HomeMy WebLinkAbout1995-02-02 Council Minutes�L6 G�9S ROAD COMMITTEE February 2nd, 1995 The road committee of the M D of Kneehill meet on Thursday, February 2nd, 1995 commencing at 8.30 A M The following were present. Otto Hoff, Councillor Division # 2 Richard M Vickery, Councillor Division #6 Marylea Lowen, Councillor Division #1 (after 12 00 noon) Lonnie McCook, Public Works Superintendent Jennifer Deak, Assistant Administrator The following roads were inspected and recommendations made. 1 Ed Duncan ENE 24- 32 -23 -4 The R C M.P. ticketed a truck after a near accident at this intersection. The truck went through the yield sign on the north /south road The R C M P commented that "Dangerous Intersection Signs" should be placed at the intersection The intersection currently has yield signs on the north /south road The east /west road has poor sight distance and there is also a bridge on the east side of this road. All the roads are gravelled Road Committee recommend "Dangerous Intersection Signs" be placed on all corners of this intersection 7 pis 2 Tolman Hill repair The August 1994 Road Committee report recommended pit run to be placed on the shoulders of the road Also, the October 24, 1994 annual road tour noted that there was a big hole at the bottom of the hill that needed filiing Road Committee recommend the ditches be redefined at the bottom of 7 p the hill A hi hoe /trax can be used 3 Norm Perry S W 34- 34 -22 -4 The road leading to Mr Norman Perry's residence was inspected The road is quite narrow (24 ft top) which makes passing and moving farm equipment difficult There are two hills that are really narrow On the whole, except for the width problem, the road is in good condition This road is not a high traffic road. Road Committee recommend a grader be sent to widen the two hill : trlplos areas and blade the road 4_ Bruce Perry N E 32- 34 -22 -4 Mr. Wagstaff received a request from Mr Bruce Perry to straighten this road and put it back on road allowance He is requesting this to be done when the crews were in the area brushing. The part of the road not on road allowance goes through a slough area This is a dirt road and does not lead to any residences or buildings The road leads out of the M D of Kneehill into the County of Red Deer Road Committee recommend the M.D. purchase the road diversion property from Mr. Perry and do nothing with the road because of the slough location 5. Cornie Wiebe N E 20- 30 -25 -4 This is an inspection of the ditch cleaning /backsloping agreement. The land abuts the village of Linden and is tentatively slated for a subdivision The ditch cleaning is complete and looks good Road Committee recommend 0 K to write off 1 I-Ada �� ROAD COMMITTEE February 2nd, 1995 6 Low level crossing N W 16- 30 -25 -4 his site was inspected The road is closed off and the owner now as access from the south to his property The east side of the ank is eroding. It was felt the road should be closed off ecause of the safety concerns of having just a sign on the road; he sign could easily be removed and must be maintained d Committee recommend the local councillor and the public works erintendent speak to the landowners and try to have the perty fenced off and also the road fenced off and marked with a ckerboard sign. Also, remove the old culvert debris 7 P.I.0 E - 18- 29 -26 -W4 Inspection of ditch cleaning /backsloping agreement - very good Committee recommend O K to write off 8. Bev Hanses N E 26- 29 -24 -4 Mr Bev Hanses, who lives in Calgary, is planning to build a ouse at this location The road requires blading The approach into Mr. Hanses property has very poor sight distance and recommend it be moved further to the north of the current approach This will give much better sight distance. Road Committee recommend to blade grade this road; back slope the ;east side of the road and cut the ditches to the west side Mr Hoff to speak to Mr Earl Paget, landowner on the east side of this road, about the removal of the fence abutting the east side of the road Recommend this work only be undertaken if Mr. ilanses develops and builds a house at this location. The committee stop for lunch in Carbon from 12.00 noon until 1.00 P.M. Mrs Lowen joined the committee after lunch. ). Olhauser Fish Road S W 11- 29 -23 -4 Alberta Environment has been advised by P.F.R.A. that the site of the project has been moved further downstream as as a result of this move, the reservoir water at full supply level may encroach onto the toe of the municipal road The committee was unable to determine the possible encroachment as the project is not yet completed -,C,S moo sus moo Road Committee recommend to table this matter until Mr McCook --rd--r X0-10 contacts Alberta Environment to obtain more information. `�`� 10 Mary Cadman S E 14- 29 -23 -4 The road used to access Mrs. Mary Cadman's residence was inspected. The ditch from the south side of the road overflows onto the road. There is a lot of gravel in the ditch Road Committee recommend to address the south side of the road and the gravel in the ditch with the grader and also regravel the bad spots on the road 11 D.R Hurl & Assoc Ltd 3- 9- 30 -21 -4 D R Hurle & Assoc. Ltd., on behalf of their client, Gulf Canada Resources Ltd., has requested consent to construct an approach into a lease site The approach abuts SR 837 Upon inspection of 12 $A-1 . ROAD COMMITTEE February 2nd, 1995 this site it was noted the company is using an existing approach, not constructing a new approach Sight distance good Road Committee recommend O K ; good sight distance; company using <� A an existing approach. 12. D.R Hurl & Assoc. Ltd. S E 16- 30 -21 -4 D R Hurl & assoc., on behalf of their client, Gulf Canada Resources Ltd., has requested consent to utilize existing approach to access well site The approach abuts SR 837 Road Committee recommend O.K. to use 13. D R Hurl & Assoc. Ltd 3- 21- 30 -21 -4 D.R Hurle & Assoc. Ltd , on behal Ltd , has requested permission to access well site This approach inspected this approach and noted gravelled into well site location. the approach f of their client, Gulf Canada use an existing approach to abuts SR 837 The committee that it has been widened and The company is already using Road Committee recommend to send letter to company thanking them s�� for advising the M D that they are currently using the approach r IAA.A)e 14 Otto Braaz Secs 22 & 23 - 29 -21 -W4 Pioneer Land Services, on behalf of their client Gobi Oil & Gas Ltd., have requested permission to use the existing approach and a portion of the north /south road allowance to access a well site AB Power uses the easterly 1/3 of the undeveloped road allowance for its power poles. M D has key to open Mr. Braaz's gate into this property. Mr. Braaz also advised the power company has a key Road Committee recommend any development by the company, including `� 7 development of the forced road, must meet specifications as set out in M D policy. 15 Brian Jensen N E 12- 28 -21 -4 Road committee requested to inspect approach into this subdivision The approach is installed Road Committee recommend 0 K to write off. 16. Pioneer Land Services 5- 18- 28 -20 -4 Pioneer Land Services, on behalf of its client, PanCanadian Petroleum, has requested permission to use the existing approach and to locate the well centre within 100 m of our gravel road. Road Committee recommend the approach can be utilized by the company and that the sight distance is adequate 0,� 15Ax 17. Pioneer Land Services 16- 1- 28 -21 -4 It was noted that this project was previously looked at by the Road Committee and a letter has been sent 18 PanCanadian 16- 15- 28 -21 -4 Pioneer Land Services Ltd , on behalf of their client, PanCanadian Ltd , is requesting permission to cross undeveloped road allowance to access well site 3 1„ ,' ROAD COMMITTEE February 2nd, 1995 Road Committee recommend O K to do. 19 PanCanadian WNW 31- 28 -21 -4 PanCanadian was granted approval by Council, in August 1994, to construct a type 3 minor farm road at this location to access well on 16- 36- 28 -22 -4 The committee inspected the road and noted that it is narrow (only 17ft wide), it is nicely gravelled and side slopes are 3:1 and 0 K The farmer can farm right up to the ditches. The road only accesses this site and will likely only be used by the company Road Committee recommend council relax its policy and allow the 9elrria+o road and should council relax its policy the road be O K then it be written off and the company advised of same 20 Land Pro Consultants 5- 6- 29 -21 -4 Landpro, on behalf of its client, Chauvco Resources Ltd., has requested consent /conditions to construct a road approach at this location. Road Committee recommend permission be given for a standard road �' 7 approach and that the approach built 90 degrees off the curve allowing for maximun sight distance The road committee returned to Three Hills via Hesketh Road Committee recommend Spec Crude be used on the roads in P 7 Pws Hesketh instead of paving The road committee returned to Three Hills and adjourned its meeting.
