EXECUTIVE COMMITTEE REPORT APRIL 19th 1995
The Executive Committee of Robert E Boake and Jim Hanger met on
Wednesday, April 19th, 1995 at the M D of Kneehill office in
Three Hills, commencing at 11.00 A M
John C Jeffery, Municipal Administrator was present and
Jennifer Deak, Assistant Administrator was present and recorded
the minutes
The following items were reviewed-
1 Report re. 1994 Requisition Alternatives
Mr Jeffery reviewed a report, for information purposes only,
he had prepared summarizing the town of Three Hills analysis of
the 1994 requisitions, as presented at the April 12th, 1995
joint services meeting in Linden
Executive Committee recommend to accept and file as .information
and each councillor be given a copy of this report
2 Request to utilize approach into well site N W 34- 29 -21 -W4
In a letter dated April 7th, 1995, Scott Land and Lease Ltd
requested, on behalf of their client, Westrex Energy Corp ,
permission to utilize an existing approach, off SH 837, into
their well site location. Mr Alex Cunningham inspected this
location on April 12/95 and reported the sight distance is
excellent, the company shall be using an existing farm approach;
there is no alternate access to this well site The company has
further requested a decision regarding this request as soon as
possible As no road committee meeting has been scheduled, Mr.
Cunningham contacted Mr Lonnie McCook and Mr. Rick Vickery,
Road Committee members, and received their approval for this
request
Executive Committee recommend permission be given to the company /}c
to utilize the existing approach to gain access to their well
site location on N W 34- 29 -21 -W4
3 Maxine Jensen Subdivision S W 16- 34 -23 -W4
Mr Jeffery reviewed the subdivision plan of S.W. 16- 34- 23 -W4,
Maxine Jensen The approaches to both the subdivided parcel and
the larger parcel are located on the west side of the quarter
Bins are located, just north east of the subdivided parcel Mr
Allan Anderson has requested another approach be installed on
the south side of the quarter, immediately east of the
subdivided parcel, to access the bins
Executive Committee recommend no approach be installed unless it Sip, loe
is at ratepayer cost, a copy of this subdivision plan be given �ri,an'Es
to each councillor; this matter be further discussed at the
council meeting
4. AB Municipal Affairs News Release re: Bill 32
A news release outlining Bill 32, the amendments to the
Municipal Government Act, has been received from AB Municipal
Affairs. The amendments include assessment, taxation and
miscellaneous amendments, education taxation; integration of the

Planning Act; Integration of the Regional Municipal Services
Act; Repeal of the County Act and the Municipal and School
Administration Act
Executive Committee recommend to accept and file as information
and copies of the news release be given to the appropriate
administrative staff

5 Children's Services Redesign Initiative
The AB Commissioner of Services for Children is preparing to
establish Steering Committees for each of the 17 regions in the
province to coordinate planning and prepare the Regional Service
Plan for submission to the provincial government An overview
of the committee's role and responsibilities has been included
Requests to submit letters of interest to be part of the
Steering Committee are to be forwarded to the Office of the
Commissioner of Services, Red Deer, by May 1st, 1995

6 Federation of Canadian Municipalities Communique
The FCM has sent a newsletter encouraging municipalities to
participate in a new Human Resources Development Canada Summer
initiative called Summer Youth Service Canada, designed to
create employment for youth in local communities

7 AAMD &C Access to Information Ad -Hoc Committee
The AAMD &C will be setting up a small volunteer ad -hoc committee
to examine the issues of the access of information provisions in
the new Municipal Government Act and try to develop guidelines
on what type of information should be released and if possible
develop a comparative price list for the various kinds of
information. The deadline to request nominations to sit on this
committee is April 25th, 1995

8 Request to use undeveloped road allowance - N E 22- 29 -21 -W4
Charter Land Services, on behalf of their client, Canadian
Cometra Inc., have requested permission to use the undeveloped
road allowance on N E 22- 29 -21 -W4 to access their well site.
Mr Alex Cunningham has recommended approval be given, subject
to the M D policy for construction of roads on M D road
allowance by private parties
Executive Committee recommend to approve this request subject to„�
the conditions and standards for road construction by private d -port
parties on M D road allowance, as per M D policy, and that a
copy of this policy be forwarded to the company
