EXECUTIVE COMMITTEE REPORT MARCH 1 1995
The Executive Committee of Richard A Marz and Otto Hof f met on
Wednesday, March 1, 1995 at the M D of Kneehill office in Three
Hills, commencing at 8:50 A M
John C Jeffery, Municipal Administrator, Lonnie McCook, Public
Works Superintendent and Dennis Bramley, Division Three grader
operator were also present
Mr Bramley's grader contract proposal for Division Three was
discussed and each of his proposals reviewed.
1 Purchase of the 1990 John Deere division three grader,
as is, where is, for a price of $65,000 00. Mr McCook feels a
dealer would offer a higher price for this grader Mr Bramley
feels the offer is reasonable
2 Rental of the Acme shop - Mr. Jeffery reported the shop
is a 40' x 60' structure, cost to build $67,500 00, land $150 00
and currently has $126,460 00 building coverage insurance and
$4,956 00 content coverage insurance for an annual premium of
$144 03 1994 utilities cost $392 00 for water, $712 49 for
heat and $404 67 for power In comparison the Weich shop rents
for $1,000 00 per month for 4,800 sq ft. Mr Bramley is
agreeable to rent half the Acme shop 1,200 sq ft for $250 00
per month plus one half of the utilities. The M D would pay
for all the utilities and bill Mr. Bramley back for one half of
these costs each month. It was proposed to have a five year
lease for the Acme shop, negotiable each year, and that the rent
be comparable to the Weich shop rent
3. Have a five year, year round contract, comparable to
Division Five grader contract, which is the only year round
grader contract the M.D. has During the last year of this five
year contract, tender Division Three grader contract out two
months after other grader contracts have been tendered
4 Contract back to the M.D repairs to the machine as
required - M D feels this is 0 K on an emergent basis Our
mechanics and shop will service at current shop rates and at our
cost on parts. This agreement to replace tires, if Dennis pays,
at M D. cost, but only in the first year of contract
5 As per contract, to supply items needed to operate
6 Federal SEA program - this is no longer applicable
7 Dennis would work as an owner /operator on contract to
the M D - this is O.K
The grader contract with Mr Ken Busby was reviewed.
It was agreed that Mr Bramley would not tender his services to
another party or sell the grader for at least twelve months from
date of contract
It agreeable, the proposed commencement date for the contract
would be May 1, 1995.
Mr Bramley is to advise, at a later date, of his proposed
hourly rate for this contract
Mr McCook and Mr. Bramley left the meeting - time 10:20 A M
Jennifer Deak entered the meeting - time 10.25 A M and recorded
the minutes
The following items were reviewed-
1 Dennis Bramley Grader Contract Proposal
Executive Committee recommend a draft agreement for sale for the
division three grader, a draft agreement for rent of one half of

the Acme shop and a draft agreement for contract grading in
Division Three, commencing May 1, 1995, be prepared between the
M.D. of Kneehill and Mr Dennis Bramley with the above
conditions, as agreed and discussed
2 A A.M.D &C Survey of Federal Grants -in -Lieu of Taxes
The A A M D &C has requested information regarding the
assessment of federal properties within municipal jurisdictions
and if grants have been reduced It was agreed to respond to
the survey and note that in 1993 a reduction was made in the
grant in lieu
Executive Committee recommend to respond, as agreed, to this
survey
3. A.A M D & C Spring Convention Agenda
The A A M D &C has forwarded an agenda for the "Roaring 20's"
Trade Show Events and Rules and also a program for the Spring
Convention
Executive Committee recommend a copy of this agenda and program
be given to each councillor, Mr Jeffery and Mr. McCook
4 A A.M.D. &C. Report on Low Producing Oil Wells
The A A M D &C received responses from 37 municipalities on the
questionnaire regarding proposed changes to the assessment of
low producing oil and gas wells Of the responses, 18
municipalities supported the proposal (many on a conditional
basis), 18 municipalities opposed the proposal and one
municipality neither supported nor opposed the proposal On the
basis of this survey the A.A M D &C will not be in a position
to offer support for the proposal and has advised the department
of Municipal Affairs, by letter, of their member concerns.
Executive Committee recommend a copy of this letter be given to
each councillor and also the assessor, Mr Ed Dunay
5 Meetings re: Community Planning for Children's Services
AB Family and Social Services has provided a schedule of
Community Information Meetings put on by the office of the
Commissioner of Services to Children to explain the community
planning process and the opportunities available for
participation Mr Marz reported he had attended, as an
alternate for Mr. Hanger, the Kneehill Community Resource Board
representative, the meeting on February 14, 1995 in Drumheller.
Executive Committee recommend to accept and file.

operating services in Banff, Jasper, Red Deer, Edmonton and
Calgary, including the order for violation of the Competition
Act
Executive Committee recommend to accept and file and a copy of

Ramer, ambulance director.
7 Road Ban Chanae List
The Central Permit Office has sent a revised road ban list,
listing axle restrictions that will be lifted on March 1, 1995.
No highways in this municipality are included on this list MAP3/176

8 Town of Gleichen Employment Opportunit y
The town of Gleichen has forwarded an employment opportunity
letter requesting applications for a municipal administrator to
commence duties immediately
