Vickery met on Thursday, January 5th, 1995 at the M D of Kneehill office in Three Hills, commencing at 11.20 A.M. John C. Jeffery, Municipal Administrator was present and Jennifer Deak, Assistant Administrator, was present and recorded the minutes The following items were discussed. 1 Employee Wage Allocations Discussions were held prior to the Executive committee meeting. eH Executive Committee recommend • GU44 EA116, $27,108 00 be approved for wage adjustments and the Administrator be authorized to expend $12,892 00 for merit increases 2. Costing System Mr Herman Martens, accountant, has prepared a report on the costs to install a costing system that would be integrated with the current computer system Costs to install such a system would be approximately $40,000 00 A discussion followed on the requirements and reports required for costing IAa) Executive Committee recommend to postpone any decisions on the A&A!FZ costing system until after the elections in October 1995 and f'4i�P� that this matter be reviewed again at that time F, 3 Verel Toews - Request to cancel Development permit Mr Verel Toews has requested his development application be cancelled because at the time of application he had requested the permit be held pending his confirmation of the proposed development Mr Toews' development permit was advertised and he was billed the $120 00 permit fee Now Mr Toews has confirmed he will not be undertaking this development The A�� -�°�'� Municipal Planning Commission has recommended cancellation of this permit fee. ingeeA� Executive Committee recommend that the development fee of $120 00 be cancelled. 4 Three Hills Hospital request to have ioint Christmas Part Cindy Hazelton from the Three Hills Hospital has proposed the M D join with the hospital for the 1995 Christmas party This would result in savings as costs for the hall rental and entertainment could be shared Ga�►eE Executive Committee recommend that the M D be in favour, in principle, of this proposal and that further information be received about maximum number of persons for meal sitting 1 14 f EXECUTIVE COMMITTEE REPORT JANUARY 5th, 1995 5 Jubilee Insurance Wrongful Dismissal Coverage Jubilee Insurance Agencies has sent a letter of clarification on Wrongful Dismissal Coverage. Prior to making any decisions, the first step to take when considering a dismissal or significant negative change in the employment status of an employee is to L�Gi:cE firstly contact Jubilee Insurance to determine if coverage will apply and secondly, to obtain a written opinion on how this D�'C ✓�a?� dismissal is to proceed from Brownlee Fryett This second steps is a warranty in the policy Wrongful Dismissal Coverage does not apply in situations pertaining to financial or economic considerations Executive Committee recommend to accept and file as information Executive Committee also recommend that the 1995 Employee 4!4 F4 Working Conditions be scheduled for discussion at the January s 24th, 1995 council meeting. 6. Thankyou from Gordon King Mr Gordon King, former administrator, telephoned the office to express, on behalf of his wife and himself, thanks for the invitation to the M.D. 50th anniversary Christmas party. He really enjoyed the evening He also noted that the article in the Three Hills Capital about the M D 's 50th anniversary was basically good but had reported incorrectly the fire department the late Mr Reg Campbell served on Mr Campbell served on the Trochu fire department, not on the Three Hills fire department, as reported in the newspaper. Executive Committee recommend to accept and file. 7 Appointment of Soil Conservation, Weed and Pest Control Officer Because of the structure of the provincial grants and the province's year end at March 31st each year a soil conservation, weed and pest control officer needs to be appointed at each organizational meeting as well as the beginning of each calendar year Executive Committee recommend to appoint Mr Arthur Thomas, Agricultural Fieldman, as Soil Conservation Officer, Weed Control Officer and Pest Control Officer for the M D of Kneehill. 8 Trochu Fire Department 1995 Budget The Trochu Fire Department has submitted their 1995 operating budget in the amount of $14,025.00 which includes $3,625 00 for honorariums, $3,400 00 for utilities and telephone, $1,000.00 for gas and oil, $2,000.00 for training and $3,000 00 for supplies. Not included in this budget is the capital purchase of a replacement fire truck of approximately $150,000 00 Executive Committee recommend to accept and file as information. 2 �J�s� '%W. !P � EXECUTIVE COMMITTEE REPORT JANUARY 5th, 1995 9. Development Permit Report A report, prepared by Mr Alex Cunningham, Development Officer, on the Development permits in the M D from 1991 to 1994 was reviewed Permits have increased since 1991 from 87 permits, totalling $5.750 million, to 99 permits, totalling $20.068 million in 1994 Executive Committee recommend to accept and file this report and � /A)? -k. that a copy be given to each councillor�� 10 Requisitioning powers of Regional Health Authorities Under the Regional Health Authorities Act, regional health boards are given the authority to requisition municipalities for certain capital costs identified in the regulations. Alberta Health has released a set of draft principles upon which they are proposing to base the requisitioning criteria The A A M D &C has provided a copy of the draft along with a questionnaire Upon review of the draft, some concerns were expressed over the proposal to have approval if a majority of jurisdictions in the region agree It was felt that larger jurisdictions, who shall be paying the bulk of the requisition, based on equalized assessment, should be represented according to equalized assessment Executive Committee recommend to answer the questionnaire as not supporting the proposed principles and identify the proposed approval by the majority of jurisdictions as a concern along with an additional comment that voting should be based on equalized assessment, if that is the basis for requisitioning, �gMa G because smaller jurisdictions could outvote larger ones who will be paying the bulk of the requisition 41w,rH4 10. A A M D &C Notice of Motion The A A M D &C has provided two notices of motion to amend the Association's bylaws. The first notice proposes to create a new district, to be comprised of the M.D. of Sturgeon and the Counties of Strathcona, Leduc and Parkland. The second motion proposes to allow the current District No 3 to elect two directors to the A A M D &C board It was noted that District No 3 comprises of 25 municipalities, District No 1 has 11 municipalities, District No 2 has 14 municipalities and District No. 4 has 11 municipalities Executive Committee recommend to motion with a preference for the to be elected, at large, from the the district area. 11 Truck Damage to Local Roads approve the two notices of Directors from District No 3 rz-6 1v twenty five jurisdictions in 9,-9AVy& Co,0✓�Ip,1 " 61co 4,* Alberta Transportation and Utilities, in response to concerns expressed with respect to road damage caused by truck traffic, has prepared a draft proposal to offer assistance to rural municipalities affected by this problem. Proposals include investigations to damage caused by through traffic where the municipality cannot recover costs through the local tax base or agreements with the developer and where damages exceed ability to pay but broad economic benefits exceed costs. M L A Mr Len Bracko, M L A for the Alberta Liberal Caucus, has forwarded an update on Alberta Liberal Caucus Issue Information with highlights from the fall session of legislature. Executive Committee recommend to accept and file 13 Mr Alois Stern road approach Mr Alois Stern has applied for a subdivision in S.E 21- 29- 23 -W4. There are two approaches into the proposed subdivision but no approach to access the balance of the quarter section This land is adjacent to SR 836, a paved road and the road on the south side of the parcel is not accessible A joint approach between Mr Stern and Mr. Hecktor, the owner of N E 21- 29- 23 -W4, could be made by widening the existing approach on N E 21 F.c'- Executive Committee recommend that, subject to Mr HecktorIs SAP 2 approval, a joint approach be made on N.E. 21- 29- 23 -W4, with Mr o,tt-mdv >cs Stern paying one half of the cost of paving a this joint approach 14 Change of name from M.D. to County Mr. Jeffery reported that he had received information regarding the change of name from Municipal District to County In order to change the name of a municipality an Order in Council is needed from the provincial government. Executive Committee recommend to accept and file 15. Ohlhauser fish pond (recreation) - S W 11- 29 -23 -W4 A letter has been received from Alberta Environment advising that P.F.R.A. has notified the department that Mr. Ohlhauser has moved the site of the fish pond further downstream and as a result the reservoir water at full supply level may encroach onto the toe of the municipal road Executive Committee recommend to refer this matter to the Road Committee 16 Newspaper Subscription Replies for quotes to provide M D news subscription to ratepayers have been received back from both the Three Hills Capital and the Drumheller mail Highway 21 News was also invited to provide a quote for this service but, to date, has 4 C pip EXECUTIVE COMMITTEE REPORT JANUARY 5th, 1995 not responded The amended quote from the Drumheller Mail is $52,000 00 per year for a three year contract and the quote from the Three Hills Capital is to continue the contract at the same rate of $2 00 per subscription for either a one, two or three year term. Current subscription is 2,032 papers at $2 00 for a total of $4,064 00 per annum Executive Committee recommend to accept the subscription quote " ;', from the Three Hills Capital providing no response is received from Highway 21 News prior to 9.00 A M Tuesday, January 10th, 1995. 17 Request to straighten road - N E 32- 34 -22 -W4 Mr Wagstaff has received a request from Mr Bruce Perry to straighten the road by his property when the crews working on the brushing project at this location Executive Committee recommend this request be referred to the Ao Ucm Road Committee. 18 Marigold Library System The Carbon Public Library has forwarded some cards of support for the Marigold Library System that eleven area residents have signed. Executive Committee recommend to accept and file as information. L'y Mr Ed Dunay, assessor, entered the meeting at this time - 2 20 P M 19. Assessment of Low Producing Oil and Gas Wells The A A M D &C have advised that the Department of Municipal Affairs is currently proposing a number of changes to the assessment of low producing oil and gas wells and has requested a survey from municipalities in response to these proposals. The impact of these proposals will increase the number of wells eligible for adjustment from 5,358 to 24,920 The low producing wells would be assessed on a basis of a graduated scale that corresponds to decreased levels of production. Approval of this proposal would result in the M D of Kneehill losing $8 9 million dollars in assessment which would relate to a reduction of tax revenue of approximately $287,000 00 The M D of Kneehill's pipeline assessment is 38.43% of total municipal assessment Mr Dunay expressed concerns over the amounts of reduction rates and also questioned how these proposals would effect the on site equipment assessment.
