HomeMy WebLinkAbout1994-11-04 Council MinutesIq 1994 ANNUAL COUNCIL TOUR FRIDAY, November 4th, 1994 The annual road tour of October 24th, 1994 was continued on Friday, November 4th, 1994 commencing at 8.30 A M The following were present for the tour Richard A Marz Reeve and Councillor Division 4 Otto Hoff Deputy Reeve and Councillor Div 2 Marylea Lowen Councillor, Division 1 Robert E Boake Councillor, Division 3 James Hanger, Councillor, Division 5 Richard M. Vickery, Councillor, Division 6 Glen M Wagstaff, Councillor, Division 7 (from 9 00 A M until 1.40 P M) Lonnie McCook, Acting Public Works Superintendent Jennifer Deak, Assistant Accountant The following roads, from the annual road tour agenda, were inspected and reviewed: 1 SR 575 Carbon Corner to Hesketh Corner It was noted that this project begins at the Carbon corner and not the Carbon cemetery corner This is a paving project under the Canada Alberta Infrastructure program The project has been contracted out to A & A Paving The project is for overlay only; the road will not be widened Mr. McCook advised that a letter had been sent to the contractor, by Torchinsky Engineering, requesting the guardrails south of 26- 29 -23 -W4 be replaced by November 11, 1994 It was noted that the road will have to be closely monitored during the winter months for icing and the surface shall have to be salted It was also noted that the Rowbottom approach on SR575 at N E 19- 29 -21 -W4 is too sharp The access to the Tchir property N E 23- 29 -21 -W4 was examined Mr McCook showed the councillors where the M D road ends From that point the road turns into three laneways, each to seperate residences 2. Jutras Road - w/o 1 & 12 - 29 -21 -4 pp�rr" Nynn R 'A Corr 1',k*.-- A request to upgrade this road has been made by Messrs. lc nY,Ne Ted, Paul and Len Andrews who use the road to gain access c.dv�rd to their lands Access to the Andrews land via Jutras is !P gained by travelling the Monarch Hill (in the M D of Badlands) to the Nacmine Road Mr McCook noted that the culvert at 6- 29 -21 -W4 on the Nacmine Road is too high Mr Paul Andrews and later Mr Ted Andrews met council at this location to discuss the access road to their property The road needs a general upgrading, especially the two low spots along the coulees Here the field is approximately 12' higher than the road Mr Paul Andrews noted that the wind blows in this road and during the winter months there are snowdrifts Messrs. Andrews needs to travel the road for access to grain bins located on the property. An alternate and much shorter route to this property can be gained through Mrs Helen Lowen's land but she has refused access to the Andrews The Andrews take the grain from this land to the elevator at Kirkpatrick and the distance is much shorter via Mrs Lowen's property than the road via Jutras Messrs Andrews advised council that they have initiated legal action against Mrs Helen Lowen and Mr & Mrs Edward Hnetka (an adjacent land owner to Mrs Helen Lowen) to gain access to their land through Mrs Lowen's property They also advised that Mrs Helen Lowen has negotiated a lease with them for access to their land 1 A M 1994 ANNUAL COUNCIL TOUR FRIDAY, November 4th, 1994 through her property. The lease is valid until the legal action is satisfied. It was agreed by council that pit run should be placed on the low spots, through the coulees, on the Jutras road accessing the Andrews land 3 Horseshoe Canyon East Road - Lowen, Andrews, Vickers w/o 26 & 35 28 -21 -W4 and south & west of 2- 29 -21 -W4 This road is on the 1994 road program for blade grade The farmers of these lands are requesting access through Leonhardt land to their grain bins. Pan Canadian has currently leased an access road through Mr. Leonhardt's land to their well site at 6- 35- 28 -21 -W4 This leased road could also be used to access Messrs Lowen, Andrews and Vickers lands It was noted that the road allowance is from highway #9 to the curve and then the lease road begins It was also noted that Mr Jeffery has been involved with this issue Council agreed that Pan Canadian should be contacted about the possibility of puchasi.ng the lease road and also that this matter be referred to council The road tour recessed for lunch 4 Will Farms - w/o 22 & 27 27 -21 -W4 This is a 1994 blade grading and ditch cleaning project The road shall have to be built up in the low spots ( three low spots) and gravel will be needed 5 SR 836 Carbon south to #9 This road is scheduled for rechip in 1995 Mr Hoff noted that the surface is wearing on this road The Britestone Hutterites are requesting an approach from SR836 onto their land at N W 23- 28 -23 -W4 This would be within policy as there is currently only one approach to this quarter It was recommended that this request be approved as it agrees with policy It was also noted that there are poor spots on this road beside the Fish Farm (Tp 29 -0, R Rd 23 -2) and also coming down the hill into Carbon Mr Wagstaff left the tour - time 1.40 P M. 6. SR575 from highway 21 west to Acme This section of road is scheduled for pavement overlay in 1995 The tour inspected the access road, build by a private contractor, into Midas Resources Ltd well site at 4- 14- 29 -24 -W4 The road is dirt, has no gravel, is not defined and needs grading It is used solely by the oil company to access their well It was also noted that this road does not meet policy guidelines or standards. It was recommended that Mr McCook contact the company and request this road be upgraded and gravelled to meet M.D. standards, by a mutually agreed upon date, and should these standards not be met then the M D should not provide future services to this company. 7 Muchka s/o 16,17,18 - 29 -24 -W4 This three mile project is scheduled for regrade in 1994. It was noted that the curve on this stretch of road is bad and the fields are as high as the ditch Mr Boake also noted that in spring there is lots of frost on this section of road The tour travelled along the SB 90 project on the Grainger Road and noted that the road has held up very well 2 r Fenj,-C�2 i P 4.i_ , r- St-v-., � �.�e a '3 re VIA- 1'p a k n % rte' ?l C [A 1994 ANNUAL COUNCIL TOUR FRIDAY, November 4th, 1994 8 Johnson Road w/o 16 & 21 29 -26 -W4 This road is scheduled for regrade in 1996 It is a two mile project The road is soft and below field level The tour recommended traffic counts be made on all road projects and that these counts be not less than three days in duration with one count per project. The tour then inspected the new P I C project at 18- 29- 26 -W4. The tour then travelled north of the Acme cemetery to the Linden road. An inspection was made of the Feedrite approach off SR806 by the Linden intersection It was noted that the village of Linden is requesting another approach at this location to service a proposed cement facility east of Feedrite in the Linden industrial park It was agreed that it would be better to have a north /south service road along SR806 to cater to any future industrial growth at this location The Linden Church Road from the Linden road to the correction line was examined This project was undertaken last year The road is good but has one soft spot Mr McCook noted that gravel base, not pit run, was used on this project which resulted in good compaction with the dirt. 9 Correction Line Road - s/o 3 & 4 31 -25 -W4 This is a two mile project scheduled for regrade in 1996 The tour returned to Three Hills via SR583 and stopped along the project to inspect the fencing and the approach at the entrance to the Tetz residence It was noted, during the tour, that the following township and range signs were either down or missing• Tp Rd 30 -0 R Rd 22 -1 sign down Tp Rd 28 -4 R Rd 21 -2 sign missing The tour concluded at 4.20 P M 3 C 13 ScS r, pro S 7 Im IDU r- -U M > m > ao Z m z r- --4 0 0 w oo g: in 0 m ztk 00 > (D --1h —j 0 M M 00 0 m m -S M > X -u I'D Z z Do z o x Z 3: 0 4�- M M 0 Ln M D M -U 0 0 OD r\) 0 M M 00 0� (n a) M =1 CD �!
