio interference
Industry Canada has requested Kneehill Soil Services to repair
or replace its weigh scale which is interfering with the M D
radio frequency
Executive Committee recommend to accept and file
9 Kneehill Ambulance Requisition
The 1995 Kneehill Ambulance requisition has been received in the
amount of $26,600.00 The requisition is based on 1995
equalized assessment figures

10. Three Hills Seed Cleaning Plant Request
The Three Hills Seed Cleaning Plant has requested a letter of
approval from the M D for the plant to purchase additional bins
to accommodate their increasing business Because the M D. has
a vested interest in the plant a letter of approval is required
Executive Committee recommend a letter of approval be provided ��� 1-1�
to the Three Hills Seed Cleaning Plant.

11 Transportation Canada Order
Transportation Canada has forwarded copies of C P Rail crossing
evaluation reports for our municipality Eleven locations have
been listed with the majority of deficiencies listed as
restricted sightlines A response is requested within 30 days
(by July 15/95) of what action the M D and C P Rail proposes
to take to rectify these deficiencies Mr. Jeffery reported he
had been in contact with Transportation Canada and advised stop
signs could be placed on the rail road sign if there were enough
sight distance and C P approved the sign placement. These
signs would be the cheapest remedy for the deficiencies Mr
McCook reported he had been in contact with C.P Rail and had
received permission to place stop signs on the rail crossing
signs
Executive Committee recommend stop signs be placed at these
eleven locations identified in the Transportation Canada order
and that a letter be sent to Transportation Canada advising them
of this action
12 Western Canada Farm Progress Show
An invitation has been extended to attend an exclusive
viewing /reception of the Canada Centre West Building on June
23/95 during the Western Canada Farm Progress Show June 21 -24/95
in Regina, Sask
Executive Committee recommend to accept and file
13 SH 838 Erosion Control
The M D. of Starland has requested, from AB Transportation, a
copy of their final recommendations regarding the erosion
problem on SH 838 The M D of Starland is currently proceeding
to determine the extend of work required to stabilize the
erosion problems and does not require a preliminary review of
the problem by AB Transportation's selected consultant.

Executive Committee recommend the M D also request a copy of
this final report /recommendations from AB Transportation ALA T
14 Letter from Tom Lynch
Mr. Tom Lynch has written a letter expressing concern about the
road on the west of section 27- 33- 22 -W4. The road used to be a
prairie road and has now received some grader work Mr Lynch
is not happy with the condition of the road, especially the
ridge `and also recommends the M D gravel from Mrs Meding's
buildings to Mr Jim Sich's buildings to allow him access along
this road when it rains Mr McCook explained the road was a
prairie road and, at the request of two land owners, had some
grader work done on the road, filling holes and blading, to
allow large equipment access to travel on this road
Executive Committee recommend a letter be forwarded to Mr Lynch
thanking him for his interest in the road and explaining the
road work had been undertaken in response from other area
residents to move their large equipment on the road; the ridging
and windrow would be addressed; the Public Works Superintendent
would be inspecting the road between Meding and Sich and

reporting back to council his recommendation regarding the
gravel request.
15 Village of Acme Road Construction Agreement
The village of Acme has signed and returned the agreement for
the M.D work force to manage the Acme access approach road
project
Executive Committee recommend to accept this agreement
16. H Widmer - Negotiations for purchase of gravel
The County of Mountain View has advised it has entered into a
three year agreement with Mr. Widmer for the mining of gravel on
his land The M D had requested permission from the County to
enter into gravel negotiations with Mr Widmer
Executive Committee recommend to accept and file
17 Snow Blower Purchase
A recommendation from the October 24/95 annual road tour was to
look into costs for a snow blower to use on roads where snow
drifts were a problem

Mr. McCook left the meeting - time 10.35 A.M
18 Parkland Savings and Credit Union invitation
An invitation has been extended to Reeve Marz to attend and make
a short speech, on behalf of the M D , at the official grand
re- opening of the Three Hills credit union branch on Friday,
June 30/95 The ribbon cutting ceremony is scheduled for 11:00
A M A R S V P. is requested by June 26/95

19 Canada Day Youth Award
We have been advised that our nomination of Shannon Turnbull for
the Canada Day Youth Award has been accepted. A certificate
will be forwarded for presentation to Shannon.
Executive Committee recommend an invitation be extended to Miss
Turnbull to attend the July 4/95 council meeting to be presented
with this certificate and also the local newspaper be invited toy /�`
cover this presentation P'r"
20 1993 Population Comparison Report
Based on the 1993 official population list there were 382
municipalities in Alberta Eighty one municipalities, including
towns and cities, have a greater population than Kneehill, ten
M D 's have a greater population than Kneehill and the total

rural population of Alberta only represents 17 8% of the total
Alberta population of 2,575,540 people

21 Pig Improvement (Canada) Ltd 25th Anniversary
An invitation has been received to attend the 25th anniversary
celebration of Pig Improvement (Canada) Ltd on Saturday, July
15th, 1995 in Acme, commencing at 11.00 A.M with greetings and
introductions followed by pork on a bun and an open house.
Executive Committee recommend Pig Improvement Canada be
informed, with regret, council will be unable to attend this
event due to a prior commitment (Three Hills Rodeo) but Mr

22 Taxation Exemption for non profit organizations
AB Municipal Affairs has advised on an amendment to the M G A
relating to the taxation exemption of non profit organizations
These amendments are included in Bill 32 and are effective for
the 1995 taxation year

23 Alberta Supernet Inc
Alberta Supernet Inc is currently seeking local partners within
the community to operate a joint venture to bring local Internet
access to the area
Executive Committee recommend to accept and file
24 Application for Subdivision Approving Authority
AB Municipal Affairs has advised it is unable to delegate
subdivision approving authority to the M D because we have no
General Municipal Plan in place It was reported by the
Executive members the General Municipal Plan had been submitted
to the Municipal Planning Commission for review

25 Safety Codes Meetinq
ti
Mr Jeffery reported he and Mr. Cunningham had attended an AB
Municipal Safety Codes Safety Committee meeting in High River on
June 15/95 Effective July 1/95 all municipalities will have a
duty of care and must have all developments inspected. The AB
Municipal Safety Codes organization is operated by member
municipalities and for a one time fee of $1,200 00 will provide
contract inspectors for all safety disciplines This
organizations currently has 127 municipalities in the sign up
stage of membership Representation in the organization would
be one member per municipality By participating in this
arrangement a municipality would not have any liability
regarding safety inspections The organization charges users a

fee of $880 00 to inspect a 1,000 sq ft building
($0 40 /sq ft.) and would accept all liability resulting from
these inspections An alternate would be to have AB Labour
appoint an inspector for a specific term AB Labour charges for
safety code inspections are set at $2,097 00 per bungalow
However, with AB Labour inspections, if certain criteria was not
met by the developer or the inspector, liability could fall onto
the M D By utilizing AB Labour there would be no costs
incurred by the M.D. but user fees would be higher than using AB
Municipal Safety Codes Committee and there would also be a
possibility of liability. By joining the AB Municipal Safety
Codes Committee costs to the M D would be incurred in
membership fees and attending meetings etc but these costs could
be passed onto the users and included with the safety inspection
fees
Mr Cunningham entered the meeting - time 11.10 A M and
reviewed the letter of intent, agreement and required bylaw
regarding membership to the AB Municipal Safety Codes
Executive Committee recommend this matter be referred to council

for further discussion and that the option providing the least
possible cost to ratepayers be adopted by council
Mr Cunningham left the meeting - time 11.15 A M.
26 M D of Starland Solution
Mr Jeffery reported the M D. of Starland had participated in a
treatment solution regarding alcoholism and drug abuse in the
workplace This treatment solution was initiated after an
incident with an employee The employee recognized his addiction
and agreed to have A A D A C. perform an independent assessment
of the situation and recommend a recovery program The
municipality was front ending the program costs with the
employee repaying costs over a period of time and using his
holidays to participate in the treatment program
Executive Committee recommend to accept and file as information.
27. June 13/95 Council Meeting Minutes
The minutes from the June 13/95 meeting were reviewed and edited
for publication in the newspaper
Executive Committee recommend the edited version of the minutes
be submitted to the newspaper for publication
The Executive meeting then adjourned - time 11:25 A M
