HomeMy WebLinkAbout1994-12-01 Council Minutes�q A N EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 The Executive Committee of Richard A Marz and Otto Hoff met on Thursday, December 1st, 1994 at the M D of Kneehill office in Three Hills, commencing at 9 00 A M John C. Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed 1 Mill Rate Comparison Report Mr Jeffery reviewed a comparison of the M.D. of Kneehill mill rates with the towns and villages He obtained information about assessments and mills rates for each jurisdication and converted all assessments to 100% The M D has the lowest municipal mill rate of the 7 areas Executive Committee recommend a copy of the report be given to each councillor for their information 2 Historic Financial Summary Mr. Jeffery reviewed a historic financial summary which he had prepared It covers 50 years and it showed the increase in inventory, fixed assets, liabilities, reserves, and other items over that period of time Executive committee recommend a copy of the report be given to each councillor for their information. 3 Simplied Look at the M D Financial Picture Mr Jeffery reviewed a simplied verison of the M D 's financial picture which he had prepared. It showed fixed assets, other assets, accounts receivable, cash, investment and inventory, equity in fixed assets, accounts payable, other liabilities, reserves and accumulated surplus Executive Committee recommend a copy of the report be given to each councillor for their information 411101 4 M D Subscription - Three Hills Capital Mr Jeffery noted the M D 's subscription for the Three Hills Capital for M D ratepayers will expire March 31st, 1995 In 1992 the M.D. called for tenders, accepted the bid from the Capital and prepaid the 3 year subscription Executive Committee recommend the Three Hills Capital, Highway��` 21 News and Drumheller Mail be asked to submit a price for the s� M D subscription business 5. December 13th Council Meeting Date Mrs Lowen had contacted all councillors and requested the December 13th meeting be changed to Wednesday, December 14th and 1 do _", i10", 1� r EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 everyone was in agreement. Mr. Cunningham and Mr Wesseling were in agreement with the change also. Executive Committee recommend the December changed to Wednesday, December 14th, 1994 6 Gaetz Cemetery 13th meeting bey° 2 oG /✓IirJJtES Mr Cunningham noted the access road in to the S W 12- 33 -27 -4 has again been farmed over so access to the cemetery in bad weather would be impossible The cemetery is one acre in size and sits in the middle of the section of land - one - quarter of an acre having been taken from each quarter The access into the cemetery is by means of a 14 foot easement through the S.W. 12 Clare Herron is the owner of the land The terms of the easement with Mr Herron are not available at the Executive meeting Executive Committee recommend the office research the easement with Mr Herron and bring a report back to council in due course. 7 Clarification re- Hepburn Blade Grade Road Project Mr Jeffery reviewed the history regarding the Hepburn blade grade road and noted this project was removed from the road program in June of 1994 Executive Committee recommend to accept and file the report 8. Carbon Raiders Senior Girls Volleyball - Request for Funds The coach of this team has requested the M D provide funds to this team as they will be attending the provincial finals in Vermillion in November The policy regarding donations to teams has been cancelled Executive Committee recommend a letter be sent to the team congratulating them on their success, but due to economic conditions, the M D 's policy regarding donations to teams going to provincial finals was cancelled some time ago and therefore the M D is not able to make a contribution towards these expenses 9 Three Hills Family and Community Support Services Request Debra Baird, Town of Three Hills FCSS director has requested funding from the M D to help fund an M.D. wide Youth Employment Program for 1995 Federal funding for Hire a Student program was cut for smaller commuunities in 1994 As this program would be on a larger scale, a part time co- ordinator would be hired to assist in implementing the program The proposed budget of $2420 00 and how these funds were to be raised was enclosed The M D would pay $1079 56, Three Hills $755 52, Trochu $207 88, Acme $120 76, Carbon $100 19, Linden $115 43 and Torrington $40 66 Expenditures for the program would be $1920 00 in salary, advertising $200.00, supplies and materials $150.00 and mileage $150 00 vw► N '14 LM EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 Executive Committee recommend due to the economic conditions the M.D. not participate in this project. 10 Equus Consulting Group - Book - Opening the Door Equus consutling Group has a book called Opening the Door - Improvi.ng Decisions Through Public Consultation It also has a number of seminars available as well The cost of the book is $18 95 plus G S T �°, ✓dJ 7 Aae6u Executive Committee recommend the book be purchased. ip-1 11 Letter from Len Bracko M L A for St Alta Mr Bracko is the Alberta Liberal Municipal Affairs Critic and has forwarded a letter regarding the regulatory responsibilities for landfills which currently fall within the mandate of existing local boards of Health The Minister of Environmental Protection stated in the legislature that regional health authorities have the responsibility for approval of landfill sites The Minister of Health stated the issue of responsibility has not yet been determined. Local boards of health are soon to be eliminated and it seems unclear how the responsibilities for these sites will be transferred to a different authority What solutions do municipalities see in this regard. Executive Committee recommend to accept and file the letter as information and further recommend a letter be sent to Mr Bracko indicating this issue should be dealt with by Alberta Environment not the regional health boards 12 Alta Parliamentary Digest Alta Parliamentary Digest for the week ending November 13th indicated $216 million has been downloaded on to local authorities Also re. tax costs - allegation tax burden down loaded onto municipalities Also Treasurer indicated only 10% of municipalities took a 5% wage roll back Executive Committee recommend to accept and file as information 13 Alta. Lung Association The Alta Lung Association requests permission to carry out a door to door canvas in the M D Executive Committee recommend the Association be granted permission to do this /r--?,4> 14 Pitch In Canada Pitch in Canada is requesting a donation from the M D to help with the 1995 pitch in week The request is for $375 00 3 C N NW Ln EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 Executive Committee recommend not to make a contribution to the Pitch In Campaign 15 Alta. Family and Social Services - Surplus KCRB funds Minister of Social Services advises the province will not reclaim the KCRB surplus funds if the dollars are spent on preventive social services in the community and a plan is submitted no later than January 31st, 1995 Executive Committee recommend to accept and file as information 16 City of Drumheller - Bid for Hosting 1996 Big Country Winter Games The Mayor of Drumheller is asking for a letter of support from the M D in their bid to be the host for the 1996 winter games Executive Committee recommend a letter of support be provided to the city of Drumheller. SQ�I 17 Alta Sport, Recreation, Parks and Wildlife Foundation - Bid for 1997 Alta. Summer Games The Foundation is inviting areas to submit a bid to host the 1997 Alta Summer Games Executive Committee recommend to accept and file as information 18 Cards of Thanks Cards of thanks for the invitation to attend the M.D.'s 1994 Christmas party were received from Ralph W Brown and Jay Clark. Executive Committee recommend to accept and file as information 19 Kidnev Foundation of Canada The Kidney Foundation of Canada request permission to conduct a door to door campaign in March of 1995 Executive Committee recommend the association be granted permission 20 Britestone Colony - Request for Road Approach Mr Jeffery noted when the subdivision was created on the North West of 23- 28 -23 -4 in 1990 by Richard Harsch there was an approach into the subdivision and there is one on the east west road on the north side of the quarter These approaches are still there Perhaps the need for another approach shoul been dealt with when Mr Harsch created the subdivision or further approaches should be at the cost of the landowner Mr Hoff noted there is no approach into the S W 23 and t why a joint approach was to be considered 4 M rmw� !-q N I EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 Executive Committee recommend to accept and file as information 21 Three Hills Airport Town of Three Hills sent a letter regarding the proposed development at the airport Town is prepared to contribute $21,000 and P B I will contribute $21,000 and the M D 's contribution of $8000 will make up the matching grant A application has been prepared for the CFEP grant The Town would also like to meet with the M D to discuss allowing P B I to have representation on the airport commission Executive Committee recommend a committee of Jim Hanger, Glen 4c--7 ' o Wagstaff and R A Marz meet with the town and P B I to discuss 7`RH the make up of the airport commission 22 Estate of Alfred Ziealer Subdivision - N E 22- 29 -24 -4. A real property report has been submitted in connection with a proposed subdivision on N E 22- 29 -24 -4. It appears the house and some of the other buildings on the proposed acreage will not meet M.D. setback requirements G,��,7 Executive Committee recommend the M.D. waive its setback X40,4,) requirements 23 M D Fax Machines David Hibbs submitted a bid for 4 of the old fax machines, $7.55 for each of the two machines which do not work and $107 55 for each of the two that do work. Mr Marz had asked if council might consider donating one of the working machines to the Golden Hills Lodge. There was also discussion about the bid received and the value of the machines Executive Committee recommend the M D donate one of the working machines to the Golden Hills Lodge and advertise the balance of the machines for sale and Mr Hibbs be advised his bid was not accepted, but he is welcome to rebid if he so wishes 24 AAMD & C re Alta Court of Appeal Ruling The AAMD & C has forwarded a summary of the Alberta Court of Appeal's decision regarding the Alberta's Electoral Division Statutes Amendment Act. The court did not disallow the current electoral boundaries, but it did question the basis of the allocation of seats between rural and urban citizens and strongly suggested these boundaries be redrawn before the next provincial election. The court also suggested the new boundaries should reflect more closely the distribution fo population in Alberta c. r Executive Committee recommend a copy of the letter be given to each councillor Go�,ae 25 AAMD & C Executive Highlights from October 27th Board Meeting 5 A A EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 The board met with AMA to discuss the proposed new regulations under the new Mun Government Act It also met with Alta Environmental Protection about the water management legislation, and the proposed fee schedule for reviewing applications for approvals and issuing approvals under the Environmental Protection and Enhancement Act Several other issues were also discussed with the Province Executive Committee recommend to accept and file as each .. councillor has been given a copy of this letter 26 Gerald Dube Property - Wimborne The M.D. now has clear title to the old lumber yard property in Wimborne. Does council wish to proceed with tearing down the old buildings or try to sell the property with the buildings? Executive Committee recommend Mr Dube be sent a double registered letter giving him 30 days to remove his personal =7 items from the buildings, and the crews be instructed to proceed with demolition of the buildings over the winter as time permits 27 Royal Bank of Canada Property in Swalwell The M D has acquired Lots 11 to 26 in Block 7 Swalwell under tax forfeiture procedure. Does council wish to take clear title at this time? Reserve bid is $2000 00 and taxes owing is $3124 82 ca F< Executive Committee recommend to proceed to take clear title to gy40j the property and council pass the necessary by -law at the next AAWW**" meeting of council 28. Report re: Street Lights - Bircham and Hesekth Councillor Lowen and Councillor Boake reviewed the street lights in Bircham and Hesketh There is one light in Bircham and two in Hesketh The lights are still required Executive Committee recommend to accept the report 29 Letter from Regional Health Authority #5 Regional Health Authority #5 - Drumheller - held some meetings to inform the public about the three year busin which the board submitted to the Minister of Health Meetings were held in Hanna, Linden and Drumheller Executive Committee recommend to accept and file as info= 30 Alberta Fish and Wildlife Meetings Fish and Wildlife is hosting several post hunting meetings One will be held in Red Deer - Decemeber 8th Executive Committee recommend Councillor Vickery attend wishes. 6 ,-W. Cr EXECUTIVE COMMITTEE REPORT DECEMBER 1st, 1994 31 Topeka Energy Inc Complaint re Taxes Ed Cunningham, owner of Topeka Energy Inc paid up tax arrears in the amount of $1263.21 and advised he was selling off the surface equipment and abandoning the well Part of the reason for this was the high taxes he had to pay and he was concerned about the hundreds of marginal wells which may be shut down because of such high taxes. Executive Committee recommend Mr Dunay review this matter and a ✓� ✓� report to council regarding this matter - if there any validity to his concern - amount of taxes - amount of penalties, etc 32 Friends of Guzoo The Friends of Guzoo have 4 snack vending machines available to them to use for fund raising Would the M D be interested in having one in the office Executive Committee recommend to accept and file as information 33. Jubilee Insurance - Claims closing Notice Jubilee has set up a system whereby it will advise the members about how claims were handled - the date of loss, policy number, claim number and on what basis the claim was closed and the amount paid, if any.
