HomeMy WebLinkAbout1995-02-22 Council MinutesF C7 .7 EXECUTIVE COMMITTEE REPORT FEBRUARY 22nd, 1995 The Executive Committee of Richard A Marz and Richard M Vickery met on Wednesday, February 22nd, 1995 at the M D of Kneehill office in Three Hills, commencing at 9.00 A M John C Jeffery, Municipal Administrator was present and Jennifer Deak, Assistant Administrator was present and recorded the minutes. The following items were discussed. 1 Temporary Storage of Power Poles The A A M D &C has forwarded a copy of the policy adopted by Alberta Power dealing with standards for the storage of power poles in road right of ways Trans Alta's policy dealing with this issue was circulated by the A A M D &C in a letter dated October 12, 1994 Executive Committee recommend the M.D. policy regarding storage F� of power poles in road right of ways be reviewed and compared to 74, the utility company's policies and a report be submitted to council 2 Commercial Transport District Advisory Committee Mr Chuck Haines, District Manager, Motor Transport Services, has extended an invitation, on behalf of Carol Haley, M L A., to attend a town hall meeting to discuss and deal with commercial transport issues specific to this constituency or Alberta generally The town hall meeting has been scheduled for Friday, March 3, 1995 at 10.00 A M at the Royal Canadian Legion Hall in Airdrie Confirmation of attendance to the meeting and /or agenda items for discussion has been requested March 1, 1995 &e� Executive Committee recommend Mr. Boake or Mr Hanger attend q� this meeting and confirmation of same be forwarded to Mr. Chuck Haines. "emy°F /n1Fo 3 Bridge File #847 SR 583 SSE 4- 32 -24 -W4 Mr Jeffery read the February 16th, 1995 letter sent to Alberta Transportation answering questions regarding this project The letter states this project shall begin this spring, as soon as weather permits; the M D shall be providing the up front funding with the full understanding reimbursement for the project will be received from Transportation the following year; requesting the bridge work to be completed prior to the commencement of our construction season, which in previous years has begun as early as April 13th and as late as May 3rd. Mr Jeffery reported he has spoken to Mr Jim Sawchuk, regarding this matter and had arranged a meeting for March 28th, 1995 at 10.00 A.M. in Edmonton Council shall be in Edmonton on this date for the spring convention Sw p,1 of Executive Committee recommend to proceed with this issue, as per al —,r6s i letter N �r C EXECUTIVE COMMITTEE REPORT FEBRUARY 22nd, 1995 4 Dry Island Buffalo Jump Provincial Park Road The Premier's office has responded to the request for funding this road project Alberta Transportation would consider cost sharing the regrading and gravelling of 3 kilometres of the access road but because of limited funding and the significant contribution of tourism to this area provided by the Parks Service, additional funding contributions for road surfacing are not appropriate Executive Committee recommend, because of the possible cost sharing for regrading and gravelling 3 kilometres of this road, this matter be referred to Mr. Wagstaff for consideration of placement on the priority list for local roads, in lieu of other�'d'ES projects 5 Secondary Highway Partnership Program Dr. Stephen West, Minister of Alberta Transportation, has advised funding will be provided under the Secondary Highway Partnership Program, for the final paving on SR 575 from SR 806 to Highway #21 - 17 7 km; the pavement overlay on SR 575 from Highway #21 to Carbon Corner - 5 2 km ; the pavement overlay on the approach road to Acme from SR806 - 0 6 km Executive Committee recommend a letter be sent to Dr West thanking him for the approval of funding for these projects and also noting the expectation of the municipality that funding for the SR 583 project shall be received this year A letter be sent to Mr. Rob Penny advising him to deal directly with Torchinsky Engineering; a copy of this letter be sent to Torchinsky and also a copy of this documentation be given to Mr Martens for grant processing 6. Alberta Transportation and Utilities Tender Schedule Torchinsky Engineering has forwarded a copy of Alberta Transportation Tender Schedule for the period January 1995 - March 1995. Executive Committee recommend accept and file as information 7 SR 583 and Linden Home Road Tender Bids Mr Jeffery reviewed the tender bids received on the above noted projects A total of six contractors submitted bids. The bids are currently being reviewed by Mr McCook and Mr Stroeder and a report shall be submitted to the next council meeting Executive Committee recommend to accept and file as information 8 Bridae File #6588 SSW 27- 30 -26 -W4 Mr Marz reported Mr Allen Toles has reported some concerns with this bridge. The bridge is not adequate for traffic flow due to its width, has imposed load limits and has been on the M D priority list since 1988 Executive Committee recommend a letter be sent to Mr Allen Toles requesting he draft a letter listing local concerns with 2 j [A D EXECUTIVE COMMITTEE REPORT FEBRUARY 22nd, 1995 this bridge, he have other concerned residents sign this letter and that Council present this letter to Alberta Transportation at their meeting scheduled with the department, during the spring convention, in March in Edmonton It was also pr•,n, k,T�s recommended Mr. Toles quote the bridge file number on all correspondence. 9 Letter from Village of Carbon re. Management Agency A copy of a letter, dated February 21, 1995, from the Village of Carbon to Mrs. Joyce McDonald, Chairperson, Kneehill Foundation, has been received The letter states the position of the Village of Carbon on the management of senior housing in the municipality The village is requesting, in the event of separate management agencies in the municipality, it be requisitioned only for Golden Hills Lodge, it is in favour of representation from each municipality requisitioned for the Golden Hills Lodge and perhaps one more from each of the municipalities having their own facility, if desired Executive Committee recommend to accept and file and a copy of this letter be given to each councillor 10. Joint Services Recommendations The Joint Services Recommendations that were approved by Council at their last meeting, February 14th, 1995 were discussed Executive Committee recommend a letter be sent to all towns and villages involved with M D joint services, informing them of the Joint Services Recommendations and requesting a meeting, at their convenience, to discuss and negotiate this issue with a committee of council and that this committee be comprised of p W ✓GCs Reeve Marz and two other councillors 11 Feb 21/95 AB Government News Release A news release has been received from Tom Thurber, Minister of Municipal Affairs, outlining the restructuring of the department and future plans for effective and efficient operations Highlights include- Unconditional Municipal Grants are set at $129 8 million for 1995/96 and $8 8 million for 1996/97 with no further reductions planned for 1197/98, monies available to assist municipalities, under 10,000 population, that have a weak assessment base and grants available to these municipalities to assist with dissolution or restructuring, promotion of private agent service work, streamline the planning process Municipal Affairs business plan shall be mailed to all municipalities by the end of the week. The Executive Committee reviewed the index of available news releases and highlighted the releases, that were relevant to the municipality, so that they could be ordered Executive Committee recommend to accept and file as information 0440&ev and that the highlighted releases be ordered 12. Canadian Wildlife Federation The Canadian Wildlife Federation is inviting municipalities to declare April 9 - 15, 1995 as National Wildlife Week 3 N A EXECUTIVE COMMITTEE REPORT FEBRUARY 22nd, 1995 Executive Committee recommend to accept and file 13 Blue Rendezvous 1995 Glen and Donna Brown have sent a thank you letter for the donation of M.D. pins to the Blue Rendezvous 1995 event Executive Committee recommend to accept and file 14 1995 Tax Sale Date Mr Jeffery requested a date be set for the 1995 tax sale Executive Committee recommend Tuesday, June 13th, 1995 at 1.00 P M be set as the tax sale date for the municipality. Drumheller & District Solid Waste Management Association Annual Report Mr Jeffery reviewed the January 1 - December 31, 1994 annual report from the Drumheller & District Solid Waste Management The report consists of various statistics on scale use, landfill use, cell development, tires, incoming waste and user fees U� Executive Committee recommend to accept and file and that each councillor be given a copy of this report 16 Feb 17/95 Recreation Committee Report Mr. Jeffery reviewed this report noting that a cheque has been issued to the Torrington Ag Society in the amount of $10,436.00, as approved April 24/94; have advised Torrington Ag Society, Village of Torrington and all community groups that Torrington will not participate in funding; letters sent to all towns and villages with final proposal advising bylaw not passed, operating expenses not to include debenture payments and grants must be included in revenue to ascertain operating deficits and proposed granting structure subject to all joint services agreement being finalized. Executive Committee recommend to accept and file this report 17 City of Drumheller 1995 Mosquito Control Program The City of Drumheller is requesting verification of landowner information to complete their 1995 Mosquito Control Program They have provided a printout of landowners and legal descriptions and request current up date information on these parcels. Executive Committee recommend the City of Drumheller be granted permission to complete its 1995 Mosquito program in the municipality and that the requested land owner information be provided. 18 Letter from Minister of Natural Resources re. PUITTA 4 Usa �Do C+] S [A EXECUTIVE COMMITTEE REPORT FEBRUARY 22nd, 1995 A letter of support for the principles of fairness and interprovincial equity on which the Public Utilities Income Tax Transfer Act (PUITTA) is based has been received from Ms Anne McLellan, Minister of Natural Resources Canada Executive Committee recommend to accept and file. 19 A A M D &C Spring Convention Survey The A A.M.D. &C. have requested completion of a survey in an effort to gain a better understanding of perceptions, expectations, issues and concerns confronting rural municipalities The survey covers the municipal issues, municipal services, provincial government actions, effects of health care and education consolidation, inter - municipal relationships, boundaries, amalgamations, finance, general municipal development and A.A.M.D. &C. services The Executive Committee reviewed the questionnaire and completed the survey Executive Committee recommend to accept the survey, as completed by the committee, and accept and file.
